<strong>China</strong>: Einbindung in globale Strukturen<br />
Since November 2004, when Tyres & Accessories introduced<br />
<strong>China</strong> as “a market emerging from the haze”, the country<br />
and its tyre business has continued to <strong>de</strong>velop at a dramatic<br />
speed. This is not only because Chinese tyre manufacturers have<br />
turned their attention towards European markets but also<br />
because Western manufacturers are pushing forward into <strong>China</strong>.<br />
This is where they want to produce tyres that are then sold either<br />
domestically or on export markets in Europe or North America.<br />
Today, <strong>China</strong> and the Chinese tyre<br />
market is no longer hiding in the<br />
haze but basking in bright sunlight.<br />
In <strong>China</strong> alone about 330<br />
million tyres are produced<br />
annually, 235 million of which are<br />
radial tyres, and of this 180<br />
million are passenger and light<br />
truck radials. And it goes<br />
without saying that the Chinese<br />
tyre market is bound to grow.<br />
But wherever there is light<br />
shadows are also cast. <strong>China</strong>’s<br />
global <strong>de</strong>mand for raw<br />
materials – including and in<br />
particular from the tyre industry – is bulling prices. Betting on<br />
a market that’s growing ever stronger, immense production<br />
capacities are being built up. As a consequence exports to North<br />
America and Europe are substantial but accusations of dumping<br />
linger. At the same time product quality does not seem to be<br />
keeping up with the pace at which product capacities are being<br />
established. Tyre recalls and the occasional disastrous tyre test<br />
appear to testify to this situation.<br />
The growth of the Chinese tyre market is first of all a growth<br />
of the international tyre majors. It is some time since these<br />
companies began to carve out their territories in <strong>China</strong>. In doing<br />
so they have benefited from their superior brands, technologies<br />
and distribution structures. And often they have <strong>de</strong>eper pockets<br />
than most of their Chinese competitors, who cannot all keep up.<br />
The Chinese tyre market stands at the threshold of full<br />
integration into global economic structures.<br />
With this new edition of our bilingual supplement on the<br />
Chinese tyre market the two sister publications Tyres &<br />
Accessories and Neue Reifenzeitung are again taking a close<br />
look at what’s taking place behind the Chinese wall.<br />
Seit<strong>de</strong>m die <strong>NEUE</strong> <strong>REIFENZEITUNG</strong> <strong>China</strong> im November 2004<br />
als einen Markt beschrieb, <strong>de</strong>r „aus <strong>de</strong>m Dunkel auftaucht“,<br />
hat sich einiges im Reich <strong>de</strong>r Mitte entwickelt. Nicht nur chinesische<br />
Hersteller suchen <strong>de</strong>n Weg nach Europa, auch westliche<br />
Hersteller suchen <strong>de</strong>n Weg nach <strong>China</strong>, um die dort gefertigten<br />
Reifen in Europa, vor Ort und an<strong>de</strong>rswo zu vermarkten. <strong>China</strong> und<br />
<strong>de</strong>r chinesische Reifenmarkt erstrahlen heute in vollem Licht, es<br />
wer<strong>de</strong>n über 330 Millionen Reifen jährlich gefertigt, darunter<br />
allein 235 Millionen Radialreifen, eine Zahl, in <strong>de</strong>r wie<strong>de</strong>rum rund<br />
180 Millionen radiale Pkw-/Llkw-Reifen enthalten sind. Und <strong>de</strong>r<br />
Markt wird weiter wachsen, so viel ist gewiss.<br />
Dort, wo viel Licht ist, gibt es immer auch Schattenseiten.<br />
<strong>China</strong>s weltweite Nachfrage nach Rohstoffen – auch und gera<strong>de</strong><br />
für die Reifenfertigung – treibt die Preise in die Höhe, in <strong>de</strong>r Hoffnung<br />
auf <strong>de</strong>n wachsen<strong>de</strong>n Markt wer<strong>de</strong>n immense Kapazitäten<br />
aufgebaut. Die Folge sind Exporte nach Nordamerika und Europa<br />
sowie <strong>de</strong>r regelmäßige Vorwurf <strong>de</strong>s Dumpings. Gleichzeitig<br />
scheint gelegentlich die Qualität <strong>de</strong>r Produkte nicht mit <strong>de</strong>r<br />
wachsen<strong>de</strong>n Kapazität mithalten zu können – Rückrufe und gelegentlich<br />
verheeren<strong>de</strong> Testergebnisse scheinen dies zu beweisen.<br />
Das Wachstum <strong>de</strong>s chinesischen Marktes ist hauptsächlich<br />
ein Wachstum <strong>de</strong>r großen, internationalen Hersteller. Längst stecken<br />
die Reifenkonzerne ihre Claims in <strong>China</strong> ab, glänzen dabei<br />
mit ihren überlegenen Marken, Technologien und ihren Vertriebsstrukturen<br />
und sie haben außer<strong>de</strong>m <strong>de</strong>n längeren finanziellen<br />
Atem; da können nur wenige chinesische Hersteller wirklich mithalten.<br />
Der chinesische Reifenmarkt steht vor seiner vollen Einbindung<br />
in globale Strukturen.<br />
In dieser Neuauflage <strong>de</strong>s zweisprachigen Supplements zum<br />
chinesischen Reifenmarkt werfen die bei<strong>de</strong>n Schwesterzeitschriften<br />

When we Europeans today talk about <strong>China</strong> and the Chinese<br />
tyre market there are principally two things we discuss:<br />
the price of these products and their quality. In previous<br />
years importers and wholesalers were able to make good<br />
margins on tyres ma<strong>de</strong> in <strong>China</strong>. Today, the same tyres are<br />
offered almost everywhere and more and more often we<br />
think that prices are kept down artificially by means of<br />
dumping. It is, in particular, the prices for HP and UHP tyres<br />
from <strong>China</strong> that allowed for and are still <strong>de</strong>emed to allow for<br />
higher margins – and these are now coming un<strong>de</strong>r pressure<br />
in export markets. Prices are clearly in <strong>de</strong>cline. At least two<br />
thirds of the 180 million passenger car radial and light truck<br />
radial tyres produced in <strong>China</strong> last year were exported and<br />
it will take at least another five years until domestic <strong>de</strong>mand<br />
will surpass export figures in <strong>China</strong>. In parallel with falling<br />
prices for Chinese ma<strong>de</strong> tyres, producers of these tyres<br />
occasionally stumble into the headlines of Western media<br />
because of a product quality that’s below average. And furthermore,<br />
Chinese manufacturers have frequently been involved<br />
in patent rights infringements regarding counterfeiting.<br />
In particular there is one European company with concerns about<br />
the current situation of falling prices: Deldo Autoban<strong>de</strong>n<br />
N.V. from Antwerp, Belgium. This wholesaler<br />
(turnover of 250 million euros and more than 6<br />
million units sold in 2006) has had a close relationship<br />
with the Chinese tyre manufacturer<br />
Guangzhou South <strong>China</strong> Rubber Tire Co. Ltd.<br />
(SCT) for five years. South <strong>China</strong> Tire exclusively<br />
supplies the brands Wanli (now even available<br />
in run-flat variants), Sunny and, very recently,<br />
Deldo’s private brand Fortuna. Although<br />
Stani Delcroix is convinced that “Chinese<br />
tyres have a future in European markets,” he<br />
has an eye on the immense up-built of additional<br />
production capacities for PC tyres in <strong>China</strong>.<br />
Almost every manufacturer of radial tyres<br />
is currently un<strong>de</strong>rtaking large scale increases<br />
in production capacity. One of the consequences<br />
is that the domestic Chinese market – in<br />
particular with regards to HP and UHP tyres –<br />
simply cannot keep up with this <strong>de</strong>velopment,<br />
although <strong>de</strong>mand is also growing strongly. In<br />

Wenn wir in Europa heute über <strong>China</strong> und <strong>de</strong>n chinesischen<br />
Reifenmarkt re<strong>de</strong>n, dann streiten wir uns in <strong>de</strong>r Regel über<br />
zwei Dinge: die Preise <strong>de</strong>r Produkte und <strong>de</strong>ren Qualität.<br />
Während Importeure und Großhändler früher noch wirklich<br />
gute Margen auf chinesische Reifen verdienen konnten, wer<strong>de</strong>n<br />
entsprechen<strong>de</strong> Reifen heute an allen Ecken und En<strong>de</strong>n<br />
angeboten – und das teilweise zu Dumpingpreisen. Gera<strong>de</strong><br />
die Preise für die bisher – und immer noch – als übermäßig<br />
profitabel erachteten HP-/UHP-Reifen aus <strong>de</strong>m Reich <strong>de</strong>r<br />
Mitte befin<strong>de</strong>n sich in einer <strong>de</strong>utlichen Rückwärtsbewegung.<br />
Von <strong>de</strong>n im vergangenen Jahr in <strong>China</strong> gefertigten rund 180<br />
Millionen Pkw-/Llkw-Radialreifen wur<strong>de</strong>n wenigstens zwei<br />
Drittel exportiert; erst in fünf Jahren wird die Inlandsnachfrage<br />
die Exporte übersteigen. Parallel zum Preisverfall bei vielen<br />
chinesischen Produkten machen chinesische Hersteller<br />
immer wie<strong>de</strong>r durch eine unterdurchschnittliche Produktqualität<br />
auf sich aufmerksam. Auch Urheberrechtsklagen gegen<br />
vermeintliche Plagiateure aus <strong>China</strong> sind an <strong>de</strong>r Tagesordnung.<br />
Ein Unternehmen, das natürlich mit <strong>de</strong>m gegenwärtigen Preisverfall<br />
bei chinesischen Reifen so seine Sorgen hat, ist Deldo<br />
Autoban<strong>de</strong>n N.V. mit Sitz im belgischen Antwerpen. Der Reifengroßhändler<br />
aus Belgien (250 Mio. Euro Umsatz bei über 6 Mio.<br />

