<strong>CMS</strong>-1403-FC<br />

<strong>This</strong> amendment of the exemption for computer-generated<br />

facsimiles to include prescription refill requests sent<br />

from dispensers to providers who do not possess the<br />

capability to conduct electronic refill request<br />

transactions using the NCPDP SCRIPT standard will not<br />

affect non-NCPDP SCRIPT enabled prescribers. Prescribers<br />

that currently e-prescribe using NCPDP SCRIPT would<br />

continue to receive refill requests electronically.<br />

Prescribers that currently e-prescribe with<br />

computer-generated faxes using a system that can utilize<br />

the NCPDP SCRIPT standard will simply turn that function<br />

on, and receive refill request transactions using the NCPDP<br />

SCRIPT standard in place of the computer-generated<br />

facsimiles that they used to receive. Prescribers that do<br />

not have the capacity to use NCPDP SCRIPT standard would<br />

continue to receive computer-generated facsimiles.<br />

Moreover, the amendment would not impose costs on<br />

dispensers, as they would be permitted to continue using<br />

computer-generated facsimiles with partners that cannot<br />

conduct electronic refill request transactions using the<br />

NCPDP SCRIPT standard. The amendment will have direct<br />

benefits for dispensers. One national drug store chain<br />

estimated that its stores generate 150,000 non-EDI<br />

prescription refill requests each day. If the<br />
