S. MIPPA Provisions<br />

1. Section 101: Improvements to Coverage of Preventive<br />

Services<br />

a. Section 101(a) Coverage of Additional Preventive<br />

Services<br />

As discussed earlier in the preamble, section 101(a)<br />

of the MIPPA provides the Secretary with the authority to<br />

add coverage of “Additional Preventive Services” and<br />

specifies the process and the criteria that are to be used<br />

in follow-up determinations regarding the coverage of such<br />

services under the Part B Program. As provided in the law,<br />

this new coverage allows payment for “additional preventive<br />

services” not otherwise described in Title XVIII of the<br />

Act, if the Secretary determines through the national<br />

coverage determination (NCD) process that the new services<br />

meet statutory requirements for coverage. We estimate that<br />

the new authority to review and add coverage of additional<br />

preventive services, if appropriate, will result in an<br />

increase in Medicare payments in the next couple of years<br />

to physician and other providers for such services.<br />
