other preventive services (for example, the tobacco<br />

cessation benefit) we do not expect that the amount of the<br />

increase will be more than a modest amount. Since MIPPA<br />

refers to the evidence-based preventive services<br />

recommended by the USPSTF, costs would be aligned with the<br />

most effective screenings, and would avoid use of resources<br />

for those services that are not based on available evidence<br />

of effectiveness, thus reducing wasted resources.<br />

b. Section 101(b) – Revisions to Initial Preventive<br />

Physical Examination (IPPE)<br />

Section 101(b) of the MIPPA expands the eligibility<br />

period for beneficiaries using the initial preventive<br />

physical examination (IPPE) from 6 to 12 months, waives the<br />

Part B deductible, and makes several other changes to the<br />

benefit such as adding the measurement of the body mass<br />

index (BMI) and end-of-life planning to the list of<br />

required services. We estimate that the expansion of these<br />

Medicare Preventive services and the waiver of the Part B<br />

deductible requirement may increase the number of covered<br />

services that are performed in the next several years. As<br />

a result, we expect the amendment may result in a small but<br />

modest increase in payments to physicians and other<br />

qualified practitioners who provide these examinations and<br />

for any medically necessary follow-up (tests, counseling or<br />