et cannot absorb all the tyres that are produced domestically,<br />
exports are growing, even though tyres can usually be sold at<br />
a higher margin in <strong>China</strong> than abroad. And although <strong>de</strong>cisions<br />
taken some years ago to heavily invest into HP and UHP production<br />
capacities ma<strong>de</strong> sense at the time, it appears that the<br />
economic environment has changed profoundly since then. Today<br />
such a move only leads to a <strong>de</strong>crease in prices and margins<br />
for Chinese budget and low-budget tyres because of the<br />
global oversupply. “UHP tyres are becoming a commodity,”<br />
says Stani Delcroix, who has visited almost every single<br />
Chinese tyre factory that is principally engaged in the<br />
production of radial tyres according to European needs.<br />
Deldo has intensively and successfully established a constant<br />
business relationship with South <strong>China</strong> Tire and during<br />
this time has influenced the <strong>de</strong>velopment of SCT’s product<br />
range. This means that the Chinese manufacturer not only<br />
focuses on the production of 17-plus inch tyres – which are<br />
<strong>de</strong>emed profitable – as many other Chinese companies do,<br />
but it also focuses on small-sized tyres. As we have said above, a<br />
large proportion of <strong>China</strong>’s PC radial tyre producers have a different<br />
opinion on this. As a consequence there are thousands of<br />
emails sent to all corners of the world every day offering specialrate<br />
tyres ma<strong>de</strong> in <strong>China</strong> to everybody who wants to buy one or<br />
two container loads. It is in particular the so-called tyre agencies<br />
or tyre brokers that appear to sell by the container load, with only<br />
wafer-thin margins. They can do this because there are literally<br />
no fixed costs involved; these agents or brokers need an internet<br />
connection and a telephone, nothing more, they don’t ever see or<br />
touch a tyre themselves. The obvious effect is freefalling prices. It<br />
has in particular been smaller European wholesalers, says Mr<br />
Delcroix, that wrongly consi<strong>de</strong>r this to be a very profitable business.<br />
Consequently, there are more and more Chinese tyre<br />
brands entering the European tyre market. Sometimes not even<br />
people with a sound knowledge of the Chinese tyre market can<br />
tell who the manufacturers of some of these brands are. Mr. Delcroix<br />
relates that Deldo Autoban<strong>de</strong>n was offered a container full<br />
of Chinese HP and UHP tyres from another European wholesaler<br />
who thought there would be good money involved but found out<br />
that there are additional costs of about 16 per cent (like duties,<br />
freight or taxes) involved when buying in <strong>China</strong> or that European<br />
sell-in prices have been estimated as much higher than they actually<br />
are.<br />
Often enough the quality of tyres <strong>de</strong>livered upon such a special-rate<br />
<strong>de</strong>al are not what was promised in the initial offer, a fact<br />
that can be verified by tyre tests conducted by organisations<br />
such as the German ADAC. However, we have to keep in mind<br />
that Chinese tyre manufacturers started to produce radial tyres<br />
perhaps about five or ten years ago whereas well established<br />
Western tyre manufacturers began producing radial tyres more<br />
than 60 years ago. Currently, there is about a dozen companies<br />
in <strong>China</strong> that produce radial HP and UHP tyres and offer these<br />
tyres in European replacement markets. And almost all of them<br />
believe that the European UHP segment (17 inch and bigger;<br />
speed in<strong>de</strong>x V) is as important as the UHP tyre segment in North<br />
America.<br />
As it has been said, many Chinese tyre manufacturers strongly<br />
focus on the UHP tyre segment and are aligning their production<br />
facilities according to this. Deldo in turn has pushed for South<br />

ist, dass „chinesische<br />
Reifen in Europa eine Zukunft“ haben, so sieht er doch<br />
<strong>de</strong>n immensen Aufbau zusätzlicher Pkw-Reifenkapazitäten in<br />
<strong>China</strong> mit Argwohn. Beinahe je<strong>de</strong>r Radialreifenhersteller baue<br />
seine Kapazitäten stark aus – die Folge: Der lokale Markt, <strong>de</strong>r gera<strong>de</strong><br />
bei HP- und UHP-Reifen noch in <strong>de</strong>r Entwicklung ist, kann<br />
diese Produkte nicht absorbieren, wobei in <strong>China</strong> mit entsprechen<strong>de</strong>n<br />
Produkten mehr verdient wird, falls man <strong>de</strong>nn einen Abnehmer<br />
fin<strong>de</strong>t. Während entsprechen<strong>de</strong> Investitionsentscheidungen<br />
von chinesischen Herstellern bis vor wenigen Jahren noch<br />
Sinn machten, führen sie heute nur dazu, dass die Preise und<br />
Margen für chinesische Budget-Produkte durch das Überangebot<br />
weltweit in <strong>de</strong>n Keller gehen. „UHP-Reifen wer<strong>de</strong>n zu einer Massenware“,<br />
so Stani Delcroix, <strong>de</strong>r in <strong>de</strong>n vergangenen Jahren so<br />
ziemlich je<strong>de</strong> Fabrik in <strong>China</strong> besichtigt hat, die grundsätzlich in<br />
<strong>de</strong>r Lage ist, Reifen für europäische Bedürfnisse herzustellen.<br />
Während sich Deldo intensiv und erfolgreich um die Etablierung<br />
einer festen Han<strong>de</strong>lsbeziehung zu South <strong>China</strong> Tire bemüht<br />
und gleichzeitig Einfluss auf die Produktpalette ausübt, so dass<br />
<strong>de</strong>r Partner in <strong>China</strong> eben nicht nur – vermeintlich lukrative –<br />
Pkw-Reifen ab 17 Zoll fertigt, sehen dies viele an<strong>de</strong>re chinesische<br />
Hersteller an<strong>de</strong>rs. Es wer<strong>de</strong>n täglich Tausen<strong>de</strong> von E-Mails<br />
in die Welt hinausgeschickt in <strong>de</strong>r Hoffnung, einer <strong>de</strong>r Angeschriebenen<br />
möge doch einen Container Reifen zu Son<strong>de</strong>rkonditionen<br />
erwerben. Dabei sind es gera<strong>de</strong> die so genannten Reifenagenturen,<br />
die sich als Vermittler bzw. Broker von Containerware<br />
nur einen minimalen Aufpreis gewähren, da sie auch außer einem<br />
Internetanschluss keinerlei Kosten umzulegen haben; solche<br />
Angebote bringen die Preise ins Taumeln. Es seien dabei<br />
insbeson<strong>de</strong>re kleinere, europäische Reifengroßhändler, die bei<br />
solchen Angeboten das große Geschäft wittern. Auf <strong>de</strong>n europäischen<br />
Markt kommen somit immer neue chinesische Marken,<br />
<strong>de</strong>ren Hersteller selbst Marktkenner wie Stani Delcroix nicht benennen<br />
können, ohne umfangreich zu recherchieren. Dass ein<br />
Unternehmen wie Deldo dann gelegentlich sogar Containerweise<br />
Reifen von geläuterten europäischen Großhan<strong>de</strong>lskollegen<br />
übernehmen soll, die vielleicht die Zusatzkosten für Fracht, Zoll<br />
und die Finanzierung <strong>de</strong>r Transaktion in Höhe von rund 16 Prozent<br />
unterschätzt o<strong>de</strong>r gar <strong>de</strong>n europäischen Sell-in-Preis überschätzt<br />
haben, nimmt Delcroix beinahe schmunzelnd zur Kenntnis.<br />
Oftmals entspricht die Qualität <strong>de</strong>r gelieferten Ware dann<br />
auch nicht <strong>de</strong>n vollmundigen Versprechungen <strong>de</strong>r chinesischen<br />

and 14 inch tyres, which still are the leading sizes in many European<br />
tyre markets. This also helps Deldo to establish long-term,<br />
reliable and stable business relations with European tyre <strong>de</strong>alers.<br />
Apart from their obviously large line-up, South <strong>China</strong> Tire also<br />
offers “stable relations and a programme,” says Stani Delcroix.<br />
This is further guaranteed due to the fact that Deldo Autoban<strong>de</strong>n<br />
is the only importer of Wanli and Sunny tyres in Europe. And it is<br />
the only company globally that can obtained e-marked Wanli and<br />
Sunny tyres. Last year this accounted for about 2 million tyres<br />
bought from South <strong>China</strong> Tire and distributed throughout Europe;<br />
SCT has an annual production capacity of about 6.5 million units.<br />
Tread patterns that are sold in Northern America or in <strong>China</strong> do<br />
not have an approval according to ECE-R30 thus these tyres are<br />
not allowed to be sold in Europe. Therefore parallel imports from<br />
outsi<strong>de</strong> Europe are reduced to a minimum.<br />
Of course those responsible at Deldo Autoban<strong>de</strong>n know that<br />
products ma<strong>de</strong> in <strong>China</strong> by Chinese manufacturers are all offered<br />
in the budget market segment and that this situation will remain<br />
unchanged for the time being. However it is feasible that a company<br />
like Deldo Autoban<strong>de</strong>n will be able to establish a brand<br />
image with product initiatives such as Wanli’s “Reinforced Si<strong>de</strong>wall<br />
Technology“ (RST). “The first thing always is the price, then<br />
there is quality,” that’s why a product is offered in the budget<br />
segment of a market, of any market. That’s where brand names<br />
and tread patterns can be substituted arbitrarily – so long as the<br />
price is the right price. This is in particular true for the UK tyre<br />
market, which is even more price sensitive than other major<br />
European tyre markets. But it also applies in Germany, where the<br />
budget tyre market is experiencing continuous growth. According<br />
to Stani Delcroix it is in particular the tyre <strong>de</strong>alers that have a<br />
strong influence on end consumers’ <strong>de</strong>cisions to buy this or that<br />
tyre brand. This is because end consumers are only buying<br />
according to price and have no special relationship with any<br />
specific tyre brand.<br />
Only time will tell whether or not the Chinese tyre<br />
manufacturers in business today will remain in the near future,<br />

