ÖPP-Projekt „Parc des Sports“ in
Differdange, Luxemburg
Im Zuge der Neustrukturierung des "Parc des Sports" in
Differdange, der drittgrößten Stadt in Luxemburg, werden
vorhandene, veraltete und sanierungsbedürftige Sport- und
Bäderanlagen rückgebaut und durch ein modernes, erweitertes
Sportangebot ersetzt. Grundlage für die Baumaßnahmen
bildet ein im Vorfeld erarbeiteter Masterplan über ein Gebiet
von neun Hektar, der die optimale synergetische Nutzung vorhandener
und neu geplanter Objekte sicherstellt. Die Umsetzung
des Masterplans sieht im ersten Bauabschnitt die Erneuerung
eines Erlebnisbades und eines Tribünengebäudes
mit drei Fußballfeldern sowie die Errichtung eines Parkhauses
und der zugehörigen Infrastruktur vor. Diese Planungsobjekte

During restructuring of the "Parc des Sports" in Differdange, the
third-largest city in Luxembourg, existing but outdated sports and
swimming facilities needing renovation work were demolished
and replaced with a modern, expanded sports facility. The basis
for the building work was a master plan created beforehand for
the area of nine hectares which ensured optimal synergetic use
of the newly planned objects. Implementation of the master plan
includes in the first building phase, modernisation of an adventure
swimming pool and a grandstand building with three football
fields as well as construction of a multi-story park garage and all
corresponding infrastructure. These planning objects are to be re-

werden im Zuge zweier PPP-Projekte realisiert. Die Gemeinde
Differdange übernimmt hierbei auf konventionellem Weg die
Erstellung der Infrastruktur. Das Ziel des „Parc des Sports“ ist
die Schaffung von Sportinfrastrukturen, welche den sportlichen
Ansprüchen der Nutzer gerecht werden und somit die
Attraktivität der Gemeinde Differdange für die Menschen und
die Wirtschaft steigern. Die umfassende Neustrukturierung des
"Parc des Sports" wurde von der Gemeinde Differdange nicht
als konventionelles Bauvorhaben umgesetzt, sondern im Rahmen
eines PPP-Projektes europaweit ausgeschrieben. Damit
wird erstmals auch in Luxemburg ein PPP-Projekt bei Sportanlagen
im Freien initiiert, um die Vorteile der ganzheitlichen
Optimierung der Lebensphasen zu nutzen. Bei der Teilnahme
an der europaweiten Ausschreibung hat die STRABAG Sportstättenbau
GmbH mit ihrem Konzept durch mehrere Angebotsphasen
mit diversen Bietern überzeugt und steht nun

throughout Europe within the framework of a PPP project. In this
way, a PPP project was initiated for the first time in Luxembourg
for an outdoor sports facility, in order to make use of the advantages
of a comprehensive optimisation of all project phases. With
its participation in the Europe-wide call for tenders, the German
company, STRABAG Sportstättenbau GmbH, convinced the
