As we stated in the CY 2009 PFS proposed rule (73 FR<br />

38563), we will make every effort to ensure that registries<br />

that are “qualified” will be able to successfully submit<br />

quality measures results and numerator and denominator data<br />

on PQRI quality measures or measures groups, but we cannot<br />

assume responsibility for the successful submission of data<br />

on PQRI quality measures or measures groups, by the<br />

registry.<br />

The 2009 registry technical requirements will be<br />

posted on the PQRI section of the <strong>CMS</strong> Web site at<br />

http://www.cms.hhs.gov/pqri by November 15, 2008. In<br />

general, to be considered qualified to submit individual<br />

quality measures on behalf of professionals wishing to<br />

report under the 2009 PQRI, a registry must:<br />

● Have <strong>been</strong> in existence as of January 1, 2009.<br />

● Be able to collect all needed data elements and<br />

calculate results for at least three measures in the 2009<br />

PQRI program (according to the posted 2009 PQRI Measure<br />

Specifications).<br />

● Be able to calculate and submit measure-level<br />

reporting rates by NPI/Taxpayer Identification Number<br />

(TIN).<br />

● Be able to calculate and submit measure-level<br />

performance rates by NPI/TIN.<br />
