AbstractIn the following years, several projects are going to be implemented in Salzburg’s city districtLehen with the purpose to fundamentally change and renew that part of town. Some of theseprojects and demonstrative buildings are supported by the EU within the framework of theConcerto II project “Green Solar Cities”. The Concerto Project has been started in June 2007and will be running until the end of May 2012. During the course of the project, several otherconstruction projects and topics have been developed which did not exist at the time whenthe contract of “Green Solar Cities” was signed but have resulted out of the ongoing projectwork of “Green Solar Cities”. The "Building of Tomorrow Plus" Program provides the opportunityto further focus on activities already initiated and extend ambitious targets of the qualityagreement to additional projects in Lehen.A focal point of the "Building of Tomorrow Plus" Program “Stadtumbau Lehen” (“urban redevelopmentin Lehen”), which is being realized as a direct complement to “Green Solar Cities”,is the development of an intelligent E-Monitoring System. Leading motive is the advancementof Energy Monitoring in residential buildings. The project should help in finding ways tovisualize the energy consumption. A direct comparison with the projected consumptionshould be possible in or<strong>der</strong> to give feedback to the users in time. In doing so, permanent optimizationof the operating systems can be improved and opportunities towards a positiveimpact on the user behavior can be examined.The new monitoring system primarily is aimed at achieving the following objectives:- Administration of consumption data and comparison with the calculated values of theenergy certificate of the building.- Optimizing the management of technical installations via vernier adjustment and througha prompt error message in case of a major deviation from the calculated value- Real savings in energy by timely and clearly arranged feedback to users, in connectionwith concrete and useful hints and tips. Consequently, the visualization of the system willhave to meet particular requirements with regard to user friendliness.As a first step of the project, several already existing Monitoring Systems in Europe havebeen compared among themselves. Based on findings of the research project "Developing ofan application for central visualisation of the energy and resource demand in a privatehousehold 'ZENVIS'" there have been further investigations concerning the current status ofvarious E-Monitoring projects, their practical suitability and future trends. Additionally, emphasishas been laid on regional experience with Energy Accounting and Energy Monitoringin Salzburg. Past experience of other projects has been used, data recorded and analyzedand consequently a basic concept has been developed for applying an E-Monitoring Systemin the city district Lehen. Involved in the process were three non-profit building promoters,Salzburg AG as energy supplier, a representative of the Department for Energy BusinessSalzburg, representatives of the installation technology and building service industry withexperience in the field of E-Monitoring and other external experts.
