The purpose of the wage index is to adjust the composite rates for differing wage levels covering the areas in which ESRD facilities are located a. Updates to Core-Based Statistical Area (CBSA) Definitions In the CY 2006 PFS final rule with comment period (70 FR 70167), we announced our adoption of the OMB’s CBSA-based geographic area designations to develop revised urban/rural definitions and corresponding wage index values for purposes of calculating ESRD composite rates. OMB’s CBSA-based geographic area designations are described in OMB Bulletin 03-04, originally issued June 6, 2003, and is available online at www.whitehouse.gov/omb/bulletins/b03- 04.html. In addition, OMB has published subsequent bulletins regarding CBSA changes, including changes in CBSA numbers and titles. We wish to point out that this and all subsequent ESRD rules and notices are considered to incorporate the CBSA changes published in the most recent OMB bulletin that applies to the hospital wage index used to determine the current ESRD wage index.
