Federal Register. Information regarding the submission of
public comments can be found in the “ADDRESSES” section of
this final rule with comment period. We will summarize and
respond to all comments received in response to our
proposal (or any future proposal for an exception (or
exceptions) to the physician self-referral law for
incentive payment and shared savings programs), including
the 55 comment letters noted above, in a final rulemaking.
For ease of reference, we are numbering our
solicitations of comments in a continuous sequential order,
and we encourage commenters to refer to these numbers in
their submissions to us. Although we have offered many
specific solicitations of comments in an effort to
stimulate and focus discussion, we do not mean to imply
that we are interested in receiving comments only on the
specific questions noted below; rather, we encourage
comments on any and all relevant issues to an exception or
exceptions for incentive payment and shared savings
programs. In addition, we request that commenters consider
all of the issues in context and in conjunction with each
other, as well as consider the exception holistically
