adjustments to the revised wage adjustments described<br />

previously in this section. Because the ESRD wage index is<br />

only applied to the labor-related portion of the composite<br />

rate, we computed the BN adjustment factor based on that<br />

proportion (53.711 percent).<br />

To compute the final CY 2009 wage index BN adjustment<br />

factor (1.056689), we used the most current FY 2005<br />

pre-floor, pre-reclassified, non-occupational mix-adjusted<br />

hospital data to compute the wage index values, treatment<br />

counts from the most current 2007 outpatient claims (paid<br />

and processed as of June 30, 2008), and geographic location<br />

information for each facility which may be found on the<br />

Dialysis Facility Compare Web page on the <strong>CMS</strong> Web site at<br />

http://www.cms.hhs.gov/DialysisFacilityCompare/. The<br />

FY 2005 hospital wage index data for each urban and rural<br />

locale by CBSA may also be accessed on the <strong>CMS</strong> Web site at<br />

http://www.cms.hhs.gov/AcuteInpatientPPS/WIFN/list.asp.<br />

The wage index data are located in the section entitled,<br />

“FY 2009 Final Proposed Rule Occupational Mix Adjusted and<br />

Unadjusted Average Hourly Wage and Pre-Reclassified Wage<br />

Index by CBSA.”<br />

Using treatment counts from the 2007 claims and<br />

facility-specific CY 2008 composite rates, we computed the<br />
