Was verbirgt sich hinter dem Begriff »Region«? Was bedeuten regionale<br />
Wirtschaft oder Regionalmarketing? Diese Fragen sind kein<br />
Wissenstest, sondern sie stellen sich jeden Tag; sei es bei Überlegungen<br />
zur Wirtschaftstruktur- <strong>und</strong> Ressourcenentwicklung, zur<br />
Wahrung territorialer Identität <strong>und</strong> Integration oder bei Problemen<br />
der Tourismusentwicklung <strong>und</strong> der Vermarktung unserer Sehenswürdigkeiten.<br />
Für mich ist die Region in der ich lebe etwas, was sich im engeren<br />
Sinne auch mit dem Begriff Heimat verbindet. Aber wie groß ist diese<br />
Heimat? Ist sie auch immer für den globalen Wettbewerb gerüstet?<br />
Fest steht – es sind in der Regel relativ kleine Territorien, die wir als<br />
»unsere Region« bezeichnen. Die Region Berlin-Südost, deren Wirtschaft<br />
maßgeblich durch die drei großen Innovationszentren in<br />
Adlershof, Oberschöneweide <strong>und</strong> Wuhlheide geprägt ist, sei hierfür<br />
Beispiel. Diese enge Betrachtung kann aber nicht gemeint sein, wenn<br />
man vom Europa der Regionen spricht. Nein, es geht darum, dass wir<br />
uns als eingebettet in einen länderübergreifenden Raum begreifen<br />
müssen, den seine materiellen Potentiale, sein Humankapital, seine<br />
wirtschaftlichen, Handels- <strong>und</strong> kulturellen Traditionen sowie seine<br />
naturräumlichen Gegebenheiten ganzheitlich prägen <strong>und</strong> für dessen<br />
nachhaltige Entwicklung wir sorgen müssen. Tun wir das nicht, werden<br />
wir von einer Welt, die sich an dynamischen Leistungsträgern<br />
<strong>und</strong> innovativen Regionen orientiert, immer weniger wahrgenommen.<br />
Wenn wir in diesem Jahr das 20jährige Jubiläum der Innovationszentren<br />
in Deutschland begehen, so verbindet sich damit ein stolzer<br />
Rückblick auf eine insgesamt außerordentlich spannende <strong>und</strong> erfolgreiche<br />
»Zentrenstory«, die mit der Übertragung von Erfahrungen<br />
aus der alten B<strong>und</strong>esrepublik auf die neuen Länder maßgeblich zu<br />
deren Stabilisierung <strong>und</strong> Strukturveränderung beigetragen hat.<br />
Gleichzeitig müssen wir aber auch darüber nachdenken, wie es<br />
weitergehen soll in den nunmehr »gestandenen Zentren«, welche<br />
Wirtschaftsmodelle zukunftssicher sind, welche Funktionen Innovationszentren<br />
zukünftig ausfüllen müssen. So findet man sehr schnell<br />
wieder zum Begriff »Region« <strong>und</strong> der Erkenntnis, dass Innovationszentren<br />
keine »kommunale <strong>und</strong>/oder Länderveranstaltung« sind,<br />
sondern Knoten in internationalen Netzwerken innovativer Unternehmen,<br />
die entscheidend die Dynamik großer Wirtschaftsräume<br />
(Regionen) beeinflussen. Schlussfolgernd daraus sollten auch wir mit<br />
der »Berliner Brille« unsere Sichtweite überprüfen <strong>und</strong> werden dabei<br />
feststellen wie nah uns z.B. die baltischen, polnischen <strong>und</strong> tschechischen<br />
Partner als potentielle Regionalpartner sind.<br />

Position beziehen im Wettbewerb der Regionen<br />
Taking up our position in the competition between the regions<br />
What is hiding behind the idea of a “region”? What do we mean by<br />
“regional economy” or “regional marketing”? These questions are<br />
not a test of general knowledge: they are questions that are asked<br />
every day, both in deliberations on the development of economic<br />
structure and resources, the preservation of territorial identity and<br />
integration and in problems concerning the development of tourism<br />
and the marketing of our places of interest.<br />
For me, the region in which I live is something that is also linked in the<br />
narrower sense of the word with the concept of “homeland”. But how<br />
big is this homeland? And is it always prepared for global competition?<br />
One thing is certain: as a rule we regard relatively small territories<br />
as “our region”. One example of this is the region of South<br />
West Berlin, its economy influenced to a considerable degree by the<br />
three large innovations centres in Adlershof, Oberschöneweide and<br />
Wuhlheide. However, this narrow view cannot be what we mean when<br />
we speak of Europe and its regions. No, the point is this: we have to<br />
<strong>und</strong>erstand ourselves as being part of an area which goes beyond<br />
state bo<strong>und</strong>aries, shaped entirely by its material potential, its human<br />
resources, its economic, commercial and cultural traditions as well<br />
as its natural landscape and where we have to take responsibility for<br />
its sustainable development. If we do not do that, less and less notice<br />
will be taken of us by a world which is oriented towards dynamic key<br />
players and innovative regions.In this connection, as we celebrate<br />
the twentieth anniversary of innovations centres in Germany this<br />
year, we can take a proud look back over an altogether extraordinarily<br />
thrilling and successful “centres story” which has contributed in no<br />
small measure to the stabilisation of the new Federal states and the<br />
changes to their structure as a result of the transfer of experiences<br />
from the old Federal Republic of Germany to the former GDR. At the<br />
same time, however, we also have to consider how things should<br />
continue in the centres as they exist at this point in time; which<br />
economic models have a guaranteed future; what functions the<br />
innovations centres must fulfil in the future. This swiftly brings us<br />
back to the concept of “region” and the realisation that innovations<br />
centres are not a function of the local authority or state but junctions<br />
in the international networks of innovative companies which have a<br />
decisive influence on the dynamics of large economic areas (regions).<br />
Going one step further, we also need to put on our “Berlin glasses”<br />
and check our range of vision: by doing this we will establish how close<br />
our partners (for example, in the Baltic region, Poland and the Czech<br />
Republic) are to us as potential regional partners.<br />

Innovation centres and their networks:<br />
incubators for new technology-oriented companies<br />
Innovationen in allen Bereichen der Wirtschaft führen zu neuen<br />
Produkten <strong>und</strong> Dienstleistungen. Sie führen aber auch dazu, dass<br />
diese Produkte <strong>und</strong> Dienstleistungen immer komplizierter, immer<br />
komplexer werden. Das Beherrschen des Herstellungsprozesses<br />
solcher Produkte wird immer mehr von hochspezifischem Fachwissen<br />
geprägt. Einzige Möglichkeit, derartige komplexe Prozesse<br />
zu beherrschen ist das möglichst reibungslose <strong>und</strong> organische Vernetzen<br />
der beteiligten Fachdisziplinen.<br />
Eine probate Form, neue Produkte <strong>und</strong> Leistungen in den Wirtschaftskreislauf<br />
einzubringen, ist die Gründung neuer Unternehmen. In der<br />
Regel wird der Gründer Träger des Kern Know-hows für das neue Produkt,<br />
die neue Dienstleistung sein. Er ist bei seinem Gründungsvorhaben<br />
auf das Vernetzen mit einer Vielzahl von Fachleuten unterschiedlichster<br />
Disziplinen angewiesen.<br />
Die Innovationszentren in Deutschland haben sich in den letzten 20<br />
Jahren zu erfahrenen Partner bei der Unterstützung technologieorientierter<br />
Unternehmensgründungen entwickelt. Sie leisten kompetent<br />
Hilfe <strong>und</strong> Unterstützung, den komplexen Prozeß einer technologieorientierten<br />
Unternehmensgründung zu meistern. Auch in diesem<br />
Prozeß kommt es auf die Vernetzung unterschiedlichster Fachdisziplinen<br />
an. Zum einen fordert die oben erwähnte Komplexität technischer<br />
Prozesses zunehmende Branchenspezialisierung der Innovationszentren,<br />
zum anderen sind aber auch Verbindungen zu anderen<br />
Branchen für den Gründungsprozeß notwendig. Die Innovationszentren<br />
stellen ein funktionierendes Netz erfahrener Partner für viele<br />
Bereiche der Unternehmensentwicklung zur Verfügung. Dazu gehören:<br />
Finanzierung, Organisation, Personal, Rechts- <strong>und</strong> Steuerberatung<br />
<strong>und</strong> – von ganz besonderer Wichtigkeit – Marketing <strong>und</strong> Marktzugang.<br />
Die Innovationszentren haben erkannt, dass ihre Fachkompetenz zur<br />
Gründungsunterstützung ein wertvoller volkswirtschaftlicher Beitrag<br />
für die Entwicklung der Unternehmenslandschaft Deutschlands<br />
darstellen kann. Sie stellen sich daher hohen <strong>und</strong> höchsten Qualitätsanforderungen<br />
<strong>und</strong> haben dafür ein zugeschnittenes Qualitätsbewertungssystem<br />
für ihre Arbeit entwickelt.<br />
Im Prozeß der Globalisierung wirtschaftlicher Verflechtungen haben<br />
auch die Innovationszentren eine Vielzahl internationaler Partnerschaften<br />
aufgebaut <strong>und</strong> nutzen sie für die Profilierung ihrer in den<br />
Zentren angesiedelten Unternehmen. Die bisherige Bilanz der über<br />
300 Deutschen Innovationszentren belegt die erfolgreiche Arbeit<br />
eindrucksvoll. Etwa 8.000 Unternehmen sind derzeit in den Zentren<br />
angesiedelt. Über 8.500 haben die Zentren bereits erfolgreich wachsend<br />
wieder verlassen. 85.000 Arbeitsplätze in innovativen <strong>und</strong> damit<br />
krisenfesten Unternehmen existieren zur Zeit in den Zentren. Fast<br />
200.000 Arbeitsplätze bieten die bereits ausgezogenen Firmen. Die<br />
Insolvenzquote von kleiner als 14 Prozent macht deutlich, dass die<br />
von den Innovationszentren betreuten Unternehmensgründungen<br />
solide überlebensfähige Unternehmen darstellen.<br />
Komplexe Prozesse durch Vernetzung unterschiedlicher Fachwissenschaftler<br />
zu meistern, dies ist die Gr<strong>und</strong>lage der erfolgreichen Arbeit<br />
der Innovationszentren in Deutschland.<br />

Innovations in all areas of industry and commerce result in new products<br />
and services. However, they also result in the fact that these<br />
products and services are becoming ever more complicated and more<br />
complex. Highly specific knowledge of the subject is becoming more<br />
and more important for the mastery of the manufacturing process for<br />
products such as these. The only way of mastering this type of complex<br />
process is to set up networks between the specialist disciplines<br />
involved which are as trouble-free and organic as possible.<br />
One tried and tested method of introducing new products and services<br />
into the economic cycle is to fo<strong>und</strong> new companies. As a rule, the fo<strong>und</strong>er<br />
will be the person who provides the core know-how for the new product<br />
or service. In his plan to fo<strong>und</strong> a new company he relies on networking<br />
with a large number of specialists in various disciplines.<br />
The innovations centres in Germany have developed over the past 20<br />
years into experienced partners which help to support the fo<strong>und</strong>ation<br />
of technology-oriented companies. In a competent manner they provide<br />
help and support in mastering the complex process of fo<strong>und</strong>ing<br />
new technology-oriented companies. In this process too what matters<br />
is the networking of a wide variety of specialist disciplines. On the<br />
one hand, the complexity of technical processes mentioned above<br />
requires that the innovations centres increasingly specialise within a<br />
sector, but on the other hand links with other sectors are also<br />
necessary for the process of fo<strong>und</strong>ation. The innovations centres provide<br />
a functioning network of experienced partners for many areas<br />
of company development. These include: financing, organisation,<br />
human resources, legal and fiscal advice and – of particular importance<br />
– marketing and access to the markets. The innovations centres<br />
have recognised that their specialist competence in the support of<br />
newly established companies can be a valuable economic contribution<br />
to the development of Germany’s business landscape. They<br />
therefore have a positive attitude towards high and very high standards<br />
and for this purpose have developed a made-to-measure<br />
quality rating system for their work.<br />
As part of the process of the globalisation between businesses, the<br />
innovations centres too have built up a large number of international<br />
partnerships and are using these to profile the companies which<br />
have become established in their centres. The balance sheets of over<br />
300 German innovation centres to date are impressive testimony to<br />
their successful work. Currently some 8,000 companies are established<br />
in these centres. Over 8,500 have already moved away from<br />
the centres again, growing successfully. At the present time there<br />
are 85,000 jobs in innovative and thus crisis-proof companies at the<br />
centres. The firms which have already moved out employ almost<br />
200,000 people. The insolvency quota of below 14 % makes it clear that<br />
the newly fo<strong>und</strong>ed businesses in the care of the innovations<br />
centres represent solid companies which are capable of surviving.<br />
Mastering complex processes by setting up networks between<br />
specialists in different subjects: this is the basic principle behind the<br />
successful work of the innovations centres in Germany.<br />

