a. Updates to Core-Based Statistical Area (CBSA)<br />

Definitions<br />

In the CY 2006 PFS final rule with comment period<br />

(70 FR 70167), we announced our adoption of the OMB’s<br />

CBSA-based geographic area designations to develop revised<br />

urban/rural definitions and corresponding wage index values<br />

for purposes of calculating ESRD composite rates. OMB’s<br />

CBSA-based geographic area designations are described in<br />

OMB Bulletin 03-04, originally issued June 6, 2003, and is<br />

available online at www.whitehouse.gov/omb/bulletins/b03-<br />

04.html. In addition, OMB <strong>has</strong> published subsequent<br />

bulletins regarding CBSA changes, including changes in CBSA<br />

numbers and titles. We wish to point out that this and all<br />

subsequent ESRD rules and notices are considered to<br />

incorporate the CBSA changes published in the most recent<br />

OMB bulletin that applies to the hospital wage index used<br />

to determine the current ESRD wage index. The OMB<br />

bulletins may be accessed online at<br />
