CMS-1403-FC requested that we develop a method to ensure payments are received automatically for all physicians that would qualify for the HPSA bonus payment. One commenter suggested that we change the HPSA bonus payment program to include nonphysicians and work with the Congress to allow all persons who directly bill under Part B to be eligible for the 10 percent bonus for working in a designated HPSA. Response: We appreciate the comments in support of our efforts to ensure all physicians furnishing services to Medicare beneficiaries in an area that is designated as a geographic HPSA on December 31 of the prior year receive the HPSA bonus payment. As a result of refinements in our systems, we expect that more areas that are eligible for the bonus payment will be on the list of zip codes eligible for automatic payment of the HPSA bonus, thereby reducing the number of physicians who need to use the modifier. However, we acknowledge that some physicians may not be aware of the need to use the modifier if they are furnishing services in a geographic HPSA that was designated after the list of eligible zip codes was created but prior to December 31. We will continue to utilize our provider education resources to increase awareness of the appropriate 160