Combining the potentials of Europe more effectively<br />
Zu den profilierten Forschungspolitikern in Deutschland zählt Dr. Uwe Thomas, der sich seit über drei<br />
Jahrzehnten mit der Förderung von Wissenschaft, Innovation <strong>und</strong> Technologie befasst: zunächst als<br />
Ministerialbeamter im Bonner Forschungsministerium, später als Politiker in leitenden Funktionen,<br />
unter anderem als Wirtschaftsminister in Schleswig-Holstein. Von 1998 bis zum Juni 2003 war Thomas<br />
Staatssekretär in dem von Edelgard Bulmahn geführten B<strong>und</strong>esministerium für Bildung <strong>und</strong> Forschung,<br />
wo er unter anderem Akzente bei der Förderung der Informationstechnik (IT 2006), der Fusion der<br />
Gesellschaft für Mathematik <strong>und</strong> Datenverarbeitung (GMD) mit der Fraunhofer-Gesellschaft sowie der<br />
Reform der Helmholtz-Gemeinschaft deutscher Forschungszentren (HGF) setzte. Das Interview führte<br />
Manfred Ronzheimer.<br />
Dr. Uwe Thomas is a high profile research politician in Germany who has been working for more than<br />
three decades on the promotion of science, innovation and technology: first as an official in the Ministry<br />
of Research in Bonn, later as a politician in senior positions, including that of Minister of Economic Affairs<br />
in Schleswig-Holstein. From 1998 to June 2003 Dr. Thomas was Secretary of State in the Ministry of<br />
Education and Research <strong>und</strong>er the leadership of Edelgard Bulmahn, where among other things he was<br />
responsible for setting priorities in the promotion of information technology (IT 2006), the amalgamation<br />
of the German National Research Centre for Information Technology with the Fraunhofer Society, and<br />
the reform of the Helmholtz Association of German Research Centres. The interviewer was Manfred<br />
Ronzheimer.<br />
Frage: Die B<strong>und</strong>esregierung <strong>und</strong> auch das B<strong>und</strong>esforschungsministerium<br />
hat sich unmittelbar nach der Wende <strong>und</strong> der Wiedervereinigung<br />
stark beim Aufbau von Innovations- <strong>und</strong> Technologieparks<br />
in den neuen B<strong>und</strong>esländern engagiert. Welche Bedeutung<br />
spielen Ihrer Einschätzung nach diese Parks für den Transfer von<br />
wissenschaftlichen Ergebnissen in die wirtschaftliche Umsetzung?<br />
Thomas: Das wichtigste Bindeglied für den Transfer aus der öffentlich<br />
finanzierten Forschung in die Wirtschaft hinein ist der sogenannte<br />
»Transfer durch Köpfe«. Das bedeutet, dass zunächst sehr gute<br />
Wissenschaftlerinnen <strong>und</strong> Wissenschaftler ausgebildet werden, die<br />
dann auch in die Wirtschaft gehen. Hier bringen sie durch ihre Ausbildung<br />
die Voraussetzungen mit, um gemeinsame Projekte von<br />
Wissenschaft <strong>und</strong> Wirtschaft zu realisieren. Dies gilt zunächst ganz<br />
allgemein. Man muß aber sehen, dass diese Parks bei dem wichtigen<br />
Aspekt, inwieweit die räumliche Nähe den Transfer von Wissenschaft<br />
Question: After the Wende of 1989 and reunification, the Federal<br />
Government and the Federal Ministry of Research became<br />
directly and deeply involved in the setting up of innovation and<br />
technology parks in the states of former East Germany. In your<br />
estimation, what significance do these parks have for the transfer<br />
of the results of scientific work into practical use in trade and<br />
industry?<br />
Thomas: The most important link for the transfer from publicly<br />
financed research into the business world is “transfer by heads”, as<br />
it is known. This means that first you train very good scientists and<br />
they then go into industry and commerce. As a result of their<br />
education and training they bring with them the skills that are needed<br />
to carry out joint projects between science and the world of business.<br />
At first this works at a very general level. However, you have to see<br />
that these parks have quite enormous significance, when you
in unternehmerische Praxis durch Neugründung von Unternehmen<br />
fördern kann, eine ganz enorme Bedeutung besitzen. Gerade technologieorientierte<br />
Unternehmen benötigen viel Kapital etwa für die<br />
Anschaffung von Geräten. Da ist es sehr hilfreich, wenn in der Aufbauphase<br />
zum Beispiel benötigte Messungen in einem benachbarten<br />
Forschungsinstitut vorgenommen werden können, ohne dass größere<br />
Fahrten erforderlich sind. Die große Stärke solcher Agglomerationen<br />
von Unternehmen <strong>und</strong> Wissenschaftseinrichtungen – das zeigten<br />
schon die US-Beispiele Silicon Valley oder Research Triangle Park in<br />
North Carolina – besteht in der informellen Atmosphäre <strong>und</strong> den<br />
Möglichkeiten zu schneller Kooperation.<br />
Frage: Wie bewerten Sie die Erfolge der Innovationsförderung in<br />
den neuen B<strong>und</strong>esländern, wie sie unter anderem durch Programme<br />
wie »InnoRegio« <strong>und</strong> »Innovative Wachstumskerne« aus<br />
Ihrem Ministerium unterstützt wurden? Thomas: Das Programm<br />
»InnoRegio« hat nach ersten Anlaufschwierigkeiten in der heutigen<br />
Bilanz nach drei Jahren doch zu sehr starken Vernetzungen der<br />
beteiligten Partner aus Wissenschaft <strong>und</strong> Wirtschaft in den beteiligten<br />
Regionen geführt. Die Orientierung auf viele sehr interessante Wachstumsfelder<br />
ist gelungen. Man muß allerdings auch sehen, dass eine<br />
breitere wirtschaftliche Auswirkung erst in acht bis zehn Jahren einsetzen<br />
dürfte. Mit diesen Zeiträumen muß gerechnet werden.<br />
Im Falle der neuen B<strong>und</strong>esländer treten allerdings zwei besondere<br />
Probleme hinzu, auf die reagiert werden muß. Zum einen ist es beim<br />
wirtschaftlichen Aufbau nicht gelungen, eine wirkliche Kapitalbildung<br />
in den neuen B<strong>und</strong>esländern herbeizuführen. Dabei habe ich nicht<br />
nur die Unternehmen im Blick, sondern auch die Kapitalbildung in<br />
Arbeitnehmerhand. Als ich Wirtschaftsminister in Schleswig-Holstein<br />
war, hatten wir dies mit den Gewerkschaften unter dem Stichwort<br />
»Investivlohn« diskutiert. Im Falle der ostdeutschen Wirtschaft wurden<br />
in den 90er Jahre viele westdeutsche Investoren durch öffentliche<br />
Anreize <strong>und</strong> steuerliche Vergünstigungen dazu animiert, sich in den<br />
neuen B<strong>und</strong>esländern zu engagieren. Aber es wurde versäumt,<br />
gerade bei den Menschen, die auf Dauer in den neuen B<strong>und</strong>esländern<br />
bleiben <strong>und</strong> arbeiten, eine entsprechende Kapitalbildung zu fördern.<br />
Das wird sich meines Erachtens noch lange Zeit als Belastung<br />
erweisen. Denn jedes Kapital, das angelegt wird, soll ja Zinsen bringen.<br />
Deshalb rechne ich damit, dass es im Osten Deutschlands durch die<br />
starke Präsenz von West-Investoren, noch für einen längeren Zeitraum<br />
einen Finanz-Abfluß durch Zinsen aus den neuen B<strong>und</strong>esländern<br />
geben wird.<br />
Ein zweiter Gesichtspunkt betrifft die Möglichkeiten der Wirtschaftspolitik.<br />
Auch das habe ich in meiner Zeit in Schleswig-Holstein<br />
erfahren müssen: Sie können nicht durch Industrieansiedlungen von<br />
außen die Wirtschaft einer Region nach oben bringen. Das gilt auch<br />
für die neuen B<strong>und</strong>esländer. Unternehmens-Ansiedlungen können zwar<br />
einen gewissen Beitrag für mehr Wirtschaftswachstum leisten. Aber<br />
entscheidend sind die endogenen Kräfte, die Kräfte, die im Inneren<br />
einer Region vorhanden sind. Für die neuen B<strong>und</strong>esländer mit ihrer<br />
zusammengebrochenen Industriestruktur bedeutet das vor allem:<br />
Neugründungen fördern <strong>und</strong> Wachstumsfinanzierung bereitstellen.<br />
Deswegen war in den 90er Jahren das Futour-Programm auch zur<br />
Förderung technologieorientierter Unternehmensgründungen eine<br />
wichtige Maßnahme. Aus meiner Sicht wurde das Programm allerdings<br />
zu wenig propagiert <strong>und</strong> war im Umfang auch zu klein angelegt.<br />
Zeitgleich hatten wir unter dem Stichwort »Neuer Markt« die<br />
Entwicklung der Wachstumsfinanzierung über die Börse <strong>und</strong> die<br />
Bereitstellung von privatem Risikokapital, was jungen Unternehmen<br />

consider the important point of how far physical proximity can<br />
support the transfer of science and learning into business practice<br />
through the fo<strong>und</strong>ing of new companies. For example, technologyoriented<br />
companies in particular need a lot of capital for the purchase<br />
of equipment. In such cases it is very helpful if, for example, any<br />
necessary measurements can be carried out in a neighbouring<br />
research institute during the set-up phase without having to make long<br />
journeys. As we can see from the examples in the USA of Silicon<br />
Valley or Research Triangle Park in North Carolina, the great strengths<br />
of such agglomerations of companies and scientific institutions are<br />
the informal atmosphere and the possibilities for rapid cooperation.<br />
Question: How do you rate the success of the promotion of innovation<br />
in the states of former East Germany which was supported<br />
by programmes set up by your Ministry, such as “InnoRegio”<br />
and “Seeds for innovative growth” Thomas: Taking stock of the<br />
situation today, three years on, after some initial difficulties the<br />
“InnoRegio” programme resulted in some very strong networking between<br />
the partners from science and the business world who took<br />
part from the regions involved. The orientation has been successful in<br />
many very interesting growth areas. Admittedly, we also have to be<br />
aware that the broader economic effects will only show in eight to<br />
ten years’ time. We have to reckon with this sort of timescale.<br />
There are also two particular problems which must be taken into<br />
account in the case of the states of eastern Germany. First, during<br />
the building up of the economy it has not been possible to bring<br />
about real capital investment in the eastern states. Here I’m not just<br />
referring to companies but also to capital in the hands of employees.<br />
When I was Minster for Economic Affairs in Schleswig-Holstein, we<br />
discussed this point with the trades unions, calling it “payment as<br />
investment”.<br />
In the case of the economy of eastern Germany, during the 1990s<br />
public incentives and tax benefits encouraged many West German<br />
investors to take an interest in the states of eastern Germany. But<br />
we have failed to promote the corresponding growth of capital among<br />
those very people who have stayed living and working in Eastern<br />
Germany in the long term. In my opinion this will prove to be a problem<br />
for many years to come, since every capital sum that is invested is<br />
expected to pay dividends, so I reckon that for some time to come the<br />
strong presence of investors from the west will continue to cause<br />
money to drain out of eastern Germany as a result of the payment of<br />
dividends.<br />
A second point of view involves the possibilities of economic policy.<br />
I had to learn this during my time in Schleswig-Holstein too: you<br />
can’t lift the economy of a region by bringing in industries from outside.<br />
This applies to the states of the former East Germany too. It is<br />
true that companies moving into a region can make a certain contribution<br />
to increased economic growth, but what actually matters is<br />
the endogenous energy – the energy that is there at the heart of a<br />
region. For the states of eastern Germany with their broken down<br />
industrial structure this means above all promoting new businesses<br />
and providing finance to aid growth.<br />
This is why the Futour programme in the 1990s was also an important<br />
scheme for encouraging the fo<strong>und</strong>ation of technology-oriented<br />
companies. However, from my point of view the programme was<br />
<strong>und</strong>er-publicised, and it was also too restricted in its scope. At the<br />
same time, <strong>und</strong>er the catchphrase of the “new market” we had the<br />
development of financing of growth via the stock exchange and the<br />
provision of private venture capital, and this offered young companies

