However, the technical specifications (that is, specifications for the XML file format that registries would need to use to submit PQRI quality measures results and numerator and denominator data on quality measures to CMS) are not finalized and will be made available to a registry after the registry passes an initial qualification process. Meeting only the technical specifications would not in and of itself qualify the registry to participate. Comment: A commenter requested that CMS work with standards development organizations to align our measures and specifications for registries and EHRs with the standards development organizations’ standards. Response: We agree with the commenter’s suggestion and do actively interact with standards development organizations. We desire to use such standards when available and to promote the adoption and use of such standards. Based on the comments received, the 2009 reporting options for registry-based submission of at least three individual PQRI measures are finalized as proposed and are listed in Table 13.
