Summary of the Working Group Recommendations on Access to Genetic Resources and<br />
Benefit Sharing<br />
The Convention on Biological Diversity which entered into force on December 29, 1993, creates<br />
a new relationship between states providing genetic resources and potential users and is legally<br />
binding for the member states. Although many of the details of implementing the convention still<br />
need to be worked out. It is obvious that the Convention is already now altering the international<br />
cooperative effort to conserve and utilize genetic resources. The plant genetic resources for food<br />
and agriculture (PGRFA) are an important part of the biological diversity.<br />
At the moment, discussions on the implementation of the Convention on Biological Diversity and<br />
on the revision of the FAO International Undertaking are under way which, together with the<br />
GATT/TRIPS 2 agreement, will lead to the future global framework for the conservation and<br />
utilization of biodiversity.<br />
The International Agricultural Research Centers will need clear guidance from the Consultative<br />
Group on International Agricultural Research (CGIAR) since most of its members have ratified<br />
the Biodiversity Convention. Considering that conservation and utilization of germplasm are the<br />
cornerstones of the CGIAR mandate as well as for the operation of the centers, the ongoing<br />
process has to be carefully analysed and consequences have to be elaborated.<br />
In order to analyse the different aspects and consequences involved in the implementation of the<br />
Convention from a German perspective, it was decided to set up a multidisciplinary working group<br />
