Um Metnan – Zinab al-Ghanami Zinab habe ich in einem der gebrauchten Schulbusse fotografiert. Es scheint, dass das Fahrzeug seit den 60er Jahren für Schülertransporte gedient hat. Kaum zu glauben, dass es noch fährt, und noch schwerer zu glauben, dass es für den Transport kleiner Kinder benutzt wird. Die Tür ist verrostet, defekt, halb offen. Die Fenster sind in verschiedenen Stellungen stecken geblieben. Die Polsterung der alten Sitze ist völlig zerschlissen, teils ist nicht einmal mehr Schaumstoff übrig geblieben. Die Decke ist aus Sperrholz. Der Boden – rostiges Eisen. Die Fahrten zur Schule in Um Metnan macht der Bus in zwei Touren: Er sammelt Kinder ein, setzt sie an der Schule ab, kehrt zurück und holt den Rest der Kinder. Die ersten stehen viel früher auf und müssen in der Schule fast eine Stunde bis Unterrichtsbeginn warten. Zinab, Schülerin der dritten Klasse, fährt mit der zweiten Tour. Nach einer Fahrt von etwa zwanzig Minuten auf kaputten Sandstraßen erreicht sie um 7.50 Uhr die Schule. Die Schule ist aus ein paar Caravans zusammengebaut und hat um die 1.000 Schüler. Etwa 18.000 Kinder im Grundschulalter leben insgesamt in allen nicht anerkannten Dörfern, Grundschulen gibt es dort jedoch nur 20. Die beduinische Bildungsbehörde, die 1981 eingerichtet wurde, soll sich um die Durchsetzung der Schulpflicht in diesen Dörfern kümmern. Unter anderem ist sie für die Beförderung der Schüler verantwortlich, sollte daher diesen Dienst ausschreiben und den Standard kontrollieren. Komitees und Prüfer, die das Kultusministerium von Zeit zu Zeit ernannte, fanden diverse Mängel in der Leitung der Behörde, und 2003 wurde auf Mosche Schochat, der damalige Leiter, seiner Aufgabe enthoben, nachdem Berichte über seine rassistischen Äußerungen gegenüber den Beduinen veröffentlicht worden waren. Es stellte sich auch noch heraus, dass Schochat Gelder der Behörde für private Zwecke missbraucht hatte. Trotz der Bitten, den Posten des Leiters auszuschreiben, trotz der Bitten, einen Kandidaten mit beduinischem Hintergrund für diese Aufgabe zu ernennen, wurde am Ende – ohne Ausschreibung – Chanan Afuta aus Kiriat-Gat zum Leiter der Behörde bestellt. Die Eltern der Schüler behaupten, dass aufgrund der schwierigen Fahrverhältnisse auf den nicht planierten Straßen die Transportunternehmer die schlechtesten Fahrzeuge, die sie zur Verfügung haben benutzen. Sie wollen ihre guten Autobusse nicht ruinieren. Viele klagen darüber, dass die Fahrzeuge mit Kindern überladen werden, was gegen die Sicherheit und die Vorschrift verstößt. Zahlreiche Eltern beschweren sich auch darüber, dass die Ausschreibungen nicht nach Gesetz durchgeführt werden, und dass keinerlei Kontrolle über die Transportgesellschaften und ihre Fahrer besteht. Anfang 2005 teilte das Kultusministerium seine Absicht mit, die beduinische Bildungsbehörde aufzulösen und ihre Kompetenzen dem neuen Rat zu übertragen – dem Abu Basma-Rat für den Kreis der nicht anerkannten Dörfer. It looks like the bus has been used for this since the 1960s. It is hard to believe that it still travels; it is even harder to believe that it is used to bus small children. The door is rusty, broken and half open. The windows are stuck in various positions. The upholstery of the chairs is old, completely torn, some do not even have any foam left. The ceiling is made of plywood. The floor, of corroded iron. Children are bussed to school in two cycles. The bus collects children, lets them off at the school, and returns to pick up the rest of the children. The first ones get up much earlier, and have to wait at school almost an hour before classes start. Zenab, a 3rd Grade student, is bussed in the second cycle. After twenty minutes of driving along potholed roads, she arrives at school at 07:50. The school consists of several prefabs, serving approximately 1,000 students. Some 18,000 pupils of primary school age live in all the unrecognized villages, but they only have ten primary schools between them. The ‘Bedouin Education Authority’ set up in 1981 is supposed to deal with the enforcement of the Mandatory Education Law in these villages. Among other things, it is responsible for bussing children, and is therefore supposed to issue a tender for bids for the service and to oversee the standard of it. Committees and inspectors appointed by the Education Ministry from time to time found fault with the management of the Authority, and, in 2003, the former head of the Authority, Moshe Shohat, was dismissed after reports were published about his racist statements against Bedouin. It was also discovered that Shohat had used the Authority’s money for his own personal needs. Despite requests that the position of the head of the Authority be put out to tender, and despite requests that a Bedouin in the field of education be appointed to the position, it was finally given to Hanan Afuta, Jew from Kiryat Gat, without a tender. The children’s parents claim that because the roads to the villages are not paved, and because most are very difficult to navigate, the bus operators use the worst vehicles in their possession. They don’t want to destroy their good buses. Many complain about too many children being jammed onto one bus, compromising safety and in contravention of the law. Many parents complain that tenders are not issued, as required by law, and point to the absence of supervision of the bus companies and their drivers. At the beginning of 2005, the Education Ministry announced its intention of disbanding the ‘Bedouin Education Authority’ and of transferring its responsibilities to the new council that has been set up – the ‘Abu Basma’ Regional Council. To date, nothing has been done. 79