gute Möglichkeiten bot. Dieser Bereich ist seit 2000 weitgehend ausgefallen,<br />
<strong>und</strong> es gehört heute zu den dringendsten Maßnahmen,<br />
diese Finanzierungs-Schiene wieder zu reaktivieren.<br />
Frage: Sie erwähnten den »Transfer über Köpfe«. Welche Rolle<br />
spielen hierbei Firmengründungen von Hochschulabsolventen <strong>und</strong><br />
Wissenschaftlichen Mitarbeitern? Thomas: Ich sehe in den jungen<br />
Gründerunternehmen ein zentrales Element zur Erneuerung unser<br />
Wirtschaftsstruktur. Bis zum Jahr 2000 hatten wir in Deutschland bei<br />
der Gründung von jungen innovativen Unternehmen <strong>und</strong> der Bereitstellung<br />
von »Seed Capital« dafür eine Spitzenposition in Europa.<br />
Leider ist diese Dynamik mit dem Niedergang des Neuen Marktes<br />
wieder verloren gegangen. Ich halte es aber für eine große Aufgabe<br />
auch der Forschungspolitik in den nächsten Jahren, gemeinsam mit<br />
den Kollegen aus dem Wirtschafts- <strong>und</strong> Finanzressort, neue Rahmenbedingungen<br />
zu schaffen, um zu mehr Gründungen aus der Wissenschaft<br />
zu kommen. Dazu haben wir einen »High-Tech Masterplan für<br />
neue Arbeitsplätze durch Gründung <strong>und</strong> Wachstumsförderung<br />
junger Innovations-Unternehmen« erarbeitet, der gegenwärtig von<br />
den beteiligten Ministerien <strong>und</strong> dem B<strong>und</strong>eskabinett beraten wird.<br />
Frage: Ausblick Osteuropa: Welche Auswirkungen wird der Beitritt<br />
neuer mittel- <strong>und</strong> osteuropäischer Staaten im Jahr 2004 zur Europäischen<br />
Union für den Technologietransfer in Deutschland<br />
haben? Sollten sich deutsche Forschungsinstitute <strong>und</strong> Firmen<br />
stärker für Kooperationen mit Wissenschaftseinrichtungen <strong>und</strong><br />
Unternehmen in den Beitrittländern öffnen? Thomas: Dies ist eine<br />
große Chance, denn wir besitzen in Europa ein viel größeres Potenzial<br />
im Bereich Wissenschaft <strong>und</strong> Innovation als wir tatsächlich nutzen.<br />
Die Aufgabe besteht darin, die erstklassige Ingenieurausbildung , wie<br />
wir sie in Deutschland anbieten können, mit der in Teilen wirklich<br />
herausragenden theoretischen Ausbildung, wie sie in Osteuropa<br />
beispielsweise in der Mathematik oder der Physik anzutreffen ist, auf<br />
wirksame Weise zu verknüpfen. Ich möchte zwei Aspekte hervorheben:<br />
Zum Beispiel Mathematik: Wir erleben, wie der Einfluß der mathematischer<br />
Methoden ständig zunimmt, in der Informationstechnik, aber<br />
auch in der Biologe <strong>und</strong> vielen anderen Gebieten. Teilweise eröffnen<br />
sich völlig neue Einsatzfelder. Dieser Bedarf könnte mit dem Angebot<br />
der hervorragend qualifizierten Mathematiker in Ungarn, Polen <strong>und</strong><br />
anderen Ländern Osteuropas sehr viel stärker als bisher zusammen<br />
gebracht werden. Dazu können EU-Förderprogramme eine Beitrag<br />
leisten. Wir sollten von deutscher Seite aber auch bilaterale Aktivitäten<br />
entwickeln. Ein zweiter Gesichtspunkt betrifft unsere deutsche Stärke<br />
im Bereich der Investitionsgüterindustrie. Wenn Osteuropa jetzt, was<br />
viele hoffen, in eine schnelle Wachstumsphase kommen soll, wird dies<br />
nur realisierbar sein, wenn die Investitionsgüterindustrien in den<br />
Beitrittsländern entsprechend moderne Technologien einführt. Davon<br />
werden deutsche Anbieter unmittelbar profitieren. Außerdem werden<br />
mittelfristig die Investitionen ausländischer, auch deutscher Unternehmen<br />
in diesen Ländern zunehmen. Das ist auch gut so. Ich lenke<br />
auf diese Entwicklung deshalb den Blick, weil damit auch Herausforderung<br />
für unser Bildungssystem verb<strong>und</strong>en sind. So sollten unsere<br />
Hochschulen gezielt darum werben, dass die besten Köpfe aus Osteuropa<br />
in Deutschland studieren. Dann werden wir in diesen Ländern<br />
auch die Partner haben, um die Entwicklungsprozesse dort besser<br />
unterstützen zu können.<br />

Question: You mentioned “transfer by heads”. What part is played<br />
in this by the fo<strong>und</strong>ing of new businesses by university graduates<br />
and their scientist colleagues? Thomas: I regard young, newly fo<strong>und</strong>ed<br />
business as a central element in the renewal of our economic structure.<br />
Until the year 2000 we in Germany were in a leading position in<br />
Europe as regards the fo<strong>und</strong>ing of young, innovative businesses and<br />
the provision of “seed capital” for this. Unfortunately, with the decline<br />
of the new market, this dynamism has been lost again. But I consider<br />
that over the next few years a big task for research politicians will be<br />
to work together with colleagues from the Department of Trade,<br />
Industry and Finance to create new basic conditions in order to bring<br />
about the fo<strong>und</strong>ation of more companies on the scientific side. With<br />
this in mind we have been working on a “high-tech masterplan for<br />
new jobs resulting from the fo<strong>und</strong>ation and promotion of growth of<br />
new innovations companies”, which is currently being discussed by<br />
the Ministries involved and the Federal Cabinet.<br />
Question: With regard to the future prospects for eastern Europe,<br />
what effects will the entry of the new central and eastern European<br />
states into the European Union in 2004 have on technology<br />
transfer in Germany? Should German research institutes and<br />
companies become more open to collaboration with scientific<br />
institutions and companies in the applicant countries? Thomas:<br />
This is a great opportunity, for we in Europe have far greater potential<br />
in the sector of science and innovation than we actually use. The task<br />
is to combine effectively the type of first-class engineering training<br />
we can offer in Germany with the theoretical training – some of it truly<br />
outstanding – which is to be fo<strong>und</strong> in eastern Europe, for example in<br />
mathematics or physics.<br />
I should like to emphasise two aspects. For example, mathematics:<br />
we are experiencing how the influence of mathematical methods is<br />
constantly increasing, not only in information technology but also in<br />
biology and many other fields. Sometimes totally new areas of use<br />
open up. This need could be combined much more strongly than it<br />
has been in the past with what the excellently qualified mathematicians<br />
in Hungary, Poland and other countries in eastern Europe can<br />
offer. EU support programmes could play a part in this. On the<br />
German side we ought also to be developing bilateral activities.<br />
A second point concerns our strength in the capital goods industry<br />
sector in Germany. If, as many people hope, eastern Europe is about<br />
to enter a phase of rapid growth, this will only be possible if the<br />
capital goods industries in the applicant countries introduce correspondingly<br />
modern technology. German suppliers will benefit directly<br />
from this. Also, in the medium term the investments by foreign companies<br />
– including German companies – will increase, and that is a<br />
good thing. I am therefore turning my attention to this development<br />
because it is linked with challenges to our system of education. Our<br />
universities should be recruiting in a very specific way so that that<br />
the best brains in eastern Europe come and study in Germany. Then<br />
we will also have partners in these countries who are better able to<br />
support the processes of development there.

Im letzten Jahrzehnt stand für die Innovationsträger in den neuen<br />
B<strong>und</strong>esländern die Vernetzung mit den Forschungs- <strong>und</strong> Wirtschaftsstrukturen<br />
im Westen im Vordergr<strong>und</strong>: Kontakte <strong>und</strong> Kooperationen<br />
mit Technologiezentren, Industriek<strong>und</strong>en <strong>und</strong> Mittelgebern nicht nur<br />
in den alten B<strong>und</strong>esländern, sondern auch in Richtung Europäische<br />
Union <strong>und</strong> globalem Weltmarkt waren zu etablieren. Im aktuellen<br />
Jahrzehnt beginnt sich mit der Aufnahme der mittel- <strong>und</strong> osteuropäischen<br />
Beitrittsländer in die EU die Blickrichtung zu ändern. »Wir<br />
gehen wieder ostwärts«, stellt Dr. Karl-Heinz Klinger fest, Geschäftsführer<br />
der Firma »Technostart« im <strong>Innovationspark</strong> Wuhlheide. Klinger<br />
ist mit seinem Technologie-Consulting-Unternehmen schon seit vielen<br />
Jahren am Aufbau von Technologiezentren <strong>und</strong> Kompetenz-Netzwerken<br />
in Mittel- <strong>und</strong> Osteuropa beteiligt. Vor kurzem organisierte er<br />
in Hennigsdorf bei Berlin einen Workshop für das B<strong>und</strong>esforschungsministerium,<br />
in dem mit Teilnehmern aus Osteuropa die Möglichkeiten<br />
von grenzüberschreitenden Innovations-Regionen erörtert wurde.<br />
»Die Gr<strong>und</strong>idee ist, dass wir unsere bisher weitgehend national orientierten<br />
Netzwerke für Technologie <strong>und</strong> Innovationsförderung jetzt<br />
verstärkt internationalisieren <strong>und</strong> sie für Teilnehmer aus Nachbarländern<br />
öffnen«, erklärt Klinger. Bei diesem Prozeß kommt den bestehenden<br />
Technologie- <strong>und</strong> Innovationszentren »eine entscheidende<br />
Rolle« zu, betont Klinger.<br />
Ein Beispiel für die erste Phase der Ost-West-Technologie-Kooperation<br />
ist das Lettische Technologiezentrum in Riga, das in diesem Jahr<br />
sein zehnjähriges Bestehen feiert. An seiner Gründung 1993 war Klinger<br />
aktiv beteiligt. Heute befinden sich im LTC, zu deren Träger die Stadt<br />
Riga <strong>und</strong> die Lettische Akademie der Wissenschaften gehören, 34<br />
technologieorientierte Unternehmen. Noch enger gestaltet sich die<br />
Zusammenarbeit beim Wladimirer Innovations- <strong>und</strong> Technologiezentrum<br />
(WITZ) in Russland, wo das Dortm<strong>und</strong>er Technologiezentrum<br />
<strong>und</strong> das Innovations- <strong>und</strong> Gründerzentrum (IGZ) Berlin-Adlershof zu<br />
den Gesellschaftern gehören. Auch Technostart war an der Entwicklung<br />
von WITZ mit jetzt mehr als 25 Firmen seit Jahren beteiligt.<br />
Weitere Kooperationsbindungen gibt es nach Weißrußland, Ukraine,<br />
Bulgarien sowie Litauen, Estland <strong>und</strong> Polen.<br />
Im Auftrag des B<strong>und</strong>eswirtschaftsministeriums organisiert Technostart<br />
im September 2003 eine Unternehmerreise nach Kaliningrad.<br />
Das dortige Kaliningrader Innovationszentrum als Partnerzentrum<br />
des <strong>Innovationspark</strong> Wuhlheide, verspricht Klinger, werde »den<br />
deutschen Unternehmen interessante russische Partnerfirmen zur<br />
Kooperationsanbahnung vermitteln«. MANFRED RONZHEIMER<br />
In the past decade, innovative entrepreneurs from the new B<strong>und</strong>eslander<br />
looked to western research and economic development institutions<br />
as their primary networking sources. Contacts and cooperative<br />
relationships with technology centers, industrial companies and investors<br />
were not only established in the former western Germany, but<br />
also throughout the European Union and the world market.<br />
However, in the current decade, with the acceptance of central and<br />
eastern European countries into the European Union, the line of<br />
vision has begun to change. “We are going east again,” explains Dr.<br />
Karl-Heinz Klinger, CEO of the company “Technostart” located in the<br />
Wuhlheide Innovation Park.<br />
As CEO of his technology consulting company, Klinger has been<br />
involved for many years in building and establishing technology<br />
centers and competency networks in central and eastern Europe. Recently,<br />
he organized a workshop in Hennigsdorf near Berlin for the<br />
Federal Ministry for Research during which, along with participants<br />
from eastern Europe, the innovative business opportunities that exist<br />
in neighboring regions and countries were discussed. “The basic idea<br />
is that we are now heavily internationalizing our previously domesticoriented<br />
networks for technology and the promotion of innovation<br />
and are opening them up to participants from neighboring countries,”<br />
explains Klinger. During this process, the existing technology and<br />
innovation centers will play “an important role,” emphasizes Klinger.<br />
An example of the first phase of the east-west technology cooperation<br />
is the Latvian Technological Centre, LTC in Riga, which is celebrating<br />
the 10th anniversary of its fo<strong>und</strong>ing this year. Klinger was also<br />
actively involved in the fo<strong>und</strong>ing of this center in 1993. Nowadays, 34<br />
technology-oriented companies are located in the LTC, whose sponsors<br />
include the city of Riga and the Latvian Academy of Science.<br />
The cooperative relationships at the Wladimirer Innovation and Technology<br />
Center (WITZ) in Russia are even more tightly structured. The<br />
Dortm<strong>und</strong> Technology Center and the Innovation and Fo<strong>und</strong>er Center<br />
(IGZ) Berlin-Adlershof are among its shareholders. Technostart too has<br />
been involved for years in the development of WITZ, which now has<br />
more than 25 companies. Further cooperative relationships exist in<br />
Belarus, the Ukraine, Bulgaria as well as Lithuania, Estonia and Poland.<br />
On behalf of the Federal Ministry for Research, Technostart is organizing<br />
a trip to Kaliningrad for German entrepreneurs, it is scheduled for<br />
September 2003. “As a partner center of the Wuhlheide Innovation<br />
Park, the Kaliningrad Innovation Center will help match German companies<br />
interested in doing business in Russia with Russian partner<br />

