Response: While we monitor contractor provider<br />

enrollment processing timeliness using PECOS, we do not<br />

currently calculate an average length of time for initial<br />

enrollments, changes, and reassignments. We will consider<br />

calculating the average length of time for initial<br />

enrollment applications, changes of information, and<br />

reassignments and making this information available to the<br />

public.<br />

Comment: One commenter requests that if we finalize<br />

these provisions, a notice of onsite review should be<br />

provided 14 days in advance to allow the pharmacy to<br />

appropriately schedule for the onsite review.<br />

Response: We disagree with this commenter. We<br />

believe that onsite reviews provide <strong>CMS</strong> and our contractors<br />

a valuable tool to ensure that providers and suppliers are<br />

in compliance.<br />

Comment: Several commenters remain concerned about<br />

the failure of <strong>CMS</strong> to permit the use of electronic<br />

signatures and electronic <strong>document</strong>s which would provide<br />

practitioners and practices the opportunity to complete and<br />

submit the entire application package online.<br />

Response: <strong>This</strong> comment is outside the scope of this<br />

proposed rule and can not be addressed in this final rule.<br />
