Recently, there have been rumours in the retreading industry about a<br />
possible redirection of Kraiburg Austria and a <strong>de</strong>parture from the business<br />
with standard retreading compounds and treads. During a<br />

Recently there have been rumours in the retreading industry<br />
about a possible redirection of Kraiburg Austria<br />
and a <strong>de</strong>parture from their standard retreading compounds<br />
and treads business. During a meeting at Kraiburg<br />
Austria’s headquarters and production facility in<br />
the Austrian town of Geretsberg, top executives from<br />
one of the leading European companies in the retreading<br />
industry explained the future direction of its commitment<br />
to the retreading business. “Over the past one<br />
and a half years we have very closely examined the<br />
direction that we are heading,” says managing director<br />
Dr Andreas Starnecker. As a result of this phase of analysis<br />
and conceptual <strong>de</strong>sign there was “no redirection”<br />
of Kraiburg Austria but rather a <strong>de</strong>velopment of<br />
additional and profitable new fields of business while<br />
retaining what Kraiburg Austria is best known for: its<br />
capacities as a full-line retreading material supplier<br />
that serves retrea<strong>de</strong>rs across the whole of Europe.<br />

The first aspect that ma<strong>de</strong> Kraiburg Austria rethink its strategic<br />
corporate goals was the conclusion that earnings in the<br />
retreading business were <strong>de</strong>clining in the wake of growing raw<br />
material costs and increasing competition from cheap new tyre imports<br />
from the Far East, and that these <strong>de</strong>cling earnings nee<strong>de</strong>d to be<br />
compensated. At the same time the <strong>de</strong>pen<strong>de</strong>nce upon this field of<br />
business, which accounts for about 70 per cent of Kraiburg Austria’s<br />
turnover, was to be reduced. The second aspect was the conclusion<br />
that Kraiburg Austria wanted to remain an innovator and a pulse<br />
generator for the European retreading business. To rethink strategic<br />
corporate goals would only be possible, explains Dr Andreas Starnecker<br />
in an interview with Tyres & Accessories, if the in<strong>de</strong>pendance<br />
of the family-run company was guaranteed and the production sites<br />
were strengthened – this was the chief requirement for all possible<br />
and necessary changes.<br />
Because Kraiburg Austria consi<strong>de</strong>rs itself to be a premium supplier<br />
and a “specialist in tyre retreading” (as most in the retreading<br />
industry do) and thus, for example, would not launch a budget product<br />
line, it was <strong>de</strong>ci<strong>de</strong>d to react to ongoing changes with new technological<br />
impulses instead of just accepting the situation. These impulses<br />
can be summed up with the catchwords “quality, productivity<br />
and innovation.” In the context of a major investment plan of up to 6<br />
million euros, Kraiburg Austria will launch a new generation compound<br />
early next year for its product lines “Kraiburg” and “Kraiburg<br />
plus.” These new compounds are currently being tested and will of-<br />

Jahren sehr kritisch mit unserer eigenen Ausrichtung<br />
befasst“, erklärt Geschäftsführer Dr. Andreas<br />
Starnecker. Das Ergebnis dieser Analyse- und Konzeptionsphase<br />
sei allerdings keine „Neuausrichtung“ <strong>de</strong>s<br />
Unternehmens, son<strong>de</strong>rn vielmehr die Erschließung<br />
weiterer, profitabler Geschäftsfel<strong>de</strong>r, während Kraiburg<br />
Austria – wie bisher – als Vollsortimenter für die<br />
Run<strong>de</strong>rneuerer in Europa da sein wer<strong>de</strong>. „Wir geben<br />
ein klares Bekenntnis zur Run<strong>de</strong>rneuerung ab!“<br />

rster Ausgangspunkt für die Festlegung <strong>de</strong>r strategischen<br />
Unternehmensziele war einerseits die Feststellung, Ertragsrückgänge<br />
aus <strong>de</strong>m Geschäft mit Run<strong>de</strong>rneuerungsmaterialien,<br />
wie sie durch wachsen<strong>de</strong> Rohstoffkosten und einen zunehmen<strong>de</strong>n<br />
Wettbewerb durch billige Neureifenimporte aus Fernost entstan<strong>de</strong>n,<br />
zu kompensieren und gleichzeitig die Abhängigkeit von diesem<br />
Geschäftszweig (macht rund 70 Prozent <strong>de</strong>s Umsatzes von Kraiburg<br />
Austria aus) zu verringern. Zweiter Ausgangspunkt war die<br />
Feststellung, auch weiterhin als Innovationsträger und technologischer<br />
Impulsgeber für die Branche zu fungieren. Die Festlegung solcher<br />
strategischer Unternehmensziele, so erklärt Dr. Andreas Starnecker<br />
gegenüber <strong>de</strong>r NEUE REIFENZEITUNG, stehe dabei immer unter<br />
<strong>de</strong>r Prämisse, die Unabhängigkeit <strong>de</strong>s Familienbetriebes weiterhin<br />
zu gewährleisten und die Produktionsstandorte zu stärken.<br />
Da sich Kraiburg Austria als Premiumanbieter und „Spezialist für<br />
Reifenerneuerung“ versteht, weswegen auch eine Budget-Linie<br />
nicht in Frage komme, wolle man auf die sich än<strong>de</strong>rn<strong>de</strong>n Rahmenbedingungen<br />
mit technologischen Impulsen reagieren, die unter <strong>de</strong>r<br />
Überschrift stehen könnten: „Qualität, Produktivität und Innovation“.<br />
Im Rahmen eines Investitionsprojektes von rund sechs Millionen Euro<br />
wird Kraiburg Anfang <strong>de</strong>s kommen<strong>de</strong>n Jahres eine neue Mischungsgeneration<br />
für die Sortimente „Kraiburg“ und „Kraiburg<br />
plus“ auf <strong>de</strong>n Markt bringen. Die neuen Mischungen befän<strong>de</strong>n sich<br />
<strong>de</strong>rzeit im Test und sollen noch leistungsfähiger wer<strong>de</strong>n, verspricht<br />

fer even higher performance compared to their respective pre<strong>de</strong>cessors,<br />
says sales director Frank Gregory. In parallel, Kraiburg Austria<br />
is also investing into the expansion of capacity at its production site<br />
in Austria, with a quarter of the sum to be invested going into the installation<br />
of a new mixing line for the production of special, high-performance<br />
compounds. Furthermore, buffing capacities will be increased<br />
in the course of the next year. This equipment is used to serve<br />
one of Kraiburg Austria’s new fields of business: elastic rubber floorings<br />
for horse stables, which are sold un<strong>de</strong>r the “Belmondo” brand<br />
name. This new field of business, hopes managing director Dr. Starnecker,<br />
is forward-looking and trend-setting but currently is no more<br />
than just a niche business for the Austrian company.<br />
Although the business mo<strong>de</strong>l has not yet been finally framed and<br />
<strong>de</strong>fined, Kraiburg Austria has shed some light on what it calls another<br />
“essential field for investment.” This field is explained as being<br />
“the <strong>de</strong>velopment of a technological innovation that will make the retreading<br />
process sustainably more efficient.” Everybody who now<br />
believes that Kraiburg Austria was going to invest into the production<br />
of equipment used in retreading facilities “will be disappointed,”<br />
adds vice presi<strong>de</strong>nt Thorsten Schmidt. Instead,<br />
this field for investment is rather<br />
about procedures that would allow for a<br />
tightening of processes and increased efficiencies<br />
in the pre-cured retreading<br />
business. According optimisations in the<br />
production process with customers will<br />
be “a very essential part of our future<br />
strategic direction,” says Dr. Starnecker.<br />
However, <strong>de</strong>tails of this new business<br />
mo<strong>de</strong>l cannot yet be disclosed even<br />
though the major direction is already<br />
clearly set. Something that can be<br />
disclosed at this stage is that Kraiburg<br />
Austria is cooperating with well-known<br />
producers of retreading machinery and<br />
equipment and with in<strong>de</strong>pen<strong>de</strong>nt research<br />
facilities.<br />
So to summarise; firstly, the new<br />
strategic corporate goals are directed at<br />
products, with which Kraiburg Austria is<br />
attempting to remain a successful<br />
retreading material and tread supplier in<br />
the European market, and to allow for a<br />
“clear positioning” of the company, says sales director Frank Gregory.<br />
By the way: Kraiburg Austria is no longer following extra-European<br />
retreading business interests after a joint venture with Malaysia’s<br />
Goodway (foun<strong>de</strong>d in the early 1990s) was cancelled after ten<br />
years. “We have drawn a line un<strong>de</strong>r our retreading businesses outsi<strong>de</strong><br />
of Europe.” Instead of that, Kraiburg Austria now focuses on its<br />
“European core market.”<br />
And secondly, the new strategic corporate goals are directed at<br />
possible innovations that will be offered to retrea<strong>de</strong>rs across Europe.<br />
These innovations will make the ultimate difference in comparing<br />
Kraiburg Austria with many other retreading material and tread suppliers<br />
from outsi<strong>de</strong> of Europe, Dr Starnecker and his co-executives<br />

duktionskapazitäten erweitern. Ein Viertel <strong>de</strong>s Investitionsvolumens<br />
fließe etwa in die Installation einer zusätzlichen Mischerlinie für<br />
Hochleistungsmischungen; aber auch die Raustraßenkapazitäten<br />
wer<strong>de</strong>n bis 2008 erweitert. Diese Anlage diene auch einem <strong>de</strong>r neuesten<br />
Geschäftszweige: Unter <strong>de</strong>r Marke „Belmondo“ fertigt Kraiburg<br />
Gummibo<strong>de</strong>nbeläge für die Pfer<strong>de</strong>haltung, ein – so hofft Geschäftsführer<br />
Dr. Starnecker – zukunftsweisen<strong>de</strong>s Geschäft, das<br />
allerdings im Moment noch nicht mehr als eine Nische für Kraiburg<br />
darstelle.<br />
Obwohl das Geschäftsmo<strong>de</strong>ll noch nicht abschließend formuliert<br />
ist, kün<strong>de</strong>t Kraiburg Austria <strong>de</strong>nnoch von einem weiteren „entschei<strong>de</strong>n<strong>de</strong>n<br />
Investitionsbereich“, und zwar <strong>de</strong>r „Entwicklung einer<br />
technologischen Innovation, die das Run<strong>de</strong>rneuerungsverfahren<br />
nachhaltig wirtschaftlicher“ gestalten soll. Wer nun glaubt, Kraiburg<br />
Austria wer<strong>de</strong> beginnen, in die Fertigung von Run<strong>de</strong>rneuerungsanlagen<br />
zu investieren, wer<strong>de</strong> enttäuscht, so Vice-Presi<strong>de</strong>nt Thorsten<br />
Schmidt. Es gehe dabei vielmehr um Verfahren, mit <strong>de</strong>nen Prozesse<br />
gestrafft und Effizienzen im Kalterneuerungsprozess gesteigert wer<strong>de</strong>n<br />
können. Entsprechen<strong>de</strong> Optimierungen <strong>de</strong>r Produktionsverfah-<br />

zu diesem neuen Geschäftsmo<strong>de</strong>ll könne man noch nicht preisgeben,<br />
auch wenn die grundsätzliche Linie bereits festliege. Nur so<br />
viel: Man wer<strong>de</strong> mit Maschinenherstellern und Forschungseinrichtungen<br />
kooperieren.<br />
Die neuen strategischen Zielsetzungen umfassen also einerseits<br />
die Produkte, mit <strong>de</strong>nen Kraiburg Austria am europäischen Run<strong>de</strong>rneuerungsmarkt<br />
weiterhin erfolgreich sein will und mit <strong>de</strong>nen das<br />
Unternehmen eine „ein<strong>de</strong>utige Positionierung“ abgebe, so Vertriebsleiter<br />
Gregory. Nebenbei bemerkt: Von <strong>de</strong>r Mitte <strong>de</strong>r 1990er Jahre<br />
mit <strong>de</strong>m Goodway-Jointventure begonnenen Internationalisierung
are convinced. It is not all about providing pre-cured treads for any casing and application, but rather to be a leading company in the enhancement<br />
of these products and services that will complete the product si<strong>de</strong> of the business. This will help to hold up the public perception that<br />
Kraiburg Austria caters for the “improvement of ‘value ad<strong>de</strong>d’ in the retreading business” as well as the guaranteed optimisation of product<br />
qualities. It is all about “reflecting upon our own strengths,” proclaims Dr Starnecker who took over his new assignment in the Kraiburg group,<br />
that of managing director Kraiburg Austria, on January 1, 2006.<br />
Whether or not Kraiburg Austria will be able to achieve the goal of a (more) “profitable future” and ensure the “success of the company in<br />
a sustainable way” remains to be seen in the years to come. By all means, those responsible at Kraiburg Austria are all convinced that the<br />
new strategic corporate goals will be attained.<br />
There are already initial signs that clearly indicate Kraiburg Austria is on the right track, also generally. So, for exapmle, since 2000 Kraiburg<br />
Austria’s annual growth rate has been between six and eight per cent and the tyre retreading specialist generated an annual turnover of<br />

An<strong>de</strong>rerseits befassen sich die<br />
neuen strategischen Zielsetzungen<br />
aber auch mit möglichen Innovationen,<br />
die man <strong>de</strong>n Run<strong>de</strong>rneuerern<br />
europaweit anbieten wolle und die<br />
eben <strong>de</strong>n Unterschied zu vielen <strong>de</strong>r<br />
Materiallieferanten von außerhalb<br />
Europas ausmachten. Es komme<br />
nicht nur darauf an, Laufstreifen für<br />
je<strong>de</strong> Karkasse und alle Anwendungen<br />
im Portfolio zu haben, son<strong>de</strong>rn<br />
eben führend in <strong>de</strong>r Weiterentwicklung<br />
dieser Produkte und <strong>de</strong>r<br />
dazugehörigen Dienstleistungen zu<br />
sein, sodass Kraiburg weiterhin als<br />
das Unternehmen wahrgenommen<br />
wird, das eine „Erhöhung <strong>de</strong>r Wertschöpfung<br />
im Run<strong>de</strong>rneuerungsverfahren“<br />
sowie eine Optimierung<br />
<strong>de</strong>r Produktqualitäten gewährleisten<br />
kann. Es gehe um eine „Besinnung<br />
auf unsere Stärken“, proklamiert<br />
Dr. Starnecker, <strong>de</strong>r zum 1. Januar<br />
2006 die Führung <strong>de</strong>r Sparte<br />
Reifenerneuerungsmaterial <strong>de</strong>r<br />
Kraiburg-Gruppe übernahm.<br />
Ob Kraiburg sein Ziel erreichen<br />
wird, damit eine „ertragreiche Zukunft“<br />
zu erfahren und <strong>de</strong>n „Erfolg<br />
<strong>de</strong>s Unternehmens nachhaltig zu<br />
sichern“, wird sich in <strong>de</strong>n kommen<strong>de</strong>n<br />
Jahren zeigen. Die Verantwortlichen<br />
in Geretsberg sind je<strong>de</strong>nfalls<br />
überzeugt davon, dass die oben ge-<br />

of Kraiburg Austria has “not met<br />
our expectations over the past<br />
years.” Details on Kraiburg Austria’s<br />
earnings figures, however,<br />
have not been disclosed. For the<br />
current financial year Kraiburg<br />
Austria expects a growth in turnover<br />
of another five per cent, up to<br />
85 million euros.<br />
Another positive indicator is<br />
the conclusion or near conclusion<br />
of some license agreements for<br />
the retreading of OTR tyres with<br />
companies in Russia and the<br />
Ukraine. In the past has always<br />
been difficult for Kraiburg Austria<br />
to get a foot in that door, also because<br />
new OTR tyres were readily<br />
available on the market. But because<br />
the pendulum of international<br />
business cycles has continued<br />
to move it is now the turn of the retreading business to benefit from a<br />
global shortage of OTR tyres, may they be new, used or retrea<strong>de</strong>d,<br />
explains Thorsten Schmidt, who also heads the newly established<br />
“products and processes for earth mover applications” sales area.<br />
The retrea<strong>de</strong>r, which will be granted a license and provi<strong>de</strong>d retreading<br />
technology, will start to produce retrea<strong>de</strong>d OTR tyres in Russia<br />
next September. This company will produce retrea<strong>de</strong>d OTR tyres<br />
using both mould-cure and pre-cured processes as well as through<br />
what Kraiburg calls “smooth and groove.” Smooth and groove<br />
means that a so-called smooth tyre – which is a tyre with no tread<br />
pattern at all – will be grooved with grooving knives after the<br />
retreading of the tyre has been finished. Currently, there are two<br />
companies from Russia and the Ukraine in negotiations for a license<br />
agreement with Kraiburg Austria, Mr Schmidt continues. Not until<br />
the Reifen show in 2006 did the Austrian company properly announce<br />
its entry into the OTR tyre business. There also is a subsidiary –<br />
Kraiburg Austria – that also produces retrea<strong>de</strong>d OTR tyres.<br />
Yet another positive first sign has been a newly adapted marketing<br />
focus. In the past the company had invested into end-consumer<br />
marketing, which has since been found to be no longer in the interest<br />
of Kraiburg Austria. Consequently, the company withdrew from<br />
its commitment to sponsor truck racing motor sport events such as<br />
the Truck Grand Prix. Instead of that, Kraiburg Austria now wants to<br />
focus on its customers with regards to marketing.<br />
Overall, explains Dr Starnecker, Kraiburg Austria is quite satisfied<br />
with the current <strong>de</strong>velopment of the market. The production<br />
facility in Geretsberg is well “used to its capacity”; production operates<br />
on a three-shift and sometimes on a four-shift system during the<br />
five working days per week. The company which – as pointed out<br />