are still important instruments in promoting trade and industry<br />
and developing new enterprises. With this in mind, a new Technology<br />
and Business Centre focusing on research and development in<br />
information and communications technology is being opened in<br />
Vienna. The management team of SIG Wien is endeavouring to take<br />
over the running of this centre too.<br />
Further consideration is being given to an IT network for Vienna, and<br />
here recently a very successful partnership has been set up between<br />
Berlin and Vienna. The Wuhlheide Innovations Park and SIG Wien<br />
have set aside part of their management capacity to set up a curriculum<br />
for the development of virtual cooperation systems. Virtual<br />
cooperation systems focus on collaboration between SMEs which<br />
takes into account the globalisation of the markets and the pressure<br />
of competition associated with this. The development of this curriculum<br />
is an example of the fact that technology and new business centres<br />
have an important role as motivators for many other commercial<br />
activities as well as establishing companies and providing a high<br />
quality commercial and technical infrastructure. SIG Wien is endeavouring<br />
to attain a position as an enabler of innovations in Vienna and

haben. Das SIG Wien ist bestrebt eine Positionierung als »enabler«<br />
von Innovationen in Wien <strong>und</strong> die verstärkte strategische Einbettung<br />
des SIG in gelebte regionale Partnerschaften zu erreichen. In diesem<br />
Zusammenhang werden Projekte entwickelt deren Ziel es ist, in der<br />
Region vorhandene Ressourcen <strong>und</strong> Kompetenzen im Bereich des<br />
Innovationsmanagement bzw. der Innovationsüberleitung den kleinen<br />
<strong>und</strong> mittleren Unternehmen <strong>und</strong> Interessenten des SIG in einem<br />
integrierten Ansatz verfügbar zu machen bzw. Hemmschwellen abzubauen,<br />
diese zu nutzen. Es gilt das vorhandene Innovations- <strong>und</strong> Ideenpotential<br />
zu einer faktischen <strong>und</strong> zeiteffizienten Umsetzung zu bringen.<br />
Mit diesen <strong>und</strong> ähnlichen Projekten kann ein Gründer- <strong>und</strong> Technologiezentrum<br />
seinem Anspruch als regionaler Katalysator für Unternehmensneugründungen<br />
<strong>und</strong> Innovationsvorhaben in einem qualitativ<br />
stärkeren Ausmaß gerecht werden, indem es als Drehscheibe <strong>und</strong><br />
Koordinationsstelle für alle jene Einrichtungen <strong>und</strong> Experten fungiert,<br />
die Kompetenzträger im Bereich des Innovationsmanagement – sei<br />
es auf betriebswirtschaftlicher oder technisch/branchenspezifischer<br />
Ebene sind.<br />
Die Simmeringer Innovations- <strong>und</strong> Gründerzentrum Management<br />
<strong>GmbH</strong> ist die Betreibergesellschaft des SIG Wien. Das SIG ist im<br />
weitesten Sinn die Nachfolgergesellschaft der »Job Creation«, welche<br />
in Österreich 1985 von der Job Creation Overseas (UK) gegründet<br />
wurde, mit dem Ziel Innovations- <strong>und</strong> Gründerzentren (»enterprise<br />
centers«) in Österreich <strong>und</strong> benachbarten Ländern zu planen <strong>und</strong> zu<br />
betreiben. Die Gruppe war in mehr als zehn Ländern in Europa <strong>und</strong><br />
USA tätig <strong>und</strong> konnte bereits zu diesem Zeitpunkt auf eine mehrjährige<br />
Erfahrung in der Errichtung von »enterprise centers« im<br />
Rahmen von arbeitsplatzschaffenden Programmen zurückgreifen. In<br />
diesem Zusammenhang sei erwähnt, dass das Phänomen »Innovation«<br />
vielschichtig ist, dass aber jeder Technologietransfer <strong>und</strong><br />
ähnliche Projekte zum Scheitern verurteilt sind, wenn unternehmerische<br />
Fähigkeiten nicht stärker die Norm werden als dies derzeit der<br />
Fall ist. Gr<strong>und</strong> genug, Gründer- <strong>und</strong> Technologiezentren besonders<br />
zu fördern <strong>und</strong> zwar in Form von »private public partnerships«, denn<br />
eines hat die Erfahrung der letzten Jahre gezeigt: ohne staatliche<br />
Beihilfen sind Gründer- <strong>und</strong> Technologiezentren nicht zu führen, wenn<br />
auch die unternehmerischen Fähigkeiten des Managements einer<br />

In this context, projects are being developed with the aim of making<br />
the existing resources and skills in the area of innovations management<br />
and innovations connections available to SMEs and interested<br />
members of SIG in an integrated approach and to bulldoze any inhibitions<br />
about using these. What is needed is to implement the<br />
potential for innovation and ideas which already exists, give it substance<br />
and make it time-efficient.<br />
With this and other similar projects, a technology and new business<br />
centre can do greater justice (in terms of quality) to its claim to be a<br />
regional catalyst for the setting up of new businesses and innovative<br />
projects by functioning as a nerve centre and co-ordination point for<br />
all the institutions and experts who are competent in the field of<br />
innovations management – whether at the business management or<br />
technical/sector-specific level.<br />
The company which runs SIG Wien is Simmeringer Innovations- <strong>und</strong><br />
Gruenderzentrum Management <strong>GmbH</strong>. SIG is in the broadest sense<br />
the successor to “Job Creation” which was fo<strong>und</strong>ed in Austria by Job<br />
Creation Overseas (UK) in 1985 with the aim of planning and operating<br />
innovations and new business centres (“enterprise centres”) in<br />
Austria and the neighbouring states. The group was active in more<br />
than ten countries in Europe and also in the USA, and at that time<br />
could already fall back on several years’ experience in the building of<br />
“enterprise centres” within the framework of job creation schemes.<br />
In this context it should be mentioned that the phenomena of “innovation”<br />
has many facets, but that all technology transfers and other<br />
similar projects are doomed to failure if entrepreneurial capabilities<br />
do not become the norm more than is the case at present. Reason<br />
enough for supporting new business and technology centres in particular,<br />
in the form of “Public Private Partnerships” – for the experience<br />
of the past few years has demonstrated one thing: without help<br />
from the state it is impossible to run new business and technology centres,<br />
even if the entrepreneurial abilities of the management of a<br />

InnoKolleg<br />
Das Netzwerk der Innovationszentren in der Berliner Region<br />
Berlin <strong>und</strong> sein unmittelbares Umfeld im Land Brandenburg besitzen<br />
ein enormes Innovationspotenzial. Ein Zeichen dafür ist neben den<br />
vielen Universitäten <strong>und</strong> Fachhochschulen die große Anzahl von Innovations-,<br />
Technologie- <strong>und</strong> Gründerzentren sowie Innovations- <strong>und</strong><br />
Technologieparks, kurz Innovationszentren. Sie schaffen für neue,<br />
junge <strong>und</strong> auch etablierte Unternehmen die günstigen Rahmenbedingungen,<br />
die sie zur Umsetzung von Ergebnissen aus der Forschung<br />
in marktfähige Produkte benötigen. Sie sind letztlich Instrumente<br />
regionaler Wirtschaftsförderung.<br />
Vor mehr als 10 Jahren ging vom Innovations-Zentrum Berlin Management<br />
<strong>GmbH</strong>, der Betreibergesellschaft des ältesten deutschen Innovations-<br />
<strong>und</strong> Gründerzentrums, dem BIG im Wedding, die Initiative zur<br />
Schaffung eines informellen Gesprächskreises, dem Innokolleg, aus.<br />
Seit dem verfügen die Zentren in Berlin <strong>und</strong> Umland über eine Plattform<br />
zum Erfahrungsaustausch zum Aufbau, Betrieb <strong>und</strong> Entwicklung<br />
ihrer Innovationszentren, zur Kontaktpflege <strong>und</strong> deren Ausbau, zu<br />
strategischen Fragen u.ä. Es geht vor allem darum, Erfahrungen aus<br />
dem alltäglichen Leben eines Innovationszentrums den Teilnehmern<br />
zugänglich zu machen <strong>und</strong> ggf. zu verallgemeinern. Eng damit verb<strong>und</strong>en<br />
ist die Meinungsbildung zu Fragen der Innovationspolitik <strong>und</strong><br />
der Gründerförderung in der Region gegenüber Politik <strong>und</strong> Verwaltung.<br />
Diese Plattform ist offen nicht nur für die Leiter der Zentren in dieser<br />
Region, sondern auch für Partner der Zentren aus der Verwaltung.<br />
So sind hier regelmäßig auch die entsprechenden Mitarbeiter der Berliner<br />
Senatsverwaltung für Wirtschaft <strong>und</strong> des entsprechenden Ministeriums<br />
für Wirtschaft des Landes Brandenburg präsent.Wesentlich ist<br />
der informelle Charakter des InnoKolleg, der von den Prinzipien partnerschaftlicher<br />
Kooperativität <strong>und</strong> Freiwilligkeit gekennzeichnet ist. Dies<br />
fördert den kooperativen Geist der Zusammenarbeit der Innovationszentren<br />
als Gr<strong>und</strong>lage der Erfüllung ihrer wirtschaftsfördernden Aufgabe<br />
zur Unterstützung junger Unternehmen. Mit seinen gegenwärtig<br />
26 Teilnehmern ist das InnoKolleg so in der Region eines der<br />
kompaktesten Netzwerke der Innovationszentren zur Unterstützung<br />

The network of innovations centres in the Berlin region<br />
Berlin and the area of Brandenburg directly aro<strong>und</strong> the city have<br />
enormous potential for innovation. Apart from the many universities<br />
and colleges of higher education, one sign of this is the large number<br />
of innovation, technology and new business centres as well as<br />
innovation and technology parks: in short, innovations centres. They<br />
create the very favourable conditions that not only new, young businesses<br />
but also established companies need in order to turn the<br />
results of their research into marketable products. Ultimately they<br />
are instruments of support for the regional economy.<br />
More than ten years ago, Innovations-Zentrum Berlin Management<br />
<strong>GmbH</strong> – the company behind the oldest innovation and new business<br />
centre in Germany, the BIG in Wedding – initiated the formation of<br />
an informal discussion group, the Innokolleg.<br />
Since that time the centres in Berlin and the surro<strong>und</strong>ing area have<br />
had a platform for the exchange of practical knowledge and experience<br />
regarding the set-up, operation and development of their<br />
innovations centres, for maintaining contacts and making new ones,<br />
for discussing questions of strategy, etc. Above all the aim is to make<br />
experiences from the day-to-day life of an innovations centre easily<br />
accessible to the members of the group and, if appropriate, to<br />
generalise these. Closely linked to this is the formation of opinion on<br />
questions of innovations policy and support for the fo<strong>und</strong>ers of new<br />
businesses in the region among politicians and the government.<br />
This platform is open not only to the managers of the centres in this<br />
region but also to the centres’ partners from government. As a<br />
result, you will also find the appropriate employees from the Berlin<br />
Senate’s Economic Affairs Division and the equivalent Ministry of<br />
Economic Affairs of the State of Brandenburg present on a regular<br />
basis. One important feature is the informal nature of the InnoKolleg,<br />
which is characterised by the principles of co-operation in partnership<br />
and the voluntary nature of the group. This promotes the cooperative<br />
character of the collaboration between the innovations<br />
centres as the basis on which they carry out their task of stimulating<br />
the economy and supporting young companies. With 28 members at<br />
present, the InnoKolleg is one of the innovations centres’ most compact<br />
networks in the region for the support of young, innovative companies<br />

