0. Extended Summary 1. Point sources have been identified as important source of pesticide inputs in surface waters, with regional differences. The actual inputs are presumably higher than those detected in this project: The compound glyphosate, resp. its metabolite AMPA, was not analyzed (for economical reasons). However, glyphosate is one of the pesticides with the highest sales volumes in Germany and considerable losses from point sources as well as from treated areas are most likely. The STP sampling covered only the discharge of dry weather conditions due to the fact that during heavy rain events excess water reaches the surface waters networks directly via storm overflows. 2. Obviously mitigation measures already implemented were not sufficient to reduce pointsource pesticide inputs into surface waters to the necessary extent. High variations between the different STPs show that there is apparently an important potential for mitigation of point-source pesticide emissions. 3. Handling of pesticides and sprayers on farmyards should be addressed by specific mitigation measures, including every individual operation like storage and handling of compounds as well as preparation of spray mixture and in- and outside cleaning of equipment. 4. Mitigation strategies should be specially developed and designed for risk situation. The present study shows that identification of “hot spots” is relatively difficult. Neither the number of sprayers within an STP catchment could be identified as an explaining variable for the high variance in pesticide loads, nor could structural differences in agriculture - but these variables could nevertheless be important in individual cases. 6
1. Ausgangspunkt und Zielsetzung 1. Ausgangspunkt und Zielsetzung des Projekts Pflanzenschutz und Hochertrags-Landwirtschaft sind heutzutage untrennbar verbunden. Pflanzenschutzmittel (PSM) stellen dabei ein unverzichtbares Hilfsmittel bei der Abwehr von Krankheitserregern und Schädlingen sowie bei der Kontrolle von Unkräutern dar und tragen so entscheidend dazu bei, die Ernährung der Weltbevölkerung zu sichern. Nach Angaben des Bundesamtes für Verbraucherschutz und Lebensmittelsicherheit (BVL, 2007) waren in Deutschland im Jahr 2006 insgesamt 1026 Präparate zum Einsatz in der Landwirtschaft und für den privaten Gebrauch zugelassen. Der Absatz von PSM-Wirkstoffen der IVA-Mitgliedsfirmen betrug im Jahr 2007 rd. 29.650 t (IVA, 2007). Grundsätzlich ist davon auszugehen, dass keine völlig „verlustfreie“ Anwendung von PSM auf landwirtschaftlichen Kulturflächen möglich ist. Somit besteht im Prinzip immer eine gewisse Gefährdung, dass es zu einer Verlagerung von PSM-Rückständen in andere Umweltkompartimente wie unter anderem Oberflächengewässer und Grundwasser kommt. Im Zusammenhang mit der Umsetzung der EG-Wasserrahmenrichtlinie (WRRL) 1 haben Einträge von PSM in Gewässer eine neue Aktualität bekommen. Den Vorgaben der WRRL zufolge ist bis zum Jahr 2015 einheitlich ein „guter ökologischer und chemischer Zustand“ der Oberflächengewässer erreicht werden. Es ist aber zu befürchten, dass die Belastung von Oberflächenwasser mit PSM in einigen Regionen des Bundesgebietes sehr wahrscheinlich nicht die EU-weit geltenden Anforderungen erfüllt. Um die betroffenen Regionen sowie den Umfang der notwendigen Maßnahmen zur Verminderung von PSM-Einträgen aufzeigen zu können, sind detaillierte Aussagen zum tatsächlichen Ausmaß der Belastungen und vor allem zu den Ursachen nötig. PSM können grundsätzlich aus unterschiedlichen Quellen bzw. über verschiedene Transportpfade in Oberflächengewässer gelangen: 1 Richtlinie 2000/60/EG des Europäischen Parlaments und des Rates vom 23. Oktober 2000 zur Schaffung eines Ordnungsrahmens für Maßnahmen der Gemeinschaft im Bereich der Wasserpolitik (ABl. Nr. L 327 vom 22.12.2000 S. 1; 2455/2001/EG – ABl. Nr.