So hatte Kraiburg Austria<br />
in <strong>de</strong>n Jahren seit 2000 jährlich<br />
seinen Umsatz um durchschnittlich<br />
sechs bis acht Prozent<br />
auf jetzt 80,1 Millionen Euro<br />
(2006) steigern können, wovon<br />
Reifenerneuerungsmaterialien<br />
und EM-Anwendungen heute<br />
mit 58,6 Millionen Euro einen Anteil<br />
von gut 73 Prozent ausmachen.<br />
Dieser Anteil wer<strong>de</strong> voraussichtlich,<br />
auch wenn er verringert<br />
wer<strong>de</strong>n soll, um die Abhängigkeit<br />
zu verringern, mittelfristig<br />
bei über 50 Prozent bleiben.<br />
Allein das Kerngeschäft<br />
„Reifenrun<strong>de</strong>rneuerungsmaterial“<br />
habe seit 2000 eine Umsatzsteigerung<br />
von insgesamt 38<br />
Prozent erfahren. Allerdings, so<br />
Geschäftsführer Dr. Starnecker,<br />
habe das Run<strong>de</strong>rneuerungsgeschäft<br />
von Kraiburg Austria „ertragsseitig in <strong>de</strong>n vergangenen Jahren<br />
nicht <strong>de</strong>n Erwartungen“ entsprochen. Zu genauen Gewinnkennzahlen<br />
möchte sich das Familienunternehmen allerdings ausschweigen.<br />
Für das laufen<strong>de</strong> Geschäftsjahr erwartet Kraiburg Austria ein<br />
Umsatzwachstum in Höhe von rund fünf Prozent auf dann etwa 85<br />
Millionen Euro.<br />
Eines dieser „positiven Signale“ ist etwa <strong>de</strong>r Abschluss o<strong>de</strong>r<br />
Beinahe-Abschluss einiger Lizenzverträge mit Run<strong>de</strong>rneuerern von<br />
EM-Reifen in Russland und <strong>de</strong>r Ukraine. In <strong>de</strong>r Vergangenheit sei es<br />
Kraiburg Austria nie wirklich gelungen, im EM-Reifenmarkt Fuß zu<br />
fassen, da selbst Neureifen allerorten verfügbar waren. Da das Pen<strong>de</strong>l<br />
durch die weltweite Knappheit an EM-Reifen nun aber zu Gunsten<br />
<strong>de</strong>r Run<strong>de</strong>rneuerungsbranche ausschlägt, sehe Kraiburg hier<br />
nun ganz neue Geschäftsmöglichkeiten, so Thorsten Schmidt weiter,<br />
<strong>de</strong>r auch <strong>de</strong>n neu geschaffenen Verkaufsbereich „Produkte und Verfahren<br />
für EM-Anwendungen“ leitet. Der erste Run<strong>de</strong>rneuerer, <strong>de</strong>r<br />
über eine Kraiburg-Lizenz mit Technologie und Run<strong>de</strong>rneuerungsmaterialien<br />
versorgt wird, nimmt im September 2008 in Russland die<br />
Produktion von EM-Reifen auf. Das Unternehmen wer<strong>de</strong> EM-Reifen<br />
im Heiß- wie im Kaltverfahren erneuern, auch nach <strong>de</strong>r so genannten<br />
„Smooth-and-Groove“-Metho<strong>de</strong>, bei <strong>de</strong>r <strong>de</strong>m run<strong>de</strong>rneuerten<br />
Reifen das Profil durch ein Messer quasi eingeschnitten wird. Zwei<br />
weitere Unternehmen aus Russland und <strong>de</strong>r Ukraine verhan<strong>de</strong>lten<br />
gegenwärtig über <strong>de</strong>n Abschluss eines entsprechen<strong>de</strong>n Lizenzvertrages,<br />
so Schmidt weiter. Kraiburg hatte erst zur Reifen-Messe 2006<br />
<strong>de</strong>n Einstieg in die EM-Reifenrun<strong>de</strong>rneuerung bekannt gegeben. Die<br />
Tochtergesellschaft Kraiburg Bulgaria fungiere ebenfalls als Produktionsstätte<br />
für run<strong>de</strong>rneuerte EM-Reifen.<br />
Ein weiteres „positives Signal“ sei <strong>de</strong>r neue Fokus beim Marke-

the same time Dr Starnecker guesses that possible<br />
cross-subsidisations or mixed calculations as<br />
– in his opinion – is common with new material<br />
suppliers in the European retreading market will<br />
soon be a thing of the past. When entering the<br />
European market such suppliers from Asia or Latin<br />
America have offered prices for retreading<br />
materials that were comparably low. In parallel<br />
with their growing market share these companies<br />
also imposed “the highest price increases”<br />
throughout the European retreading market, says<br />
Thorsten Schmidt. After a material supplier has<br />
reached a certain size in a market, he continues,<br />
it becomes barely possible un<strong>de</strong>r commercial and<br />
financial principles to maintain prices that were<br />
justified and perhaps possible on the occasion of<br />
the launch of a product into a new market. Subsequently,<br />
the top executive team at Kraiburg Austria<br />
is acting cool whenever the conversation hits<br />
upon the issue of material suppliers from outsi<strong>de</strong><br />
of Europe.<br />
Although these suppliers are benefitting from<br />
the euro-dollar exchange rate and the strong<br />
single European currency, and although these<br />
suppliers will experience a contiued growth on<br />
the European retreading market, something that<br />
Dr Starnecker calls “segmentation” of the market,<br />
Kraiburg Austria does not believe it will be<br />
amongst those that lose market share. Instead,<br />
the opposite has proven to be the case, he<br />
continues. During the first six months of this year<br />
Kraiburg Austria was able to increase the sales of<br />
pre-cured treads by about seven per cent, Mr<br />
Gregory adds. According to the sales director,<br />
Kraiburg Austria’s retreading material business is<br />
ma<strong>de</strong> up of 70 per cent pre-cured treads and 30<br />
per cent compounds that are sold to mould-cure<br />
retrea<strong>de</strong>rs. Last year, about 23,000 tonnes of retreading<br />
material and pre-cured treads were produced<br />
in the production facility in Geretsberg, a<br />
figure that accounts for about 17 per cent of the<br />
whole European market, which is said to be at<br />
132,000 tonnes per year (2006).<br />

Seit kurzem gehört Kraiburgs Engagement<br />
im Truck-Racing-Motorsport <strong>de</strong>r Vergangenheit<br />
an. Statt<strong>de</strong>ssen wolle man sich auf die Kun<strong>de</strong>n<br />
konzentrieren.<br />
Insgesamt, so Dr. Starnecker weiter, sei Kraiburg<br />
Austria mit <strong>de</strong>r gegenwärtigen Marktentwicklung<br />
durchaus zufrie<strong>de</strong>n. Die Produktionskapazitäten<br />
für Run<strong>de</strong>rneuerungsmaterialien seien<br />
in Geretsberg „relativ gut ausgelastet“; es wer<strong>de</strong><br />
im Dreischicht-, gelegentlich sogar im Vierschichtbetrieb<br />
an fünf Tagen die Woche produziert.<br />
Auch habe das Unternehmen, das – wie<br />
oben betont – auf die vollständige Erhaltung und<br />
<strong>de</strong>n Ausbau seiner Produktionsstätten größten<br />
Wert legt, „kein Kostenproblem“, so <strong>de</strong>r Geschäftsführer<br />
weiter. Gleichzeitig äußerst er seine<br />
Vermutung, dass etwaige Quersubventionierungen<br />
o<strong>de</strong>r Mischkalkulationen <strong>de</strong>r neu auf <strong>de</strong>m<br />
europäischen Run<strong>de</strong>rneuerungsmarkt tätigen<br />
Unternehmen offenbar mehr und mehr <strong>de</strong>r Vergangenheit<br />
angehören. Während zum Markteintritt<br />
die Preise entsprechen<strong>de</strong>r Anbieter aus<br />
Asien o<strong>de</strong>r Lateinamerika entsprechend niedrig<br />
waren, hätten diese Materiallieferanten von<br />
außerhalb Europas mit <strong>de</strong>n wachsen<strong>de</strong>n Marktanteilen<br />
auch „die höchsten Preissteigerungen“<br />
zu verzeichnen gehabt, meint Thorsten Schmidt.<br />
Ab einer bestimmten Größe und einer bestimmten<br />
Absatzmenge seien Kalkulationen kaum mehr<br />
haltbar, die für <strong>de</strong>n Markteintritt vielleicht noch<br />
zu rechtfertigen gewesen waren. Folglich gibt<br />
sich das Führungsteam von Kraiburg Austria<br />
auch betont gelassen, wenn das Gespräch auf<br />
Anbieter von außerhalb Europas kommt. Ihnen<br />
kämen zwar die Wechselkursentwicklungen zugute,<br />
und ein weiterhin wachsen<strong>de</strong>r Marktanteil<br />
sei ihnen wohl auch sicher. Dennoch zählt sich<br />
Kraiburg Austria nicht zu <strong>de</strong>n Verlierern dieses<br />
Prozesses, <strong>de</strong>n <strong>de</strong>r Geschäftsführer mit <strong>de</strong>m<br />
Schlagwort „Segmentierung“ umschreibt. Im<br />
Gegenteil: Man habe etwa im ersten Halbjahr ein<br />
Plus beim Absatz von Laufstreifen in Höhe von<br />
sieben Prozent verzeichnet, ergänzt Vertriebsleiter<br />
Frank Gregory. Kaltlaufstreifen machen rund<br />
70 Prozent <strong>de</strong>r Produktion von Run<strong>de</strong>rneuerungsmaterialien<br />
in Geretsberg aus. Im vergangenen<br />
Jahr wur<strong>de</strong>n rund 23.000 Tonnen Run<strong>de</strong>rneuerungsmaterial<br />
und Laufstreifen gefertigt, was in<br />
etwa 17 Prozent <strong>de</strong>s gesamten europäischen<br />
Marktes ausmachen dürfte, <strong>de</strong>r sich – so wird<br />
berichtet – auf 132.000 Tonnen beläuft.<br />

In the course of the past years there has been but one<br />
important process that has dominated <strong>de</strong>velopments in<br />
the European pre-cured retreading market: suppliers<br />
from outsi<strong>de</strong> of Europe are finding it more and more<br />
feasible to claim a growing market share to themselves.<br />
According to figures ma<strong>de</strong> available to Tyres &<br />
Accessories, the share of pre-cured treads that have<br />
not been produced by Bandag, Marangoni/Ellerbrock,<br />
Kraiburg or Michelin was at 18 per cent in the year<br />
2000. Five years later, in 2005, the “others” (see pie<br />
chart) had already gained 29 per cent of the European<br />
pre-cured retreading market. And there are market observers<br />
that predict within three to five years this group<br />
of companies will potentially supply up to 50 per cent<br />
of all pre-cured tread used in European retreading<br />
facilities. One of these observers is Joe Krimpenfort,<br />
who – as general manager of the material supplier Galgo<br />
Pre-Q Europe – sees his share of the European<br />
retreading market as being there for the taking.<br />
The old traditional elite is going to have a hard time,” says Joe<br />
Krimpenfort. By this elite he means the so-called “Big 4” group<br />
among European pre-cured tread suppliers. According to his<br />
prediction Marangoni, Bandag, Kraiburg and Ellerbrock – the Big 4 –<br />
plus Michelin (Recamic) will come un<strong>de</strong>r ever increasing pressure in<br />
Europe. Currently, these companies still possess about two-thirds of<br />
Europe’s market share. But this share is showing a strong pattern of<br />
<strong>de</strong>cline, says the general manager from Galgo Pre-Q Europe. About<br />
seven years ago the same companies ruled over more than 80 per<br />
cent of Europe’s pre-cured tread market. This trend alone is sufficient<br />
to give predictions for the coming years a good foundation. And<br />
Joe Krimpenfort’s predictions are that material suppliers from outsi<strong>de</strong><br />
of Europe will increase their market share from about their current<br />
one third up to 50 per cent. Such a shift of market power and relevance<br />
will take place over the coming three to five years. This is a<br />
trend that will continue in the long-run, Joe Krimpenfort is convinced.<br />
But there are also other changes in the European retreading<br />
market linked to such <strong>de</strong>velopments that will (possibly) take place or<br />
are already taking place.<br />
Over the past years there has been in particular one <strong>de</strong>velopment<br />
that’s brought about these changes to the European retreading<br />
market, says the general manager who has run Galgo Pre-Q Europe<br />
since its founding in 2003 in Tongeren, Belgium: “In Europe the high-<br />

Prozent. 2005 hatten die „An<strong>de</strong>ren“ sich bereits 29 Prozent<br />
vom europäischen Markt gesichert. Und es gibt<br />
Marktkenner, die vorhersagen, dass diese Gruppe von<br />
Unternehmen in <strong>de</strong>n kommen<strong>de</strong>n drei bis fünf Jahren<br />
sogar je<strong>de</strong>n zweiten Laufstreifen für die Kaltrun<strong>de</strong>rneuerung<br />
in Europa liefern wer<strong>de</strong>n. Einer dieser<br />
Marktkenner ist Joe Krimpenfort, <strong>de</strong>r für <strong>de</strong>n Materiallieferanten<br />
Galgo Pre-Q Europe als General Manager<br />
einen entsprechend größeren Anteil vom europäischen<br />
Kuchen reklamiert.<br />

– zusehends unter Druck geratenen „Big-4“ <strong>de</strong>r Kaltrun<strong>de</strong>rneuerungsbranche,<br />
also Marangoni, Bandag, Kraiburg und Ellerbrock<br />
wie auch Michelin (Recamic). Aktuell dürften diese Unternehmen<br />
noch gut zwei Drittel <strong>de</strong>s europäischen Marktes bedienen –<br />
Ten<strong>de</strong>nz stark fallend, so <strong>de</strong>r General Manager von Galgo Pre-Q Europe.<br />
Vor sieben Jahren hatten die selben Unternehmen noch einen<br />
Marktanteil von über 80 Prozent in Europa. Allein <strong>de</strong>r Trend <strong>de</strong>r vergangenen<br />
Jahre reiche bereits aus, um Prognosen für die kommen<strong>de</strong>n<br />
Jahre abgeben zu können. Und die sehen laut Joe Krimpenfort<br />
eben so aus, dass die Materiallieferanten von außerhalb Europas,<br />
<strong>de</strong>ren Marktanteil in Europa heute bei etwa einem Drittel liegt, in naher<br />
Zukunft bereits 50 Prozent <strong>de</strong>s Marktes für sich beanspruchen<br />
wer<strong>de</strong>n. Eine entsprechen<strong>de</strong> Gewichtsverschiebung hin zu Unternehmen<br />
wie eben auch Galgo dürfte sich bereits während <strong>de</strong>r kommen<strong>de</strong>n<br />
drei bis fünf Jahre abspielen. Das eine ist <strong>de</strong>r längerfristige<br />
Trend, <strong>de</strong>r entsprechen<strong>de</strong> Prognosen ermöglicht. Das an<strong>de</strong>re sind<br />
Marktverän<strong>de</strong>rungen, die <strong>de</strong>rzeit und/o<strong>de</strong>r in naher Zukunft (vermutlich)<br />
stattfin<strong>de</strong>n.<br />
So habe sich insbeson<strong>de</strong>re während <strong>de</strong>r vergangenen Jahre<br />
eines gezeigt, so <strong>de</strong>r General Manager <strong>de</strong>s 2003 im belgischen<br />
Tongeren gegrün<strong>de</strong>ten Unternehmens: „In Europa ist die Zeit <strong>de</strong>r
time of system suppliers is over; that’s all over.” In earlier years,<br />
when retreading a tyre with pre-cured treads still was a highly innovative<br />
production process and technology and know-how still had to<br />
be implanted into the markets, companies conducting business as<br />
suppliers of exclusive pre-cured retreading systems and materials<br />
completely dominated the market. But today, with technologies<br />
established and growing international competition from many si<strong>de</strong>s,<br />
the situation of a few suppliers dominating the market is about to become<br />
unhinged.<br />
It is obvious which supplier he is referring to – Bandag. Krimpenfort<br />
himself worked for Bandag for many years; before he left the<br />
American retreading corporation he held the senior position of vicepresi<strong>de</strong>nt,<br />
Europe. Thus, according to Krimpenfort’s prediction, it is<br />
Bandag that stands to become the loser in the <strong>de</strong>velopments taking<br />
place in the European pre-cured retreading market. This trend has<br />
already been observed in recent years. According to surveys, in 2000<br />
Bandag held a 33 per cent market share of the European pre-cured<br />
retreading market. By 2005 this had been whittled down to 22 per<br />
cent and Krimpenfort estimates that currently the American corporation<br />
holds not more than 18 per cent. The market share of the other<br />
companies from the “Big 4” group plus Michelin (Recamic) has remained<br />
relatively stable over the same period. Galgo Pre-Q Europe in<br />
turn is a “lean and mean organisation.” The European subsidiary of<br />

