Therefore, we proposed to define an “extension<br />

location” as: (1) a location or site from which a<br />

rehabilitation agency provides services within a portion of<br />

the total geographic area served by the primary site; (2)<br />

is part of the rehabilitation agency; and (3) is located<br />

sufficiently close to share administration, supervision,<br />

and services in a manner that renders it unnecessary for<br />

the extension location to independently meet the conditions<br />

of participation as a rehabilitation agency.<br />

The following is a summary of the comments received<br />

concerning an extension location and our responses.<br />

Comment: Some commenters supported our proposed<br />

revisions and suggested that we add additional clarifying<br />

information. One commenter suggested that we clarify the<br />

status of space that a rehabilitation agency may use within<br />

another facility (for example, a room used by the agency<br />

within a nursing facility). Another commenter suggested<br />

that we specify a mile radius from the rehabilitation<br />

agency’s primary site within which an extension location<br />

may exist.<br />

Response: We thank the commenters for their input.<br />

Regarding a mile radius, mileage, and travel times from the<br />

primary location to the extension location are significant<br />

factors to consider because they are implicitly referenced<br />
