Comment: Many commenters strongly supported the<br />

continued use of measures groups, the expansion of measures<br />

groups, registry-based submissions of measures groups, and<br />

alternative reporting periods for measures groups.<br />

Response: We are pleased that many commenters are<br />

supportive of the measures groups concept, the expansion of<br />

measure groups, registry-based submissions for measures<br />

groups, and alternative reporting periods. These options<br />

provide for program efficiency, flexibility and<br />

opportunities for physicians and other eligible<br />

professionals to more broadly demonstrate their clinical<br />

performance for particular services and provide a better<br />

basis for comparison among professionals. We plan to<br />

continue a dialogue with stakeholders to discuss<br />

opportunities for program efficiency and flexibility.<br />

Comment: Many commenters were in support of the 30<br />

consecutive patient reporting option for the full year 2009<br />

reporting period. One commenter noted that a sample<br />

consisting of consecutive patients would result in a<br />

nonrandom sample of patients. Another commenter requested<br />