Angebote zur Schaffung von Eigentum im IPW<br />
Proposals for purchasing commercial real estate at the IPW<br />
Liquidität, Eigenkapitalrendite, Risikobegrenzung <strong>und</strong> Flexibilität<br />
haben für jeden Unternehmer größte Bedeutung. Und spätestens seit<br />
Basel II steht besonders die Stärkung der Eigenkapitalbasis für viele<br />
kleine <strong>und</strong> mittlere Unternehmen im Mittelpunkt, auch wenn die<br />
Eigenkapitalanforderungen für Kredite an kleine Unternehmen mit<br />
bis zu einer Million Euro weiterhin bonitätsunabhängig festgelegt<br />
werden. Es bleibt gerade für die kleinen <strong>und</strong> mittleren technologieorientierten<br />
Unternehmen (toU) existenziell, so wenig Fremdkapital<br />
wie möglich in Immobilien geb<strong>und</strong>en zu halten um die nötige Kapitalbasis<br />
für technologisch notwendige Investitionen zu sichern. Hier<br />
greift das wirtschaftsfördernde Angebot des Landes Berlin zur<br />
Errichtung des eigenen Unternehmensstandortes im <strong>Innovationspark</strong><br />
Wuhlheide auf der Gr<strong>und</strong>lage eines Erbbaurechtes über 99 Jahre.<br />
Kombiniert mit einer möglichen Förderung der Baumaßnahmen von<br />
toU soll <strong>und</strong> kann es diese in die Lage versetzen, entsprechend freie<br />
oder aufgenommene Mittel für Investitionen in technologisch wichtige<br />
Anlagen, neue Arbeitsplätze oder auch die Qualifizierung ihres<br />
Personals zu verwenden.<br />
Im Ergebnis der konzeptionellen Arbeiten zur städtebaulichen Entwicklung<br />
des Campus wird eine breite Palette von unterschiedliche<br />
Bedürfnisse berücksichtigende Investitionsflächen (die alle auch<br />
käuflich erworben werden können) ausgewiesen. Bereits zwei Unternehmen<br />
nahmen das Angebot an (siehe Folgebeiträge) <strong>und</strong> in den<br />
kommenden Monaten werden weitere potentielle Bauflächen, gemäß<br />
nebenstehendem Überblick zum Flächenangebot systematisch aufbereitet<br />
<strong>und</strong> angeboten:<br />

Liquidity, return on equity, risk limitation and flexibility are very<br />
important for any business. And at least since the Basel II Accord,<br />
many small and medium-sized companies have focused on strengthening<br />
their equity capital base even though equity capital requirements<br />
for credit to small companies with up to EUR 1 million are<br />
continuing to be established regardless of the company’s credit<br />
rating. Therefore, it is critical to the existence of small and mediumsized<br />
technology-oriented companies (toC) to keep as little outside<br />
capital as possible tied up in real estate in order to assure the<br />
necessary capital base for technologically necessary investments.<br />
This is where the state of Berlin' economy-stimulating proposal to<br />
build its own corporate campus at the Wuhlheide Innovation Park on<br />
the basis of a 99-year heritable right to build comes in. Combined with<br />
possible sponsorship for technology-oriented company building projects,<br />
this proposal will make it possible for such companies to utilize<br />
available or borrowed f<strong>und</strong>s for investments in technologically<br />
important plants, additional new jobs or further training of their<br />
employees.<br />
The conceptual work on the urban development of the campus has<br />
indicated a broad range of types of commercial spaces that will<br />
take into account varying needs (all of which can also be acquired as<br />
a purchase). Two companies have already accepted the proposal (see<br />
subsequent contributions) and, in the next few months, will systematically<br />
prepare and recommend additional potential building areas in<br />

Model corporate development in IPW: CrysTec <strong>GmbH</strong> Kristalltechnologie<br />
has gone from being a tenant to a property owner and<br />
is constructing a prominent new building.<br />
Wenn Technologie-Firmen in der Nische ihren Markt gef<strong>und</strong>en haben<br />
<strong>und</strong> der Absatz kontinuierlich oder gar sprunghaft wächst, werden in<br />
der Regel die Räumlichkeiten der Start-Phase zu klein. Die Anmietung<br />
weiterer Räume am Standort oder der Umzug an eine neue<br />
Lokation sind die häufigsten Konsequenzen. Im <strong>Innovationspark</strong><br />
Wuhlheide wurde im Fall CrysTec Kristalltechnologie <strong>GmbH</strong> ein neuer<br />
Weg beschritten. In beispielhafter Zusammenarbeit mit dem Bezirk<br />
Köpenick-Treptow <strong>und</strong> dem IPW-Management IMG konnte CrysTec<br />
erstmals eine Fläche des <strong>Innovationspark</strong>s in Erbbaupacht erwerben<br />
<strong>und</strong> dort ein eigenes Gebäude als neuen Firmensitz errichten.<br />
Halbleiter-Fortschritte der Mikroelekronik treiben in der Informations<strong>und</strong><br />
Kommunikationstechnik Miniaturisierung <strong>und</strong> Leistungssteigerung<br />
ständig voran. Doch die dynamische Entwicklung der integrierten<br />
Schaltkreise <strong>und</strong> Speicherchips wäre nicht möglich ohne die »materielle<br />
Basis«, auf denen die Halbleiterbahnen beruhen: die kristallinen<br />
Substrate, auf denen die leitfähigen Strukturen aufgebracht werden.<br />
Eine der wenigen Spezialfirmen in Deutschland zur Herstellung derartiger<br />
Substrate ist die CrysTec <strong>GmbH</strong> Kristalltechnologie, deren<br />
Firmenneubau derzeit das jüngste Gebäude im <strong>Innovationspark</strong> Wuhlheide<br />
(IPW) darstellt.<br />
»Wir sind im breiten Sinn ein flexibler Materialdienstleister für den<br />
weltweiten Forschungsmarkt, vor allem für die angewandte Industrieforschung«,<br />
umreißt Gründer <strong>und</strong> Geschäftsführer Knut Peters das<br />
Firmenprofil. Die CrysTec <strong>GmbH</strong> ist Lieferant für ein breites Spektrum<br />
von Einkristallen, insbesondere von oxidischen Substraten für<br />
epitaktische Abscheidung von supraleitenden Filmen, ferromagnetischen-<br />
<strong>und</strong> metallischen Schichten sowie nunmehr auch von<br />
Schichten zur Produktion von blauen LED´s oder blauen Lasern. Der<br />
Handel mit großindustriell hergestellten Halbleiterwafern für die universitäre<br />
Forschung sowie die Herstellung von planoptischen Komponenten<br />
komplettieren das Produktprogramm. »Unser Unternehmen«,<br />
erläutert Peters weiter, »verfügt über eine technische Ausrüstung,<br />
zu der das hochgenaue röntgenografisch orientierte Trennen<br />
von Kristallen, das Formatieren der Kristallplatten, das Läppen <strong>und</strong><br />
Polieren in optischer <strong>und</strong> Waferqualität <strong>und</strong> eine leistungsfähige<br />
Oberflächenmesstechnik gehören«. Die CrysTec-Kompetenz in der<br />
Bearbeitung kristalliner Materialien reicht zurück bis in die<br />
Forschungsarbeit des früheren DDR-Werks für Fernsehelektronik<br />
When technology companies find their niche in the market and their<br />
sales enjoy constant or even dramatic growth, they usually outgrow<br />
their initial office space. Leasing additional commercial space in the<br />
building or moving to a new location are frequently the next steps.<br />
At the Wuhlheide Innovation Park, CrysTec Kristalltechnologie <strong>GmbH</strong><br />
has embarked on a different path. In exemplary cooperation with the<br />
Köpenick-Treptow district office and the IPW Management IMG, Crys-<br />
Tec was able to purchase its own commercial space from the Innovation<br />
Park and there build its own building as its new corporate headquarters.<br />
Semiconductor advances in microelectronic engineering have constantly<br />
driven miniaturization and increased performance in information<br />
and communications technology. Still, the dynamic development<br />
of integrated circuits and storage chips would not be possible without<br />
the “material base” on which semiconductor paths are based: The<br />
crystalline substrate on which the conductive structures are attached.<br />
One of the few specialized companies in Germany that produces such<br />
a substrate is CrysTec <strong>GmbH</strong> Kristalltechnologie, whose new corporate<br />
headquarters represents the newest addition to the Wuhlheide<br />
Innovation Park (IPW).<br />
“In a broad sense, we are a flexible materials supplier for the global<br />
research market, primarily in applied industry research,” is how fo<strong>und</strong>er<br />
and CEO Knut Peters describes his company. CrysTec <strong>GmbH</strong> supplies<br />
a broad range of monocrystals, especially oxidic substrates for<br />
epitaxial separation of superconductive thin films, ferromagnetic and<br />
metallic films as well as films for the production of blue LED´s or blue<br />
lasers. The sale of large-scale industrial semiconductor wafers for<br />
universal research as well as the production of planoptic components<br />
complete the company's line of products. “Our company,” Peters<br />
continues to explain “has very high precision technical equipment,<br />
such as X-ray machines for separating crystals, machines for sizing<br />
crystal plates, machines for lapping and polishing materials to a<br />
specified optical and wafer quality plus highly sufficient surface<br />
measuring instrumentation.”<br />
The CrysTec’s expertise in the processing of crystalline materials can<br />
be traced back to the research work performed by the former GDR<br />
factory for television electronics (WF) in the town of Oberschöneweide.<br />
Along with four other colleagues, Peters, who has a degree in<br />
crystallography, fo<strong>und</strong>ed the company and established it in its
(WF) in Oberschöneweide. Mit vier weiteren Kollegen gründete Dipl.-<br />
Kristallograph Peters 1995 im <strong>Innovationspark</strong> Wuhlheide das Unternehmen<br />
in seiner heutigen Form. Inzwischen hat es 15 Mitarbeiter<br />
<strong>und</strong> setzte 2002 r<strong>und</strong> 1,8 Mio Euro um. Die K<strong>und</strong>en kommen in wachsendem<br />
Maße aus dem Ausland; schon jetzt erzielt CrysTec mehr als<br />
die Hälfte seines Umsatzes über den Export. Die Krise der Chip-<br />
Branche in den letzten Jahren hat CrysTec durch Diversifizierung<br />
gemeistert. »Die Vielfalt der Produkte hält für uns den Markt stabil«,<br />
erklärt Peters. Überdies liegt der Kern der Wertschöpfung weniger in<br />
der Menge als in der Art des verarbeiteten Materials. Hinzu kommt,<br />
dass durch immer neue Einsatzbereiche für Hightech-Kristalle der<br />
Markt ständig wächst.<br />
An die 40 chemischen Verbindungen kann CrysTec zu Substraten verarbeiten.<br />
Gute Kontakte bestehen zum Institut für Kristallzüchtung,<br />
wo das Wuhlheider Unternehmen die Prototypen einiger neuartiger<br />
Materialien züchten lässt. Auch zu Dünnschicht-Zentren in Berlin hält<br />
man Verbindung, wie dem Ferdinand-Braun-Institut (FBH), dem Hahn-<br />
Meitner-Institut (HMI), dem Heinrich-Hertz-Institut (HHI) sowie der<br />
Freien <strong>und</strong> der Technischen Universität Berlin. Im <strong>Innovationspark</strong><br />
Wuhlheide selbst haben sich Kooperationen mit den Firmen OUT,<br />
micro resist technology, <strong>und</strong> Epigap ergeben.<br />
Ihr neues Firmengebäude, errichtet in der Form des gewinkelten Crys-<br />
Tec-Logos, haben Peters <strong>und</strong> seine Mitarbeiter im Januar 2002 in Betrieb<br />
genommen. »Vorher waren wir auf 300 Quadratmeter Mietfläche doch<br />
recht beengt gewesen«, berichtet der Geschäftsführer. Die dortigen<br />
technischen Arbeitsmöglichkeiten erwiesen sich für die expandierende<br />
Firma immer mehr als limitierender Faktor. So wurde der Plan eines<br />
Neubaus ins Auge gefasst, dessen 800 qm Nutzfläche von Anbeginn<br />
an auf die technologischen Abläufe der Kristallproduktion zugeschnitten<br />
waren. Die Baukosten beliefen sich auf 500.000 Euro.<br />
»Die Realisierung ist aus unserer Sicht sehr positiv verlaufen«, stellt<br />
CrysTec-Chef Peters rückblickend fest. Vom Park-Management IMG<br />
konnten mehrere Flächen zur Auswahl vorgeschlagen werden.<br />
Gewählt wurde der Standort gegenüber dem Manfred-von-Ardenne-<br />
Gewerbezentrum. »Das Bauvorhaben ging schnell <strong>und</strong> unbürokratisch<br />
über die Bühne«, lobt Peters <strong>und</strong> hebt die gute Zusammenarbeit<br />
mit der Baubehörde des Bezirks hervor.<br />
»Jetzt ist CrysTec quasi Eigentümer im Campus, was eine neue<br />
Sonderform der Nutzung darstellt«, ergänzt Marion Kohlenbach vom<br />
IPW-Management IMG. »Auf diese Weise können wir dazu beitragen,<br />
dass sich Unternehmen in der Wachstumsphase ungehindert entwickeln<br />
können, die Entwicklung zugleich mit einer Eigentumsbildung<br />
einhergeht <strong>und</strong> die Firmen dem Standort erhalten bleiben«. Nach<br />
dem Erfolg des CrysTec-»Piloten« soll diese Form der Unternehmens-<br />
Ansiedelung in Wuhlheide in weiteren Fällen praktiziert werden.<br />

