African Diaspora Influencing Policymakers
– the case of AFFORD

HerausgeberInnen dieses Tagungsberichts:
AFFORD (The African Foundation for Development)
wurde 1994 gegründet und zielt darauf, den Beitrag der
afrikanischen Diaspora zu Afrikas Entwicklung auszu-
weiten und zu verbessern.
Die afrikanischen Diasporas sind wichtige Akteure in
Afrikas Entwicklung. Sie verfügen über vier Arten von
Kapital: Finanzielles Kapital (in 2006 waren dies über
$21 Mrd.), politisches Kapital durch z.B. Lobbying, intel-
lektuelles Kapital und soziales Kapital, z.B. in Form von
Netzwerken.
Durch ihre direkte Verbindung zur Grassroot-Ebene in
Afrika können Diasporas und Diasporaorganisationen
eine besonders produktive und innovative Rolle bei der
Entwicklung ihrer Heimatländer spielen. Insbesondere
die Schaffung von Arbeitsplätzen und Einkommen steht
dabei im Mittelpunkt.
Ein Erfolg der Arbeit der Diasporas und AFFORD ist der
Aufbau einer Kooperation zwischen Diasporas und der
britischen Regierung. DFID 5 hat diesen Dialog in Form
von „Connections for Development“ institutionalisiert und
begonnen, Freiwillige der Diaspora finanziell bei ihrem
Engagement zu unterstützen. Und auch auf lokaler
Ebene haben Kommunen mit hohem MigrantInnenanteil
begonnen, eigene Abteilungen für Internationale Zu-
sammenarbeit aufzubauen, um das große Potenzial der
Diasporas zu nutzen.

The African Foundation for Development (AFFORD) was
formed in 1994 by UK-based Africans in London to high-
light the contributions of the African Diaspora to devel-
opment in Africa. They were also concerned at the mar-
ginalisation of these important efforts by the Diaspora,
by mainstream development practitioners, including the
government and aid agencies.
AFFORD‟s mission is thus to expand & enhance the
contribution the African Diaspora makes to Africa‟s de-
velopment. The early emphasis of the organisation was
on seeking recognition of the African Diaspora as a key
stakeholder in Africa‟s development, and putting the
Diaspora‟s issues on the agenda. This was work was
achieved through raising the African Diaspora‟s profile,
networking, building networks to strengthen Diaspora‟s
shared voice and through collaboration.
Overview of Diaspora
The Diasporas are transnational communities, operating
at local and global levels. In the European Union, there
are over 10 million people of African descent. At
AFFORD we see the Diaspora as having 4 forms of
capital which they deploy in Africa.
These are:
- Financial capital (remittances, investment, export
market)
- Political capital (lobbying, cultural ambassadors)
- Intellectual capital (skills, know-how)
- Social capital (trust networks, links, feedback loop)
Importance of Diaspora to Africa
The Diaspora are amongst the biggest „aid donors‟ to
Africa. For instance, in 2006 the Diaspora remit-ted over
$21 billion to Africa according to the International Fund
for Agricultural Development (IFAD). The African Dias-
