6. Section 136: Extension of Treatment of Certain<br />

We do not have specific information on the number of<br />

independent laboratories that would be affected by section<br />

136 of the MIPPA. We think that most, if not, all<br />

independent laboratories have some exposure to this billing<br />

practice. The estimated CY 2009 incurred benefit impact of<br />

the extension of this practice is $80 million.<br />

7. Section 141: Extension of Exceptions Process for<br />

Medicare Therapy Caps<br />

Section 141 of the MIPPA extends the exceptions<br />

process for therapy caps from July 1, 2008, through<br />

December 31, 2009. The estimated impact of this provision<br />

for CY 2009 is $1.69 billion.<br />

8. Section 143: Speech-Language Pathology Services<br />

Amendments made by section 143 of the MIPPA provide<br />

the authority to enroll speech-language pathologists as<br />

suppliers of Medicare services and for speech-language<br />

pathologists to begin billing Medicare for outpatient<br />

speech language pathology services furnished in private<br />

practice beginning July 1, 2009. The enrollment of speech<br />

language pathologists to provide services in outpatient<br />
