Section 5.7.5 The production of chlorine<br />

Art. 5.7.5.1<br />

§ 1. The provisions of this section are applicable to the establishments referred to in subsection<br />

7.5 of the classification list.<br />

§ 2. As a derogation from and supplementing the provisions of section 4.4.3, the following<br />

emission limit values apply for:<br />

1. chlorine:<br />

a) with plants for the production of chlorine with complete liquefaction: 6 mg/Nm 3 ;<br />

b) in the other cases: 1 mg/Nm 3 ;<br />

2. mercury and its compo<strong>und</strong>s:<br />

a) with a mass flow of 1 g/h or more: 0.2 mg/Nm 3<br />

b) with chlorine-alkali-electrolysis according to the amalgam process, the annual average<br />

emissions of mercury in the air removed form the cell hall may not exceed:<br />

i. 1.5 g per tonne of chlorine produced, for new plants<br />

ii. 2 g per tonne of chlorine produced, for existing plants<br />

iii. the mercury in the hydrogen compo<strong>und</strong>s emitted into the atmosphere or burned, is<br />

included in this limit value.<br />

§ 3. The construction of new plants for the production of chlorine according to the mercury<br />

cathode process will no longer be licensed. After the year 2010, the mercury cathode process<br />

may no longer be applied.<br />

Section 5.7.6 The production of sulphur<br />

Art. 5.7.6.1<br />

§ 1. The provisions of this section are applicable to the sulphur producing plants referred to in<br />

subsection 7.1 of the classification list.<br />

§ 2. With Claus-process plants, the following sulphur conversion efficiencies must be achieved:<br />

1. with a production capacity of up to 20 tonnes of sulphur per day: 97 %;<br />

2. with a production capacity of between 20 and 50 tonnes of sulphur per day: 98 %;<br />

3. with a production capacity of over 50 tonnes of sulphur per day: 99 %.<br />

Here, sulphur conversion efficiency must be <strong>und</strong>erstood as the proportion between the sulphur<br />

produced and the sulphur in the feed gas.<br />

§ 3. As a derogation from the provisions of section 4.4.3, the emissions of hydrogen sulphide in<br />

the gaseous effluents may not exceed 10 mg/Nm 3 . To this end, the waste gases must be passed<br />

through an incinerator.<br />

§ 4. The SO 2-emission concentrations of Claus-process installations that form part of oil refineries<br />

are regulated by article 5.20.2.2 ("Oil refineries") of chapter 5.20.<br />

Section 5.7.7 The production of organic chemicals or solvents<br />

Art. 5.7.7.1<br />

§ 1. The provisions of this section are applicable to the establishments producing organic<br />

chemicals or solvents, referred to in section 7 of the classification list.<br />
