Abstract: "This paper situates the 2002 federal election into Germany's electoral history<br />

since 1990. A central theme structuring election analyses since Germany's unification<br />

is that the socio-structural determinants of voters' choice were quite different<br />

in 1990 and 1994. However, many analysts suggest a convergence of the two electorates<br />

during the 1998 election. This paper suggests that it is far too early to conclude<br />

confidently that the two parts of Germany have merged into one electorate. Using<br />

previous election studies, along with the <strong>ALLBUS</strong> survey series, the paper addresses<br />

these issues and situates the 2002 campaign into this broader context.".<br />

Abstract: "Central to the stability of a regime is that citizens trust a nation's institutional<br />

framework. Based on this premise, this article looks at how much Eastern and<br />

Western Germans trust several institutions of Germany's political system. More generally,<br />

it examines the empirical validity of three potential individual-level sources of<br />

institutional trust: (1) citizens' ideological values (a value model); (2) publics' appraisals<br />

of the economic performance of institutions (a performance model); (3) citizens'<br />

ties to other individuals (a social capital model). We find that institutional trust<br />

is quite low, especially in the East. We also show that institutional trust is significantly<br />
