by any provider regardless of the provider’s relationship<br />

to the registry.<br />

Response: Registries provide an alternative to<br />

claims-based reporting. Regardless of the reporting<br />

mechanism (that is, claims or registries), there is no<br />

provision for reporting by multiple professionals under the<br />

PQRI since each individual eligible professional must<br />

separately meet the criteria for satisfactory reporting<br />

PQRI quality measures. Registries have no responsibility<br />

to establish a relationship with any particular<br />

professional. An eligible professional who does not have a<br />

relationship with a qualified registry <strong>has</strong> the option of<br />

submitting data on measures groups through claims or<br />

establishing a relationship with a qualified registry<br />

unless he or she wishes to report the CABG surgery measures<br />

group. The measures in the CABG surgery measures group are<br />

reportable only through a registry.<br />

Comment: One commenter thought we should allow<br />

satisfactory reporting of measures groups via registries to<br />

count for 2 years of PQRI reporting.<br />

Response: Our statutory authority authorizes an<br />

annual PQRI program. For each year, there are established<br />

specific reporting periods and reporting criteria. The<br />
