Obwohl die Bedeutung des staatlichen Sektors gegenüber<br />
dem Privatsektor zurückgeht, ist der Staat bei der<br />
Realisierung von Großprojekten in der einen oder anderen<br />
Weise beteiligt. Insbesondere bei Infrastrukturvorhaben<br />
wird die öffentliche Auftragsvergabe weiterhin<br />
eine wichtige Rolle spielen. Die Ausschreibungen, die<br />
lokale oder internationale Ausschreibungen sein können,<br />
werden in der Regel im Amtsblatt des Königreiches<br />
sowie in örtlichen Tageszeitungen und zum Teil in der<br />
ausländischen Presse veröffentlicht. Die <strong>Ghorfa</strong> informiert<br />
regelmäßig über aktuelle Ausschreibungen aus<br />
dem arabischen Raum. Mitglieder der <strong>Ghorfa</strong> erhalten<br />
Ausschreibungen umgehend und zeitnah. In Deutschland<br />
ist eine weitere Informationsquelle die Bundesagentur<br />
für Außenwirtschaft (bfai).<br />
Öffentliche Ausschreibungen werden zumeist für staatliche<br />
Verträge zum Erwerb von beweglichen Gütern,<br />
Dienst- und Bauleistungen angewandt. Dagegen werden<br />
beschränkte Tender oftmals für Großprojekte vergeben,<br />
für die nur eine begrenzte Zahl von saudischen bzw. international<br />
bekannten Firmen in Frage kommt. Die direkte<br />
Auftragsvergabe wird nur in Ausnahmefällen vorgenommen,<br />
insbesondere bei großer Eilbedürftigkeit<br />
des geplanten Projektes. Ausländische Firmen können<br />
sich an staatlichen Ausschreibungen in <strong>Saudi</strong>-<strong>Arabien</strong><br />
unmittelbar beteiligen, sofern das interessierte Unternehmen<br />
bei der Investitionsbehörde SAGIA registriert<br />
ist. Die eingereichten Angebote müssen eine ausführ-<br />
liche Projektbeschreibung, die technische Spezifikation<br />
und den Angebotspreis enthalten. Jedes Angebot muss<br />
von einer Anbietergarantie (Bid Bond) begleitet sein.<br />

Although the importance of the state sector is waning<br />
compared to the private sector, the state is always involved<br />
in the realisation of large-scale projects in some<br />
way. In infrastructure projects in particular, the public<br />
contracting process still plays an important role. The<br />
public tenders, which may be local or international, are<br />
usually published in the Kingdom’s official gazette and in<br />
the local daily newspapers, and in the international press<br />
in some cases. The <strong>Ghorfa</strong> provides regularly information<br />
about the latest public tenders in the Arab region.<br />
<strong>Ghorfa</strong> members receive public tenders immediately and<br />
promptly. A further source of information in Germany is<br />
the German Office for Foreign Trade (bfai).<br />
Public tenders procedures are usually applied for state<br />
contracts that involve the purchase of mobile goods, services<br />
or construction work. On the other hand, restricted<br />
tenders are often used for large-scale projects for which<br />
only a limited number of known <strong>Saudi</strong> and/or international<br />
companies come into question. Direct contracting<br />
is highly exceptional and only happens when the planned<br />
project is urgent. Foreign companies can participate directly<br />
in state tenders in <strong>Saudi</strong> <strong>Arabia</strong> if the interested<br />
companies are registered with the investment authority<br />
SAGIA. The submitted quotations need to include an<br />
extensive project description, the technical specifications<br />
and the tendered price. Each quotation needs to be accompanied<br />
by a bid bond.<br />

Grundsätzlich ist für Exporttransaktionen, außer<br />
bei der Lieferung pharmazeutischer Erzeugnisse, auf<br />
Einzelbasis keine Vertretung vor Ort erforderlich.<br />