it now has 15 employees and in 2002 recorded sales of approx.<br />
EUR 1.8 million. Its customers are coming increasingly from abroad<br />
and already CrysTec earns more than half of its sales from export.<br />
CyrsTech has overcome the crisis in the semiconductor industry over<br />
the last few years by diversifying. “Our diverse product line has kept<br />
the market stable for us,” explains Peters. In addition, the core of our<br />
value added lies less in the volume than in the way the materials are<br />
processed. Also, the market is always growing because new applications<br />
for high tech crystals are constantly emerging.<br />
CrysTec can process 40 chemical compo<strong>und</strong>s into substrates. The<br />
company has good contact with the Institut für Kristallzüchtung<br />
(Institute for Crystal Growing) where the Wuhlheider company grows<br />
the prototypes of several new types of materials. It also has a cooperative<br />
relationship to the thin film centers in Berlin, such as the<br />
Ferdinand-Braun-Institut (FBH), the Hahn-Meitner-Institut (HMI), the<br />
Heinrich-Hertz-Institut (HHI) as well as the Free and the Technical<br />
Universities of Berlin. At the Wuhlheide Innovation Park itself, cooperative<br />
relationships have been established with the companies OUT,<br />
micro resist technology and Epigap.<br />
Peters and his employees began operations in their new corporate<br />
location, which is built in the shape of the angled CrysTec-Logo, in<br />
January 2002. “Before, we were really cramped into 300 square<br />
meters of rented commercial space,” describes the CEO. The technical<br />
working options there proved to be a an increasingly limiting<br />
factor for the expanding company. Thus began a plan to build a new<br />
building whose 800 qm of commercial space would be customized<br />
to the technological sequences of crystal production right from the<br />
start. The new building cost EUR 500,000.<br />
“In our opinion, the whole thing went very well,” says CrysTec head<br />
Peters as he looks back on it. The IMG Park Management proposed<br />
numerous commercial areas for us to select. We ended up choosing<br />
a location right across from the Manfred-von-Ardenne Commercial<br />
Center. “The building process went quickly and without a lot of red<br />
tape,” praised Peters who also emphasized the excellent cooperation<br />
with the local district’s building authorities.<br />
“Now CrysTec is a property owner on campus, as it were, which<br />
represents a new special form of utilization,” explains Marion Kohlenbach<br />
from IPW-Management IMG. “In this way, we are able to help<br />
companies in their growth phase to expand and develop unhindered<br />
by combining development with the acquisition of real estate, thereby<br />
keeping companies on location.” After the success of the CrysTec<br />
“pilot program,” this form of finding a home for companies at Wuhlheide<br />

FUGON baut sich einen neuen Firmensitz im IPW<br />
Von Optimismus geprägt ist die Stimmungslage bei FUGON, der<br />
Gesellschaft für Funkkommunikation <strong>und</strong> Goniometrie mbH. »Wir<br />
sehen sehr zuversichtlich in die Zukunft«, erklärt Geschäftsführer<br />
Dipl. Ing. Ulrich Franke. Das liegt nicht nur in der guten Auftragslage<br />
<strong>und</strong> dem kontinuierlichen Wachstum des Unternehmens begründet.<br />
Sondern auch in dem Großvorhaben, für das in diesem Jahr der erste<br />
Spatenstich gesetzt wird: Der Neubau des Unternehmenssitzes auf<br />
dem Gelände des <strong>Innovationspark</strong>s Wuhlheide.<br />
Geschäftsgegenstand der FUGON <strong>GmbH</strong> ist Forschung <strong>und</strong> Entwicklung<br />
im Bereich Funk-, Kommunikations- <strong>und</strong> Messtechnik bis hin zur<br />
Fertigung von Prototypen <strong>und</strong> Kleinserien sowie der Vertrieb von<br />
Eigenprodukten im Bereich der Verkehrstelematik, Fahrzeugortung<br />
<strong>und</strong> Flottenmanagement. Die Firma verfügt über messtechnisch sehr<br />
gut ausgerüstete Entwicklungslabors, ein eigenes EMV-Labor <strong>und</strong> ein<br />
Antennen-Meßgelände.<br />
Im Februar 1992 als Ausgründung aus dem ehemaligen Funkwerk<br />
Köpenick entstanden, umfasst das Unternehmen heute 22 Mitarbeiter,<br />
darunter 15 Ingenieure. Im Jahr 2002 wurde ein Umsatz von 1,2 Mio Euro<br />
erzielt.<br />
Hauptk<strong>und</strong>en für den Bereich Verkehrstelematik sind Behörden <strong>und</strong><br />
Organisationen mit erhöhtem Sicherheitsbedarf (BOS). »Für Unternehmen<br />
der Messtechnik, des Maschinen- <strong>und</strong> Anlagenbaus sind wir<br />
als Komponentenentwickler <strong>und</strong> Zulieferer tätig <strong>und</strong> stellen noch<br />
keine eigenen Produkte her«, erläutert Franke. Unter anderem realisiert<br />
das Unternehmen GPS-Flottenmanagement-Systemlösungen für<br />
Speditionen <strong>und</strong> artverwandte Betreiber von Fahrzeugflotten.<br />
»Wir haben einen sehr hohen FuE-Anteil«, unterstreicht Franke die<br />
innovative Ausrichtung des Unternehmens. Anfang des Jahres 2003 wurden<br />
zwei neue Entwicklungs-Ingenieure eingestellt. »Das wichtigste«,<br />
betonte der FUGON-Geschäftsführer, »ist unser technologischer Vorsprung<br />
<strong>und</strong> die Bereitschaft, unsere Systeme auf den Bedarf unserer<br />
K<strong>und</strong>en zuzuschneidern«.<br />
Um diesen Vorsprung weiter zu halten <strong>und</strong> noch auszubauen, beginnt<br />
das Unternehmen in diesem Jahr mit der Errichtung eines Neubaus.<br />
»Für unsere Entwicklungstätigkeit sind kurze Wege <strong>und</strong> intensive<br />
Kommunikation im Haus ganz wesentlich«, erläutert Franke einen<br />
Baugr<strong>und</strong>. »Der direkte <strong>und</strong> rege Kontakt zwischen den Mitarbeitern<br />
ist für eine kreative Atmosphäre unabdingbar«. Weitere Vorteile des<br />
Neubaus, der in Nachbarschaft zum CrysTec-Firmengebäude entsteht,<br />
ist eine vergrößerter Fertigungsbereich <strong>und</strong> verbesserte<br />
Präsentationsräume. Die Fertigstellung des FUGON-Neubaus, für dessen<br />
Finanzierung eine 25-prozentige GA-Förderung (Gemeinschaftsaufgabe<br />
Verbesserung der regionalen Wirtschaftsstruktur) beantragt<br />
wurden, ist für den Sommer 2004 geplant.<br />

FUGON builds its new corporate headquarters at the IPW<br />
Optimism describes the mood at FUGON, the company for radio<br />
communication and goniometry mbH. “We are very confident about<br />
the future,” explains CEO Ulrich Franke, chartered engineer. The<br />
company’s optimism is not only fo<strong>und</strong>ed on the excellent flow of<br />
incoming orders and the continual growth of the company, but also<br />
on the large-scale plan that was put into motion this year with the<br />
first cut with a spade: The construction of a new building to house the<br />
company’s corporate headquarters on the gro<strong>und</strong>s of the Wuhlheide<br />
Innovation Park.<br />
FUGON’s business activities range from research and development in<br />
the field of radio, communications and measuring and instrumentation<br />
technology to the manufacture of prototypes and limited lot productions<br />
as well as the sale of company products in the field of traffic<br />
telematics, vehicle navigation and fleet management. The company's<br />
labs are very well equipped with measuring and instrumentation<br />
devices. It also has its own EMC lab and an antenna test site.<br />
Fo<strong>und</strong>ed in February 1992 after the dissolution of the former Funkwerk<br />
Köpenick, the company now has 22 employees, 15 of whom are<br />
engineers. The company recorded sales of EUR 1.2 million in 2002.<br />
Its main customers in the field of traffic telematics are government<br />
agencies and organizations with increased safety needs (BOS). “We<br />
work as a component developer and supplier for companies involved<br />
in metrology, mechanical and plant engineering. We do not manufacture<br />
our own products,” explains Franke. Among other things, the<br />
company develops system solutions for GPS fleet management for<br />
forwarding companies and related operators of vehicle fleets.<br />
“We also do a great deal of research and development,” says Franke<br />
of the company’s innovative activities. At the beginning of 2003, we<br />
hired two new R+D engineers. “The most important thing,” stressed<br />
the FUGON CEO “is our technological advance and our willingness to<br />
customize our systems to meet the needs of our customers.”<br />
In order to continue to maintain this lead and to increase it, the company<br />
has begun construction of a new building. “For our R+D activities,<br />
short distances and intense communication in house are essential,”says<br />
Franke of one of the reasons for the new building. “Lively and active<br />
contact between employees is critical for a creative working environment.”<br />
Additional advantages of the new building that is located near<br />
the new CrysTec corporate headquarters is a larger manufacturing<br />
area and better conference and presentation rooms. Completion of<br />
the new FUGON building is scheduled for summer 2004. The company<br />
partially financed the building by applying for a 25% Gemeinschaftsaufgabe<br />
grant (GA = joint projects between federal and state governments<br />
for improving the regional economic structure).<br />

Digitale Beweissicherung im Bauprojekt<br />
Digital conservation of evidence in building projects<br />
claimsoft AG hat eine neue Sicherheits-Software entwickelt, die<br />
Gerichts-Prozesse entscheiden kann.<br />
Bauherren wissen es: Kein Neubau wird ohne Streß <strong>und</strong> häufig<br />
genug auch nicht ohne Streit errichtet. Wenn Baumängel <strong>und</strong> ihre<br />
kostspielige Beseitigung aber die Gerichte beschäftigen, ist vor<br />
allem eine gute Beweislage gefragt. Für dieses Problem hat jetzt das<br />
junge Software-Unternehmen claimsoft AG eine Lösung entwickelt:<br />
Proof-It ist ein neuartiges Produkt, welches auf leicht verständliche<br />
Weise die Aufgabenschwerpunkte Dokumentenspeicherung <strong>und</strong><br />
Beweissicherung mit Hilfe unveränderbarer Digital-Fotos kombiniert.<br />
Einmal in Proof-It erfasste Dokumente <strong>und</strong> Fotografien können über<br />
das Internet mit einem Zeitstempel versehen werden. Weil nachträgliche<br />
Veränderungen sofort erkannt werden können, gelten derartig<br />
gesicherte Fotos <strong>und</strong> Dokumente als Beweismittel vor Gericht.<br />
Die Beweissicherungs-Software ist die erste ihrer Art <strong>und</strong> kommt im<br />
Juli 2003 auf den Markt. Die ersten Pilot-Versionen wurden schwerpunktmäßig<br />
in der Baubranche eingesetzt, wo die fotografische Dokumentation<br />
von Baufortschritten <strong>und</strong> Baustörungen (z.B. Baumängel)<br />
von großer Bedeutung ist. Der zukünftig Einsatz der Software in weiteren<br />
Branchen wie Gutachterwesen, öffentliche Verwaltungen etc.<br />
wird angestrebt.<br />
Bisher wird allerdings auf Baustellen vorwiegend noch mit herkömmlicher<br />
Fotografie gearbeitet, stellte Claimsoft-Gründer Stefan Flader<br />
vor einem Jahr als freiberuflicher Informatiker bei einem Auftrag für<br />
eine Ausbaufirma fest. »Die Anforderung war, dass das Unternehmen<br />
genau nachweisen wollte, welche seiner Arbeiten zu welchem Zeitpunkt<br />
ausgeführt waren«, erläutert Flader. So entsteht ein Berg von<br />
Dokumentationsfotos mit eindeutiger Datumsangabe, deren schiere<br />
Menge aber die Verwaltung problematisch macht. »Damals hatte ich<br />
die Idee, dass die Verwaltung von digitalen Fotos im PC wesentlich<br />
einfacher sein müsste«, berichtet Flader. Es fehlte nur noch der entscheidende<br />
Software-Kniff, um die PC-Fotos manipulationssicher zu<br />
machen. Die Geschäftsidee der Claimsoft AG war geboren.<br />
Im Juni 2002 wurde das Unternehmen gegründet, das inzwischen auf<br />
zehn Mitarbeiter angewachsen ist. »Wir werden auch rasch weiter<br />
expandieren, denn täglich erreichen uns neue K<strong>und</strong>enanforderungen<br />
zur Nutzung unserer Signaturtechnik die Dokumente gerichtsfest<br />
macht«, erklärt Flader.<br />
Ein Signaturgesetz regelt in der B<strong>und</strong>esrepublik den Umgang mit<br />
digitalen Dokumenten sowie ihre Verschlüsselung <strong>und</strong> die Hinterlegung<br />
der Schlüssel bei zertifizierten Dienstleistern (»Trust-Center«).<br />