Kaltrun<strong>de</strong>rneuerung mit vorvulkanisierten Laufstreifen noch ein<br />
hochinnovativer Fertigungsprozess war und notwendige Technologien<br />
und Kenntnisse erst am Markt platziert wer<strong>de</strong>n mussten, hatten<br />
Unternehmen, die als Anbieter exklusiver Systeme auftraten, noch<br />
ihre Berechtigung. Vor <strong>de</strong>m Hintergrund einer etablierten Technologie<br />
und zunehmen<strong>de</strong>m internationalen Wettbewerb auch in Europa<br />
gerät die marktbeherrschen<strong>de</strong> Stellung entsprechen<strong>de</strong>r Anbieter<br />
aber mehr und mehr ins Wanken.<br />
Dass mit entsprechen<strong>de</strong>n Beobachtungen natürlich zu allererst<br />
einmal Bandag gemeint ist, liegt auf <strong>de</strong>r Hand. Krimpenfort, <strong>de</strong>r jahrelang<br />
für <strong>de</strong>n US-Run<strong>de</strong>rneuerungskonzern gearbeitet hat, u.a. als<br />
Vizepräsi<strong>de</strong>nt für Europa, sieht <strong>de</strong>nn also auch in Bandag <strong>de</strong>n großen<br />
Verlierer <strong>de</strong>r prognostizierten Marktverschiebungen. Ein entsprechen<strong>de</strong>r<br />
Trend sei bereits während <strong>de</strong>r vergangenen Jahre erkennbar<br />
gewesen. Erhebungen <strong>de</strong>r NEUE REIFENZEITUNG zufolge<br />
hatte Bandag im Jahr 2000 noch einen Marktanteil von 33 Prozent<br />
am europäischen Kaltrun<strong>de</strong>rneuerungsmarkt. 2005 waren dies noch<br />
gera<strong>de</strong> einmal 22 Prozent und aktuell, so schätzt Krimpenfort, sind<br />
dies noch gut 18 Prozent. Die Marktanteile <strong>de</strong>r an<strong>de</strong>ren Unternehmen<br />
aus <strong>de</strong>r Gruppe <strong>de</strong>r „Big-4“ inklusive Michelin (Recamic) haben<br />
sich im selben Zeitraum weitestgehend stabil entwickelt. Galgo Pre-<br />
Q Europe hingegen sei eine „ranke und schlanke Organisation“, so<br />

the Mexican material supplier (Galgo holds about 60 per cent of its<br />
domestic pre-cured treads and material for mould-cured retreading<br />
market) thus has been a much more versatile and cost efficient entity<br />
than the big corporations. Currently, Galgo Pre-Q Europe has two<br />
permanent employees: Joe Krimpenfort and his administrative manager<br />
Arturo Baledón – “We are Galgo.” While Krimpenfort directly<br />
takes care of customers in the Benelux countries, Austria and Switzerland<br />
himself and is also forming new business relationships<br />
across the whole of the continent, other markets are serviced by<br />
agents that work for Galgo. Altogether, there are six “very experienced”<br />
sales representatives selling Galgo treads across Europe.<br />
Currently, the general manager is looking for a sales representative<br />
for the UK and Ireland. This job vacancy is expected to be filled<br />
quickly. Furthermore, Krimpenfort will possibly hire a second sales<br />
representative for Southern Germany, un<strong>de</strong>rlying the ever growing<br />
importance of the German<br />
retreading market<br />
with its 80-odd retreading<br />
facilities.<br />
When Mr Krimpenfort<br />
speaks of the “end of system<br />
suppliers” and that,<br />
in particular, the “Big 4”<br />
will in the future have an<br />
increasingly hard time<br />
competing against companies<br />
from outsi<strong>de</strong> of<br />
Europe – companies that<br />
are currently not sitting in<br />
the “front row” – Krimpenfort<br />
obviously means<br />
that Galgo Pre-Q will be<br />
numbered amongst those<br />
companies coming to the<br />
fore. So, when the<br />
“others” gain a pre-cured<br />
tread market share of<br />
Galgo’s warehouse will soon be increased from its current 1,300 to 2,000 m<br />
about 50 per cent within<br />
the next three to five<br />
years in Europe – an<br />
“ambitious but possible assumption” – then Galgo will hold about<br />
one third of this half share of the cake. Thus, in total this is about 15<br />
per cent of the whole European market for pre-cured treads, if Krimpenfort’s<br />
predictions prove to be right.<br />
It is difficult to say where new tyre manufacturers will find their<br />
place in this prediction, says the general manager. As a matter of<br />
fact Bridgestone has taken over Bandag Inc. and in doing so has<br />
also taken over almost 20 per cent of the European pre-cured tread<br />
market. But how the Japanese tyre giant is going to benefit in Europe<br />
from the billion dollar acquisition of Bandag remains to be seen.<br />
Those responsible at Bridgestone’s European headquarters in Belgium<br />
are currently occupied with laying out a framework of how to<br />
integrate Bandag into the European Bridgestone organisation. Quite<br />
un<strong>de</strong>rstandably, there has been no official comment from Bridgestone<br />
Europe at this early stage about how Bridgestone-Bandag is<br />
going to proceed in Europe. Most market observers are in complete<br />

<strong>de</strong>r so wichtige <strong>de</strong>utsche Run<strong>de</strong>rneuerungsmarkt mit seinen 80 Kaltrun<strong>de</strong>rneuerern<br />
von Hans-Joachim Florek betreut, <strong>de</strong>r ebenfalls früher<br />
unter an<strong>de</strong>rem in <strong>de</strong>n Diensten Bandags stand. Gemeinsam mit<br />
<strong>de</strong>m <strong>de</strong>utschen Sales Representative, <strong>de</strong>r im Übrigen zusätzlich<br />
auch für <strong>de</strong>n dänischen Markt zuständig ist, stehen fünf weitere<br />
„überaus erfahrene“ Außendienstmitarbeiter bei Galgo Europa in<br />
Diensten. Der General<br />

Wenn Joe Krimpenfort vom „En<strong>de</strong> <strong>de</strong>r Systemanbieter“ und<br />
davon spricht, dass es insbeson<strong>de</strong>re die „Big-4“ <strong>de</strong>r Branche in<br />
Zukunft noch schwerer haben wer<strong>de</strong>n, sich gegen die zunehmen<strong>de</strong><br />
Konkurrenz von Lieferanten aus <strong>de</strong>r (noch) zweiten Reihe zur Wehr<br />
zu setzen, dann sieht er sein Unternehmen natürlich am Drücker.<br />
Wenn die „An<strong>de</strong>ren“ also in drei bis fünf Jahren einen Marktanteil<br />
von rund 50 Prozent bei <strong>de</strong>r Kaltrun<strong>de</strong>rneuerung erreichen, dann –<br />
so die „ambitiöse, aber mögliche Annahme“ – wer<strong>de</strong> Galgo knapp<br />
ein Drittel dieses Marktanteils <strong>de</strong>r „An<strong>de</strong>ren“ für sich behaupten;<br />
insgesamt wer<strong>de</strong> Galgos Marktanteil also auf rund 15 Prozent<br />
anwachsen, sollte die von Krimpenfort prognostizierte Entwicklung<br />
wirklich eintreten.<br />
Wo in dieser Betrachtung die Neureifenhersteller ihren Standort<br />
haben, könne man <strong>de</strong>rzeit nicht mit Bestimmtheit sagen. Bridgestone<br />
– so viel steht fest – habe sich durch die Milliar<strong>de</strong>n-Übernah
agreement that Bridgestone took over<br />
Bandag because it was interested in the<br />
leading position of Bandag <strong>de</strong>alers in the<br />
North American truck tyre market; the acquisition<br />
wasn’t induced by Europe.<br />
According to Joe Krimpenfort Michelin<br />
is the only new tyre manufacturer<br />
“that un<strong>de</strong>rstands the whole culture of<br />
retreading.” The French tyre giant is a<br />
clear market lea<strong>de</strong>r in the combined<br />
European pre-cured and mould-cured<br />
retreading market with its two brands<br />
Remix (mould-cured) and Recamic (precured).<br />
Statistics show that Michelin has<br />
a combined market share of about 30 per<br />
cent. But Michelin’s production partners<br />
only produce up to five per cent of all<br />
Europe’s retrea<strong>de</strong>d truck tyres using<br />
Recamic pre-cured treads. Michelin retreads<br />
are foremost Remix mould-cured<br />
retreads produced by Michelin itself and<br />
then, a distant second, Recamic.<br />
Attempts by other new tyre manufacturers<br />
such as Goodyear-Dunlop (Next<br />
Tread), Continental (ContiTread and Contire)<br />
or Pirelli (Novateck) to secure a foothold<br />
in the European retreading market<br />
have all been induced out of necessity,<br />
believes Mr Krimpenfort, who also worked<br />
for Goodyear-Dunlop for 14 years (as<br />
managing director, Benelux). “They cannot<br />
afford to be absent, and the market<br />
forces them to be committed to retreading.”<br />
First of all, companies like those<br />
mentioned above have wanted to sell<br />
their new tyres. And only as a second<br />
step have they also offered retreading<br />
services and retreads in or<strong>de</strong>r to keep<br />
their valuable casings in the value-ad<strong>de</strong>d<br />
process of their own corporate systems.<br />
Whether material suppliers from the<br />
so-called “second row” will actually benefit<br />
from a growth taking place in the<br />
European retreading market appears to<br />
be uncertain – the reason for this: there is<br />
no such <strong>de</strong>velopment; the European retreading<br />
market is barely <strong>de</strong>veloping at<br />
all, at least not in regards to its size. As it<br />
appears, this situation will not change<br />
fundamentally in the foreseeable future.<br />
In turn, if these second row companies<br />
gain market share in the European<br />
retreading market they do so because<br />
they succeed in what appears to be intense<br />
cut-throat competition. Currently,<br />
about 7.5 million truck tyres are retrea<strong>de</strong>d<br />

Was Bridgestone daraus macht, könne <strong>de</strong>rzeit<br />
ebenfalls nicht mit Sicherheit gesagt<br />
wer<strong>de</strong>n. Die Verantwortlichen in <strong>de</strong>r europäischen<br />
Bridgestone-Zentrale in Belgien<br />
sind gegenwärtig intensiv damit beschäftigt,<br />
die Bandag-Integration zu vollziehen und zu<br />
klären, wie Bridgestone in Europa genau aus<br />
<strong>de</strong>r Akquisition Profit schlagen will. Offizielle<br />
Stellungnahmen dazu gibt es <strong>de</strong>rzeit noch<br />
nicht. Die Übernahme Bandags – da sind sich<br />
alle Beobachter einig – hat zunächst einmal<br />
<strong>de</strong>n US-amerikanischen Markt zum Ziel.<br />
Michelin – laut Joe Krimpenfort <strong>de</strong>r einzige<br />
Neureifenhersteller, <strong>de</strong>r eine eigene „tragfähige<br />
Run<strong>de</strong>rneuerungsphilosophie“ besitzt<br />
– ist mit seinen Marken Remix (werkseigene<br />
Heißrun<strong>de</strong>rneuerung) und Recamic (Kalterneuerung)<br />
mit großem Abstand Marktführer<br />
auf <strong>de</strong>m Gesamtmarkt mit einem Marktanteil<br />
von rund 30 Prozent. Betrachtet man aber nur<br />
<strong>de</strong>n europäischen Markt für Kaltrun<strong>de</strong>rneuerungen,<br />
so kann Michelin mit seinem Recamic-Verfahren<br />
europaweit seit Jahren einen<br />
Marktanteil von nur – muss man fast sagen –<br />
um die fünf Prozent für sich behaupten.<br />
Michelin-Run<strong>de</strong>rneuerte, das sind zunächst<br />
Remix-Heißrun<strong>de</strong>rneuerte.<br />
Die Versuche <strong>de</strong>r an<strong>de</strong>ren großen Neureifenhersteller<br />
wie Goodyear-Dunlop (Next<br />
Tread), Continental (ContiTread und Contire)<br />
o<strong>de</strong>r Pirelli (Novateck), im Run<strong>de</strong>rneuerungsmarkt<br />
Fuß zu fassen, seien aus <strong>de</strong>r puren Notwendigkeit<br />
heraus entstan<strong>de</strong>n, meint Joe<br />
Krimpenfort, <strong>de</strong>r ebenfalls 14 Jahre für Goodyear-Dunlop<br />
(u.a. als Geschäftsführer Benelux)<br />
gearbeitet hatte. „Sie können es sich<br />
nicht leisten, nichts zu tun. Der Markt zwingt<br />
sie dazu, etwas in Sachen Run<strong>de</strong>rneuerung<br />
zu tun.“ All die oben genannten Unternehmen<br />
wollten zunächst einmal Neureifen verkaufen,<br />
bieten aber auch run<strong>de</strong>rneuerte Reifen an, um<br />
ihre wertvollen Karkassen im Wertschöpfungsprozess<br />
<strong>de</strong>s eigenen Unternehmens zu<br />
halten.<br />
Dass Materiallieferanten aus <strong>de</strong>r so genannten<br />
zweiten Reihe von einer <strong>de</strong>utlichen<br />
Entwicklung <strong>de</strong>s Gesamtmarktes in Europa<br />
profitieren können, scheint eher ungewiss,<br />
<strong>de</strong>nn eine solche „<strong>de</strong>utliche“ Entwicklung<br />
wird es nicht geben. Sie gewinnen Marktanteile<br />
über einen hart geführten Verdrängungswettbewerb.<br />
Europaweit wer<strong>de</strong>n <strong>de</strong>rzeit jährlich<br />
etwa 7,5 Millionen Lkw-Reifen heiß- und<br />
kalterneuert. Dabei liegt <strong>de</strong>r Kaltrun<strong>de</strong>rneue-<br />

in Europe per year (pre-cured plus mould-cured). The share of retreads<br />
that are produced using pre-cure technology today is at around<br />
60 per cent. If long-term trends continue this figure is expected to<br />
drop down to 50 per cent in the course of the coming years to 2010<br />

2006). Nevertheless, the European<br />
retreading market will slightly grow over<br />
the coming years up to 8 million units in<br />
total. But this growth is mainly induced<br />
because Eastern European markets are<br />
becoming “Westernised” and little by<br />
little are adapting to Western European<br />
markets. Thus growth is mainly taking<br />
place in the countries formerly in the<br />
Soviet Union’s sphere of influence.<br />
These states in Eastern Europe have “an<br />
emotional aversion against retreading,”<br />
Mr Krimpenfort says, and makes clear<br />
that this is solely based on prejudice.<br />
These customer prejudices against what<br />
they consi<strong>de</strong>r to be used tyres at least<br />
seem to be comprehensible if we keep in<br />
mind that consumers in Eastern Europe<br />
had to live without any sort of bran<strong>de</strong>d<br />
products for so many <strong>de</strong>ca<strong>de</strong>s, therefore<br />
now they sometimes prefer brand new<br />
tyres over retreads. Their ignorance with<br />
regards to the possible cost cutting potential<br />
of retreads or the additional mileage<br />
of a casing – as a new tyre and then<br />
later on as a retrea<strong>de</strong>d tyre – can be reduced<br />
by an “educational campaign,”<br />
the general manager believes. But for as<br />
long as road infrastructure is not<br />
<strong>de</strong>veloped like in Western Europe and so<br />
long as truck fleets cannot be compared<br />
with those in Western Europe, the share<br />
of retreads on the Eastern European<br />
truck tyre markets will remain flat. At the<br />
moment it is wishful thinking to believe<br />
there could be a retread ratio of up to 70<br />
per cent, as is the case in Scandinavia.<br />

In or<strong>de</strong>r to be prepared for the<br />
changes taking place in the European<br />
retreading market, Galgo Pre-Q Europe is currently enlarging its<br />
warehouse capacity in Tongeren, Belgium, where the Mexican company’s<br />
distribution subsidiary is based. At the moment storage area –<br />
which is rented – is at about 1,300 m?, but this will be increased by<br />
about 50 per cent by the end of the year, up to 2,000 m?. In the same<br />
period the average total inventory will be increased from a current<br />
500 tonnes to 700 tonnes of pre-cured treads. However, the inventory<br />
turnover will grow at a higher rate than the growth of inventory<br />
stock. In or<strong>de</strong>r to better manage the logistics of a growing company<br />
the warehouse has to be expan<strong>de</strong>d, Mr Krimpenfort says.<br />
Although the Mexican parent company, which was foun<strong>de</strong>d 55<br />
years ago, also sells material for mould-cured retreading in Northern<br />
rungsanteil heute bei unter 60 Prozent in Europa. Dem aktuellen<br />
Trend hin zur Heißrun<strong>de</strong>rneuerung (vgl. „Retreading Special“ von<br />
Juni 2006) folgend, wird dieser Anteil bis 2010 auf rund 50 Prozent<br />
sinken. So o<strong>de</strong>r so, <strong>de</strong>r europäische Gesamtmarkt wird in <strong>de</strong>n kommen<strong>de</strong>n<br />
fünf Jahren auf schätzungs-<br />
weise acht Millionen run<strong>de</strong>rneuerte<br />
Reifen insgesamt steigen. Dabei<br />
stamme das Wachstum aber hauptsächlich<br />
aus <strong>de</strong>n Län<strong>de</strong>rn <strong>de</strong>s ehemaligen<br />
Ostblocks, also nicht aus<br />
Westeuropa. Allerdings, meint Joe<br />
Krimpenfort, gebe es in diesen Staaten<br />
im Osten Europas eine „emotionale<br />
Aversion gegen die Run<strong>de</strong>rneuerung“,<br />
die zunächst einmal auf Vorurteilen<br />
basiere. Diese Vorurteile gegen<br />
vermeintliche Gebrauchtreifen,<br />
nach<strong>de</strong>m man jahrzehntelang generell<br />
auf Markenprodukte verzichten<br />
musste, scheint zumin<strong>de</strong>st nachvollziehbar.<br />
Die Unwissenheit über mögliche<br />
Kosteneinsparungen und <strong>de</strong>n<br />
Gewinn an Laufleistung durch die optimale<br />
Nutzung von run<strong>de</strong>rneuerten<br />
Reifen könne durch einen „Bildungsprozess“<br />
verringert wer<strong>de</strong>n, hofft <strong>de</strong>r<br />

