The promotion of cycl<strong>in</strong>g forms an important<br />
element of transportation plann<strong>in</strong>g for Berl<strong>in</strong>.<br />
It is our objective to significantly <strong>in</strong>crease the<br />
percentage of overall trips undertaken by bicycle<br />
<strong>in</strong> order to substitute car journeys. This will help<br />
to improve environmental conditions as well as<br />
the urban qualities of streets and open spaces.<br />
Berl<strong>in</strong> has started a number of <strong>in</strong>itiatives to<br />
improve conditions for cycl<strong>in</strong>g <strong>in</strong> the city,<br />
<strong>in</strong>clud<strong>in</strong>g the development of a network of major<br />
cycl<strong>in</strong>g routes for everyday trips and leisure<br />
purposes, f<strong>in</strong>ancial assistance for the provision<br />
of bicycle park<strong>in</strong>g facilities at underground and<br />
suburban railway stations, improved regulations<br />
for bicycle transport on tra<strong>in</strong>s and trams, and a<br />
whole programme of measures to improve traffic<br />
safety. Recent revisions of the build<strong>in</strong>g code and<br />
of other regulations have simplified the provision<br />
of bicycle park<strong>in</strong>g facilities.<br />
To promote the use of the bicycle for everyday<br />
trips, good park<strong>in</strong>g facilities are all important: if<br />
the bike has to be carried up a narrow staircase<br />
from a remote cellar room before each trip, it<br />
may not be used at all. Easily accessible park<strong>in</strong>g<br />
stands close to the own front door will, on the<br />
other hand, encourage the use of the bicycle for<br />
everyday purposes.<br />
Good park<strong>in</strong>g facilities at the end of each<br />
journey, at public transport stops, at places of<br />
work and close to the shops make for relaxed<br />
cycl<strong>in</strong>g and offer protection from theft. They can<br />
also improve the urban environment by a more<br />
orderly appearance of public spaces.<br />
As a partner <strong>in</strong> the EU funded project SpiCycles<br />
(Susta<strong>in</strong>able Plann<strong>in</strong>g and Innovation for<br />
Bicycles) Berl<strong>in</strong> takes part <strong>in</strong> a comprehensive<br />
programme focussed on the promotion of<br />
cycl<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g the exchange of <strong>in</strong>novative<br />
ideas on the European level. The current<br />
handbook on the provision of bicycle park<strong>in</strong>g<br />
facilities has been prepared with<strong>in</strong> this overall<br />
framework.<br />
The handbook „Bicycle Park<strong>in</strong>g <strong>in</strong> Berl<strong>in</strong><br />
addresses itself to public and private <strong>in</strong>vestors,<br />
architects and planners, real estate owners<br />
and hous<strong>in</strong>g adm<strong>in</strong>istrators, shop keepers<br />
and employers, as well as to public bo<strong>die</strong>s<br />
and <strong>in</strong>stitutions. In addition, to achieve good<br />
solutions for bicycle park<strong>in</strong>g <strong>in</strong> collaboration<br />
with the owners of build<strong>in</strong>gs and other<br />
responsible parties may also be of <strong>in</strong>terest for<br />
the occupiers of rented hous<strong>in</strong>g, for shoppers,<br />
employees and users of public spaces and<br />
facilities generally.<br />
At present, Berl<strong>in</strong> is experienc<strong>in</strong>g a notable<br />
<strong>in</strong>crease of bicycle traffic. The provision of simple<br />
and secure bicycle park<strong>in</strong>g <strong>in</strong> public and private<br />
locations, therefore, deserves greater attention<br />
and <strong>in</strong>itiative. Address<strong>in</strong>g themselves to this<br />
worthwhile task, public agencies and private<br />
property owners can do much to improve the<br />
mobility of city dwellers and the quality of urban<br />