Hersteller, wie sich bei Tests europäischer Organisationen<br />
wie <strong>de</strong>s ADAC herausstellt. Man<br />
sollte sich allerdings vor Augen führen, dass<br />
chinesische Unternehmen im Zweifel seit zehn<br />
Jahren Radialreifen fertigen (South <strong>China</strong> Tire<br />
seit fünf Jahren), während etablierte Hersteller<br />
dies seit über 60 Jahren tun. Es gibt <strong>de</strong>rzeit<br />
ein gutes Dutzend chinesische Hersteller, die<br />
Pkw-Radialreifen in Europa anbieten, und alle<br />
glauben sie – so Stani Delcroix weiter – dass<br />
das UHP-Segment (ab 17 Zoll und Speedin<strong>de</strong>x<br />
V) hierzulan<strong>de</strong> eine ähnlich große Be<strong>de</strong>utung<br />
hat wie etwa in <strong>de</strong>n USA.<br />
Während viele chinesische Hersteller auf<br />
das UHP-Segment abzielen und ihre Produktion<br />
entsprechend ausrichten, drängt Deldo bei<br />
South <strong>China</strong> Tire darauf, dass ein komplettes<br />
Produktportfolio angeboten wird. Großhändler<br />
wie auch Reifenfachhändler, die an langfristigen,<br />
verlässlichen und stabilen Beziehungen<br />
interessiert sind, wollen von einem Lieferanten<br />
eben auch 13 o<strong>de</strong>r 14 Zoll große Reifen kaufen;<br />
gera<strong>de</strong> in Süd- und Osteuropa oftmals<br />
marktbestimmend.<br />
Neben <strong>de</strong>r Sortimentsbreite, die South <strong>China</strong> Tire liefern<br />
kann, biete das Unternehmen „stabile Beziehungen und ein Programm“,<br />
so Stani Delcroix. Dies wer<strong>de</strong> unter an<strong>de</strong>rem auch dadurch<br />
garantiert, dass Deldo einziger Abnehmer <strong>de</strong>r Marken<br />
Wanli und Sunny in Europa ist und dabei als einziges Unternehmen<br />
weltweit diese Reifen inklusive einer E-Kennung bezieht. Im<br />
vergangenen Jahr waren dies etwa zwei Millionen Reifen von<br />
South <strong>China</strong> Tire (bei einer Jahresproduktion von 6,5 Mio. Reifen).<br />
Profile, die ebenfalls in Nordamerika o<strong>de</strong>r in <strong>China</strong> vermarktet<br />
wer<strong>de</strong>n, haben keine Genehmigung nach ECE-R30, dürfen also<br />
in Europa nicht vermarktet wer<strong>de</strong>n – die Gefahr von marktstören<strong>de</strong>n<br />
Parallelimporten wird somit ausgeschlossen.<br />
Man ist sich natürlich bei Deldo Autoban<strong>de</strong>n bewusst, dass<br />
Reifenhändler chinesische Produkte im Budgetsegment anbieten<br />
und dass dies auch in naher Zukunft so bleiben wird, selbst wenn<br />
es potenten Unternehmen wie Deldo gelingen wird, ein Markenimage<br />
aufzubauen und mit Produktinitiativen wie Wanlis „Reinforced<br />
Si<strong>de</strong>wall Technology“ (RST) zu punkten. „Das Erste ist immer<br />
<strong>de</strong>r Preis, dann kommt die Qualität“, dafür ist ein Reifen schließlich<br />
im Budgetsegment untergebracht, wo Markennamen und<br />
Profile im Prinzip beliebig austauschbar sind, solange <strong>de</strong>r Preis<br />
stimmt. Dies gelte insbeson<strong>de</strong>re für <strong>de</strong>n britischen Markt, <strong>de</strong>r<br />
noch preissensibler ist als an<strong>de</strong>re Märkte in Europa. Auch in<br />
Deutschland nehme <strong>de</strong>r Marktanteil von Budgetreifen kontinuierlich<br />
zu. Und laut Stani Delcroix seien es die Reifenhändler, die einen<br />
entsprechen<strong>de</strong>n Markt selber erschaffen könnten, da Preiskäufer<br />
eben nur eine wirkliche Anfor<strong>de</strong>rung beim Reifenkauf haben,<br />
und das ist <strong>de</strong>r Preis – er kann folglich vom Verkäufer überdurchschnittlich<br />
stark beeinflusst wer<strong>de</strong>n.<br />
Ob dabei die chinesischen Reifenhersteller, die <strong>de</strong>rzeit noch<br />
produzieren, im Wettbewerb mit <strong>de</strong>r westlichen Konkurrenz bestehen,<br />
bleibt fraglich. Stani Delcroix je<strong>de</strong>nfalls ist sich sicher,<br />
dass <strong>de</strong>r gegenwärtige Trend <strong>de</strong>r Marktkonsolidierung – wie dies<br />
auf allen Märkten eben üblich ist, die langsam erwachsen wer<strong>de</strong>n<br />

and this will be <strong>de</strong>ci<strong>de</strong>d in relation to Western competition. At the<br />
very least Mr Delcroix believes the current trend of a market<br />
consolidation in <strong>China</strong> will continue along the lines of market<br />
consolidations that take place in any emerging market. How<br />
many manufacturers will survive as in<strong>de</strong>pen<strong>de</strong>nt manufacturers?<br />
At Deldo they think that about two dozen companies will be able<br />
to remain in<strong>de</strong>pen<strong>de</strong>nt in the mid-term. It won’t continue to help<br />
Chinese tyre manufacturers for ever that they can benefit from lower<br />
production costs in <strong>China</strong> and – as everybody is convinced –<br />
from subsidies. Emerging markets are called “emerging” because<br />
their economic systems including costs, etc. are increasingly catching<br />
up with well established and industrialised Western<br />
markets. Investment bankers are already talking about the “next<br />
11”, the emerging markets from the second line behind states<br />
such Brazil, Russia, India and <strong>China</strong> (BRIC states). Presumably, it<br />
is states like Vietnam or Bangla<strong>de</strong>sh that are increasingly<br />
stepping into the long-term international focus as cheap<br />
production bases and profitable sales markets.<br />
Is it really a question of quality?<br />
So if the price of Chinese tyres is the first of two major issues that<br />
we often argue about, quality is the second big issue. Guido Bernaerts,<br />
a man who has 37 years experience in the tyre industry<br />
and has <strong>de</strong>alt with Chinese companies for 14 years, has closely<br />
followed this issue throughout his career. On countless occasions<br />
the owner and managing director of International Bernaerts Trading<br />
N.V. (IBT) based in Antwerp, Belgium, has travelled throughout<br />
<strong>China</strong> in or<strong>de</strong>r to establish and maintain relations with his suppliers<br />
and to negotiate with them. When Guido Bernaerts, who<br />
foun<strong>de</strong>d his company in 1984 as an international wholesaling<br />
company, went to <strong>China</strong> for the first time in the middle of the<br />
1990s to explore the possibility of starting a business there, there<br />
was literally not a single tyre manufacturer able to produce radial<br />
tyres. And it was not even a question whether or not the Chinese<br />
tyre market would want to buy radial tyres. There was just no need<br />
for these tyres on the market because there were no mo<strong>de</strong>rn passenger<br />
cars and no mo<strong>de</strong>rn network of motorways that would<br />
necessitate the production of radials. Very recently, in the course<br />
of this current <strong>de</strong>ca<strong>de</strong>, things in <strong>China</strong> have changed dramatically,<br />
Mr Bernaerts points out.<br />
Today, International Bernaerts Trading no longer has the exclusive<br />
rights to any Chinese tyre brand. Until 2002 the company<br />
was exclusive European distributor of Wanli bran<strong>de</strong>d tyres. After<br />
these exclusive relations were cancelled, as Guido Bernaerts explains,<br />
because of “too little quality and product portfolio,” the<br />
company put its Chinese tyre business on a broa<strong>de</strong>r basis and today<br />
has available a large variety of different brands and products<br />
from the Chinese low-budget and UHP tyre segments.<br />
That the Chinese manufacturers of these tyres sometimes<br />
have different opinions on how to proceed in regards to negotiations<br />
is something a newcomer to the Chinese tyre market has to<br />
learn very quickly. When a European <strong>de</strong>legation thinks that a<br />
signed negotiation protocol equals a contract, its opposite from<br />
<strong>China</strong> believes that such a paper is just the beginning of contract<br />
negotiations. Often, Chinese partners don’t feel legally obliged<br />
when Europeans do. Corresponding “differences in mentality”<br />
have to be un<strong>de</strong>rstood and accepted if a company wants to do<br />
business with Chinese tyre manufacturers and other suppliers<br />