Europe. So lange aber das Straßennetz<br />
nicht ausgebaut ist wie in Westeuropa<br />
und so lange die Fuhrparks<br />
nicht vergleichbar sind mit <strong>de</strong>nen in<br />
Westeuropa, so lange wer<strong>de</strong> auch<br />
die Run<strong>de</strong>rneuerungsquote in Osteuropa<br />
niedrig bleiben. Von Werten<br />
wie in Skandinavien mit bis zu 70<br />
Prozent könne man da nur träumen.<br />
Um auf die <strong>de</strong>rzeit stattfin<strong>de</strong>n<strong>de</strong>n<br />
Marktverän<strong>de</strong>rungen vorbereitet zu<br />
sein, erweitert die europäische Vertriebsnie<strong>de</strong>rlassung<br />
<strong>de</strong>s mexikanischen<br />
Materiallieferanten <strong>de</strong>mnächst<br />
ihre Lagerkapazitäten im<br />
Standort in Tongeren. Die <strong>de</strong>rzeitige<br />
– gemietete – Lagerfläche beträgt<br />
1.300 m? und soll bis zum Jahresen<strong>de</strong> durch eine Neuaufteilung <strong>de</strong>r<br />
Hallen um über 50 Prozent auf 2.000 m? erweitert wer<strong>de</strong>n. Der<br />

müssten die <strong>de</strong>rzeit eher beengten Verhältnisse aufgelöst<br />
wer<strong>de</strong>n. Obwohl die mexikanische Muttergesellschaft, die<br />
vor 55 Jahren gegrün<strong>de</strong>t wur<strong>de</strong>, in Nord- und Lateinamerika auch<br />

In the last few years the European retreading market<br />
has become more and more interesting to companies<br />
from outsi<strong>de</strong> of Europe. It is these companies in particular<br />
that are able to hold their own against growing<br />
competition from cheap imported new tyres from the<br />
Far East, their position is at least better than that of<br />
well-established European tread and material suppliers.<br />
Their competitive advantage is lower prices<br />
combined with a high level of quality. One of these<br />
companies trying to benefit from the changing European<br />
market situation is Goodway Integrated Industries<br />
Bhd from Malaysia – retrea<strong>de</strong>r and manufacturer of retreading<br />
materials. As explains Paolo Borgianni,<br />
managing director of Goodway Europe, the European<br />
retreading market will continue its process of consolidation<br />
to the <strong>de</strong>triment of well-established companies<br />
and to the benefit of companies such as Goodway<br />
Europe, a company established as recently as 2005.<br />
Malaysia based Goodway is not only a manufacturer and supplier<br />
of pre-cured treads and rubber compounds for mouldcure<br />
retreading and other technical applications. It is a retrea<strong>de</strong>r<br />
itself and operates – since their takeover – the two Malaysian<br />
retrea<strong>de</strong>rs Big Wheel (truck and OTR tyres) and Kilotrac Industries,<br />
both of whom of course use Goodway’s “Supercool” treads and<br />
other materials supplied by Goodway. The retrea<strong>de</strong>r Big Wheel is<br />
the Malaysian domestic market lea<strong>de</strong>r with a market share of about<br />
75 per cent. But Goodway not only produces pre-cured treads and<br />
compounds for mould-cured retreading and uses these in its own retreading<br />
facilities. Goodway also operates as a total system supplier<br />
in its home market and in recent times also in the growing Chinese<br />
retreading market. Un<strong>de</strong>r its “Simplex” brand Goodway offers a<br />
“unique total retreading business system” in these countries and it<br />
also plans to establish customers using the Simplex system in Thailand,<br />
the Philippines and in Pakistan. The first part of the Simplex retreading<br />
business system is the Simplex machinery <strong>de</strong>signed by<br />
Goodway’s very own technical team, the second is retreading knowhow<br />
technical training Goodway provi<strong>de</strong>s for its customers, and the<br />
third part is its tailored customer and marketing support. Every system<br />
provi<strong>de</strong>d to a new retrea<strong>de</strong>r is “customised to meet each<br />
individual need.” Everything’s provi<strong>de</strong>d, writes the company on its<br />
website, to the extent that an investor could start a retreading facility<br />
even if it had “zero knowledge in retreading.” Globally, the Goodway<br />
group today has an annual turnover of 157 million Ringgit (2006;<br />

immer interessanter. Es sind gera<strong>de</strong> diese Unternehmen,<br />
die durch ihre wettbewerbsfähigen Preise bei ansprechen<strong>de</strong>r<br />
Produktqualität die Herausfor<strong>de</strong>rung im<br />
Wettbewerb mit günstigen Neureifenimporten aus <strong>de</strong>m<br />
Fernen Osten eher aufnehmen können als Materiallieferanten<br />
aus Europa. Diesen vermeintlichen Wettbewerbsvorteil<br />
in einem sich än<strong>de</strong>rn<strong>de</strong>n Markt will<br />
auch <strong>de</strong>r malaysische Run<strong>de</strong>rneuerer und Hersteller<br />
von Run<strong>de</strong>rneuerungsmaterialien Goodway Integrated<br />
Industries Bhd ausnutzen. Wie Paolo Borgianni, Geschäftsführer<br />
<strong>de</strong>r 2005 gegrün<strong>de</strong>ten europäischen Vertriebsgesellschaft<br />
Goodway Europe, sagt, wer<strong>de</strong> sich<br />
<strong>de</strong>r europäische Run<strong>de</strong>rneuerungsmarkt in Zukunft<br />
weiter konsolidieren – zulasten <strong>de</strong>r etablierten Anbieter<br />
und zugunsten von Unternehmen wie Goodway.<br />
Das malaysische Unternehmen Goodway ist dabei nicht nur<br />
Anbieter von Laufstreifen für die Kaltrun<strong>de</strong>rneuerung bzw.<br />
von Mischungen für die Heißerneuerung und an<strong>de</strong>re technische<br />
Anwendungen. Goodway ist selber auch Run<strong>de</strong>rneuerer. So<br />
betreibt das Unternehmen nach <strong>de</strong>ren Übernahmen die bei<strong>de</strong>n malaysischen<br />
Run<strong>de</strong>rneuerer Big Wheel (Lkw- und EM-Reifen) sowie<br />
Kilotrac Industries, die natürlich Goodway-Laufstreifen <strong>de</strong>r Marke<br />
„Supercool“ und an<strong>de</strong>re Materialien verwen<strong>de</strong>n. Dabei verfügt Big<br />
Wheel über einen Marktanteil von 75 Prozent auf <strong>de</strong>m heimischen<br />
Markt in Malaysia. Goodway stellt aber nicht nur Laufstreifen und<br />
Mischungen her und verarbeitet diese in <strong>de</strong>n eigenen Run<strong>de</strong>rneuerungsstätten.<br />
Das Unternehmen fungiert ebenfalls als umfassen<strong>de</strong>r<br />
Systemanbieter auf <strong>de</strong>m heimischen wie auch seit neuestem auf<br />
<strong>de</strong>m wachsen<strong>de</strong>n chinesischen Markt. Unter <strong>de</strong>r Bezeichnung<br />
„Simplex“ bietet Goodway in diesen bei<strong>de</strong>n Län<strong>de</strong>rn und bald auch<br />
auf <strong>de</strong>n Philippinen, in Pakistan und in Thailand ein „einzigartiges,<br />
umfassen<strong>de</strong>s Run<strong>de</strong>rneuerungssystem“, zu <strong>de</strong>m erstens Simplex-<br />

34 million euros). During this year it is expected that Goodway will increase<br />
its turnover by about 40 per cent.<br />
Two years ago in September 2005 the Malaysian company<br />
foun<strong>de</strong>d yet another subsidiary, the distribution organisation Goodway<br />
Europe (Swe<strong>de</strong>n) AB. Goodway’s European subsidiary is based<br />
in Molnlycke, close to the Swedish city of Gothenburg, and is run by<br />
Paolo Borgianni as managing director. The native of Italy is married<br />
to a Swedish wife who in turn acts as a representative in Swe<strong>de</strong>n for<br />
a number of Italian companies from the retreading industry. Consequently,<br />
Swe<strong>de</strong>n seemed to be the most suitable location to start<br />
Goodway’s European business, particularly as corporate taxes are<br />
below the European average. Since the European distribution arm<br />
was foun<strong>de</strong>d two years ago, Goodway Europe has hired sales representatives<br />
in Swe<strong>de</strong>n, Germany and Italy. In an interview with Tyres<br />
& Accessories, Paolo Borgianni explains that his young company<br />
today focuses on the distribution of its own “Goodway Supercool”<br />
brand pre-cured treads, which is placed in the “quality segment” of<br />
the European retreading market. It goes without saying that these<br />
products are sold together with cushion gums and si<strong>de</strong>wall veneers.<br />
The company is also consi<strong>de</strong>ring commencing the distribution of<br />
rubber compounds for mould-cured retreading in Europe. These<br />
compounds are sold elsewhere un<strong>de</strong>r the brand name “Supertrac-<br />
Orbistrip,” or in short “Orbi”. “We shall promote it very soon,” replies<br />
Mr Borgianni when asked about the time schedule of bringing<br />
these products onto the European market. The managing director is<br />
convinced that the pre-cured tread business in Europe offers reasonably<br />
good business opportunities for companies from outsi<strong>de</strong> Europe,<br />
even though the overall market share of retreads in Europe is<br />
<strong>de</strong>creasing while the truck tyre market in total is showing slightly<br />
stronger growth than the retread market. “The market in Europe is<br />
consolidating,” says Mr Borgianni, and increasingly more outsi<strong>de</strong><br />
brands are coming into the market and shrinking the market share<br />
held by all the well-established European brands. Because companies<br />
like Goodway Europe can offer quality at competitive prices, it<br />
can gain market share there where well-established retreading<br />
brands are competing against cheap imported new tyres from the<br />
Far East and losing. “With our premium products we give the European<br />
retrea<strong>de</strong>r the chance to fight against the cheap and unsafe<br />
new tyres invading the market.” Sales representatives from Goodway<br />
Europe in particular use two main arguments while selling precured<br />
treads produced in Malaysia: “Our prices are very competitive<br />
and value-for-money. But Goodway has a high quality product that<br />
matches the top few European manufacturers.”<br />
For some years the European retread market has been a mature<br />
market with well-established structures and market players. In such<br />
an economic market environment it was difficult for Goodway to introduce<br />
itself as a system supplier or even to establish itself as a<br />
supplier of such. Many observers also believe that the time for system<br />
suppliers is over and that these long-term relations with system<br />
suppliers are being replaced by an increasingly cutthroat competition<br />
that’s leading to more and more volatile relations, particularly<br />
now that the technology for pre-cured retreading has been implemented<br />
in many markets and machinery is available everywhere.<br />

establish its own “Simplex” system in Europe, at least for the time<br />

so umfassend, es funktioniere selbst dann, wenn <strong>de</strong>r Investor kein<br />
Vorwissen in Sachen Run<strong>de</strong>rneuerung mitbringe. Weltweit erzielt<br />
das Unternehmen einen Umsatz in Höhe von 157 Millionen Ringgit<br />
(2006; 34 Millionen Euro). Im aktuellen Jahr wer<strong>de</strong>n die Umsätze voraussichtlich<br />
um rund 40 Prozent steigen.<br />
Vor zwei Jahren – im September 2005 – eröffnete das malaysische<br />
Unternehmen dann eine weitere Vertriebstochter: die Goodway<br />
Europe (Swe<strong>de</strong>n) AB. Die Tochtergesellschaft <strong>de</strong>s an <strong>de</strong>r Börse<br />
in Kuala Lumpur gelisteten Unternehmens ist in Molnlycke in <strong>de</strong>r<br />
Nähe von Göteborg in Schwe<strong>de</strong>n ansässig und wird von Paolo<br />
Borgianni als Geschäftsführer geleitet. Der gebürtige Italiener ist mit<br />
einer Schwedin verheiratet, die wie<strong>de</strong>rum italienische Unternehmen<br />
aus <strong>de</strong>r Run<strong>de</strong>rneuerungsbranche in Schwe<strong>de</strong>n vertritt, folglich<br />
schien Schwe<strong>de</strong>n als Unternehmensstandort für Goodway Europe<br />
durchaus zweckmäßig, zumal dort Unternehmenssteuern vergleichsweise<br />
niedrig sind. Seit <strong>de</strong>r Gründung <strong>de</strong>r europäischen Vertriebstochter<br />
vor zwei Jahren operiert Goodway Europe mit Außendienstmitarbeitern<br />
in Schwe<strong>de</strong>n, Deutschland und in Italien. Das<br />
junge Unternehmen, so Paolo Borgianni im Gespräch mit <strong>de</strong>r NEUE<br />
REIFENZEITUNG, konzentriere sich dabei auf die Vermarktung von<br />
Kaltlaufstreifen <strong>de</strong>r eigenen Marke „Goodway Supercool“, die im<br />
„Qualitätssegment“ <strong>de</strong>s Marktes platziert wer<strong>de</strong>n. Dass dazu natürlich<br />
auch Bin<strong>de</strong>gummi und Seitenwän<strong>de</strong> gehören, versteht sich.<br />
Man <strong>de</strong>nke gegenwärtig auch darüber nach, auf <strong>de</strong>m europäischen<br />
Markt Materialien für die Heißrun<strong>de</strong>rneuerung (bekannt unter <strong>de</strong>m<br />
Markennamen „Supertrac-Orbistrip“ o<strong>de</strong>r in Kurzform „Orbi“) einzuführen,<br />
dies wer<strong>de</strong> man bereits „in naher Zukunft“ tun.<br />
Das Laufstreifengeschäft in Europa biete Unternehmen von<br />
außerhalb Europas – trotz sinken<strong>de</strong>r Marktanteile <strong>de</strong>r Run<strong>de</strong>rneuerung<br />
bei insgesamt leicht wachsen<strong>de</strong>r Nachfrage auf <strong>de</strong>m Nutzfahrzeugreifenmarkt<br />
– verhältnismäßig gute Wachstumschancen,<br />
zeigt sich <strong>de</strong>r Geschäftsführer von Goodway Europe (Swe<strong>de</strong>n) AB<br />
überzeugt. „Der Run<strong>de</strong>rneuerungsmarkt in Europa konsolidiert sich“,<br />
so Paolo Borgianni, es kämen immer mehr Marken von außerhalb<br />
hinzu und setzten <strong>de</strong>n etablierten Marken zu. Da Unternehmen wie<br />
Goodway Europe Qualität zu wettbewerbsfähigen Preisen lieferten,<br />
so Borgianni weiter, gewinne man insbeson<strong>de</strong>re dort, wo bisherige<br />
Kun<strong>de</strong>n etablierter Run<strong>de</strong>rneuerer und Run<strong>de</strong>rneuerungsmarken<br />
günstige Neureifen aus <strong>de</strong>m Fernen Osten als Alternative in<br />
Betracht zu ziehen. „Mit unseren Qualitätsprodukten hat <strong>de</strong>r europäische<br />
Run<strong>de</strong>rneuerer die Chance, gegen billige und unsichere<br />
Neureifen anzukämpfen, die Europa überschwemmen.“ Das Team<br />
von Goodway Europe hat dabei im Wesentlichen zwei Verkaufsargumente<br />
für die in Malaysia hergestellten Laufstreifen: „Unsere Preise<br />
sind äußerst wettbewerbsfähig. Aber Goodway bietet auch ein qualitativ<br />
hochwertiges Produkt, das es mit <strong>de</strong>n wenigen europäischen<br />
Topherstellern aufnehmen kann.“<br />
Der europäische Run<strong>de</strong>rneuerungsmarkt ist seit Jahren ein reifer<br />
Markt mit etablierten Strukturen und Marktteilnehmern. In einem<br />
solchen Marktumfeld ist es schwierig, sich als Systemanbieter einzuführen,<br />
geschweige <strong>de</strong>nn sich zu etablieren. Viele Beobachter<br />
sind außer<strong>de</strong>m <strong>de</strong>r Meinung, dass die Zeit <strong>de</strong>r Systemgeber vorüber<br />
ist und ein zunehmend härter geführter Verdrängungswettbewerb<br />
an die Stelle langfristiger Beziehungen zu einem Systemgeber tritt,<br />
zumal die Technologie für die Kalterneuerung etabliert und aller-

says the manag-<br />
ing director from Goodway Europe. “It is too late now.” The American<br />
retreading corporation Bandag and their owners had the right<br />
i<strong>de</strong>a at the right time and thus have “had a great success.” Consequently,<br />
at Goodway there are currently no plans to bring its Simplex<br />
“total retreading business solution” to Europe.<br />
In its domestic market Goodway Rubber – listed on the stock exchange<br />
in Kuala Lumpur – is not only known for its treads, retreading<br />
materials and its own Simplex retreading system, but also for their<br />
own retreads. Subsidiaries such as Big Wheel and Bigwheel OTR –<br />
who were, according to the company, the first retrea<strong>de</strong>r in South-<br />
East Asia to retread OTR tyres up to 57 inches in a pre-cured process<br />
– and also Kilotrac are supplying retreads to the domestic and<br />
regional markets. Are there any similar plans to also begin operating<br />
its own European market production facility like Marangoni has done<br />
successfully for so many years? “Well, we never know. If a good opportunity<br />
comes up, especially in the OTR tyre segment, we may take<br />
this into consi<strong>de</strong>ration,” says Paolo Borgianni. However, there are<br />
no imminent plans in this respect. The direction in which Goodway<br />
Europe will <strong>de</strong>velop in the near future remains to be seen. Currently<br />
the managing director is pleased with the growth rates his company<br />
is achieving. “My goal is to obtain 10 per cent of the European<br />
retreading market for Goodway, which I truly believe is not an<br />
unrealistic figure. A customer base of more than 50 has already been<br />
established and I am now looking to strengthen this further by the<br />
appointment of additional agents in a number of countries,“ the<br />
managing director said in an interview with T&A during the Autopromotec<br />

