ßen. So sollen sämtliche Zölle auf Rechner, Halbleiter<br />
und andere IT- Produkte bis 2008 abgeschafft werden.<br />
<strong>Saudi</strong>-<strong>Arabien</strong> hat sich weiterhin verpflichtet, sämtliche<br />
Zölle auf Pharmazeutika zu streichen. Die vom WTO-<br />
Abkommen über den Handel mit Zivilflugzeugen abgedeckten<br />
Waren werden ebenfalls zollfrei gestellt.<br />
Insgesamt wird der in den nächsten Jahren verbindlich<br />
vorgesehene Abbau der Zolltarife und der mengenmäßigen<br />
Importbeschränkungen auch günstigere Rahmenbedingungen<br />
für die deutschen Industrieausfuhren<br />
nach <strong>Saudi</strong>-<strong>Arabien</strong> schaffen.<br />
Die bereits eingeleitete Öffnung für ausländische Banken<br />
wird vertieft. Mit dem Beitritt zur WTO können<br />
ausländische Banken Filialen in <strong>Saudi</strong>-<strong>Arabien</strong> eröffnen.<br />
Die Obergrenze für Ausländer am Kapital von<br />
Joint-Venture-Banken wird von 40% auf 60% angehoben.<br />
Allen ausländischen Firmen im Finanzsektor wird<br />
eine Gleichbehandlung mit nationalen Unternehmen<br />
garantiert. Auch ausländische Versicherungen werden<br />
künftig Filialen in <strong>Saudi</strong>-<strong>Arabien</strong> eröffnen können.<br />
Auch hier gilt für die ausländische Beteiligung die Kapitalobergrenze<br />
von 60%.<br />
Im Bereich des Groß- und Einzelhandels wird das bisherige<br />
nationale Schutzprivileg aufgehoben. Im Großhandel<br />
werden somit Unternehmen zugelassen, die über<br />
einen ausländischen Kapitalanteil von 51% verfügen.<br />
Ab Ende 2008 dürfen derartige Joint-Venture-Handelsvertretungen<br />
über einen ausländischen Kapitalanteil<br />
von 75% verfügen. Während der Verkauf von Fahrzeugen<br />
unter diese Regelung fällt, ist der Betrieb von Autowerkstätten<br />
nicht davon betroffen.<br />
Mit der Aufnahme in die Welthandelsorganisation wird<br />
<strong>Saudi</strong>-<strong>Arabien</strong> seine Position als führender Markt im<br />
Mittleren Osten weiter festigen.<br />

Due to its oil riches, the economic development of the<br />
Kingdom of <strong>Saudi</strong> <strong>Arabia</strong> has undergone enormous<br />
progress since the 1970s. This meant that for a long time<br />
the continuous flow of income from oil relieved the pressure<br />
on the government to undertake important tax reforms,<br />
such as e.g. privatisation of state companies, consolidation<br />
of the state finances, the reduction of subsides<br />
and opening the economy to foreign investors consistently<br />
and quickly. This meant further that the domestic<br />
industry was also protected from international competition<br />
by market controls.<br />
The end of the 1990s saw the start of a new modernisation<br />
and reform phase that initiated measures and reforms<br />
aimed at bringing <strong>Saudi</strong> <strong>Arabia</strong> into the 21st century and<br />
assuming a leading economic position. A number of political<br />
and economic reforms were started to encourage<br />
business diversification, broaden the technical base, raise<br />
exports and create more jobs, especially for <strong>Saudi</strong> citizens.<br />
The Supreme Economic Council (SEC), which was<br />
set up in August 1999 chaired by the then Crown Prince<br />
and now King Abdullah, was a clear indication that economic<br />
issues had been given priority in the governmental<br />
policy. The creation of the SEC also aimed to accelerate<br />
the reform plans. Other politico-economic measures were<br />
taken, such as e.g. the implementation of the Foreign Investment<br />
Law in April 2000 and shortly afterwards the<br />
creation of the <strong>Saudi</strong> <strong>Arabia</strong>n General Investment Authority<br />
(SAGIA). Furthermore, the Supreme Council<br />
for Petroleum and Minerals (SPMAC) was also founded<br />
as part of the reform program. The special task of the<br />
SPMAC is to promote more integration of the multi-national<br />
oil and energy groups into the <strong>Saudi</strong> market. The<br />
<strong>Saudi</strong> Authority for Industrial Estates and Technology<br />
Zones and the Supreme Commission for Tourism are other<br />
important elements of the restructured <strong>Saudi</strong> economy.