nehmen übrig bleiben? Delcroix räumt mittelfristig etwa zwei Dutzend<br />
diese Chance ein. Obwohl chinesische Unternehmen durch<br />
die geringeren Produktionskosten – und durch die, so glauben<br />
alle, regelmäßig geleisteten staatlichen Unterstützungen – natürlich<br />
einen Wettbewerbsvorteil haben, wird dies nicht ewig anhalten.<br />
Schwellenlän<strong>de</strong>r heißen <strong>de</strong>shalb Schwellenlän<strong>de</strong>r, weil sich<br />
ihre Wirtschaftssysteme mit all <strong>de</strong>n kleinen Details wie Kosten,<br />
etc. eben <strong>de</strong>nen arrivierter westlicher Industriestaaten annähern.<br />
Investmentbanker prägen bereits das Schlagwort <strong>de</strong>r „Next-11“,<br />
<strong>de</strong>r Schwellenlän<strong>de</strong>r <strong>de</strong>r zweiten Reihe nach Brasilien, Russland,<br />
Indien und <strong>China</strong> (BRIC-Staaten). Demnach sind es Län<strong>de</strong>r wie<br />
Vietnam o<strong>de</strong>r Bangla<strong>de</strong>sch, <strong>de</strong>nen man langfristig bereits Potenzial<br />
als günstiger Produktions- und profitabler Absatzmarkt einräumt.<br />
Eine Frage <strong>de</strong>r Qualität?<br />
Während also die Preise chinesischer Reifen das erste große<br />
Thema darstellen, ist die Qualität das zweite. Guido Bernaerts, <strong>de</strong>r<br />
seit 37 Jahren in <strong>de</strong>r Reifenbranche tätig ist und seit nunmehr 13<br />
Jahren aktiv Geschäfte mit chinesischen Unternehmen macht, hat<br />
während seiner Laufbahn das Thema stets genau verfolgt. Unzählige<br />
Male ist <strong>de</strong>r Inhaber und Geschäftsführer <strong>de</strong>r International<br />
Bernaerts Trading N.V. (IBT) mit Sitz in Antwerpen durch <strong>China</strong> gereist,<br />
um dort Kontakte mit neuen und alten Herstellern zu pflegen<br />
und Verhandlungen über Lieferungen zu führen. Als Guido Bernaerts,<br />
<strong>de</strong>r sein Unternehmen 1984 als Reifengroßhan<strong>de</strong>l mit<br />
internationaler Ausrichtung gegrün<strong>de</strong>t hatte, Mitte <strong>de</strong>r 1990er Jahre<br />
erstmals <strong>China</strong> besichtigte, um dort eventuell geschäftlich aktiv<br />
zu wer<strong>de</strong>n, gab es nicht einen einzigen Reifenhersteller, <strong>de</strong>r Radialreifen<br />
fertigte. Wozu auch, fragt er rhetorisch. Es gab auch so gut<br />
wie keine mo<strong>de</strong>rnen Personenkraftwagen und kein mo<strong>de</strong>rnes<br />
Schnellstraßennetz, was <strong>de</strong>n Einsatz von Radialreifen notwendig<br />
gemacht hätte. Erst zu Beginn dieses Jahrzehnts begannen die<br />
Verän<strong>de</strong>rungen, sich zu überschlagen, so Bernaerts.<br />

High-Performance-Marktsegment.<br />
Dass die chinesischen Hersteller entsprechen<strong>de</strong>r Produkte<br />
dabei gelegentlich an<strong>de</strong>re Auffassungen in Bezug auf Vertragsverhandlungen<br />
haben, müsse ein <strong>China</strong>-Neuling schnell lernen. Wäh-

commonly <strong>de</strong>veloped a new tread pattern inten<strong>de</strong>d to be sold –<br />
by the European partner – on the European replacement market<br />
this may be no guarantee that tyres will be supplied. Sometimes, if<br />
the price is right, a competitor gets these tyres and sells them at a<br />
profit. This and other similar inci<strong>de</strong>nts occur when you do business<br />
with Chinese tyre companies, Mr Bernaerts says. Furthermore,<br />
there are always doubts whether a Chinese partner has the<br />
same un<strong>de</strong>rstanding of the words “sole agent.” It is common, he<br />
continues, that an exclusive European importer is faced with<br />
competition when “his brand” is also sold to other importers just<br />
because capacities are available and the price is right.<br />
Although the owner of International Bernaerts Trading is a<br />
specialist when it comes to the Chinese tyre market (he won’t<br />
officially give <strong>de</strong>tails about his preferred brands, sales or turnover<br />
figures) and has close business relations there, he is very critical<br />
about the quality of tyres produced in <strong>China</strong>. He even asserts that<br />
the vast majority of tyres produced in <strong>China</strong> and sold in Europe do<br />
not comply with the ECE-R30 standards. “Chinese people still<br />
don’t exactly know what quality means,” he says, and they often<br />
don’t pay close attention to uniformity, balance, tread life or the<br />
load and speed indices of tyres. Some tyres produced in <strong>China</strong><br />
need up to 150 grammes of balancing weights. So-called DA,<br />
BLEM or second-quality tyres are often dispatched to European<br />
replacement markets. This is partly because clueless importers<br />
sometimes hope to make a <strong>de</strong>cent profit on these tyres, which are<br />
obviously offered at very competitive prices by Chinese manufacturers<br />
or agents and brokers. Guido Bernaerts has seen some bad<br />
tyres in the course of his career: “You could cry your eyes out.”<br />
However, there are positive examples of when Chinese manufacturers<br />
invest in upgrading their production facility and in making<br />
the production process more efficient. But these examples are<br />
rare and can be found – if at all – only with privately owned companies.<br />
There is no real benefit to the efficiency of a tyre factory if<br />
the owner invests hundreds of millions in new equipment at all<br />
stages of the production process and workers – like in the good<br />
old past – continue to cut the layers of casings manually even<br />
though the correct equipment is there. This is why the efficiencies<br />
of many production facilities are comparably weak when the state<br />
or a province owns the tyre factory and <strong>de</strong>cisions are ma<strong>de</strong> not<br />
only based on economic criteria, but political as well.<br />
At the same time it is worth noting that tyres produced in<br />
<strong>China</strong> are getting better and better in terms of quality, says Guido<br />
Bernaerts, pointing out that there are many factories in <strong>China</strong> that<br />
are currently being upgra<strong>de</strong>d according to Western standards. The<br />
number of Chinese tyre manufacturers selling their products in<br />
the European and North American replacement markets is going<br />
to increase in the near future, that’s something we can be assured<br />
of, the owner of International Bernaerts Trading says. Currently<br />
there are about ten companies in <strong>China</strong> that sell their products in<br />
Europe.<br />
International Bernaerts Trading has recently begun selling its<br />
new “Optima“ private brand, produced in <strong>China</strong>, in European<br />
markets. There are 51 different PCR dimensions available; later on<br />
there will also be Optima truck tyres. Together with this new<br />
private brand Bernaerts hopes to sell up to 3 to 4 million units<br />
annually by the end of next year.<br />

Diskussion“ und sie fühlten sich oftmals noch zu nichts verpflichtet.<br />
Entsprechen<strong>de</strong> „Mentalitätsunterschie<strong>de</strong>“ müsse man verstehen<br />
und akzeptieren, wenn man mit chinesischen Unternehmen<br />
Geschäfte machen will. Selbst wenn man gemeinsam mit einem<br />
chinesischen Partner ein neues Profil entwickelt und in Europa auf<br />
<strong>de</strong>n Markt bringen möchte, be<strong>de</strong>ute dies noch lange nicht, dass<br />
man als Quasi-Auftraggeber und Co-Entwickler am En<strong>de</strong> auch beliefert<br />
wird, erzählt Guido Bernaerts aus seinem Erfahrungsschatz;<br />
Entsprechen<strong>de</strong>s sei ihm bereits passiert zugunsten eines Wettbewerbers.<br />
Auch könne man sich nie sicher sein, dass ein chinesischer<br />
Geschäftspartner dasselbe unter <strong>de</strong>m Begriff „Sole Agent“<br />
(Exklusivimporteur) versteht wie ein europäischer Importeur. Oft<br />
genug tauchten eigentlich als exklusiv zugesicherte Reifen über<br />
an<strong>de</strong>re Quellen auf <strong>de</strong>m Markt auf.<br />
Auch wenn <strong>de</strong>r Inhaber von International Bernaerts Trading im<br />
<strong>China</strong>-Geschäft überaus aktiv ist (Details zu Marken, Absätzen<br />
o<strong>de</strong>r Umsätzen will Guido Bernaerts nicht nennen), lässt er kein<br />
gutes Haar an <strong>de</strong>r Qualität chinesischer Produkte. Er behauptet<br />
sogar, dass ein Großteil <strong>de</strong>r in <strong>China</strong> gefertigten und in Europa<br />
vermarkteten Reifen nicht <strong>de</strong>n hohen Anfor<strong>de</strong>rungen <strong>de</strong>r ECE-R30<br />
für die Erlangung einer E-Kennung entsprechen. „Chinesen wissen<br />
immer noch nicht, was Qualität heißt“, und beschwert sich<br />
über Reifen, <strong>de</strong>ren Rundlauf, Unwucht, Laufleistung o<strong>de</strong>r Lastbzw.<br />
Speedin<strong>de</strong>x nicht <strong>de</strong>n Anfor<strong>de</strong>rungen entsprechen. Es gebe<br />
Reifen aus <strong>China</strong>, die mit bis zu 150 Gramm ausgewuchtet wer<strong>de</strong>n<br />
müssten. So genannte DA-, BLEM- o<strong>de</strong>r Zweite-Wahl-Reifen<br />
fin<strong>de</strong>n ebenfalls oft <strong>de</strong>n Weg nach Europa – teilweise über ahnungslose<br />
Importeure, die auf das schnelle Geld hoffen. Er habe<br />
in seiner Laufbahn Reifen gesehen: „Da kann man nur weinen.“<br />
Es gebe zwar positive Beispiele, wo chinesische Hersteller<br />
sinnvoll und effizient in die Erneuerung ihrer Mischereien und Reifenproduktionen<br />
investiert haben. Nur entsprechen<strong>de</strong> Beispiele<br />
seien rar und – wenn überhaupt – ausnahmslos bei Reifenherstellern<br />
zu fin<strong>de</strong>n, die sich im Privatbesitz befin<strong>de</strong>n. Es nütze wenig,<br />
hun<strong>de</strong>rte Millionen in neue Anlagen zu investieren, wenn trotz<br />
vorhan<strong>de</strong>ner Technologie die Karkasslagen von Hand zugeschnitten<br />
wer<strong>de</strong>n, da die Mitarbeiter das schon immer so gemacht haben.<br />
Entsprechend niedrig sind die Effizienzen in vielen Produktionsstätten,<br />
gera<strong>de</strong> wenn <strong>de</strong>r Staat bzw. eine Provinzregierung als<br />
Arbeitgeber auftritt und unternehmerische Entscheidungen eben<br />
nicht nur anhand von wirtschaftlichen Kriterien fällt.<br />
Dennoch: Es sei anzumerken, dass auch chinesische Reifen<br />