eine absolute Erfolgsgeschichte, von <strong>de</strong>r man lernen kann.“ Bei<br />
Goodway je<strong>de</strong>nfalls gebe es <strong>de</strong>rzeit keine entsprechen<strong>de</strong>n Pläne,<br />
das Simplex-Run<strong>de</strong>rneuerungssystem in Europa einzuführen.<br />
Die Unternehmensgruppe ist im Heimatland nicht nur als Hersteller<br />
von Run<strong>de</strong>rneuerungsmaterialien und Maschinen für die<br />
Run<strong>de</strong>rneuerungsbranche bekannt, son<strong>de</strong>rn tritt durch ihre Tochtergesellschaften<br />
Big Wheel und Bigwheel OTR – nach eigener Aussage<br />

so erfolgreich praktiziert wird? „Nun, man kann nie wissen.<br />
Wenn es dazu eine gute Gelegenheit gibt, insbeson<strong>de</strong>re im EM-<br />
Reifensegment, könnte man dies in Betracht ziehen“, erläutert Paolo<br />
Borgianni. Akute Pläne gibt es dazu aber offenbar nicht.<br />
Wie sich das Unternehmen in naher Zukunft in Europa weiterentwickeln<br />
wird, bleibt abzuwarten. Gegenwärtig sei Paolo Borgianni<br />
mit <strong>de</strong>m Wachstum sehr zufrie<strong>de</strong>n. „Mein Ziel ist es, für Goodway<br />
zehn Prozent <strong>de</strong>s europäischen Run<strong>de</strong>rneuerungsmarktes zu<br />
erlangen. Ich bin ernsthaft <strong>de</strong>r Ansicht, dass dies keine unrealistische<br />
Zahl ist. Ich habe bereits einen Kun<strong>de</strong>nstamm von mehr als 50<br />
Run<strong>de</strong>rneuerern etabliert und ich will diesen durch die Anstellung<br />
weiterer Han<strong>de</strong>lsvertreter in einigen Län<strong>de</strong>rn weiter ausbauen“, so<br />

they pay to the global tyre market, and to China<br />
in particular. This focus upon the important Chinese<br />
market was recently recognised when a <strong>de</strong>legation of<br />
26 representatives from the Chinese Rubber Industry<br />
Association (CRIA), hea<strong>de</strong>d by association presi<strong>de</strong>nt Ju<br />
Hong Zhen, who were in Italy to attend the Autopromotec<br />
exhibition in Bologna, visited the company’s stand<br />
and the Marangoni Pneumatici facilities in Rovereto<br />
(Trento), the largest tyre retreading plant in Europe.<br />
In a country such as China where energy conservation and the environment<br />
are issues of vital importance, the retreading of tyres<br />
represents a fundamental priority for the rubber industry. However<br />
the processes and technology used at present are obsolete and rudimentary.<br />

For a company like Borrachas Vipal S/A the European<br />
market is becoming more and more interesting. On the<br />
domestic Brazilian market, a market with a size of<br />
about 8.5 million retreads per year (90 per cent precured<br />
treads), Vipal is a clear market lea<strong>de</strong>r with a 45<br />
per cent share, and the company is well established,<br />
with 25 successful years already un<strong>de</strong>r its belt. In Europe,<br />
on the other hand, Vipal started business with its<br />
newly found subsidiary only two years ago. However,<br />
according to international business director Maria Locatelli,<br />
this is one of Vipal’s major advantages, as the<br />
market thus offers the retreading and tyre repair material<br />
supplier an immense scope for <strong>de</strong>veloping its business.<br />
Based upon this conviction Vipal appears to be<br />
strongly self-confi<strong>de</strong>nt. Nevertheless, there is no need<br />
to hurry, Mrs Locatelli asserts; it is better to approach<br />
the European market thoroughly rather than rapidly:<br />
“We must first un<strong>de</strong>rstand the market,” says the director,<br />
summing up Vipal’s European strategy for the time<br />
being.<br />
Only very recently Brazil’s Vipal caught the European retreading<br />
community’s attention when it published its short-term goal of<br />
achieving up to ten per cent of the European retreading market<br />
by the end of 2008. This announcement was un<strong>de</strong>rstood and meant as<br />
a clear bid towards the other players that currently dominate the<br />
European market. “To Vipal, the market is ripe for such an action.”<br />
Whether or not Vipal will be able to gain a tenth of the European retreading<br />
market within such a short period of time certainly remains<br />
to be seen. But undoubtedly the announcement signifies that Vipal is<br />
aiming at double-digit annual growth rates in Europe, a point confirmed<br />
by Maria Locatelli in an interview with Tyres & Accessories. Although<br />
Europe will be a strongly <strong>de</strong>veloping market for the Brazilian<br />
material supplier, <strong>de</strong>velopment won’t take place uniformly across all<br />
of Europe. Thus, for example, as far as Vipal is concerned Eastern<br />
Europe and the CIS states are consi<strong>de</strong>red as emerging states with regards<br />
to retreading. But these markets lack the maturity of Western<br />
European tyre markets or even the Brazilian tyre market. Customers<br />
in these Eastern European countries often make a tyre purchase because<br />
they consi<strong>de</strong>r the price is right, not the quality, the director<br />
says. For market as diverse as Europe, with a strong West and a fairly<br />
weak East in terms of retreading and the <strong>de</strong>velopment of the truck<br />
tyre market, a potential market lea<strong>de</strong>r such as Vipal, who has a<br />
monthly production of about 13,000 tonnes of rubber, would need to<br />

auf <strong>de</strong>m Vipal mit Abstand und einem Anteil<br />
von 45 Prozent Marktführer ist, hat das Unternehmen<br />
eine beinahe 25-jährige Marktpräsenz. In Europa hingegen<br />
ist Vipal erst seit gut zwei Jahren mit einer eigenen<br />
Gesellschaft präsent. Darin sieht International Business<br />
Director Maria Locatelli aber einen großen Vorteil<br />
– <strong>de</strong>r europäische Markt biete für <strong>de</strong>n Lieferanten<br />
von Run<strong>de</strong>rneuerungsmaterialien immense Entwicklungsfähigkeiten.<br />
Entsprechend selbstbewusst tritt das<br />
Unternehmen <strong>de</strong>nn auch auf, will bei <strong>de</strong>r Umsetzung<br />
seiner Europastrategie aber Gründlichkeit vor Schnelligkeit<br />
walten lassen: „Wir müssen <strong>de</strong>n Markt zunächst<br />
verstehen lernen.“<br />
E rst kürzlich machte das Unternehmen mit einer Aussage auf<br />
sich aufmerksam, man wolle bis En<strong>de</strong> <strong>de</strong>s kommen<strong>de</strong>n Jahres<br />
zehn Prozent <strong>de</strong>s europäischen Run<strong>de</strong>rneuerungsmarktes bedienen<br />
– eine <strong>de</strong>utliche Ansage an all diejenigen Material- und Laufstreifenlieferanten,<br />
die <strong>de</strong>rzeit <strong>de</strong>n Markt dominieren. „Für uns bei<br />
Vipal ist <strong>de</strong>r Markt jetzt reif.“ Ob dies am En<strong>de</strong> <strong>de</strong>r Fall sein wird,<br />
scheint fraglich. Allerdings: Vipal traut sich in je<strong>de</strong>m Fall zweistellige<br />
jährliche Wachstumsraten in Europa zu, so Maria Locatelli im<br />
Gespräch mit <strong>de</strong>r NEUE REIFENZEITUNG. Der International Business<br />
Director rechnet aber nicht mit einer gleichmäßigen Entwicklung auf<br />
<strong>de</strong>n verschie<strong>de</strong>nen Märkten Europas. So wer<strong>de</strong>n Osteuropa und die<br />
GUS-Staaten zwar auch als Wachstumsmarkt gesehen, <strong>de</strong>m allerdings<br />
die Reife Westeuropas und Brasiliens fehle. Kun<strong>de</strong>n dort kauften<br />
oftmals nur nach Preis, nicht nach Qualität, so die Direktorin weiter.<br />
Für einen solchen Markt müsse ein potenzieller Marktführer wie<br />
Vipal, <strong>de</strong>r daheim im Monat 13.000 Tonnen Gummi verarbeitet, die<br />
„richtige Herangehensweise“ haben. I<strong>de</strong>alerweise müsste das<br />
Marktverhalten in <strong>de</strong>n betreffen<strong>de</strong>n Staaten geän<strong>de</strong>rt wer<strong>de</strong>n.<br />
Zunächst konzentriert sich das Unternehmen folglich auf <strong>de</strong>n<br />
(west-)europäischen Run<strong>de</strong>rneuerungsmarkt, <strong>de</strong>r für wenigstens 85<br />
Prozent <strong>de</strong>s gesamten europäischen Run<strong>de</strong>rneuerungsmarktes steht.<br />
Erste Erfolge seien bereits <strong>de</strong>utlich zu erkennen, so beansprucht das<br />
Unternehmen etwa rund fünf Prozent vom spanischen Markt und rund<br />
drei Prozent vom portugiesischen Markt – und das nach nur knapp<br />
zwei Jahren.

The Brazilian company wants to first of all focus on the (Western)<br />
European retreading market, a market that represents at least 85 per<br />
cent of the entire European retreading market. Already Vipal can report<br />
a measure of success; for example, the company has gained a<br />
market share of about five per cent on the Spanish retreading market<br />
and another three per cent of the Portuguese market. This has occurred<br />
within a timeframe of little more than two years.<br />
Borrachas Vipal clearly sees itself a quality supplier and certainly<br />
highlights this with its dominating presence on the Brazilian home<br />
market, where other companies like Marangoni and Bandag also<br />
operate production sites. However, it is not possible to appear and<br />
behave like a market lea<strong>de</strong>r on a market that is led by others – being<br />
ahead of the others with product initiatives and the setting of benchmark<br />
prices, as Vipal does in Southern America, is not as yet the right<br />
approach for Europe. And Vipal hasn’t been willing to fight for market<br />
share by means of offering cut-rate prices, Mrs Locatelli points out,<br />
even though the European retreading market is one where cut-throat<br />
competition is already present. Instead of selling retreading material<br />
on the merits of its price Vipal prefers to emphasise the high quality of<br />
its products and the additional services that come together with these<br />
products, she continues. “First we want to arrive on the market” –<br />
that’s the objective target for the coming years with regards to the<br />
Borrachas Vipal versteht sich dabei ganz klar als Qualitätsanbieter<br />
und unterstreicht dies nicht zuletzt mit <strong>de</strong>r Dominanz auf <strong>de</strong>m heimischen<br />
Markt in Brasilien, wo auch Unternehmen wie Marangoni<br />
o<strong>de</strong>r Bandag fertigen. Dennoch könne man auf einem neuen Markt<br />
wie Europa nicht wie ein Marktführer auftreten und Produkt- und<br />
Preisführerschaft einfach so übernehmen, die Herangehensweise<br />
müsse eine an<strong>de</strong>re sein als in Südamerika. Vipal erkämpfe sich zwar<br />
keine Marktanteile über <strong>de</strong>n Preis, betont die Direktorin, auch wenn<br />
<strong>de</strong>r Verdrängungswettbewerb in Europa <strong>de</strong>rzeit ganz stark über <strong>de</strong>n<br />
Preis geführt wird. Statt<strong>de</strong>ssen komme es darauf an, Qualitätsprodukte<br />
zum richtigen Preis anzubieten und darüber hinaus noch die notwendigen<br />
Serviceleistungen zu erbringen, so Locatelli. „Wir wollen<br />
auf <strong>de</strong>m Markt ankommen“, so die Prämisse für die ersten Jahre auf<br />
<strong>de</strong>m europäischen Markt. Und was Borrachas Vipal unter Service<br />
alles versteht, zeigt das Unternehmen auf seinem Heimatmarkt. Dort<br />
wer<strong>de</strong>n – wie seit diesem Jahr auch in Europa – Schulungen für die<br />
Mitarbeiter von Run<strong>de</strong>rneuerungskun<strong>de</strong>n angeboten. Über 3.000<br />
Fachleute haben seit 1987 bereits an entsprechen<strong>de</strong>n Veranstaltungen<br />
im „Vicencio Paludo Technical Center“ (CTV) teilgenommen – einer<br />
Einrichtung, die in Südamerika als „Run<strong>de</strong>rneuerungsschule“ ein<br />
Begriff ist. Daneben gehört auch das Flottengeschäft unter <strong>de</strong>r<br />
Bezeichnung „Protrans“ zum Serviceangebot wie auch die Bereitstellung<br />
von spezieller Software für <strong>de</strong>n technischen Run<strong>de</strong>rneuerungsbetrieb<br />
und <strong>de</strong>n damit verbun<strong>de</strong>nen Geschäftsalltag. „Es gibt keinen<br />

It can be seen from the domestic Brazilian market that Borrachas<br />
Vipal is not just spouting hot air when it speaks of providing services<br />
together with its retreading and tyre repair materials. In Brazil the<br />
company offers a whole range of different services to retrea<strong>de</strong>rs and<br />
to end consumers such as fleet operators. For example, in Brazil – as<br />
it began in Europe this year – Vipal offers training for retreading technicians.<br />
Since 1987 more than 3,000 experts have atten<strong>de</strong>d the practical<br />
and theoretical courses offered by the “Vicencio Paludo Technical<br />
Center“ (CTV), a venue known throughout the whole of South<br />
America as “the retreading school.” Furthermore, fleet business is<br />
also part of the unique service provi<strong>de</strong>d by Vipal in South America un<strong>de</strong>r<br />
the “Protrans” brand name. In addition to this, the domesitic market<br />
lea<strong>de</strong>r also offers software solutions for retreading shops. “No<br />
doubt about it, Vipal has the capacity to implant this into Europe in a<br />
quick way,” Maria Locatelli says, emphasising that Vipal is strongly<br />
commited to the European retreading market and maintains the goal<br />
of becoming a fully-fledged supplier of various retreading and tyre repair<br />
materials as well as all the services that typically come with<br />
them. Something that Vipal does not offer at all, although this too is<br />

Although Borrachas Vipal does not consi<strong>de</strong>r itself to be a “system<br />
supplier” in the purest sense of the word, it leads a similar network of<br />
about 300 in<strong>de</strong>pen<strong>de</strong>nt retrea<strong>de</strong>rs across South America – the socalled<br />
“Authorized Network.” Nevertheless, (licence) system suppliers<br />
such as Bandag or even Galgo in Latin America offer a valuable<br />
contribution to any retreading market, the director points out. This is<br />
because, due to the relationship between the system supplier and its<br />
partners, such a system is inclined to increase the reliability and<br />
fi<strong>de</strong>lity between retrea<strong>de</strong>r and its fleet customers simply because<br />
prices and quality are controlled and guaranteed; thus they remain<br />
i<strong>de</strong>ntical beyond local limits and thus they remain calculable.<br />
The international business director is also of the opinion that the<br />
(current) second-row material suppliers in Europe – a position Vipal<br />
today still holds – are advancing at a strong pace. This <strong>de</strong>velopment<br />
has been to the <strong>de</strong>triment of well-established material (and system)<br />
suppliers, among them Bandag, a company that has dominated the<br />
European retreading market for so long. However, it is much too early<br />
to proclaim the end for system suppliers, Mrs Locatelli continues. It is<br />
in particular this special sense for quality as well as the services usually<br />
provi<strong>de</strong>d (all this has to be calculated into their prices per kilogram)<br />
that have the ability to strengthen the relationship between a<br />
system provi<strong>de</strong>r and its licensees – and regular relationships generate<br />
partnerships. These relationships are less likely to <strong>de</strong>velop between<br />
a material supplier that can be exchanged at any time and its<br />
customers.<br />
“First we want to arrive on the market” – that was the objective<br />
target for entering the European retreading market as stated above.<br />
After this has been achieved, points out the ambitious director also<br />
responsible for Europe, the Brazilian market lea<strong>de</strong>r Borrachas Vipal<br />
will continue to <strong>de</strong>velop in just a single direction, and that is forward<br />
to the top of the European retreading market. “What we can agree is<br />
that our operations in Europe are still small, but not the company. In<br />
comparison with our competitors we have the same or even better<br />
agility to <strong>de</strong>velop new products and we have the financial support to<br />

und Reifenreparaturmaterialien zum umfassen<strong>de</strong>n Anbieter<br />
für die Run<strong>de</strong>rneuerungsbranche zu wer<strong>de</strong>n. Was Vipal allerdings<br />
nicht anbietet, obwohl es dazu entsprechen<strong>de</strong> Überlegungen gibt,<br />
sind die für <strong>de</strong>n Run<strong>de</strong>rneuerer notwendigen Maschinen und Anlagen.<br />
Borrachas Vipal versteht sich zwar nicht als Systemanbieter im<br />
eigentlichen Sinne, auch wenn man in Südamerika ein exklusives<br />
Netzwerk – das so genannte „Authorized Network“ – mit 300 unabhängigen<br />
Run<strong>de</strong>rneuerern betreibt. Dennoch seien entsprechen<strong>de</strong><br />
Systeme, wie sie etwa von Bandag und an<strong>de</strong>ren – etwa Galgo in Lateinamerika<br />
– angeboten wer<strong>de</strong>n, durchaus nützlich. Eine Verbindung<br />
zwischen einem Systemanbieter und einem Systempartner könne<br />
Verlässlichkeit und Treue zwischen Run<strong>de</strong>rneuerern und Flottenkun<strong>de</strong>n<br />
schaffen, Preise und Qualitäten blieben i<strong>de</strong>ntisch und somit<br />
kalkulierbar.<br />
Die Direktorin für das internationale Geschäft sieht für <strong>de</strong>n europäischen<br />
Markt zwar auch die Materiallieferanten aus <strong>de</strong>r zweiten<br />
Reihe – wie in diesem Fall eben auch Vipal – <strong>de</strong>utlich im Aufwind, und<br />
das zu Lasten <strong>de</strong>r etablierten Anbieter, darunter auch Bandag. Es sei<br />
aber viel zu früh, über Systemanbieter zu richten. Gera<strong>de</strong> was das<br />
durch sie geschaffene Qualitätsbewusstsein und die von ihnen angebotenen<br />
Dienstleistungen betrifft, die sich eben allesamt auch im<br />
Preis pro Kilogramm wie<strong>de</strong>rfin<strong>de</strong>n (müssen), so schaffen solche Anbieter<br />
mit ihren Systemen immer auch Bindungen, die in <strong>de</strong>r Beziehung<br />
zwischen einem je<strong>de</strong>rzeit austauschbaren Materiallieferanten<br />
und einem unabhängigen Run<strong>de</strong>rneuerer seltener <strong>de</strong>r Fall sind.<br />
„Wir wollen auf <strong>de</strong>m Markt ankommen“ – so lautet also das Primärziel<br />
von Borrachas Vipal für <strong>de</strong>n Eintritt in <strong>de</strong>n europäischen<br />
Markt. Dann aber, so die Ambitionen <strong>de</strong>s brasilianischen Marktführers,<br />
könne es nur eine Richtung geben, in die sich das Unternehmen<br />
in Europa weiterentwickelt, und die zeigt nach vorn. „Ich stimme<br />
Ihnen zu: Unsere Unternehmungen in Europa sind immer noch klein,<br />
nicht aber unser Unternehmen insgesamt. Wir haben dieselbe, wenn<br />

