However, because these reconfigurations would result in<br />

significant redistributions across most California counties,<br />

we are simply proposing that Santa Cruz and Sonoma Counties<br />

(the two counties with the most significant disparity<br />

between the assigned Rest <strong>of</strong> California GAF and the<br />

county-specific GAF) be removed from the Rest <strong>of</strong> California<br />

payment locality and that each would be its own payment<br />

locality. We invite comments regarding this proposal and<br />

possible alternative approaches to address this issue. We<br />

are particularly interested in whether the CMA supports this<br />

approach.<br />

If implemented, our proposal would change the <strong>2006</strong><br />

GPCIs and GAFs for Santa Cruz County, Sonoma County and the<br />

Rest <strong>of</strong> California. The Santa Cruz GAF would be 1.119, a<br />

value 10 percent above the 2005 Rest <strong>of</strong> California GAF. The<br />

Sonoma County GAF would be 1.098, a value 8 percent above<br />

the 2005 Rest <strong>of</strong> California GAF. The Rest <strong>of</strong> California GAF<br />

would be 1.011, a value 0.01 percent below the 2005 Rest <strong>of</strong><br />

California GAF. We would note that the <strong>2006</strong> Rest <strong>of</strong><br />

California GAF published in the November 15, 2004 PFS final<br />

rule (69 FR 66695) was 1.017. This represents the second<br />

year <strong>of</strong> the transition to the new GPCIs and GAFs<br />

incorporating updated data (69 FR 66260). The <strong>proposed</strong> <strong>2006</strong><br />

Rest <strong>of</strong> California GAF <strong>of</strong> 1.011 fully reflects incorporating<br />

the updated data.<br />