The Chinese tyre market is becoming ever more interesting,<br />
and not only for tyre manufacturers and wholesalers. The<br />
organisers of tyre-related exhibitions are also taking a<br />
much closer look at this – as it seems – market of boundless<br />
opportunities. This November the organisers of the<br />
“Reifen” show in Essen, Germany, are organising for the<br />
very first time an equivalent in <strong>China</strong>, the so-called “Reifen<br />
<strong>China</strong>”. The organisers from Messe Essen GmbH and the<br />
<strong>China</strong> United Rubber (Group) Corp. are hoping to host a<br />
successful premiere show in Shanghai. The annual Reifen<br />
<strong>China</strong> show will take place concurrently with the “Rubber<br />
Tech <strong>China</strong>” show, both held un<strong>de</strong>r the same roof. Klaus<br />
Reich, director tra<strong>de</strong> fairs and exhibitions with Messe Essen<br />
GmbH, and in this function also responsible for Reifen<br />
<strong>China</strong>, explains in an interview with Tyres & Accessories<br />
why his company is taking the Reifen show to <strong>China</strong>, what<br />
the expectations for this November’s show are and what<br />
exhibitors and visitors will get in Shanghai when they come<br />
to Reifen <strong>China</strong>.<br />
Tyres & Accessories:<br />
For many years Messe Essen GmbH has successfully organised<br />
the Reifen show in Germany. Do you count on a similar success<br />
with its offspring in Shanghai?<br />
Klaus Reich:<br />
The international tra<strong>de</strong> fair Reifen has now existed for more than<br />
40 years. It has continuously been <strong>de</strong>veloped, has become increasing<br />
international and has gained relevance. I also see good<br />
prospects for the Reifen <strong>China</strong>. In the mid-term I am convinced<br />
that the quality of our organisation will prevail over other exhibition<br />
organisers; we will be able to present a very successful show,<br />
in particular keeping <strong>China</strong>’s growth potential in mind.<br />
Tyres & Accessories:<br />
It is wi<strong>de</strong>ly known that <strong>China</strong> is one of the biggest producers and<br />
consumers of tyres worldwi<strong>de</strong>. Does this fact correlate with<br />
<strong>China</strong>’s relevance as a location for exhibitions?<br />
Klaus Reich:<br />
It usually is the case that leading industry exhibitions take place<br />
in Germany. Chinese exhibitions in turn normally meet the huge<br />
domestic market <strong>de</strong>mand. With regards to the tyre industry in<br />
<strong>China</strong> it can be pointed out that – <strong>de</strong>spite many attempts – no<br />

nach <strong>China</strong> expandiert, welche Erwartungen die Veranstalter<br />
haben und was Aussteller und Besucher erwartet.<br />

Die Messe Essen ist seit Jahren erfolgreicher Ausrichter <strong>de</strong>r<br />
„Reifen-Messe“. Rechnen Sie mit einem ähnlichen Erfolg in<br />
Shanghai?<br />
Klaus Reich:<br />
Die Internationale Fachmesse „Reifen“ in Essen existiert seit über<br />
40 Jahren. Sie hat sich kontinuierlich weiter entwickelt und zunehmend<br />
an Internationalität und Be<strong>de</strong>utung gewonnen. Auch für<br />
„Reifen <strong>China</strong>“ sehe ich gute Chancen. Mittelfristig rechne ich<br />
damit, dass sich die Qualität unserer Organisation gegenüber<br />
<strong>de</strong>n vielen an<strong>de</strong>ren Veranstaltern durchsetzen wird und dass wir<br />
bei <strong>de</strong>m großen Wachstumspotential in <strong>China</strong> eine absolut erfolgreiche<br />
Veranstaltung präsentieren können.<br />
<strong>NEUE</strong> <strong>REIFENZEITUNG</strong>:<br />
Dass <strong>China</strong> zu <strong>de</strong>n größten Produktions- und Absatzmärkten von<br />
Reifen zählt, ist bekannt. Korreliert diese Tatsache mit <strong>de</strong>r Be<strong>de</strong>utung<br />
<strong>China</strong>s als Messestandort?<br />
Klaus Reich:<br />
Generell gilt, dass die meisten Branchen-Leitmessen in Deutschland<br />
stattfin<strong>de</strong>n. Chinesische Messen bedienen in erster Linie<br />
die Nachfrage in ihrem riesigen Heimatmarkt. Bezogen auf <strong>de</strong>n<br />
Reifenmarkt in <strong>China</strong> kann man feststellen, dass es trotz zahlreicher<br />
Versuche bisher noch keinem Organisator gelungen ist, die<br />
Reifenbranche komplett zu präsentieren. Genau das ist unser<br />
Ziel: Wir wollen wie zur Reifen-Messe in Essen eine Fachmesse
Tyre Exhibitions in <strong>China</strong><br />
A market that is <strong>de</strong>veloping as strongly as the Chinese tyre market<br />
is always the right location for at least one important tyre<br />
exhibition. In <strong>China</strong> there are several such tyre shows taking<br />
place. The following is a brief overview.<br />
(1) <strong>China</strong> International Tire Expo, in brief: CITExpo<br />
(September 12-14, 2007)<br />
Since 2003 CITExpo has been one of the leading international<br />
tyre exhibitions in <strong>China</strong>. It takes place annually in Shanghai and<br />
attracted about 6,800 visitors last year, with 230 companies<br />
exhibiting. Last year the Auto Testing Expo (<strong>China</strong>) took place for<br />
the very first time as a concurrent event; another 120 companies<br />
exhibited there. This year’s CITExpo takes place during the same<br />
week as Tyrexpo Asia in Singapore (September 11-13, 2007). The<br />
CITExpo exhibition is organised by Reliable International Exhibition<br />

(2) Reifen <strong>China</strong> (November 14-16, 2007)<br />
Reifen <strong>China</strong> – an offspring of the Reifen show in Essen – is taking<br />
place for the first time this year. It will be co-organised in<br />
Shanghai by Messe Essen GmbH, Germany, and the <strong>China</strong> United<br />
Rubber (Group) Corp. (CURC). It is planned to become an annual<br />
event. There are no indications about the possible number<br />
of exhibitors for this year’s show. Taking place in parallel with Reifen<br />
<strong>China</strong> is Rubber Tech <strong>China</strong>, which will be held in the Shanghai<br />
New International Expo Centre (SNIEC).www.reifen-china.com<br />
(3) Rubber Tech <strong>China</strong> (November 14-16, 2007)<br />
The Rubber Tech <strong>China</strong> exhibition is the seventh event of this<br />
kind in Shanghai. However, this year companies from the tyre<br />
business will exhibit at the concurrent Reifen <strong>China</strong>. Until this<br />
year Rubber Tech <strong>China</strong> was held as Tyres & Rubber Tech <strong>China</strong>;<br />
it has been held six times so far and attracted 5,500 visitors last<br />
year when 283 companies exhibited. Rubber Tech <strong>China</strong> is also<br />

(4) <strong>China</strong> International Rubber & Tyre Industry Exhibition<br />
(April 3-5, 2008)<br />
The <strong>China</strong> International Rubber & Tyre Industry Exhibition is held<br />
in the coastal town of Qingdao, Shandong province. In May this<br />
year, when the event took place for the fourth time, 4,200 visitors<br />
and 120 companies from the tyre and accessory industries<br />
atten<strong>de</strong>d the show. The <strong>China</strong> International Rubber & Tyre Industry<br />
Exhibition is organised by Qingdao Jinnuo Exhibition.<br />

(5) <strong>China</strong> International Tire Resources Integrative Utilisation<br />
Exposition (no date)<br />
The last time this retreading and recycling exhibition took place<br />
in was October 2005. This event was the second consecutive exhibition,<br />
and was organised by the <strong>China</strong> Tire Retreading and<br />
Utilisation Association (CTRA). Whether and when this exhibition<br />
will take place again has yet to be <strong>de</strong>termined. www.ctra.cn<br />

Ein Reifenmarkt wie <strong>China</strong>, <strong>de</strong>r sich <strong>de</strong>rmaßen stark entwickelt,<br />
ist immer auch Veranstaltungsort für eine namhafte Reifenmesse.<br />
In <strong>China</strong> gibt es <strong>de</strong>rer gleich einige, die regelmäßig stattfin<strong>de</strong>n –<br />
ein kleiner Überblick.<br />

Die Messe wird u.a. vom Run<strong>de</strong>rneuerungs- und Recyclingverband<br />
<strong>China</strong> Tire Retreading and Utilisation Association (CTRA)<br />
organisiert. Ob und wann die nächste Messe stattfin<strong>de</strong>t, ist nicht<br />

organsiser has yet managed to host an exhibition covering the<br />
whole industry. But this is what we want to do. Just like with the<br />
Reifen show in Germany we now want to offer an exhibition that<br />
covers the tyre tra<strong>de</strong>, the tyre repair industry as well as the<br />
retreading business.<br />
Tyres & Accessories:<br />
How important is it to use the brand name “Reifen” for a successful<br />
entry into your foreign Reifen operations.<br />
Klaus Reich:<br />
The Reifen brand signifies quality and a successful bringing together<br />
of supply and <strong>de</strong>mand. We realise this when we meet with<br />
our international exhibitors in Essen and when we meet abroad,<br />
say at the SEMA show in Las Vegas or at Autopromotec in Bologna,<br />
Italy. There is a close attachment to the Reifen brand. We experience<br />
something similar with our other tra<strong>de</strong> shows, whose logos<br />
and brand names we use when we transplant them abroad.<br />
Tyres & Accessories:<br />
What are the major differences between Essen and Shanghai or<br />
between Germany and <strong>China</strong> when it comes to the general<br />
direction of your show?<br />
Klaus Reich:<br />
In both locations we first try to concentrate on efficiently bringing<br />
together supply (i.e. our exhibitors) and <strong>de</strong>mand (i.e. our visitors).<br />
We must regard the success of our exhibitors and visitors as our<br />
number one goal regardless of where the exhibition takes place,<br />
Germany or <strong>China</strong>. Of course, there are some technical differences<br />
with regards to organising such a show, but today this has<br />
become somewhat irrelevant. A point of difference from the Reifen<br />
show in Germany is we will have many more national visitors<br />
in Shanghai, although the Reifen <strong>China</strong> is also inten<strong>de</strong>d to be an<br />
international show. But if one country represents about 25 per<br />
cent of our global population it is of course much more difficult to<br />
attract more than 50 per cent international visitors like we do with<br />
the show in Germany.<br />
Tyres & Accessories:<br />
You have entered into a partnership with the <strong>China</strong> United Rubber<br />
Corporation (CURC), the co-organisers of Reifen <strong>China</strong>, at<br />
very short notice. Did you have enough time in or<strong>de</strong>r to guarantee<br />
a professional show that satisfies your high standards?<br />
Klaus Reich:<br />
CURC has itself been active in organising exhibitions for many<br />
years. For example it organises the “Tyres & Rubber Tech <strong>China</strong>”<br />
exhibition in Shanghai. We have watched this event quite closely<br />
and have also spoken with German and international exhibitors<br />
at Tyres & Rubber Tech. Our impression that CURC is running a<br />
professional organisation in this respect has been confirmed. In<br />
CURC, I believe, we have found a partner to whom you don’t<br />
need to explain how to conceive a successful show. We both<br />
march in step and we know that we can count on each other<br />
although there are about 7,000 kilometres between our offices.<br />

