the program by reducing overutilization and<br />

anti-competitive business arrangements. We cannot gauge<br />

with any certainty the extent of these savings to the<br />

Medicare program.<br />

M1. Physician Quality Reporting Initiative (PQRI)<br />

As discussed section II.O1. of this final rule with<br />

comment period, the final 2009 PQRI measures satisfy the<br />

requirement of section 1848(k)(2)(B)(iii) of the Act that<br />

the Secretary publish in the Federal Register by<br />

November 15, 2008 a final set of quality measures that the<br />

Secretary determines would be appropriate for eligible<br />

professionals to use to submit data to the Secretary in<br />

2009. As discussed in section II.O1. of this final rule<br />

with comment period, we are also offering options in 2009<br />

for reporting some of the 2009 PQRI measures via submission<br />

of data to a clinical registry and options for reporting on<br />

measures groups rather than individual measures.<br />

Although there may be some cost incurred for<br />

maintaining the measures used in the PQRI and their<br />

associated code sets, and for expanding an existing<br />

clinical data warehouse to accommodate registry-based data<br />

submission for the PQRI, we do not anticipate a significant<br />

cost impact on the Medicare program.<br />