Builders are well aware that no new building is ever constructed<br />
without there being stress or, as frequently happens, a dispute. But<br />
when courts are dealing with building faults and the expenses of<br />
putting these right, what they need more than anything is a solid<br />
body of evidence. Now the recently fo<strong>und</strong>ed software company<br />
claimsoft AG has developed a solution to this problem: Proof-It is a<br />
new type of product which combines the tasks of document storage<br />
and conservation of evidence in a way that is easy to <strong>und</strong>erstand,<br />
with the help of non-modifiable digital photos.<br />
Once documents and photographs have been recorded in Proof-It,<br />
they can be given a time stamp via the Internet. Because it is possible<br />
to see immediately if modifications are made at a later date, photos<br />
and documents secured in this way are admissible as evidence in a<br />
court of law.<br />
The conservation of evidence software is the first of its type and will<br />
be coming onto the market in July 2003. The first pilot versions were<br />
used principally in the building and construction trade, where photographic<br />
documentation of progress and hold-ups in construction<br />
work (e.g. faults in construction) is very important. The future aim is<br />
for the software to be used in other sectors such as surveying,<br />
municipal administration, etc.<br />
A year ago, while Stefan Flader, the fo<strong>und</strong>er of Claimsoft, was doing<br />
a job for an extension company as a freelance IT specialist, he discovered<br />
that conventional photography has mainly been used up to<br />
now on building sites and is still being used there. “What the company<br />
wanted was to have exact evidence of which of its jobs had been carried<br />
out on which date,” explains Flader. The result was a mountain<br />
of documentary photos with a clear date shown on them, but the<br />
sheer quantity made problems in managing these. “Then I had the<br />
idea that managing digital photos on a PC would be considerably<br />
easier,” says Flader. He just needed the crucial software trick to<br />
make the PC photos secure from manipulation. That was the birth of<br />
the business idea of Claimsoft AG.<br />
The company was fo<strong>und</strong>ed in June 2002 and has since grown to ten<br />
employees. “We’ll soon be expanding further: every day we get<br />
requests from new customers who want to use our signature technology<br />
which makes documents secure and acceptable as evidence in<br />
court,” says Flader. In the Federal Republic of Germany a Digital Signature<br />
Act regulates the use of digital documents and their encryp-

die Informationen über die neuen technischen Möglichkeiten sind<br />
immer noch sehr spärlich«, bedauert der Claimsoft-Chef. »Mit<br />
unserm Produkt, das in seiner Weise einzigartig ist, erschließen wir<br />
einen Markt, der eigentlich erst noch im Entstehen ist«. »Die rasante<br />
technologische Entwicklung bei der Herstellung <strong>und</strong> Versendung von<br />
digitalen Dokumenten <strong>und</strong> Bilddaten sowie die sich ergebenden<br />
Möglichkeiten durch das neue Telekommunikationssystem UMTS <strong>und</strong><br />
W-LAN werden in den nächsten Jahren völlig neue Geschäftsprozesse<br />
für die Beweissicherung <strong>und</strong> Dokumentation eröffnen«, ist sich Vorstand<br />
Flader sicher.<br />
»Dabei ist es unsere Philosophie, durch eine konsequente Dezentralität<br />
<strong>und</strong> Mobilität der Erfassung zusätzliche Verwaltungsaufgaben zu<br />
vermeiden«, erläutert Flader.<br />
Bei unterschiedlichen Bauprojekten wurde »Proof-It« bereits eingesetzt,<br />
überwiegend zur Beweissicherung für den Auftragnehmer. Zu<br />
den Projekten zählen Bauarbeiten an den Treptowers, der Britischen<br />
Botschaft Berlin <strong>und</strong> der Apostolischen Nuntiatur Deutschland sowie<br />
Bauten im Regierungsviertel wie die das Paul-Löbe-Haus <strong>und</strong> das<br />
Jakob-Kaiser Haus des Deutschen B<strong>und</strong>estages. Auch im »Heimspiel«<br />
kommt das claimsoft-Produkt zum Einsatz: im <strong>Innovationspark</strong> Wuhlheide<br />
werden die Bauarbeiten am Haus 11 auf diese Weise dokumentiert.<br />

The use of digital documents is spreading gradually too, “But the information<br />
available on the new technical possibilities is always sparse”,<br />
says the boss of Claimsoft with regret. “With our product, which is<br />
unique in its way, we are opening up a market which is really only in<br />
its infancy.”<br />

development of technology in the production and transmission of digital<br />
documents and image data and the possibilities which are arising<br />
as a result of the new UMTS and W-LAN telecommunications systems<br />
will open up completely new business procedures for the conservation<br />
of evidence and documentation in the next few years. At the<br />
same time our philosophy is to avoid additional management tasks by<br />
rigorous decentralisation and mobility of capture,” he explains.<br />
“Proof-It” has already been used in different building and construction<br />
projects, chiefly in order to conserve evidence on behalf of the<br />
contractor. The projects include construction work on the Treptowers,<br />
the British Embassy in Berlin and the Apostolic Nuntiate in Germany,<br />
as well as buildings in the government quarter such as the Paul-<br />
Loebe-Haus and the Jakob-Kaiser-Haus of the German B<strong>und</strong>estag.<br />
Claimsoft’s product has also been used in the “home game”: in Wuhlheide<br />

With these words of praise, the project manager of the internationally<br />
renowned Hamburg Institute of International Economics<br />
(HWWA) – previously regarded as a somewhat cautious man – was<br />
putting his neck right on the line. Recently, after less than two years<br />
of basic development followed by the implementation and system<br />
integration of the extremely comprehensive and complete HWWA<br />
library database, Max-Michael Wannags introduced the start of the<br />
internal/Internet-supported technical and information system known<br />
as IFIS. “For us as an information and research centre it’s not just<br />
the optimum solution but at the present time there’s nothing on the<br />
market to compare with it – particularly at this level of quality,” he<br />
explained with enthusiasm. The new editorial information and documentation<br />
system is said to run “reliably and smoothly”, as also does<br />

Of course the software developers from Köpenick are pleased to<br />
hear this message. As, since they began, the 20 specialists – IT service<br />
providers who are independent of any corporate group or manufacturers<br />
– have put their money “persistently and consistently on<br />
stable, innovative software communications solutions with long-term<br />
prospects”, as Managing Director Dr. Ing. Jürgen Wandrei describes<br />
the way things are from his point of view as an entrepreneur. The<br />
achievements of this prospering company extend from software<br />
maintenance on mainframe computers (e.g. Natural with Adabas)<br />
through the migration or development of existing solutions based on<br />
modern technology and databases (Java with Oracle) to the integration<br />
of existing systems so that the platforms overlap (Lotus Domino,<br />

Technology for the People<br />
Human Factors Consultants will die Schnittstelle zwischen Technik<br />
<strong>und</strong> Nutzern verbessern<br />
Viele Unfälle, gerade im Verkehrsbereich, sind auf »menschliches Versagen«<br />
zurückzuführen. Nicht die Technik war in diesen Fällen mangelhaft,<br />
sondern die Bedienung der Technik durch den Menschen. In<br />
diesem Bereich, der Schnittstelle von Mensch <strong>und</strong> Maschine, besitzt<br />
die junge Firma Human Factors Consultants <strong>GmbH</strong> (HFC) eine große<br />
Kompetenz. HFC berät unter anderem Automobil- <strong>und</strong> Flugzeughersteller<br />
bei der nutzergerechten Auslegung ihrer Technik.<br />
Technik muss sicher sein <strong>und</strong> nach Möglichkeit auch bedienungsfre<strong>und</strong>lich,<br />
ist die Devise des im November 2002 gegründeten Unternehmens,<br />
das seit Anfang 2003 im <strong>Innovationspark</strong> Wuhlheide ansässig<br />

der Sicht der Anwender«. Dabei geht es vor allem um neue technische<br />
Assistenzsysteme, die so konzipiert sein müssen, dass sie den Fahrer<br />
nicht durch komplizierte Bedienung von der Straße ablenken.<br />
Im Bereich der Sicherheitstechnik analysiert HFC den Ablauf von<br />
Unfällen unter Berücksichtigung menschlicher Faktoren <strong>und</strong> organisationsbedingter<br />
Einflüsse. »Gezieltes Sicherheitsmanagement nutzt<br />
vorhandene Erfahrungen, um Sicherheitskultur zu fördern«, erklärt<br />
Kolrep-Rometsch. »Wichtigstes Prinzip ist es, aus Erfahrungen zu lernen«<br />
Die Dienstleistungen von HFC richten sich an Entwickler <strong>und</strong> Hersteller<br />
technischer Geräte <strong>und</strong> Software, an Betreiber großtechnischer<br />
Anlagen, an Anbieter von Online-Diensten <strong>und</strong> E-Commerce.<br />
Zu den ersten K<strong>und</strong>en zählen Steyr-Daimler-Puch Fahrzeugtechnik,<br />
Frankfurt Flughafen/Main <strong>und</strong> die DFS Deutsche Flugsicherung.<br />
Firmengründer Harald Kolrep-Rometsch hat Psychologie, Informatik<br />
<strong>und</strong> Philosophie studiert <strong>und</strong> im Fachbereich Maschinenbau der TU<br />
Berlin promoviert. Als wissenschaftlicher Geschäftsführer war er am<br />
Aufbau des Zentrum Mensch-Maschine-Systeme der Technischen<br />
Universität Berlin beteiligt <strong>und</strong> führte Projekte zu neuen Systemen<br />
der Flugsicherung, der Sicherheit im Luftverkehr <strong>und</strong> der Gebrauchstauglichkeit<br />
von Internetseiten durch. An der TU Berlin bekleidete<br />
Kolrep-Rometsch ab 1997 auch für zwei Jahre das Amt des für<br />
Forschung zuständigen Vizepräsidenten.<br />
Mitgründer <strong>und</strong> zweiter HFC-Geschäftsführer ist Dr. Thomas Jürgensohn.<br />
Nach Auslandsaufenthalten in Südkorea <strong>und</strong> den USA habilitierte<br />
er 2002 im Fach Mensch-Maschine-Systeme an der TU Berlin.<br />
Die Auftragslage für das junge Unternehmen ist gut. Deshalb plant<br />
HFC, noch in diesem Jahr auf fünf Mitarbeiter zu expandieren.<br />

technology and users.<br />
Many accidents, particularly traffic accidents, are due to “human<br />
failure.” It wasn’t the technology that failed in these cases, rather the<br />
operation of the technology by the human user. In this field, the interface<br />
between man and machine, the young company Human Factors<br />
Consultants <strong>GmbH</strong> (HFC) possesses great expertise and competence.<br />
HFC provides consulting services to automobile and airplane manufacturers<br />
for user-friendly design and installation of their technology.<br />
Technology must be safe and, if possible, user-friendly. This is the<br />
mission of the company fo<strong>und</strong>ed in November 2002 and located at<br />
the Wuhlheide Innovation Park since the beginning of 2003. “The<br />
basis of our consulting services is to determine the purpose of the<br />
software used, meaning the task that is supposed to be completed<br />
as a result of the cooperation between man and technology,” explains<br />
company fo<strong>und</strong>er Dr. Harald Kolrep-Rometsch, who comes from the<br />
Technical University of Berlin. “We examine the usability and the<br />
comprehensibility from the user’s view point.” This has primarily to<br />
do with new technical assistance systems that must be designed in<br />
such a way that the driver is not distracted from the road due the<br />
system being complicated to operate.<br />
In the area of safety engineering and technology, HFC analyzes the<br />
sequence of accidents taking into consideration the human factors<br />
and organization-related influences. “Targeted safety management<br />
benefits from previous experiences in order to promote a culture of<br />
safety,” explains Kolrep-Rometsch. “The most important principle is<br />
to learn from experience.” The services of HFC are geared toward<br />
the developers and manufacturers of technical devices and systems,<br />
operators of large-scale technical systems and suppliers of online<br />
services and E-commerce. Some of the company's first customers<br />
include Steyr-Daimler-Puch Fahrzeugtechnik, Frankfurt Flughafen/<br />
Main and the DFS Deutsche Flugsicherung.<br />
Company fo<strong>und</strong>er Harald Kolrep-Rometsch studied psychology, computer<br />
science and philosophy and received his doctorate in mechanical<br />
engineering from the Technical University Berlin. As scientist and<br />
CEO, he was involved in the establishment of the Center for Man and<br />
Machine at the Technical University of Berlin (Zentrum Mensch-<br />
Maschine-Systeme der Technischen Universität Berlin) and managed<br />
projects on new air-traffic control. Beginning in 1997, Kolrep-Rometsch<br />
wore the robes of vice president of the Office of Research and<br />
Development at the TU Berlin for two years. Co-fo<strong>und</strong>er and second<br />
HFC CEO is Dr. Thomas Jürgensohn. After living overseas in South<br />
Korea and the US, he completed his post-doctoral thesis in the field<br />
of man-machine systems at the TU Berlin.The flow of incoming<br />
orders for the young company is good. Therefore, HFC is planning to<br />

