§ 5. To guarantee compliance with the emission limit values for nitrogen oxides of art. 5.20.2.2,<br />

more appropriate technical construction conditions can be imposed in the environmental licences.<br />

If from control measurements it appears that the emission limit value is not being complied<br />

with due to unforeseen circumstances, the operator must take all suitable primary measures to<br />

ensure compliance with the emission limit values as soon as possible. The operator must report<br />

this to the Environmental Inspection Department together with the mentioning of measures<br />

taken for improvement. The European Commission is to be immediately informed through the<br />

usual channels of such events, as well as of the work carried out for improvement.<br />

Section 5.20.3 Installations for the dry distillation of coal (coke ovens)<br />

Art. 5.20.3.1 Underfiring, coke oven gas and heating installations<br />

§ 1. Reference value<br />

The emission values for waste gases from heating concern a volume level of oxygen in the<br />

spent gas of 5 %.<br />

§ 2. Coke oven gas and fuel<br />

As a derogation from the general emission limit value for SO2 as specified in article 4.4.3.1, the<br />

weighed average of the mass concentration of sulphur compo<strong>und</strong>s in the gas from the <strong>und</strong>erfiring,<br />

as well as in the gases originating from the coke ovens used as fuel, may over a calendar<br />

year not exceed 0.80 g/m 3 expressed in sulphur.<br />

§ 3. Nitrogen oxides<br />

With the first time of measuring, the emissions of nitrogen monoxide and nitrogen dioxide in<br />

the gaseous effluent from the <strong>und</strong>erfiring may not exceed 0.50 g/m 3 expressed in nitrogen dioxide.<br />

The best available techniques to reduce the increase of emissions due to ageing must be<br />

applied.<br />

The measurements to be conducted for the first time after fo<strong>und</strong>ation or significant modification<br />

must be carried out after the installation has reached uninterrupted operation, but at the<br />

earliest after three months in operation and at the latest twelve months after being in operation.<br />

Art. 5.20.3.2 Filling the coke ovens<br />

With the unloading of the coal from the coal bunker in the larry car, dust emissions must be<br />

avoided.<br />

The filling gases must be collected.<br />

When dumping, the filling gases must be transferred to the raw gas or an oven close by to the<br />

extent possible, with the further processability of the raw coal tar in mind.<br />

With stamping, the filling gases must be transferred in the raw gas to the extent possible.<br />

Filling gases which cannot be transferred must be taken to an incineration facility. Dustcontaining<br />

emissions in the gaseous effluent of the incineration may not exceed 25 mg/m 3 .<br />

With the levelling activities with the dumping of coal, the emissions of filling gases must be<br />

reduced by the sealing of the levelling opening.<br />

Art. 5.20.3.3 Filling opening covers<br />

Emissions with filling opening covers must be avoided to the extent possible, for example by<br />

using filling opening covers with large sealing surfaces, coating the filling opening covers will<br />

loam each time after filling the ovens and the regular cleaning of the filling opening frames and<br />

filling opening covers before the filling openings are closed. Coal remains must be regularly<br />

removed from the oven roof.<br />