Were or are there areas where the Reifen <strong>China</strong> exhibition won’t<br />

Einstieg ins Auslandsgeschäft mit <strong>de</strong>r Reifen-Messe?<br />
Klaus Reich:<br />
Die Marke „Reifen“ steht für Qualität und für das erfolgreiche Zusammenführen<br />
von Angebot und Nachfrage. Wir merken das insbeson<strong>de</strong>re<br />
bei unseren internationalen Ausstellern, und zwar<br />
nicht nur hier in Essen, son<strong>de</strong>rn auch wenn wir diese Firmen auf<br />
Messen wie <strong>de</strong>r SEMA in Las Vegas o<strong>de</strong>r auf <strong>de</strong>r Autopromotec<br />
in Bologna wie<strong>de</strong>rtreffen. Die Bindung an die Marke „Reifen“ ist<br />
sehr groß. Eine ähnlich enge Beziehung bemerken wir auch bei<br />
unseren an<strong>de</strong>ren Branchen-Leitmessen, mit <strong>de</strong>ren Logos und<br />
Marken wir ebenfalls im Ausland auftreten.<br />
<strong>NEUE</strong> <strong>REIFENZEITUNG</strong>:<br />
Was sind <strong>de</strong>nn die wesentlichen Unterschie<strong>de</strong> zwischen Essen<br />
und Shanghai bzw. Deutschland und <strong>China</strong> bei <strong>de</strong>r Ausrichtung<br />
einer Reifenmesse?<br />
Klaus Reich:<br />
Für bei<strong>de</strong> Standorte gilt, dass wir uns zunächst darauf konzentrieren,<br />
Angebot (das heißt die Aussteller) und Nachfrage (die Besucher)<br />
wirksam zusammenzuführen. Der Erfolg unserer Aussteller<br />
und Besucher muss immer unser oberstes Ziel sein – egal ob in<br />
Deutschland o<strong>de</strong>r in <strong>China</strong>. Sicherlich gibt es bei <strong>de</strong>r technischen<br />
Organisation <strong>de</strong>n einen o<strong>de</strong>r an<strong>de</strong>ren Unterschied, aber<br />
das ist heute nicht mehr so relevant. An<strong>de</strong>rs als in Deutschland<br />
wird die Besucherzielgruppe eher national geprägt sein – auch<br />
wenn wir die „Reifen <strong>China</strong>“ als internationale Messe anlegen.<br />
Aber wenn ein Land rund 25 Prozent <strong>de</strong>r Weltbevölkerung stellt,<br />
ist es natürlich ungleich schwerer, mehr als 50 Prozent internationale<br />
Besucher aufzubieten als bei <strong>de</strong>r „Reifen“ in Essen.<br />
<strong>NEUE</strong> <strong>REIFENZEITUNG</strong>:<br />
Sie sind erst kurzfristig in die Partnerschaft mit <strong>de</strong>r <strong>China</strong> United<br />
Rubber Corporation (CURC), <strong>de</strong>m chinesischen Mitveranstalter,<br />
eingestiegen. Hat die Zeit gereicht, um eine professionelle Messe<br />
auf die Beine zu stellen, die Ihren hohen Ansprüchen genügt?<br />
Klaus Reich:<br />
CURC ist seit vielen Jahren auch im Messegeschäft tätig und<br />
führt zum Beispiel die „Tyres & Rubber Tech“ in Shanghai durch.<br />
Wir haben diese Messe mehrfach beobachtet und mit <strong>de</strong>utschen<br />
und internationalen Ausstellern auf <strong>de</strong>r „Tyres & Rubber Tech“ gesprochen.<br />
Dabei wur<strong>de</strong> die gute Organisation und die Professionalität<br />
von CURC grundsätzlich bestätigt. Ich glaube, dass wir mit<br />
CURC einen Partner gefun<strong>de</strong>n haben, <strong>de</strong>r auf gleicher Wellenlänge<br />
sen<strong>de</strong>t, <strong>de</strong>m man nicht mehr sagen muss, wie erfolgreiche<br />
Messen konzipiert wer<strong>de</strong>n, son<strong>de</strong>rn auf <strong>de</strong>n man sich verlassen<br />
kann, auch wenn rund 7.000 Kilometer Distanz zwischen <strong>de</strong>n Arbeitsplätzen<br />
liegen.<br />
<strong>NEUE</strong> <strong>REIFENZEITUNG</strong>:<br />
Gab o<strong>de</strong>r gibt es Bereiche, in <strong>de</strong>nen die Messe noch nicht ganz<br />
<strong>de</strong>m gerecht wer<strong>de</strong>n wird, was Sie von einer solchen Veranstal-

Only this March, after we finished some<br />
intensive market research and our search<br />
for a possible partner, did we finalise the<br />
Refien <strong>China</strong> <strong>de</strong>al. Thus the eventual time<br />
for preparing the show has been<br />
relatively small, and we expected to be<br />
confronted with potential exhibitors who’d<br />
already spent their marketing budgets.<br />
However, it was the right <strong>de</strong>cision to get a<br />
foot in the door.<br />
After all, there are 45 Chinese companies<br />
that exhibited at the Reifen show in<br />
Germany last year, 35 of which were tyre<br />
manufacturers. A major proportion of<br />
these companies will also exhibit in<br />
Shanghai. Unfortunately, international tyre<br />
manufacturers won’t attend the show like<br />
they attend the Reifen show in Germany.<br />
In a few years time we will be able to offer<br />
a show that reflects the whole valuead<strong>de</strong>d<br />
chain of the tyre business.<br />
Tyres & Accessories:<br />
Usually, the success of any exhibition correlates<br />
with the quality of the venue. How<br />
will this be in November with Reifen<br />
<strong>China</strong>?<br />
Klaus Reich:<br />
The Reifen <strong>China</strong> show will take place<br />
within the Shanghai New Exhibition Centre<br />
(SNIEC), one of the most mo<strong>de</strong>rn exhibition<br />
facilities in <strong>China</strong>. This June our<br />
show “Beijing Essen Welding,“ which<br />
commutes annually between Beijing and<br />
Shanghai took place in the SNIEC for the<br />
first time. We received only positive feedback<br />
about the venue. The SNIEC offers a<br />
standard comparable to mo<strong>de</strong>rn<br />
European exhibition locations.<br />
Tyres & Accessories:<br />
How’s the show <strong>de</strong>veloping with regards<br />
to the reservation of floor space and preregistrations<br />
of visitors?<br />
Klaus Reich:<br />
I think that we can count on about 50 exhititors<br />
this year. According to Chinese<br />
standards this is a good figure for a premiere<br />
show. In parallel with the Reifen show<br />
there will be the Tyres & Rubber Tech as<br />
a concurrent event. Already group visits<br />
have been arranged by our goodwill<br />

Klaus Reich:<br />
Wir haben uns nach gründlicher Marktrecherche<br />
und Partnersuche erst im März<br />
dieses Jahres entschie<strong>de</strong>n, eine „Reifen<br />
<strong>China</strong>“ durchzuführen. Der Vorbereitungszeitraum<br />
ist also relativ kurz, so dass wir<br />
mit bereits verplanten Marketingbudgets<br />
rechnen mussten. Dennoch war es richtig,<br />
jetzt <strong>de</strong>n Fuß in die Tür zu setzen.<br />
Immerhin stellen rund 45 chinesische<br />
Firmen in Essen aus, davon 35 Reifenhersteller.<br />
Einen großen Teil dieser Firmen<br />
wer<strong>de</strong>n wir auch in Shanghai als Aussteller<br />
begrüßen können. Lei<strong>de</strong>r wer<strong>de</strong>n die<br />
internationalen Reifenhersteller noch<br />
nicht in <strong>de</strong>m Umfang präsent sein wie auf<br />
<strong>de</strong>r „Reifen“ in Essen. Ich <strong>de</strong>nke aber,<br />
dass es uns gelingen wird, in wenigen<br />
Jahren eine Messe anzubieten, die die<br />
komplette Wertschöpfungskette für Reifenhan<strong>de</strong>l,<br />
Reifenwerkstätten und Vulkanisation<br />
abbil<strong>de</strong>n wird.<br />
<strong>NEUE</strong> <strong>REIFENZEITUNG</strong>:<br />
Üblicherweise steht und fällt eine Messe<br />
mit <strong>de</strong>r Qualität <strong>de</strong>s Veranstaltungsortes.<br />
Wie sieht es diesbezüglich bei <strong>de</strong>r „Reifen<br />
<strong>China</strong>“ im November aus?<br />
Klaus Reich:<br />
„Reifen <strong>China</strong>“ wird im Shanghai New Exhibition<br />
Centre (SNIEC) stattfin<strong>de</strong>n, einem<br />
<strong>de</strong>r mo<strong>de</strong>rnsten Messegelän<strong>de</strong> in <strong>China</strong>.<br />
Wir haben in diesem Juni zum ersten Mal<br />
die jährlich zwischen Peking und Shanghai<br />
wechseln<strong>de</strong> „Beijing Essen Welding“<br />
im SNIEC durchgeführt und nur gute Resonanzen<br />
erhalten. Das SNIEC bietet einen<br />
vergleichbaren Standard wie mo<strong>de</strong>rne<br />
europäische Messegelän<strong>de</strong>.<br />
<strong>NEUE</strong> <strong>REIFENZEITUNG</strong>:<br />
Wie haben sich bisher die Standbuchungen<br />
und die Voranmeldungen von Besuchern<br />
entwickelt?<br />
Klaus Reich:<br />
Ich <strong>de</strong>nke, dass wir in diesem Jahr mit<br />
rund 50 Ausstellern rechnen können. Das<br />
ist für chinesische Verhältnisse und für<br />
eine Erstveranstaltung schon eine gute<br />
Zahl. Parallel zur „Reifen <strong>China</strong>“ wird zu<strong>de</strong>m<br />
die „Tyres & Rubber Tech“ stattfin<strong>de</strong>n.<br />
Schon jetzt gibt es eine Reihe von<br />
Gruppenreisen, die von Deutschland aus<br />
– über <strong>de</strong>n BRV – und beispielsweise<br />

