has followed up with an effort to benchmark immigrant integration in these areas:<br />

employment, housing, health care, nutrition, education, information, culture, and<br />

basic public functions (including equality, anti-discrimination, and selforganization).<br />

Civic integration contracts have been developed in western European<br />

states ostensibly to focus state efforts supporting immigrant advancement toward<br />

economic, social and political integration with the host society. While some have<br />

criticized these contracts as tools of 'migration control' (cf. Joppke, 2007: 4), there<br />

has been very little empirical examination of the assumptions underpinning the contracts.<br />

Recent research (cf. Doerschler & Jackson, 2010) using the German Socio-<br />

Economic Panel Data (GSOEP) suggests that while immigrants' knowledge of the<br />

host nation's language has a limited positive impact on some aspects of their economic<br />

success, it does not improve immigrants' experience with discrimination, or<br />

their concern for anti-foreigner hostility. In the current paper, we follow up on our<br />

initial effort, this time examining the relationship between the indicators of immigrant<br />

integration that are currently the focus of the EU-wide benchmarking effort and<br />

the degree of trust expressed by immigrants in specific institutions of the German<br />

state. Trust has long been viewed as a critical component of democratic legitimacy<br />

between citizens and government (cf. Putnam 1993). Without a certain degree of<br />

trust in government, citizens may question the value of democracy and eventually<br />

support non-democratic alternatives. Using data from the 2008 German General Survey<br />

(<strong>ALLBUS</strong>), we detail differences between Germans and non-Germans in their<br />

trust of eleven public institutions and programs in Germany (health care, Constitutional<br />

Court, Parliament, local government, justice, public television and print media,<br />

higher education, federal government, police, political parties) as well as two institutions<br />

of the EU (Commission & Parliament). Beyond describing these core attitudinal<br />

differences between German citizens and non-citizens, we also compare differences<br />

between select ethnic (Turks and Germans) and religious groups (Muslims, Protestants,<br />

Catholics and respondents without a religious identity). The nationality and<br />

religious comparisons allow us to assess the extent to which the integration process is<br />

generalizable across immigrant groups. Our study provides a foundation for effective<br />

policymaking fostering immigrant integration.".<br />