Michelin Buys Oliver<br />
Rubber for $69 million<br />
Michelin North America, Inc. has announced that it has<br />
signed a <strong>de</strong>finitive agreement to acquire Oliver Rubber<br />
Company, the Cooper Tire & Rubber Company tread rubber<br />
and retreading equipment subsidiary, for $69 million.<br />
The acquisition is subject to final due diligence as<br />
well as Fe<strong>de</strong>ral Tra<strong>de</strong> Commission and U.S. Department<br />
of Justice approval. It is generally expected that the<br />
<strong>de</strong>al will be finalised in September. Following the<br />
acquisition, Oliver will operate as a subsidiary of<br />
Michelin North America, Inc. According to an official<br />
Michelin statement on the subject “this acquisition<br />
will complement the manufacturing capability and<br />
service network of Oliver with that of the Michelin Retread<br />
Technologies (MRT) network, enabling Michelin<br />
to extend its reach in the growing commercial retreading<br />
market.”<br />
Oliver's manufacturing capacity, product portfolio and experienced<br />
workforce are a terrific complement to Michelin's current<br />
retread operation," said Luc Minguet, Chief Operating Officer<br />
of Michelin Americas Truck Tire. "We believe the two brands, managed<br />
according to Michelin's strategic focus, will offer the North<br />
American trucking industry broa<strong>de</strong>r access to products and services<br />
to better meet their needs."<br />
Oliver Rubber operates two production facilities in North Carolina<br />
where it produces treads, retread material and retread equipment.<br />
About 300 people are employed in the Asheboro facility and<br />
another 30 in Salisbury. The company markets both material and<br />
equipment through a network of in<strong>de</strong>pen<strong>de</strong>nt retrea<strong>de</strong>rs that are<br />
licensed by Oliver Rubber as a system provi<strong>de</strong>r. Oliver retrea<strong>de</strong>rs –<br />
according to estimates there are about 150 in the US alone –<br />
produce retreads in a pre-cured as well as a mould-cure process.<br />
Market observers believe that Oliver Rubber’s annual turnover is<br />
about $100 million, a figure which will increase the turnover Michelin<br />
generates in the retreading business by about 15 per cent, up to $800<br />
million. According to analysts, the takeover of Oliver Rubber was a<br />
“strategic step”. Other market observers do not believe that it was<br />
the “Oliver Rubber” brand as such that ma<strong>de</strong> the difference, rather<br />
that the takeover was a mere purchasing of additional capacity for<br />
North America. Approximately a year ago Michelin doubled its own<br />
production capacity in Covington (Georgia) and announced the installation<br />
of yet another tread/retread material facility in the Mexican<br />
town of Queretaro, which entered into operation this July. According<br />
to Michelin North America, <strong>de</strong>mand from MRT franchisees for retreading<br />
material and treads is growing strongly.<br />

und die Errichtung einer weiteren Produktionsstätte im mexikanischen<br />
Queretaro zum Juli dieses Jahres vollzogen, um die stark<br />

While this newly contracted licensee is installing the retreading<br />
machinery and preparing for production, its employees are receiving<br />
intensive training in Dortmund, Germany. At Rösler’s German headquarters<br />
the company has installed a new SPR retreading facility,<br />
which became operational at the beginning of this year. This<br />
“Schelkmann” facility is both a mo<strong>de</strong>l plant where potential customers<br />
can be shown all the advantages of such a retreading facility and<br />
where customers that have signed a license agreement be given all<br />
the training they need in or<strong>de</strong>r to keep up the high quality standards<br />
that the Rösler Group promises.<br />
It is no secret that the Rösler Group claims technological lea<strong>de</strong>rship<br />
in this special market segment. But the Rösler Group is also willing<br />
to prove the performance of OTR tyres that have been retrea<strong>de</strong>d<br />
according to the SPR process. Therefore, the group is currently running<br />
a tyre test in Indonesia with its other new licensee un<strong>de</strong>r very<br />
intense conditions. As Klaus Mühlbäck points out, all of the 20 test<br />
tyres – currently still at two thirds of their initial tread <strong>de</strong>pth – will<br />
serve 7,000 to 8,000 hours. “That was what we promised,” the vice<br />
presi<strong>de</strong>nt continues, and this was “the unique selling point of the<br />
SPR retreading system.”<br />

genommen, die einerseits als Musterbetrieb fungiert, um interessierten<br />
Kun<strong>de</strong>n die Vorzüge einer entsprechen<strong>de</strong>n Produktionsstätte<br />
vorzuführen, die an<strong>de</strong>rerseits aber auch alle Möglichkeiten für Trainings<br />
und Schulungen bietet.<br />
Dass die Rösler-Gruppe die Technologieführerschaft bei <strong>de</strong>r<br />
Kaltrun<strong>de</strong>rneuerung von EM-Reifen beansprucht, ist bekannt. Im<br />
Rahmen eines <strong>de</strong>rzeit in Indonesien unter härtesten Rahmenbedingungen<br />
stattfin<strong>de</strong>n<strong>de</strong>n Reifentests im Minenbetrieb wolle das Unternehmen<br />
nun nachweisen, dass SPR-Run<strong>de</strong>rneuerte dieselbe Laufleistung<br />
besitzen wie neue EM-Reifen. Wie Klaus Mühlbäck betont,<br />
sei bereits jetzt – die 20 Testreifen laufen noch bei zwei Drittel Restprofil<br />
– eine Laufleistung von 7.000 bis 8.000 Stun<strong>de</strong>n absehbar. „Das<br />
war unser Versprechen“, so Mühlbäck, und zeichne die „Alleinstellung<br />
<strong>de</strong>s SPR-Verfahrens“ aus.<br />

Office in Shanghai<br />
Italy’s Marangoni Group has highlighted its interest in<br />
the Chinese market with the opening of its Shanghai<br />
office, an initiative initially announced during the<br />
Citexpo exhibition in Shanghai at the end of 2005. For<br />
the Italian corporation a representative base in China<br />
is seen as just the first of a number of steps into the<br />
Chinese tyre market. Marangoni’s plans focus upon<br />
both the new tyre market and the retreading business,<br />
and inclu<strong>de</strong> the installation of retreading plants and the<br />
production of Marangoni retreading materials in addition<br />
to a general boosting of Marangoni’s presence in<br />
the Chinese tyre market. Furthermore, the office will<br />
also be responsible for increasing Marangoni’s exports<br />
throughout the region. The new Maragoni office in<br />
Shanghai is run by Marcello Gambarini, who has more<br />
than 30 years of experience in the tyre business, and by<br />
Zhu Pei Fang, who the company reports is very well<br />
known in the Chinese tyre market.<br />
One of the main features of the Chinese tyre market is its sheer<br />
size and, at the same time, the (still) high number of bias-ply<br />
products. These tyres account for about 60 per cent of the Chinese<br />
truck tyre market. But according to the Marangoni Group it is<br />
worth pointing out that currently there is a strong shift in the Chinese<br />
tyre market from bias-ply to radial tyres, a move that coinci<strong>de</strong>s with<br />
heavy investments into radial truck tyre technology and an increase of<br />
related production capacities. This mo<strong>de</strong>rnisation has been further accelerated<br />
by the fact that most major new tyre manufacturers are currently<br />
in the process of implementing “total service” concepts in China.<br />
This means that retreading facilities will also be required in China, facilities<br />
that are either operated by the new<br />
tyre manufacturer itself or by franchisees.<br />
Currently, truck tyre retreading in China<br />
is the domain of thousands of smallscale<br />
retrea<strong>de</strong>rs. Most of these small in<strong>de</strong>pen<strong>de</strong>nt<br />
operators employ fairly outmo<strong>de</strong>d<br />
technology. “Asi<strong>de</strong> from them there are some medium-sized retrea<strong>de</strong>rs<br />
in China that have a <strong>de</strong>finite need for more efficient technologies,”<br />
says Marcello Gambarini. “Thus, it is quite possible that technological<br />

Shanghaier Büros stehen Marcello Gambarini, <strong>de</strong>r seine<br />
dreißigjährige Erfahrung im Reifensektor bei namhaften<br />

Die wesentlichen Merkmale <strong>de</strong>s chinesischen Reifenmarktes<br />
sind einerseits seine Größe und an<strong>de</strong>rerseits seine hohe Präsenz<br />
im traditionellen Diagonalreifenbereich, die im Segment<br />
Lkw-Reifen noch immer einen Anteil von mehr als 60 Prozent darstellt.<br />
Diesbezüglich sei allerdings hervorzuheben, dass sich infolge beachtlicher<br />
Investitionen in Produktionskapazitäten in diesem Segment ein<br />
fulminanter Übergang vom Diagonal- hin zum Radialreifen abzeichne,<br />
heißt es dazu vonseiten Marangonis. Zur Beschleunigung dieses Mo<strong>de</strong>rnisierungsprozesses<br />
trage auch die Tatsache bei, dass die großen<br />
Reifenkonzerne in China das Konzept <strong>de</strong>s „Total Services“ einführen<br />
und dort Run<strong>de</strong>rneuerungsanlagen aufbauen, die entwe<strong>de</strong>r direkt o<strong>de</strong>r<br />
im Franchisesystem betrieben wer<strong>de</strong>n.<br />
„In China ist die Lkw-Reifenrun<strong>de</strong>rneuerung<br />
zum Großteil in <strong>de</strong>r Hand von tausen<strong>de</strong>n<br />
kleinen Handwerksbetrieben, die eine etwas<br />
ältere Technologie zur Anwendung bringen.<br />
Daneben gibt es einige größere Run<strong>de</strong>rneuerer,<br />
zumin<strong>de</strong>st was die Mengen betrifft, die<br />
auch die Notwendigkeit von effizienteren Technologien haben“, so<br />

Leading Envelope Producer<br />
in Business for 75 Years<br />
Robbins LLC was foun<strong>de</strong>d in 1921 by Stanley Robbins and at that<br />
time was known as Robbins Tire and Rubber Company. As a<br />
regional manufacturer of inner tubes, the company grew to become<br />
a major international supplier of inner tubes, retreading materials<br />
and commercial flooring products. Poncet Davis Sr. purchased<br />
Robbins Tire and Rubber Company in the early 1940’s and it is currently<br />
wholly owned by his son, Poncet Davis Jr., his son.<br />
Today the company uses mo<strong>de</strong>rn equipment such as the Krupp<br />
GK-250 intermeshing rotor mixer, which it ad<strong>de</strong>d in 2004. In July of<br />
2004 Robbins purchased the Hoover-Hanes plant in Tallapoosa,<br />
Georgia giving an additional custom mixing capacity of 195 million<br />
pounds annually as well as a <strong>de</strong>dicated colour mixing unit and a 72”<br />
inverted L calen<strong>de</strong>r. Robbins LLC is ISO 9001-2000 Certified.<br />
Robbins now distributes inner tubes and focuses its manufacturing<br />
experience on producing and distributing high quality curing<br />
tubes and envelopes to the retreading industry and specialised custom<br />
mixed rubber compounds to other rubber product manufacturing<br />
companies. According to the company, Robbins is the world’s largest<br />
manufacturer of envelopes for the pre-cured retreading process.<br />
In 1945 Mr. Davis Sr. purchased a second inner tube plant in Tuscumbia,<br />
Alabama from the government as World War II conclu<strong>de</strong>d.<br />
When the arrival of the tubeless tyre led many to abandon inner<br />
tubes, Robbins continued to enjoy strong <strong>de</strong>mand until the equipment<br />
was sold to Cooper Tire & Rubber Co. in 1995. Robbins entered<br />
into the flooring products business in the early 1950’s and also gained<br />
international reputation as a quality supplier of commercial flooring<br />
products, however the floor covering plant was sold to UK-based<br />
Marley PLC 1997. In 1971 Robbins ad<strong>de</strong>d pre-cured tread rubber, precured<br />
envelopes and curing tubes to its line of products.<br />
In 1994 Robbins purchased Ultima Rubber Company of Social<br />
Circle, Georgia and moved all tread rubber manufacturing to Social<br />
Circle and became a major factor in the mould cure, pre-cure and<br />
custom rubber mixing industries. Ultima Rubber was sold to The<br />
Goodyear Tire & Rubber Company in 1997.<br />
In June 2002 Robbins LLC announced a substantial plant expansion<br />
and mo<strong>de</strong>rnisation programme, including a new mixing line and<br />
a new 167 square metre testing and quality control lab. The news came<br />
shortly after Robbins acquired all the assets of Presti Rubber<br />
Products Inc., which manufactured curing tubes and envelopes for<br />
retreading plus custom mixing of rubber compounds. The sale of Ultima<br />
to Goodyear did not inclu<strong>de</strong> the Muscle Shoals plant that produced<br />
curing tubes and envelopes or the custom mix sales volume<br />
being produced in Social Circle.<br />
Presti Rubber Products was a producer and distributor of<br />
retreading envelopes for light truck through large OTR envelopes,<br />
using compression moulding technology for the light, medium and<br />
heavy duty truck tyres. The Presti equipment has since been relocated<br />
to the Muscle Shoals, Alabama facility and in the near future all<br />
envelopes produced for use in the retreading of truck tyres will be<br />
manufactured using the compression moulding technology. cja<br />

Die Robbins LLC, eigenen Angaben zufolge weltweit größter<br />
Hersteller von Außenhüllen für die Kaltrun<strong>de</strong>rneuerung, und<br />
Hersteller von Heizschläuchen wur<strong>de</strong> 1921 durch Stanley<br />
Robbins gegrün<strong>de</strong>t und wur<strong>de</strong> zunächst als Robbins Tire and Rubber<br />
Company betrieben. Im Laufe <strong>de</strong>r Jahre wur<strong>de</strong> <strong>de</strong>r Betrieb – zunächst<br />
noch Hersteller von Schläuchen – von einem regionalen Anbieter<br />
im US-Bun<strong>de</strong>sstaat Alabama zu einem <strong>de</strong>r wichtigsten internationalen<br />
Anbieter von Schläuchen, Run<strong>de</strong>rneuerungsmaterialien<br />
und Fußbo<strong>de</strong>nbelägen ausgebaut. Seit Poncet Davis sen. das Unternehmen<br />
in <strong>de</strong>n 1940er Jahren übernahm, ist Robbins im Familienbesitz<br />
und wird heute von Poncet Davis jun. geleitet. Das Unternehmen<br />
nutzt in seiner Produktionsstätte mo<strong>de</strong>rnstes Mischereiequipment.<br />
Robbins ist nach ISO 9001-2000 zertifiziert.<br />
1945 – am En<strong>de</strong> <strong>de</strong>s zweiten Weltkriegs – erwarb Poncet Davis<br />
sen. einen Schlauchhersteller in Tuscumbia (Alabama/USA) und somit<br />
eine zweite Produktionsstätte. Während an<strong>de</strong>re nach <strong>de</strong>m<br />
Marktdurchbruch <strong>de</strong>s Schlauchlosreifens die Herstellung von<br />
Schläuchen aufgaben, konnte Robbins sich noch etliche Jahre über<br />
eine starke Nachfrage freuen. 1995 dann wur<strong>de</strong> aber das Equipment<br />
<strong>de</strong>r Schlauchfertigung aus Tuscumbia an Cooper Tire & Rubber verkauft.<br />
Robbins begann bereits in <strong>de</strong>n frühen 1950er Jahren mit <strong>de</strong>r<br />
Herstellung von Bo<strong>de</strong>nbelägen und erlangte damit ebenfalls internationale<br />
Anerkennung. Die entsprechen<strong>de</strong> Fabrik wur<strong>de</strong> dann aber<br />
1997 an Marley PLC aus Großbritannien verkauft.<br />
1971 begann Robbins dann mit <strong>de</strong>r Herstellung von vorvulkanisierten<br />
Laufstreifen – einer neuen, zukunftsweisen<strong>de</strong>n Technologie –<br />
, Außenhüllen und Heizschläuchen für die Run<strong>de</strong>rneuerung. 1994<br />
übernahm Robbins dann das Unternehmen Ultima Rubber Company<br />
aus Social Circle (Georgia) und konzentrierte dort zunächst seine<br />
Produktionskapazitäten für die Herstellung von Kaltlaufstreifen;<br />
außer<strong>de</strong>m wur<strong>de</strong>n dort später auch Mischungen für die Heißerneuerung<br />
sowie Mischungen für die gummiverarbeiten<strong>de</strong> Industrie gefertigt.<br />
Ultima Rubber wur<strong>de</strong> dann aber 1997 an die Goodyear Tire &<br />
Rubber Co. verkauft. Der Verkauf umfasste allerdings nicht die Ultima-Fabrik<br />
in Muscle Shoals (Alabama), wo weiterhin Heizschläuche<br />
und Hüllen für die Run<strong>de</strong>rneurung gerfertigt wur<strong>de</strong>n.<br />
Im Juni 2002 kündigte Robbins LLC dann <strong>de</strong>n umfassen<strong>de</strong>n Ausbau<br />
<strong>de</strong>r noch bestehen<strong>de</strong>n Fabrik an, etwa durch die Installation einer<br />
neuen Mischerlinie und <strong>de</strong>r Einrichtung eines mo<strong>de</strong>rnen Testlabors.<br />
Diese Ankündigung kam kurz nach <strong>de</strong>m Robbins das Unternehmen<br />
Presti Rubber Products Inc. übernommen hatte – ebenfalls ein<br />
Hersteller von Heizschläuchen und Außenhüllen wie auch von<br />
Run<strong>de</strong>rneuerungsmaterialien. Die Fertigungsanlagen von Presti Rubber<br />
wur<strong>de</strong>n daraufhin <strong>de</strong>montiert und in <strong>de</strong>r ehemaligen Ultima-<br />
Fabrik in Muscle Shoals wie<strong>de</strong>r errichtet, <strong>de</strong>m heutigen Hauptsitz<br />
<strong>de</strong>s Unternehmens.<br />
Im Juli 2004 übernahm Robbins die Mischerei von Hoover-Hanes<br />