Die Ingenieurgemeinschaft Kaun & Haase projektiert <strong>und</strong> steuert<br />
Windkraft-Anlagen<br />
Schon vor zehn Jahren wussten André Kaun <strong>und</strong> Oliver Haase, woher<br />
der Wind weht. Als sie 1993 die Ingenieurgemeinschaft Kaun & Haase<br />
GbR gründeten, um ihre Fachgebiete Automatisierungs- <strong>und</strong> Elektrotechnik<br />
für den Umweltbereich einzusetzen, zählte zu den ersten Vorhaben<br />
ein Windenergieprojekt in Vietnam.<br />
Mittlerweile hat das seit seiner Gründung im <strong>Innovationspark</strong> Wuhlheide<br />
ansässige Unternehmen an die 80 Windkraftanlagen mit einer<br />
installierten Leistung von r<strong>und</strong> 60 Megawatt (MW) geplant <strong>und</strong> errichtet.<br />
Mögliche Windkraftstandorte werden von Kaun & Haase umfassend<br />
auf ihre Nutzbarkeit geprüft. »Dazu zählen nicht nur alle technischen<br />
Aspekte eines Projekts, wie etwa die Windbedingungen oder<br />
der Netzanschluß«, erklärt André Kaun. »Sondern wir führen auch die<br />
Verhandlungen mit den Behörden oder anderen staatlichen Stellen,<br />
die für die Genehmigung <strong>und</strong> Realisierung des Projekts vorhanden<br />
sind«. Zu den Aufgaben zählen etwa die Erstellung von Schall- <strong>und</strong><br />
Schattenanalysen, die Erarbeitung der Konfiguration von kompletten<br />
Windparks oder die Anfertigung von Planungskarten. Auf diese Weise<br />
hat die Ingenieurgemeinschaft in den letzten Jahren für private Investoren<br />
unter anderen einen Windkraftpark mit 19 Anlagen bei Frankfurt/Oder<br />
<strong>und</strong> zwei Windparks bei Bernau nördlich von Berlin mit<br />
zehn bzw. 20 Anlagen errichtet.<br />
Während der Bauphase übernimmt Kaun & Haase die Aufgaben der<br />
Bauleitung <strong>und</strong> Bauüberwachung. »Wir führen die Ausschreibungen<br />
durch <strong>und</strong> identifizieren zuverlässige Lieferanten bis hin zur herstellerunabhängigen<br />
Auswahl des Herstellers von Windkraftanlagen«, erläutert<br />
Kaun. Auch bei den nächsten Schritten, der Errichtung des<br />
großen Windrades <strong>und</strong> der abschließenden Bauabnahme, laufen die<br />
Fäden bei dem Wuhlheider Ingenieurbüro zusammen. Ein weiterer<br />
Tätigkeitskomplex ist die anschließende Betriebszeit, in der Kaun &<br />
Haase die technische Betriebsführung übernehmen.<br />
Während in Deutschland der Windkraft-»Boom« mit derzeit r<strong>und</strong><br />
14.000 Anlagen seinen Höhepunkt erreicht hat <strong>und</strong> die Zahl der Neuinstallationen<br />
wieder zurückgeht, locken die Auslandsmärkte, auf<br />
denen Kaun & Haase bereits Erfahrungen besitzt. Derzeit bereitet<br />
das Berliner Unternehmen, das jetzt vier Mitarbeiter beschäftigt, sich<br />
auf den polnischen Markt vor. In technischer Hinsicht verbessert das<br />
Unternehmen seine Kompetenz in der Fernüberwachung von Anlagen,<br />
um bei Störfällen schnellstmöglich reagieren zu können. Ebenfalls<br />
eine neue technische Aufgabenstellung ist das sogenannte »Repowering«<br />
von Windkraftanlagen. Dabei werden die Windkraft-Anlagen<br />
der ersten Generation durch leistungsfähigere Modelle ersetzt.<br />
Schließlich kennt bei Windrädern der technische Fortschritt keinen<br />

The engineering company Kaun & Haase designs and operates<br />
wind power plants<br />
Even just ten years ago, André Kaun and Oliver Haase knew from<br />
where the wind blew. They fo<strong>und</strong>ed their engineering company Kaun<br />
& Haase GbR in 1993 in order to apply their expertise in automation<br />
and electrical engineering to environmental projects. One of their<br />
first projects was a wind energy project in Vietnam.<br />
In the meantime, the company, whose offices have been located at<br />
the Wuhlheide Innovation Park since its fo<strong>und</strong>ing, has designed and<br />
built 80 wind power plants with an installed output of about 60 megawatts.<br />
Kaun & Haase inspect and test potential wind power plant<br />
locations for their commercial applicability. “This work includes not<br />
only all the technical aspects of a project, such as wind conditions<br />
or the network connection,” explains André Kaun. “Rather we also<br />
lead negotiations with local authorities or other governmental agencies<br />
that are responsible for granting project approval and implementation.”<br />
Its tasks include preparing so<strong>und</strong> and shadow analyses,<br />
designing the layout of a complete wind park or creating planning<br />
maps. In the last few years, the engineering company has built, for<br />
private investors and others, a wind park with 19 installations near<br />
Frankfurt/Oder and two wind parks in Bernau, north of Berlin, with<br />
10 and 20 installations respectively.<br />
During the building phase, Kaun & Haase supervise and monitor construction.<br />
“We prepare the invitations to bid and identify reliable suppliers<br />
and this includes selecting the wind power plant manufacturer,<br />
without favoring particular manufacturers,” Kaun explains. Even<br />
during the next phases, the construction of the large wind wheels<br />
and the final acceptance inspection, the threads all come together<br />
through the Wuhlheider engineering company. An additional activity<br />
is the subsequent operating period in which Kaun & Haase assume<br />
the technical plant management.<br />
While the wind power boom in Germany has reached its peak with<br />
current installations numbering aro<strong>und</strong> 14,000 and the number of new<br />
installations in decline, foreign markets where Kaun & Haase have<br />
already gained experience are attractive. The Berlin company, which<br />
now has four employees, is making preparations to enter the Polish<br />
market. From a technical perspective, the company is improving its<br />
expertise and skills in the remote monitoring of wind power plants in<br />
order to be able to react as quickly as possible in case of disturbances.<br />
Also, a new technical function of the company is the so-called “repowering”<br />
of wind power plants. In this case, first generation wind<br />
power plants are being replaced by more efficient models. In the end,<br />
technological advance does not stop when it comes to wind wheels.<br />

Die Landesanstalt für Personendosimetrie <strong>und</strong> Strahlenschutzausbildung<br />
(LPS) bietet Kurse im Strahlenschutz für Mediziner <strong>und</strong><br />
Techniker an.<br />
Personen, die beruflich mit radioaktiven Stoffen umgehen oder Röntgeneinrichtungen<br />
betreiben, müssen in Deutschland eine behördliche<br />
Erlaubnis nach Strahlenschutz- oder Röntgenverordnung haben.<br />
Eine der modernsten Einrichtungen für die Aus- <strong>und</strong> Fortbildung im<br />
Strahlenschutz betreibt die Landesanstalt für Personendosimetrie<br />
<strong>und</strong> Strahlenschutzausbildung (LPS), die mit ihren insgesamt 27 Mitarbeitern<br />
seit 2001 im <strong>Innovationspark</strong> Wuhlheide ansässig ist <strong>und</strong><br />
von Herrn Dr. Martini als Geschäftsführer geleitet wird. Jährlich werden<br />
hier r<strong>und</strong> 2.000 Strahlenschutzbeauftragte <strong>und</strong> Ärzte unterrichtet.<br />
Ȁrzte, Naturwissenschaftler, Techniker <strong>und</strong> andere Berufsgruppen<br />
können hier praxisnah das in Fachk<strong>und</strong>e-Richtlinien geforderte Wissen<br />
im Strahlenschutz zur sicheren <strong>und</strong> möglichst gefahrlosen Anwendung<br />
von ionisierender Strahlung erwerben«, erklärt Frau Dr. Stolze,<br />
eine der erfahrensten Kursleiterinnen <strong>und</strong> stellvertretende Ausbildungsleiterin<br />
der LPS.<br />
Im Schulungsbereich ist die LPS b<strong>und</strong>esweit tätig. zehn Mitarbeiter<br />
sind als Kursleiter, technische Assistenten <strong>und</strong> im Kursbüro beschäftigt.<br />
Über 40 verschiedene <strong>und</strong> behördlich anerkannte Kurstypen zum<br />
Erwerb der Fachk<strong>und</strong>e im Strahlenschutz werden angeboten. Die<br />
Dauer ist je nach Zielgruppe <strong>und</strong> Schulungsumfang unterschiedlich<br />
<strong>und</strong> reicht von einem Tag bis zu drei Wochen. Mit ca. 110 Kursen pro<br />
Jahr ist die LPS eine der größten Fortbildungseinrichtungen für den<br />
Strahlenschutz in Deutschland. »Dass trotz großer b<strong>und</strong>esweiter Konkurrenz<br />
Teilnehmer aus ganz Deutschland zu uns kommen, verdeutlicht<br />
die Qualität unserer Kurse«, bemerkt Dr. Stolze. Die moderne<br />
Ausstattung der Labors, aber auch das angenehme Ambiente im Grün<br />
der Wuhlheide tragen auf ihre Weise sicherlich ebenfalls zur Attraktivität<br />
der LPS-Fortbildung bei.<br />
Zugleich ist die LPS die amtliche Personendosismessstelle für die<br />
B<strong>und</strong>esländer Brandenburg, Mecklenburg-Vorpommern, Sachsen-<br />
Anhalt, Sachsen <strong>und</strong> Thüringen. Mit Personendosimetern wird die<br />
Strahlenbelastung beruflich strahlenexponierter Personen bestimmt.<br />
Damit werden sowohl die Einhaltung der Grenzwerte als auch das<br />
strahlenschutzgerechte Verhalten weit unterhalb der Grenzwerte<br />
kontrolliert. Die Ergebnisse werden auch dem zentralen Strahlenschutzregister<br />
des B<strong>und</strong>esamtes für Strahlenschutz <strong>und</strong> erforderlichenfalls<br />

The State Institute for Personal Dosimetry and Training in Radiation<br />
Protection offers courses in radiation protection for medics<br />
and technicians<br />
Under the laws on radiation protection in Germany, people who work<br />
with radioactive materials or operate X-ray equipment have to have<br />
an official permit to do so. One of the most up-to-date facilities for<br />
basic and further training in radiation protection is run by the State<br />
Institute for Personal Dosimetry and Training in Radiation Protection,<br />
located since 2001 in Wuhlheid Innovations Park, with aro<strong>und</strong> 27 employees<br />
working <strong>und</strong>er Dr. Martini, the Director. Each year instruction<br />
is given to aro<strong>und</strong> 2.000 radiation safety officers and doctors.<br />
“Here in a practically relevant situation doctors, scientists, technicians<br />
and other professional groups can acquire the knowledge of<br />
radiation protection which is required <strong>und</strong>er the technical guidelines<br />
for the use of ionising radiation in a manner which is safe and as<br />
harmless as possible,” explains Dr. Stolze, one of the most experienced<br />
course leaders and Deputy Director of Training at the LPS.<br />
The LPS provides training across the whole of Germany. Ten people<br />
are employed as course leaders, as technical assistants and in the<br />
course office. More than 40 different types of courses in specialist<br />
knowledge of radiation protection, all recognised by the authorities,<br />
are offered here. The duration of each course varies according to the<br />
target group and the type of training it covers, and can be anything<br />
from one day to three weeks. With some 110 courses a year the LPS<br />
is one of the largest advanced training facilities for radiation protection<br />
in Germany. “The fact that people come to us from all over<br />
Germany, despite there being a lot competition across the Federal<br />
Republic, is down to the quality of our courses,” comments Dr. Stolze.<br />
The modern equipment in the laboratory and also the pleasant ambience<br />
in the green surro<strong>und</strong>ings of Wuhlheide certainly contribute to<br />
the attraction of doing one’s advanced training at the LPS.<br />
At the same time the LPS is the official control centre for personal<br />
dosimetry for the Federal States of Brandenburg, Mecklenburg-<br />
Western Pomerania, Saxony-Anhalt, Saxony and Thuringia. Personal<br />
dosimeters are used to measure the level of radiation to which people<br />
are exposed in the course of their work. This allows both compliance<br />
with the threshold values and the observance of correct radiation<br />
protection procedures far below the threshold values to be checked<br />
The results are also passed on to the central radiation protection<br />
register of the German Federal Office for Radiation Protection and,<br />
