commenter also indicated that use of e-prescribing<br />

technology is dependent on the availability of<br />

telecommunications services and Internet connectivity, and<br />

this is problematic especially in rural areas where there<br />

may be a lack of such telecommunications and/or Internet<br />

connectivity services needed to support e-prescribing<br />

systems.<br />

A vendor expressed concern that their client<br />

pharmacies that rely solely on computer-generated<br />

facsimiles may not be able to send or receive computer-<br />

generated facsimile transmissions through national<br />

prescription information exchange networks after<br />

January 1, 2009.<br />

Response: We recognize that pharmacies that are not<br />

now conducting e-prescribing transactions using the NCPDP<br />

SCRIPT standard will incur costs to implement this<br />

capability, and that pharmacies will likely experience an<br />

increase in e-prescribing transaction volumes and costs as<br />

utilization of such transactions increases.<br />

We agree that independent pharmacies and pharmacies<br />

that employ only computer-generated facsimile capabilities<br />

need to be given the opportunity to upgrade their systems<br />

and that elimination of the computer-generated facsimile<br />