Earlier this summer, Watts Industrial Polymers Ltd was sold to Berwin<br />
Group Ltd. According to Berwin, the acquisition, combined<br />
with the existing Berwin Group business, further consolidates<br />
Berwin’s position as the UK’s largest rubber custom compoun<strong>de</strong>r and<br />
broa<strong>de</strong>ns its coverage in business segments and markets not previously<br />
covered by Berwin. It also means Watts of Lydney Group Ltd,<br />
which recently became a certified Toyota supplier, will concentrate on<br />
<strong>de</strong>veloping its two main business areas: Watts Industrial Tyres Plc a<br />
leading global provi<strong>de</strong>r of industrial tyres and services to the materials<br />
handling market, and Watts Truck Centre Ltd a regional truck and van<br />
<strong>de</strong>alership operating in Gloucester, Hereford, Worcester and Yate.<br />
According to press release giving <strong>de</strong>tails of the sale, manufacturing<br />
of the Watts compound range will remain at its Lydney site. Berwin<br />
is reported to be confi<strong>de</strong>nt the acquisition will enable the Lydney site<br />
to continue its growth and further expand its global presence. The<br />
acquisition increases Berwin’s group turnover to 52 million euros,<br />
Watts Industrial Polymers adding 18 million. Now operating 12 manufacturing<br />
lines from two sites, its product range inclu<strong>de</strong>s all major<br />
elastomer types from FKM to NR and Thermoplastic PVC, PVC/NBR<br />
compounds in lot sizes from one batch to full loads, in both black and<br />
colours. Berwin also announced the upgra<strong>de</strong> of a line at its Manchester<br />
site. Here the company has installed a second Krupp 135 litre intermeshing<br />

In the wake of regulatory initiatives Europe’s retreading<br />
industry is facing far reaching changes. Michael<br />
Schwämmlein, who is responsible for Kraiburg Austria-<br />
’s technical service, plant engineering and product assortment<br />
policy, and who at the same time is technical<br />
adviser to the BIPAVER and <strong>de</strong>legate to the GRRF in Geneva,<br />
summarises the state of affairs and points out<br />
possible options:<br />
For years the European retreading industry has attempted to establish<br />
a unitary standard allowing for the same quality levels<br />
provi<strong>de</strong>d by new tyres. After some countries set out their own<br />
national standards, or rather opted for the integration of ECE-R<br />
108/109 into national law, these regulations have been mandatory<br />
since September 13, 2006. Implementing these regulations has been<br />
quite complicated because, in contrast to the type approval process<br />
for new tyres – for which a hundred thousand i<strong>de</strong>ntical copies may<br />
be produced – a procedure had to be found that allowed for the certification<br />
of an entire retreading plant.<br />
Without a doubt the introduction of ECE-R 108/109 has contributed<br />
to the consolidation of the retreading market and to the reputation<br />
of retreads in general. However, as in many techical fields, requirements<br />
are never static, and because the ecological and economic<br />
aspects of road transportation have increasingly been forced into<br />
the spotlight, the requirements for tyres have also increased. Some<br />
time ago ago the EU directorate-generals in Brussels and national<br />
legislatory bodies voiced their <strong>de</strong>mands that a vehicle’s tyre equipment<br />
should be analysed and then optimised as part of a functional<br />
chain that inclu<strong>de</strong>s “road noise” (rolling sound emissions), “fuel consumption”<br />
(rolling resistance coefficient) and safety-related aspects<br />
(wet grip, suitable for winter conditions, etc). The catalogue of<br />
requirements for rolling sound emissions have now passed the legislatory<br />
bodies, and these noise regulations specifying permissible<br />
sound emission limits (ECE-R 117) will come into effect for the European<br />
replacement markets in 2009. Then motorists will only be allowed<br />
to mount tyres that have passed a noise-test and received a<br />
“Sound” mark. Currently the subject of the rolling resistance coefficient<br />
and thus the reduction of fuel consumption and emissions has<br />
ma<strong>de</strong> its way to the top of the agenda in Brussels and in the technical<br />
committees in Geneva.<br />
But what do lawmakers and technical committees exactly mean<br />
when they talk about “tyres”? Every kind of tyre that can be found<br />
rolling on our roads? Unfortunately not, because these institutions<br />
say “tyres” but are solely referring to type approved new tyres, the<br />

Seit Jahren versucht die Run<strong>de</strong>rneuerungsbranche in Europa<br />
durch Einführung eines einheitlichen Standards <strong>de</strong>n Anschluss<br />
an die Qualität <strong>de</strong>s Neureifens zu halten. Obwohl einige<br />
Län<strong>de</strong>r dafür schon seit einiger Zeit nationale Standards <strong>de</strong>finiert<br />
bzw. die ECE-R 108/109 freiwillig national umgesetzt haben, ist<br />
diese nun seit 13. September 2006 obligatorisch. Die Umsetzung war<br />
eine schwere Geburt, <strong>de</strong>nn an<strong>de</strong>rs als bei <strong>de</strong>r „Typprüfung“ eines<br />
Neureifens, <strong>de</strong>r hun<strong>de</strong>rttausendfach i<strong>de</strong>ntisch reproduziert wird,<br />
musste für die Run<strong>de</strong>rneuerung ein Proce<strong>de</strong>re für die Zertifizierung<br />
einer kompletten Betriebsstätte gefun<strong>de</strong>n wer<strong>de</strong>n. Die Einführung<br />
<strong>de</strong>r ECE-R 108/109 hat sicher dazu beigetragen, <strong>de</strong>n Run<strong>de</strong>rneuerungsmarkt<br />
zu konsolidieren und das „Ansehen“ <strong>de</strong>s run<strong>de</strong>rneuerten<br />
Reifens zu verbessern. Aber, wie in vielen technischen Bereichen,<br />
sind Anfor<strong>de</strong>rungen nie statisch und im Zuge <strong>de</strong>r immer mehr<br />
in <strong>de</strong>n Mittelpunkt rücken<strong>de</strong>n ökologischen und ökonomischen Aspekte<br />
im Straßenverkehr steigt <strong>de</strong>r Anfor<strong>de</strong>rungsdruck auf <strong>de</strong>n Reifen<br />
weiter. Längst sind in <strong>de</strong>n Generaldirektionen <strong>de</strong>r EU in Brüssel<br />
und <strong>de</strong>n gesetzgeben<strong>de</strong>n nationalen Institutionen For<strong>de</strong>rungen laut<br />
gewor<strong>de</strong>n, die Fahrzeugbereifung in <strong>de</strong>r Wirkungskette für Straßenlärm<br />
(Reifen-Fahrbahn-Geräusch), Treibstoffverbrauch (Rollwi<strong>de</strong>rstandsbeiwert)<br />
sowie sicherheitstechnischen Aspekten (Nässehaftung,<br />
Wintertauglichkeit etc.) zu analysieren und zu optimieren. Der<br />
Anfor<strong>de</strong>rungskatalog für das Reifen-Fahrbahn-Geräusch, also die<br />
zulässigen Grenzwerte und die ECE-R 117, sind verabschie<strong>de</strong>t und<br />
wer<strong>de</strong>n bis 2009 auch für alle Reifen im Ersatzgeschäft greifen. Dann<br />
dürfen nur noch Reifen mit einer so genannten „Sound“-Kennzeichnung<br />
montiert wer<strong>de</strong>n. Derzeit stehen das Thema Rollwi<strong>de</strong>rstandsbeiwert<br />
und somit Treibstoffverbrauchs- und Emissionsreduzierung<br />
in Brüssel und <strong>de</strong>n Fachausschüssen in Genf ganz oben auf <strong>de</strong>r Prioritätenliste.<br />
Was meinen Gesetzgeber und Fachausschüsse aber, wenn sie<br />
von „Reifen“ sprechen? Alle Reifenarten, die sich auf unseren Straßen<br />
tummeln? Lei<strong>de</strong>r nein, <strong>de</strong>nn in <strong>de</strong>ren Verständnis ist „<strong>de</strong>r Reifen“<br />
immer nur das typgeprüfte Neuprodukt, das zigtausendfach aus<br />
<strong>de</strong>r Fabrik rollt und <strong>de</strong>shalb im Bereich technischer Eigenschaften
kind of tyres that are rolling out of new tyre factories alongsi<strong>de</strong> tens<br />
of thousands of i<strong>de</strong>ntical counterparts, enabling a succinct <strong>de</strong>scription<br />
of their technical parametres and their reproducability. An<br />
awareness that there is also something bearing the properties of a<br />
retrea<strong>de</strong>d tyre – a product that makes sense ecologically and offers<br />
an equal performance to new tyres, yet is a rather individual product<br />
– is not as yet very wi<strong>de</strong>spread. The consequence will thus be:<br />
because many regulatory initiatives pass over retrea<strong>de</strong>d tyres, it will<br />
become increasingly difficult to even officially document characteristics<br />
and legal limits according to those set out for new tyres even if<br />
a retrea<strong>de</strong>d tyre might fulfill these requirements. Formal inquiries<br />
with national institutions on<br />
how to proceed with such a<br />
product usually leads to a<br />
shrugging of shoul<strong>de</strong>rs – “we<br />
just don’t know” – to totally<br />
contradictory statements. One<br />
particular example is the use<br />
of retrea<strong>de</strong>d tyres as OE<br />
equipment for truck trailers.<br />
The regulation specifying the<br />
type approval for the whole<br />
vehicle states that only “type<br />
approved” components may<br />
be used. The opinions held by<br />
national legislatory bodies on<br />
what this exactly means are<br />
rather diverse and reach from<br />
“everything that’s not <strong>de</strong>fined<br />
is not forbid<strong>de</strong>n” to “application<br />
is not allowed.”<br />
Admittedly, the volume of<br />
tyres we are talking about Michael Schwämmlein<br />
here is not big. But what if,<br />
after 2009, a retrea<strong>de</strong>d truck tyre cannot be given its “Sound” certification<br />
just because a regulation covering the procedure to test noise<br />
emissions for these tyres is non-existant? Very likely such a tyre may<br />
then no longer be used. But when we talk about the replacement<br />
market we are talking about something affecting about 50 per cent of<br />
the European truck tyre market. Advocates of the new tyre industry<br />
have already voiced their agenda in offical circles. Now it is up to<br />
the retreading industry to make sure they are similarly heard.<br />
This is where the retreading business’s national associations<br />
(RMA, BRV, TRIB, etc.) as well as their international fe<strong>de</strong>rations such<br />
as the BIPAVER come into play. Because the retreading industry<br />
(currently) does not have its own lobby representing its interests at<br />
the governing bodies in Brussels and in Geneva, only concerted<br />
actions on a European scale can lead to success. Over the past two<br />
years BIPAVER has laid down the foundation stone on which successful<br />
lobbying can be established, in particular now that we have<br />
moved our headquarters from Great Britain to The Netherlands.<br />
Apart from establishing a high-profile Technical Commission that is<br />
engaged in fundamental work in close cooperation with the ETRMA<br />
(formerly BLIC) and the ETRTO, an association accreditation for the<br />
BIPAVER was reached with the UNECE in Geneva as well as with the<br />

Bewusstsein, dass es parallel dazu ein ökologisch sinnvolles und<br />
leistungsmäßig ebenbürtiges, wenn auch zugegebenermaßen teilweise<br />
sehr individuelles Produkt, nämlich <strong>de</strong>n run<strong>de</strong>rneuerten Reifen,<br />
gibt, ist hier lei<strong>de</strong>r nicht sehr ausgeprägt. Die Konsequenz: Dadurch,<br />
dass <strong>de</strong>r run<strong>de</strong>rneuerte Reifen bei vielen Initiativen übergangen<br />
wird, kann man für ihn logischerweise auch irgendwann nicht<br />
mehr die für <strong>de</strong>n Neureifen vorgeschriebenen Eigenschaften und<br />
Grenzwerte dokumentieren, auch wenn er sie erfüllt. Konkrete<br />
Nachfragen bei <strong>de</strong>n (nationalen) Institutionen, wie mit diesem Produkt<br />
zu verfahren sei, führen meist nur zu Schulterzucken o<strong>de</strong>r sehr<br />
kontroversen Aussagen. Ein konkretes<br />
Beispiel ist hier <strong>de</strong>r Einsatz<br />
von run<strong>de</strong>rneuerten Reifen in<br />
<strong>de</strong>r Erstausrüstung von Trailern.<br />
Die Richtlinie für die „Fahrzeug-<br />
Typprüfung“ sieht vor, dass nur<br />
noch „typgeprüfte“ Komponenten<br />
verbaut wer<strong>de</strong>n dürfen. Die<br />
Ansichten <strong>de</strong>r nationalen Gesetzgeber<br />
sind sehr unterschiedlich:<br />
von „was nicht <strong>de</strong>finiert ist, ist<br />
auch nicht verboten“ bis „<strong>de</strong>r<br />
Einsatz ist nicht möglich“.<br />
Zugegebenermaßen sind die<br />
hier betroffenen Mengen nicht<br />
riesig. Was aber, wenn 2009 ein<br />
run<strong>de</strong>rneuerter Lkw-Reifen, <strong>de</strong>r<br />
keine „Sound“-Kennzeichnung<br />
besitzt – weil we<strong>de</strong>r ein Proce<strong>de</strong>re<br />
noch eine Richtlinie für ihn<br />
existiert –, plötzlich nicht mehr<br />
montiert wer<strong>de</strong>n darf? Hier re<strong>de</strong>n<br />
wir dann immerhin über einen<br />
Ersatzmarktanteil von fast 50 Prozent in Europa. Der Zug, auf <strong>de</strong>m<br />
<strong>de</strong>r Neureifen sitzt, fährt also bereits. Und an <strong>de</strong>r Run<strong>de</strong>rneuerungsbranche<br />
liegt es selbst, darauf zu reagieren.<br />
Hier kommen jetzt die nationalen Verbän<strong>de</strong> <strong>de</strong>r Run<strong>de</strong>rneuerungsbranche<br />
(wie BRV, RMA, TRIB etc.) und auch <strong>de</strong>r internationale<br />
Dachverband, <strong>de</strong>r BIPAVER, ins Spiel. Da die Run<strong>de</strong>rneuerungsbranche<br />
selbst lei<strong>de</strong>r (noch) keine Lobby in Brüssel und Genf besitzt,<br />
kann nur durch konzertierte Aktionen auf europäischer Ebene etwas<br />
erreicht wer<strong>de</strong>n. Für eine erfolgreiche Lobbyarbeit sind seitens<br />
BIPAVER in <strong>de</strong>n letzten zwei Jahren – insbeson<strong>de</strong>re mit <strong>de</strong>r Verlegung<br />
<strong>de</strong>r Zentrale von Großbritannien nach Nie<strong>de</strong>rlan<strong>de</strong> – gute<br />
Voraussetzungen geschaffen wor<strong>de</strong>n. Neben <strong>de</strong>r Etablierung einer<br />
hochgradigen Technischen Kommission, in <strong>de</strong>r in Abstimmung mit<br />
<strong>de</strong>m ETRMA (ehem. BLIC) und <strong>de</strong>r ETRTO die Grundlagenarbeit geleistet<br />
wird, konnte eine Akkreditierung <strong>de</strong>s BIPAVER in Genf bei <strong>de</strong>r<br />
UNECE und bei <strong>de</strong>r EU in Brüssel erreicht wer<strong>de</strong>n. Damit können nun<br />
gezielt die Ergebnisse <strong>de</strong>r Technischen Kommission einfließen und<br />
durchgesetzt wer<strong>de</strong>n. Natürlich muss dies jetzt kontinuierlich und<br />
konsequent fortgesetzt wer<strong>de</strong>n, wie bei einem gemeinsamen Treffen<br />
<strong>de</strong>s BIPAVER mit <strong>de</strong>r EU-Generaldirektion „Research“ am 26. Juli<br />
2007 in Brüssel zum Beispiel schon geschehen.