partner. Obviously, there will barely be any pre-registrations for<br />
Chinese visitors. Unless I miss my guess, there will be about<br />
1,000 up to 1,500 visitors cuing at the registration counters during<br />
the first day.<br />
Tyres & Accessories:<br />
The CURC – for some years the organiser of Tyres & Rubber<br />
Tech <strong>China</strong> – must not have been the only possible partner in<br />
<strong>China</strong>, where there are several well established tyre shows. Why<br />
exactly have you chosen this partner?<br />
Klaus Reich:<br />
The BRV and Messe Essen GmbH each in<strong>de</strong>pen<strong>de</strong>ntly visited<br />
several exhibitions in <strong>China</strong>. During these trips we witnessed different<br />
<strong>de</strong>grees of professionalism. There was even a show which<br />
was scheduled to be a three-day show but was called off at the<br />
end of day two because there were not enough visitors. As was<br />
mentioned above, it was the professionalism with which CURC<br />
has staged the Tyres & Rubber Tech that was crucial.<br />
Tyres & Accessories:<br />
CURC is not very well known abroad. Who exactly is this<br />
company?<br />
Klaus Reich:<br />
The <strong>China</strong> United Rubber (Group) Corporation was foun<strong>de</strong>d in<br />
1993 and it was spun off from the Chinese ministry for the chemical<br />
industry. There exist six national research institutes as subdivisions<br />
to that ministry that still belong to the CURC today.<br />
Apart from organising tra<strong>de</strong> fairs, conferences, training and<br />
seminars the organisation’s goals also inclu<strong>de</strong> the exchange and<br />
the propagation of new technologies, management consultancy<br />
and market studies. The CURC also plays an important role in the<br />
<strong>China</strong> Rubber Industry Association (CRIA) and holds some important<br />
positions there. It possesses an excellent network of<br />
contacts in <strong>China</strong> and with various tyre associations in Asia.<br />
Tyres & Accessories:<br />
The German tyre tra<strong>de</strong> association BRV is a goodwill sponsor to<br />
Reifen <strong>China</strong>. What is it contributing to the success of your show<br />
and are there other such partners in Europe?<br />
Klaus Reich:<br />
As a goodwill sponsor to the Reifen <strong>China</strong> the German BRV is<br />
helping us <strong>de</strong>velop and implement our “<strong>China</strong>” exhibition concept,<br />
which is directed to meet our high <strong>de</strong>mands in regards to<br />
quality. The association consults us regarding industry issues<br />
and it helps the Messe Essen GmbH with the acquisition of exhibitors<br />
and visitors. The BRV is planning a special seminar in<br />
Shanghai during the show. And it is also organising a round trip<br />
for its members. There are also other partner associations across<br />
Europe that have been invited.<br />

Do you think that <strong>China</strong> is big enough to allow for the success of<br />
several tyre exhibitions or will there be a consolidation of this<br />
special market over the coming years?<br />

<strong>China</strong>“ – war nicht <strong>de</strong>r einzige mögliche Partner in <strong>China</strong>, wo es<br />
mehrere etablierte Reifenmessen gibt. Warum haben Sie sich für<br />
genau diesen Partner entschie<strong>de</strong>n?<br />
Klaus Reich:<br />
BRV und Messe Essen haben sich – auch unabhängig voneinan<strong>de</strong>r<br />
– mehrere Veranstaltungen in <strong>China</strong> angesehen. Dabei sind<br />
wir auf die unterschiedlichsten Durchführungsqualitäten gestoßen,<br />
sogar auf dreitägig angesetzte Veranstaltungen, die nach<br />
zwei Tagen wegen Besuchermangel geschlossen wer<strong>de</strong>n mussten.<br />
Die Professionalität, mit <strong>de</strong>r CURC die „Tyres & Rubber Tech“<br />
durchführt, war – wie bereits erwähnt – ausschlaggebend für unsere<br />
Entscheidung.<br />
<strong>NEUE</strong> <strong>REIFENZEITUNG</strong>:<br />
CURC ist ein im Ausland relativ unbekanntes Unternehmen. Mit<br />
wem haben Sie es da zu tun?<br />
Klaus Reich:<br />
Die Chinese United Rubber (Group) Corporation wur<strong>de</strong> 1993 aus<br />
<strong>de</strong>r Rubber-Abteilung <strong>de</strong>s chinesischen Chemie-Ministeriums<br />
gegrün<strong>de</strong>t. Sechs nationale Forschungsinstitute, die an das Ministry<br />
of Chemical Industry angeschlossen sind, gehören heute<br />
noch zur CURC. Neben <strong>de</strong>r Durchführung von Fachmessen, Konferenzen,<br />
Schulungen und Seminaren gehören zum Beispiel <strong>de</strong>r<br />
Austausch und die Popularisierung von neuen Technologien,<br />
Unternehmensberatung und Marktstudien zu <strong>de</strong>n Zielen und Aufgaben.<br />
CURC spielt eine wichtige Rolle in <strong>de</strong>r <strong>China</strong> Rubber Industry<br />
Association (CRIA) und besetzt dort einflussreiche Positionen.<br />
CURC verfügt über ein hervorragen<strong>de</strong>s Netzwerk in <strong>China</strong><br />
und hat hervorragen<strong>de</strong> Kontakte zu an<strong>de</strong>ren nationalen Reifenverbän<strong>de</strong>n<br />
in Asien.<br />

Als i<strong>de</strong>eller Träger <strong>de</strong>r „Reifen <strong>China</strong>“ konzentriert sich das Engagement<br />
<strong>de</strong>s BRV auf die Mitwirkung bei <strong>de</strong>r Entwicklung und Umsetzung<br />
<strong>de</strong>s Messekonzeptes „<strong>China</strong>“, das sich an <strong>de</strong>m hohen<br />
Qualitätsanspruch <strong>de</strong>r Reifen-Messe in Essen orientiert. Der Verband<br />
berät uns fachbezogen und branchenspezifisch und flankiert<br />
die Maßnahmen <strong>de</strong>r Messe Essen bei <strong>de</strong>r Akquisition von<br />
Ausstellern und Besuchern. Der BRV hat eine Fachkonferenz geplant,<br />
die am Ran<strong>de</strong> <strong>de</strong>r Messe stattfin<strong>de</strong>n wird. Er wird ebenso<br />
eine Gruppenreise für BRV-Mitglie<strong>de</strong>r durchführen. Auch die Partnerverbän<strong>de</strong><br />
<strong>de</strong>s BRV in Europa und Amerika haben wir eingela<strong>de</strong>n.
Klaus Reich:<br />
Even compared to Europe <strong>China</strong> is a huge country. Because<br />
there is above-average economic growth there also inevitably is<br />
an uncontrolled growth of different exhibitions that sometimes<br />
turn out to have dubious organisers. This can also be a great<br />
opportunity for us. But we also have to anticipate that there will<br />
be several tyre exhibitions. However, we take up this challenge as<br />
a good competitor. It is our goal to sooner or later become<br />
market lea<strong>de</strong>r and then we will possibly move annually from<br />
Shanghai to Beijing and back.<br />
Tyres & Accessories:<br />
There are still tyre markets where there are no professional tyre<br />
shows with an international reputation. Look at India, Brazil or<br />
other emerging markets for example. Will the Messe Essen<br />
GmbH continue to expand abroad with its Reifen show?<br />
Klaus Reich:<br />
Actually there have been quite a number of inquiries to establish<br />
more tyre shows around the globe on other emerging markets.<br />
We will closely analyse these markets and in particular whether<br />
or not exhibitors will be able to do good business there. If we<br />
think that’s the case the expansion of our Reifen onto other<br />
continents won’t be exclu<strong>de</strong>d.<br />

Glauben Sie, dass <strong>China</strong> groß genug ist, um mehrere Reifenmessen<br />

