to make any changes to the final set of PQRI quality<br />

measures for a particular year once the set <strong>has</strong> <strong>been</strong><br />

published in the Federal Register.<br />

However, as explained in the CY 2009 PFS proposed rule<br />

(73 FR 38570) we introduced a test measures process during<br />

2008, which gives eligible professionals the opportunity to<br />

submit the quality data codes for measures included in the<br />

2008 Measure Testing Process. No financial incentive is<br />

associated with the reporting of these 2008 test measures<br />

though. Instead, the test measures process helps provide<br />

experience with using the measures which can contribute to<br />

future consideration for the PQRI. We proposed and are<br />

finalizing as 2009 PQRI measures certain measures included<br />

in the 2008 Test Measures Process.<br />

d. The Final 2009 PQRI Quality Measures<br />

In the CY 2009 PFS proposed rule (73 FR 38566 through<br />

38567), we solicited comments on the implication of<br />

including or excluding 175 specific quality measures in 4<br />

categories. We also explained that while we recognized<br />

that some commenters may wish to recommend additional<br />

measures for inclusion in the 2009 PQRI measures that we<br />

had not proposed, we would not be able to consider such<br />

additional measures for inclusion in the 2009 measure set.<br />