needs to be continued with the utmost vigour, as was the case with a common meeting of the BIPAVER with the directorate-general “Research”<br />
of the EU in Brussels on July 26, 2007.<br />
Noise regulations for new tyres is also one of BIPAVER’s strategic focuses. Not only because this regulation is the first those regulatory<br />
projects listed above to be implemented, but also because it exemplifies what the retreading industry will in future have to expect in terms of<br />
legal requirements.<br />
As technical advisers to the BIPAVER, Lennart Lindström (who stepped down from this position because of a new job assignment) and myself<br />
prepared a paper as a basis for discussions. This paper presents options on how the retreading industry can react to ongoing legislative<br />
changes. Within that paper four given options (from “doing nothing” to “following the new tyre industry as closely as possible”) closely analyse<br />
the pros and cons.<br />
One of the major tasks we as BIPAVER have is that we are seek to learn our members’ opinions and wishes, filter a majority opinion and<br />
then use this as our mandate. It was the goal of the BIPAVER’s general assembly, held during the Autopromotec in Bologna, Italy, on May 24,<br />
2007, to reach a final <strong>de</strong>cision on how to proceed with regards to the retreading business’s future legal status. After some discussion repre-<br />

kann) und <strong>de</strong>r Verfasser dieses<br />
Beitrages ein Papier als Diskussionsgrundlage<br />
erstellt, das Optionen<br />
aufzeigt, wie die Run<strong>de</strong>rneuerungsbranche<br />
auf diese neuen Verän<strong>de</strong>rungen<br />
reagieren kann. Dabei<br />
hat man sorgsam darauf geachtet,<br />
alle vier Optionen (von „Kopf in <strong>de</strong>n<br />
Sand stecken“ bis „<strong>de</strong>n Neureifenrichtlinien<br />
möglichst nahe zu folgen“)<br />
eingehend von allen Seiten zu<br />
beleuchten und zu analysieren.<br />
Ein wichtiger Anspruch an die<br />
Arbeit <strong>de</strong>s BIPAVER ist es natürlich,<br />
die Meinungen und Wünsche <strong>de</strong>r<br />
Mehrheit seiner Mitglie<strong>de</strong>r abzufragen<br />
und dieses Mandat weiter zu<br />
tragen. Ziel war es, auf <strong>de</strong>r Generalversammlung<br />
<strong>de</strong>s BIPAVER am 24.<br />
Mai 2007, im Rahmen <strong>de</strong>r Messe in<br />
Bologna, einen Beschluss über das<br />
weitere Vorgehen zu treffen. Nach<br />
einigen Diskussionen wur<strong>de</strong> dort<br />
auch einstimmig für die dritte Option,<br />
einen auf die Branche und ihre<br />
Eigenarten und Möglichkeiten adaptierten<br />
Weg zur Erlangung einer<br />
„Sound“-Kennzeichnung für run<strong>de</strong>rneuerte<br />
Lkw-Reifen, zu fin<strong>de</strong>n.<br />

sentatives from the member associations unanimously voted to<br />
chose option three, an industry adapted way of attaining the<br />
“Sound” mark for retrea<strong>de</strong>d truck tyres.<br />
Further proceedings<br />
After the general assembly, BIPAVER was in a position to explain all<br />
further proceedings to its members and possible steps that now<br />
were to be taken:<br />
1. In or<strong>de</strong>r to guarantee an overall acceptance of the general assembly’s<br />
<strong>de</strong>cision, BIPAVER is emphasising the importance of working<br />
in conjunction with the ETRMA and the ETRTO. This is important as<br />
in the end it is the new tyre manufacturers, who are strongly<br />
involved in the legislatory processes in Geneva, that are becoming<br />
ever more active in the field of retreading. Thus, closing ranks with<br />
the above-mentioned organisations is surely an appropriate and<br />
useful step.<br />
2. Areas such as technology, the environment and competition all<br />
have to be “worked on” in Brussels in or<strong>de</strong>r to increasingly move<br />
the issue of retrea<strong>de</strong>d tyres into the spotlight and to call attention<br />
to the economic and ecological relevance of retreading.<br />
3. Based on a study presented in September 2003 by Germany’s<br />
BAST (Fe<strong>de</strong>ral Highway Research Institute) with regards to truck<br />
tyre noise emissions, serveral options are available:<br />
A. The basic results of that study are accepted; namely: retrea<strong>de</strong>d<br />
tyres do not generate more noise than comparable new tyres, the<br />
major influencing factor for noise is the tread pattern (negative<br />
pattern ratio, tread <strong>de</strong>pth, tread width) and the abrasiveness of the<br />
tread rubber compound, and other influencing factors including<br />
casing, un<strong>de</strong>rtread rubber, buffing radius only play a secondary<br />
role in the production of noise emissions.<br />
I. The UNECE expands the validity of the noise regulation to inclu<strong>de</strong><br />
retrea<strong>de</strong>d tyres without the necessity for additional tests.<br />
II. An industry adapted method for testing and certifying of retrea<strong>de</strong>d<br />
tyres is expected.<br />
B. The basic results of the BAST study are not accepted as well<br />
foun<strong>de</strong>d and representative. In this case the retreading industry<br />
needs to apply for EU subsidies to accomplish a new study, which<br />
should then be performed as a matter of urgency. It should be said<br />
that this option will most likely be necessary to tackle the issue of<br />
rolling resistance because this issue inclu<strong>de</strong>s many more complex<br />
influencing factors when the tyres in question are retreads.<br />
Should the legislatory bodies chose option A II, BIPAVER would<br />
be in a position to present an elaborate blueprint that would in effect<br />
leave the retrea<strong>de</strong>r to himself with regards to gaining noise certification<br />
for his products, just as the case is today with the ECE-R 109.<br />
This option would minimise the effort and cost involved: First the retrea<strong>de</strong>r<br />
would have to arrange for a <strong>de</strong>sign grouping of his products<br />
similar to that which the ECE-R 117 (Approval of Tyres with Regards<br />
to Rolling Sound Emissions) provi<strong>de</strong>s – normal tyres (longitudinal<br />
tread pattern), snow tyres (M+S marked traction tyres) and special<br />
tyres (OTR tyres). These different groups of new tyres would be tested<br />
according to different noise emission limit values. Then, the socalled<br />
“worst case tyres” (the noisiest tyres in the group) would<br />
have to be <strong>de</strong>fined by the retrea<strong>de</strong>r together with the certifying body.<br />

Das weitere Vorgehen<br />
Im Anschluss an die Generalversammlung konnte <strong>de</strong>n Mitglie<strong>de</strong>rn<br />
das weitere Vorgehen und die möglichen Schritte erläutert wer<strong>de</strong>n:<br />
1. Um eine möglichst breite Basis für das Vorhaben zu fin<strong>de</strong>n, ist es<br />
BIPAVER wichtig, eine Abstimmung mit <strong>de</strong>r ETRMA bzw. <strong>de</strong>r<br />
ETRTO zu erreichen. Schließlich sind die Neureifenhersteller<br />
durch ihre immer stärker wer<strong>de</strong>n<strong>de</strong>n Aktivitäten im Run<strong>de</strong>rneuerungsbereich<br />
als auch durch ihre „Expertenrolle“ in Genf, selbst<br />
maßgeblich involviert. So ist ein Schulterschluss <strong>de</strong>r Sache sicher<br />
dienlich.<br />
2. In Brüssel müssen alle Bereiche (Technik, Umwelt, Wettbewerb)<br />
intensiv „bearbeitet“ wer<strong>de</strong>n, um <strong>de</strong>n run<strong>de</strong>rneuerten Reifen tiefer<br />
ins Blickfeld zu rücken und auf seine Be<strong>de</strong>utung in ökonomischer<br />
und ökologischer Sicht aufmerksam zu machen.<br />
3. Aufbauend auf <strong>de</strong>r Studie <strong>de</strong>r BAST zum Thema Geräuschemission<br />
run<strong>de</strong>rneuerter Lkw-Reifen, die bereits im September 2003<br />
abgeschlossen wur<strong>de</strong>, gibt es verschie<strong>de</strong>ne Optionen:<br />
A.Die grundsätzlichen Ergebnisse (run<strong>de</strong>rneuerte Reifen sind nicht<br />
lauter als <strong>de</strong>r vergleichbare Neureifen; Haupteinflussfaktoren für<br />
Geräusch sind Profilausführung – Anteil Negativprofil, Profiltiefe,<br />
Breite <strong>de</strong>r Lauffläche – und die Härte <strong>de</strong>r Laufflächenmischung;<br />
an<strong>de</strong>re Einflussfaktoren – Karkasse, Untergummi, Rauradius etc. –<br />
spielen eine untergeordnete Rolle) wer<strong>de</strong>n akzeptiert:<br />
I. Die UNECE erweitert die Regelungen auf run<strong>de</strong>rneuerte Reifen,<br />
ohne dass zusätzliche Prüfungen, Tests etc. erfor<strong>de</strong>rlich sind.<br />
II. Es wird eine angepasste Metho<strong>de</strong> zur Prüfung und Zertifizierung<br />
für run<strong>de</strong>rneuerte Reifen erwartet.<br />
B.Die grundsätzliche Studie wird als nicht fundiert und repräsentativ<br />
genug abgelehnt. Dann müssten auf EU-Ebene För<strong>de</strong>rmöglichkeiten<br />
für die Bezuschussung einer solchen Grundsatzstudie gefun<strong>de</strong>n<br />
und diese dann baldmöglichst durchgeführt wer<strong>de</strong>n. Anmerkung:<br />
Dies ist ein Weg, <strong>de</strong>r mit ziemlicher Sicherheit für das Thema<br />
Rollwi<strong>de</strong>rstand beschritten wer<strong>de</strong>n muss, da hier die Einflussgrößen<br />
bei run<strong>de</strong>rneuerten Reifen wesentlich komplexer sind.<br />
Sollte die Option A II zum Tragen kommen, liegt bereits ein ausgearbeiteter<br />
Entwurf von BIPAVER vor, bei <strong>de</strong>m <strong>de</strong>r Run<strong>de</strong>rneuerer<br />
zwar selbst eigenverantwortlich, also wie bei <strong>de</strong>r ECE R-109, für eine<br />
Zertifizierung seiner Produktrange verantwortlich ist, aber <strong>de</strong>r Aufwand<br />
und die Kosten minimiert wäre: Zuerst wür<strong>de</strong> eine Gruppierung<br />
seiner Produkte in die drei bereits in <strong>de</strong>r R-117 für Neureifen<br />
<strong>de</strong>finierten Gruppen „Normalreifen“ (längsorientierte Profile),<br />
„M+S“ (Traktionsreifen) und „Spezialreifen“ (Baustellen-, Steinbruchprofile)<br />
erfolgen, da hier unterschiedliche Grenzwerte für die<br />
Geräuschentwicklung gelten. Dann wür<strong>de</strong> zusammen mit <strong>de</strong>r Prüfinstitution<br />
<strong>de</strong>r so genannte „Worst case“ (lautester Reifen in <strong>de</strong>r Gruppe)<br />
<strong>de</strong>finiert. Dieser müsste dann auf Einhaltung <strong>de</strong>r Grenzwerte<br />
nach R-117 geprüft wer<strong>de</strong>n.<br />

These tyres would then need to be tested to <strong>de</strong>termine whether they<br />
meet the stated ECE-R 117 limit values.<br />
What comes next is the most important part: Because the study<br />
presented by the BAST in Germany has shown that the most relevant<br />
influencing factors lie within the tread and are neither influenced by<br />
the retreading process (whether pre-cured or mould-cure retreading)<br />
nor by the casing (regardless of manufacturer), any pre-cured<br />
tread could receive a noise certification on the basis of an application<br />
submitted by the tread manufacturer rather than the retrea<strong>de</strong>r. In<br />
other words, there are thus three possible scenarios:<br />
1. A retrea<strong>de</strong>r produces pre-cured retreads only. In this case all<br />
three “worst case” tyres could receive their noise certificate upon<br />
application from the pre-cured tread manufacturer. This means<br />
that certification of the retrea<strong>de</strong>r and its products – i.e. pre-cured<br />
retreads – is a mere administrative process and no additional<br />
product testing is necessary.<br />
2. A retrea<strong>de</strong>r produces both pre-cured and mould-cure retreads. At<br />
best all three “worst case” tyres from a group may be pre-cured<br />
retreads. Then scenario 1. would apply. In a worst case scenario,<br />
all three “worst case” tyres are mould-cure retreads. Then scenario<br />
3. would apply.<br />
3. A retrea<strong>de</strong>r produces only mould-cure retreads. In this case he<br />
would have to apply for a noise certification according to ECE-R<br />
117.<br />
Noise testing as provi<strong>de</strong>d by the ECE regulation would cost up to<br />
4,000 euros per tyre, which means that the maximum expenditure<br />
would be at about 12,000 euros (plus 12 test tyres which could be<br />
sold afterwards). A repetition of the test would only be necessary if a<br />
new “worst case” tyre is found in one of the above mentioned<br />
groups due to an extention of the product line-up. This is our<br />
suggestion for an industry adapted approach.<br />
Outlook<br />
The work of the BIPAVER and the national retreading associations is<br />
all oriented towards one clear goal, namely to maintain our industry<br />
on the same level as the new tyre industry, and to prevent the<br />
retreading industry from falling behind before anyone realises it is<br />
too late. But the BIPAVER is not an institution as such. The BIPAVER<br />
relies upon the willing commitment and initiative of its member<br />
associations to champion the cause of the industry. This is why<br />
support from members of national associations, including material<br />
suppliers like the retreading specialist Kraiburg, is so important; it<br />
contributes to the quality and in<strong>de</strong>pen<strong>de</strong>nce of this industry.<br />
This is why I would like to direct a personal appeal to all of our<br />
members: the tasks and <strong>de</strong>mands that we are faced with are<br />
constantly increasing. To remain on top we must keep up with these<br />
<strong>de</strong>velopments. Please, we need the commitment of all of you,<br />
according to your own capabilities, to stand up for the retreading<br />
industry’s goals and interests. Let us do together what we have<br />
managed to do in the past: Let us show commitment! ab/sg<br />

hat, dass die maßgeblichen Einflussfaktoren in <strong>de</strong>r Lauffläche selbst<br />
und nicht im Prozess (keine Unterschie<strong>de</strong> ob Heiß- o<strong>de</strong>r Kalterneuerung)<br />
o<strong>de</strong>r im Unterbau (Karkass-Fabrikat etc.) liegen, könnte ein<br />
vorvulkanisierter Laufstreifen bereits vom Materialhersteller<br />
„Noise“-zertifiziert (aufbauend auf <strong>de</strong>r gleichen Metho<strong>de</strong>) sein. Mit<br />
an<strong>de</strong>ren Worten gäbe es drei mögliche Szenarien:<br />
1. Der Run<strong>de</strong>rneuerer erneuert nur im Kaltverfahren: Dann könnten<br />
alle drei „Worst case“-Reifen bereits ein „Noise-Zertifikat“ vom<br />
Laufstreifenhersteller erhalten, d.h. die Zertifizierung <strong>de</strong>s Produktionsumfangs<br />
wäre bei diesem Betrieb ein rein administrativer<br />
Vorgang ohne zusätzliche Produktprüfung.<br />
2. Der Run<strong>de</strong>rneuerer arbeitet im Heiß- und Kaltverfahren. Auch<br />
dann könnten, bestenfalls, alle „Worst case“-Reifen „Kaltbelegte“<br />
sein, <strong>de</strong>r Ablauf wäre wie unter 1. beschrieben. Im ungünstigsten<br />
Fall wären alle „Worst case“-Reifen „heiße“, dann käme 3. zur<br />
Anwendung.<br />
3. Der Run<strong>de</strong>rneuerer ist reiner Heißerneuerer, er müsste dann drei<br />
Reifen laut R-117 prüfen lassen.<br />
Eine Geräuschprüfung ist mit ca. 4.000 Euro pro Reifen zu veranschlagen,<br />
d.h. <strong>de</strong>r Maximalaufwand für die Produktprüfung läge bei<br />
ca. 12.000 Euro (plus die 12 Prüfreifen, die dann allerdings verkauft<br />
wer<strong>de</strong>n könnten). Eine Wie<strong>de</strong>rholungsprüfung wäre nur bei Än<strong>de</strong>rung<br />
eines „Worst cases“, z.B. durch Erweiterung <strong>de</strong>r Profilpalette,<br />
erfor<strong>de</strong>rlich. So sieht zumin<strong>de</strong>st <strong>de</strong>r Vorschlag für eine „adaptierte“<br />
Lösung aus.<br />
Ausblick – Zeigen Sie Profil!<br />
Die Arbeit <strong>de</strong>s BIPAVER und <strong>de</strong>r nationalen Verbän<strong>de</strong> verfolgt das<br />
klare Ziel, unsere Branche auf einer Höhe mit <strong>de</strong>m Neureifen zu halten,<br />
um zu verhin<strong>de</strong>rn, dass <strong>de</strong>r Zug für die Run<strong>de</strong>rneuerung abgefahren<br />
ist, bevor es dies Branche selbst realisiert. Aber <strong>de</strong>r BIPAVER<br />
ist keine Institution in sich. Er und damit die durch ihn geleistete Arbeit<br />
rekrutiert sich aus <strong>de</strong>n Mitglie<strong>de</strong>rn, die bereit sind, Engagement<br />
und Initiative einzubringen, um die Branche und damit alle weiterzubringen.<br />
