Art. 5.7.2.2<br />

Annexes<br />

§ 1. The dumping of all solid wastes, strongly acid wastes, purifying waste materials, weakly<br />

acid wastes or neutralised wastes is prohibited.<br />

§ 2. For existing establishments the following transitional provisions apply:<br />

1. for existing plants making use of the sulphate process:<br />

the discharge of weakly acid and neutralised wastes in all waters is restricted to a value of no<br />

more than 800 kg total quantity of sulphate – i.e. corresponding to the SO 4-ions in the free<br />

sulphuric acid and in the metal sulphates – per produced tonne of titanium dioxide.<br />

2. for existing plants making use of the chloride process:<br />

the discharging of weakly acid wastes, purifying waste materials and neutralised wastes in<br />

all waters is restricted to the following values for the total quantity of chloride – i.e. corresponding<br />

to the Cl-ions in the free hydrochloric acid and in the metal chlorides – per produced<br />

tonne of titanium dioxide:<br />

� 130 kg when use is made of natural rutile<br />

� 228 kg when use is made of synthetic rutile<br />

� 450 kg when use is made of slag;<br />

in the case of an establishment that makes use of more than one kind of ore, the values apply<br />

in proportion to the quantities of the ores used.<br />

Art. 5.7.2.3<br />

For emissions into the atmosphere the following emission limitations apply:<br />

1. for existing plants making use of the sulphate process:<br />

� emission limit value for dust: 50 mg/Nm 3<br />

� provisions must be made to prevent the emission of acid droplets<br />

� the emissions of SO x originating from the dissolution and roasting phases of titanium dioxide<br />

production are restricted to a maximum of 10 kg SO 2-equivalent per tonne of titanium<br />

dioxide produced<br />

� plants where the waste acids are concentrated may not discharge more than 500 mg/Nm 3<br />

of SOx, calculated as SO2-equivalent<br />

� plants where the salts originating from the purification of wastes are roasted, are to be<br />

equipped with the best available techniques to reduce the SO x-emissions;<br />

2. for existing plants making use of the chloride process:<br />

� emission limit value for dust: 50 mg/Nm 3<br />

� chlorine: - daily average of: 5 mg/Nm 3<br />

� instantaneous value of 40 mg/Nm 3 .<br />

Art. 5.7.2.4<br />

Regarding wastes from the titanium dioxide industry - and in particular wastes of which the<br />

discharge or dumping into water or emission into the atmosphere is prohibited - the necessary<br />

measures must be taken in order to ensure that:<br />

1. as far as possible they are not created, or that they are reused, insofar as this is possible technically<br />

and economically;<br />

2. they are reused or disposed of without endangering human health and without adverse effects<br />

on the environment.<br />

The same applies to wastes generated during the recycling or purification of the aforementioned<br />

wastes.<br />
