tance and economic relations need information and
advice. Expertise from the Diaspora should be mobi-
lised therefore systematically. It is astonishing how
much knowledge and research which is available
within these circles is acquired by sending out some-
times junior experts from here to the given country.
Furthermore are mentioned already the role Dias-
pora circles can play in acquiring information about
the human rights situation. There is a need of a cul-
tural change in professional development circles to
really make use of all this kind of information.
From ad hoc to a systematic approach
When a municipality really wants to capitalise on its
Diaspora‟s and when it is serious in trying to create the
conditions for a triple win approach, and avoid the slip-
pery slope of gliding off to a new underclass, than one
should leave the common ad hoc approach and embark
on a systematic one.
That means two things: the formulation of a coherent
policy, in dialogue with the Diaspora and with the tradi-
tional citizens on a multi annual basis.
And it demands a coordinating agency, which deals with
the possibilities and the problems of the migrants here
and the possibilities of contributing to the poverty allevia-
tion and the use of the economic potential in the region
of origin.
It means also forms of bringing closer together the citi-
zens of both municipalities and regions in forms of ex-
change

Rückblick auf
die Tagung

Die Tagung wollte spotlights werfen auf alle möglichen
Aspekte von Migration und damit Denkanstöße geben
und Themen anreißen.
Es gab eine bunte Palette aus Beiträgen aus sehr ver-
schiedenen Bereichen, die hier nicht vertieft werden
sollten, sondern nur anstoßen sollten für weitere Veran-
staltungen, Aktivitäten und Programme.
Die Tagung sollte sich abheben von vielen anderen
Tagungen durch eine positive Sichtweise, die die Poten-
ziale aufdecken sollte. Das war wohl nicht immer leicht.
Manch ein Referent ertappte sich dabei, wiederholt von
Problemen zu sprechen und manch einer rutschte un-
bemerkt in eine kritische Perspektive ab.
Daran sieht man, dass wir umdenken müssen! Denn wir
sehen noch immer nicht automatisch die Potenziale und
Vorteile.
Die Tagung sollte ferner einen Bogen schlagen vom
Internationalen zum Lokalen. Dazu gab es allgemeine
Beiträge über die internationalen Trends von Migration
und über spezifische Situationen in Berlin. Die interna-
tionalen Fallbeispiele sollten unterschiedliche Erfahrun-
gen aus anderen Ländern aufzeigen, aus denen Berlin
lernen kann und die möglicherweise als Modelle auch
für Berlin angesehen werden können.
