rather than solely on the individual contractor’s Web site.<br />

<strong>This</strong> will allow a uniform access point for information<br />

during the <strong>CMS</strong> contracted basic development process for<br />

measures intended for PQRI. Additionally, other major<br />

measures developers publish measures and specifications<br />

during development and seek public comment as do both NQF<br />

and AQA during their consensus processes.<br />

We agree with the commenters that it is desirable to<br />

provide final measure specifications sufficiently in<br />

advance of the reporting period to allow reasonable time<br />

for professionals to analyze new or revised measures and<br />

implement any needed changes in their office workflows to<br />

accurately capture and successfully submit data on a<br />

selection of measures applicable to their practice on which<br />

they can act to improve the quality of the services they<br />

furnish. Having detailed information on measures available<br />

in advance of the reporting period also enhances the<br />

ability of vendors (such as practice-management software,<br />

billing services, and electronic health records vendors) to<br />

support professionals’ successful implementation of revised<br />

data-capture processes for the measures.<br />

Given that section 1848(k)(2)(B)(iii) requires that we<br />

publish the final list of 2009 PQRI measures in the Federal<br />
