Schließlich stellte die ICEM 1962 fest, dass mit dem Beginn der zwischenstaatlichen
Gastarbeiteranwerbung ihre Arbeit langsam überflüssig gemacht wurde (our main sources of
recruitment are drying-up) und dass die Unterstützung der Gastarbeitermigration nach
Österreich und Deutschland für die Organization ein neues Tätigkeitsfeld darstellen könnte.
Dem Bericht The Situation of the Yugoslav Economy in 1962 and its Effect on the Population
of Working Age zufolge war die geringe Auswanderung aus Jugoslawien politisch bedingt.
Die wirtschaftliche Notlage wird jedoch die Regierung bald zwingen, ihre restriktiven
Wanderarbeiterbestimmungen zu lockern. Mit drei bis vier Millionen unterbeschäftigter
Arbeitskräfte in der Landwirtschaft, stellte Jugoslawien zu dieser Zeit das einzig zugängliche
noch nicht ausgeschöpfte riesige Reservoir an Arbeitskraft dar. 595 Um dies zu betonen, wurde
in einer zufälligen Stichprobe 100 Asylwerber in Österreich befragt, wonach über die Hälfte
der Befragten angab, dass sie Verwandte im Westen hätten: "The emigration rate of
Yugoslavs is best illustrated by the information given by Yugoslav refugees who arrived in
Austria. Of an incidental chosen group of 100 Yugoslav refugees, the following numbers had
relatives in the Western world:

595 "As - under the present situation - approximately 3-4 million men and women from farming parents cannot be employed
to their satisfaction, even more manpower would be set free in case of improved agricultural production methods. (...) Young
Yugoslavs will always try to find employment possibilities outside the country. If the full democratic principles, especially
the freedom of movement without restrictions, would be enjoyed by the Yugoslav population, the country would definitely
be - as in the past - on of the major emigration areas in Europe. (...) The Yugoslav government has also recognized the
problems of superfluous manpower and tried to remedy the situation by sanctioning officially the employment of Yugoslav
migratory workers in neighbouring countries. Political considerations, however, prevailed over economic reasoning and no
official worker agreements were signed. It can be anticipated that the last word has not been said on the dispatching of
Yugoslav workers abroad, because the problem is too pressing and the lively tourist traffic from the Western world will
foster a continuing liberalization of the Yugoslav regime. In conclusion, it can be said that Yugoslavia is the European
country having the greatest hidden manpower reserves at its disposal, is wishing to find a solution by the export of some
manpower, but is presently prevented from doing so by the fears of adverse political repercussions from the other
communist countries. (IOM,XXXXI,1957,19). (kursiv, E.S.) Diese parteipolitische Erklärungsvariante in Bezüg auf die
Verzögerung der jugoslawischen Auswanderungsbewilligungen wäre auch in Zusammenhang mit der Erforschung des
Prager Frühlings 1968 - wo eine Gastarbeiterexport genauso überlegt wurden - von Bedeutung.
