The following discussions outline the criteria for
supplemental survey submission as well as information we
have received for approval.
(1) Survey Criteria and Submission Dates
In accordance with section 212 of the BBRA, we
established criteria to evaluate survey data collected by
organizations to supplement the SMS survey data normally
used in the calculation of the PE component of the PFS. In
the Payment Policies Under the Physician Fee Schedule for
Calendar Year 2002 final rule, published November 7, 2003
(68 FR 63196), we provided that, beginning in 2004,
supplemental survey data had to be submitted by March 1 to
be considered for use in computing PE RVUs for the following
year. This allows us to publish our decisions regarding
survey data in the proposed rule and provides the
opportunity for public comment on these results before
implementation.
To continue to ensure the maximum opportunity for
specialties to submit supplemental PE data, we extended
until 2005 the period that we would accept survey data that
meet the criteria set forth in the November 2000 PFS final
rule. The deadline for submission of supplemental data to
be considered in CY 2006 was March 1, 2005.
