V. Impact on Beneficiaries<br />

There are a number of changes made in this final rule<br />

with comment period that would have an effect on<br />

beneficiaries. In general, we believe these changes,<br />

including the refinements of the PQRI with its focus on<br />

measuring, submitting, and analyzing quality data, the<br />

MIPPA provisions related to the IPPE, and the changes with<br />

respect to telehealth services will have a positive impact<br />
