We will provide the technical specifications (that is,<br />

specifications for the XML file format that registries<br />

would need to use to submit PQRI quality measures results<br />

and numerator and denominator data on quality measures to<br />

<strong>CMS</strong>) to registries after a registry passes an initial<br />

qualification process for the 2009 PQRI. <strong>This</strong> will prevent<br />

registries that cannot satisfy the requirements listed on<br />

the Web site from expending resources trying to meet the<br />

technical specifications. Meeting only the technical<br />

specifications would not in and of itself qualify the<br />

registry to participate.<br />

iv. EHR-Based Submission for Reporting Individual Measures<br />

In addition to the testing of registry-based<br />

submission, we also described in the CY 2009 PFS proposed<br />

rule (73 FR 38564 through 38565) our plans to test the<br />

submission of clinical quality data extracted from EHRs for<br />

five 2008 PQRI measures and proposed to accept PQRI data<br />

from EHRs and to pay the incentive payment based on that<br />

submission for a limited subset of the proposed 2009 PQRI<br />

quality measures.<br />

We proposed to begin accepting submission of clinical<br />

quality data extracted from EHRs on January 1, 2009 or as<br />