Klaus Reich:<br />
Selbst im Vergleich zu Europa ist <strong>China</strong> ein riesiges Land. Das<br />
überdurchschnittliche Wachstum führt fast zwangsläufig zu einem<br />
Wildwuchs an Messen mit teilweise unseriösen Veranstaltern.<br />
Das kann für uns auch eine große Chance sein. Wir müssen<br />
durchaus damit rechnen, dass mehrere Reifenmessen in <strong>China</strong><br />
durchgeführt wer<strong>de</strong>n, nehmen <strong>de</strong>n Wettbewerb aber gerne an.<br />
Unser Ziel ist es, über kurz o<strong>de</strong>r lang Marktführer zu wer<strong>de</strong>n und<br />
die wichtigsten Messeplätze Shanghai gegebenenfalls im Wechsel<br />
mit Peking erfolgreich zu belegen.<br />
<strong>NEUE</strong> <strong>REIFENZEITUNG</strong>:<br />
Es gibt immer noch große Reifenmärkte, in <strong>de</strong>nen professionelle,<br />
internationale Reifenmessen fehlen. Denken Sie nur an Indien,<br />
Brasilien o<strong>de</strong>r an<strong>de</strong>re Schwellenlän<strong>de</strong>r. Wird die Messe Essen in<br />
Zukunft weiter expandieren?<br />
Klaus Reich:<br />
Wir haben tatsächlich eine ganze Reihe von Anfragen, weitere<br />
Tochterveranstaltungen <strong>de</strong>r Reifenfachmesse in an<strong>de</strong>ren Wachstumsmärkten<br />
durchzuführen. Wir wer<strong>de</strong>n die Märkte genau analysieren<br />
und vor allem prüfen, ob unsere Aussteller dort gute Geschäfte<br />
generieren können. Wenn <strong>de</strong>m so ist, wird eine Expansion<br />
<strong>de</strong>r „Reifen“ in an<strong>de</strong>re Kontinente sicherlich nicht ausgeschlossen<br />
sein.<br />

Linglong invests $250 million in a new PCR tyre factory<br />
Manufacturer targets export markets – Importers<br />

Linglong: 250 Millionen Dollar für neue Pkw-Reifenfabrik<br />
Hersteller zielt auf Exportmärkte – Importeure<br />
One of the biggest Chinese tyre manufacturers that gets<br />
along well without any foreign investment into the company<br />
or any jointventure involvement is Shandong Linglong Rubber<br />
Co., Ltd. The ambitious, privately owned company based<br />
in Zhaoyuan (Shandong province) is currently strongly<br />
increasing its production capacities – until 2009 these will<br />
increase by about 50 per cent. Linglong is already selling a<br />
major part of its output on export markets – like many other<br />
Chinese tyre manufacturers do in the light of a massive<br />
domestic over-production – and even will increase its supply<br />
to export markets in the future even further, markets that<br />
are <strong>de</strong>emed profitable. In Europe for example Linglong sells<br />
its products through importers such as Kirkby Tyres or<br />
Hämmerling, Germany.<br />
Over the past years Shandong Linglong has tuned strongly<br />
into the ever changing market situation in particular into the<br />
ever growing competitive environment. The Chinese market<br />
grows by about ten per cent year by year and thus manufacturers<br />
that don’t want to or just cannot keep up with this <strong>de</strong>velopment<br />
will eventually lose market share. Furthermore, just because prices<br />
are un<strong>de</strong>r pressure in <strong>China</strong> as well economies-of-scale are<br />
one way out of this dilemma which is additionally nourished by<br />
increasing production costs. This is another reason why capacities<br />
need to be expan<strong>de</strong>d throughout the industry as well as an<br />
attractive line-up of mo<strong>de</strong>rn products need to be <strong>de</strong>veloped. With<br />
regards to both issues Linglong has been able to make some<br />
major achievements in the recent past.<br />

with the new factory fully operational the company will rely even more<br />
strongly on export markets<br />

Co., Ltd. Das ehrgeizige Privatunternehmen mit Sitz in Zhaoyuan<br />
(Provinz Shandong) baut <strong>de</strong>rzeit seine Produktionskapazitäten<br />
umfangreich aus – bis 2009 sollen diese um über<br />
50 Prozent gesteigert wer<strong>de</strong>n. Da Linglong, wie viele an<strong>de</strong>re<br />
chinesische Reifenhersteller auch, einen durchaus hohen<br />
Anteil seines Outputs auf Exportmärkten vertreibt bzw. vertreiben<br />
muss, da <strong>de</strong>r chinesische Reifenmarkt unter Überkapazitäten<br />
lei<strong>de</strong>t, steht künftig ein noch größeres Engagement<br />
auf lukrativen Exportmärkten zu erwarten. In Europa<br />
etwa ist Linglong bereits mit Importeuren wie Hämmerling<br />
o<strong>de</strong>r Kirkby Tyres vertreten.<br />
Shandong Linglong hat sich in <strong>de</strong>n letzten Jahren intensiv mit<br />
<strong>de</strong>r sich stark än<strong>de</strong>rn<strong>de</strong>n Wettbewerbssituation in <strong>China</strong> und<br />
auf <strong>de</strong>m chinesischen Reifenmarkt eingestellt. Der Markt wächst<br />
je<strong>de</strong>s Jahr im zweistelligen Prozentbereich, Hersteller, die dort<br />
nicht mitziehen können o<strong>de</strong>r wollen, wer<strong>de</strong>n einerseits Marktanteile<br />
verlieren und an<strong>de</strong>rerseits aufgrund <strong>de</strong>r geringen Profitabilität<br />
<strong>de</strong>s Reifenmarktes unter hohen Stückkosten und somit einer<br />
noch geringeren Profitabilität lei<strong>de</strong>n. Reifenhersteller, die langfristig<br />
ihre Marktposition in <strong>China</strong> – und auch auf Exportmärkten –<br />
halten wollen, müssen also expandieren und Kapazitäten wie<br />
auch ein attraktives Produktportfolio aufbauen. In bei<strong>de</strong>n Bereichen<br />
ist Linglong in <strong>de</strong>n vergangenen Jahren einige Schritte vorangekommen.<br />
Während Linglong 2004 noch einen jährlichen Output von<br />
6,6 Millionen Reifen hatte, so <strong>de</strong>r Hersteller gegenüber <strong>de</strong>r <strong>NEUE</strong><br />
<strong>REIFENZEITUNG</strong>, sollen dies 2009 bereits 22,5 Millionen Einheiten<br />
sein. Linglong wird also binnen fünf Jahren seinen Output um

Linglong is going to increase its capacities by about 240 per cent<br />
within five years. In 2005 it produced 8.8 million units and in<br />
2006 this already was 12.5 million. Contrary to what the company<br />
announced in an earlier interview with Tyres & Accessories, the<br />
new PC tyre factory won’t have a final production capacity of 16<br />
million units but of 10 million units. The foundation stone was laid<br />
this January and it is expected that the factory will produce its<br />
first tyres at the end of this year. However, the factory won’t produce<br />
at full steam before 2009. As Linglong announces, this new<br />
factory will mainly produce PC tyres for export markets in Northern<br />
America and in Europe. When it’s fully operational in 2009<br />
the company will employ about 10,400 people; currently these<br />
are 8,500 employees among which there are about 1,600 engineers.<br />
The new factory which is currenty built without any external<br />
technological support or jointventure partner for about 250 million<br />
US dollars means another very important chapter in the<br />
company’s capacity expansion story. Within only three years<br />
(2006-2009) Linglong will increase its capacities by 80 per cent<br />
and when the factory is producing its 10 million tyres in 2009<br />
Linglong will be able to generate an annual turnover of 1.8 billion<br />
US dollars. In the course of the coming years Linglong’s turnover<br />
thus will grow annually by 30 per cent in average. Last year, the<br />
company discloses to Tyres & Accessories, it generated an<br />
annual turnover of 840 million US dollars; the year before it was<br />
420 million (2004) and 660 million (2005). Comparing these<br />
turnover figures with Linglong’s increase in output it is striking<br />
that the company’s turnover is growing much stronger than the<br />
company’s sales numbers. So, when Linglong in the course of<br />
five years increases its annual output by about 240 per cent (see<br />
above), it will increase its turnover by 328 per cent according estimates.<br />
On the one hand, this can indicate a change in the product-price-mix,<br />
on the other hand it can indicate growing export<br />
business.<br />
The current expansion project at Linglong is known un<strong>de</strong>r the<br />
working title “project 1211”. Until the end of 2008 the company<br />
wants to have an annual turnover of 10 billion RMB (1.315 million<br />
USD) – the first 1 in “1211”. Until then the company will have produced<br />
a total of 200 million tyres in its corporate history – the 2<br />
in “1211”. And Linglong will employ more than 10,000 people (another<br />
1) and wants to be a “number 1” tyre manufacturer recognised<br />
in the whole world.<br />
Last year Shandong Linglong manufactured about 12.5 million<br />
tyres in its factory in Zhaoyuan in the Eastern Chinese coastal<br />
province of Shandong. This figure is segmented liko follows: 53<br />
per cent or 6.625 million PC tyres; 30 per cent or 3.75 million<br />
truck tyres; 17 per cent or 3.825 million OTR tyres. 73 per cent of<br />
the total production are radial tyres which is 9.125 million units. 8<br />
million of these radial tyres are PCR tyres of which most tyres are<br />
actually exported into Northern America and Europe. Linglong<br />
currently exports a total of about 40 per cent of its output.<br />
Apart from Linglong’s new PCR tyre factory which is currently<br />
constructed on the premises, Shandong Linglong also announces<br />
plans to build another new greenfield factory for truck tyres.<br />
Being asked about this venture Linglong doesn’t disclose further<br />
<strong>de</strong>tails except that the factory will produce radial truck tyres and<br />
240 Prozent steigern. 2005 betrug <strong>de</strong>r jährliche Output noch 8,8<br />
Millionen Einheiten, im vergangenen Jahr bereits 12,5 Millionen.<br />
An<strong>de</strong>rs, als das Unternehmen bei einer früheren Gelegenheit erklärte,<br />
wer<strong>de</strong> die neue Linglong-Fabrik am Standort Zhaoyuan<br />
nicht 16 Millionen zusätzliche Pkw-Reifen produzieren können,<br />
son<strong>de</strong>rn lediglich zehn Millionen. Die offizielle Grundsteinlegung<br />
<strong>de</strong>r neuen Pkw-Reifenfabrik fand im Januar dieses Jahres statt<br />
und sie soll bis En<strong>de</strong> dieses Jahres fertiggestellt wer<strong>de</strong>n; unter<br />
Volllast wird sie aber 2009 fertigen. Wie Linglong ankündigt, ziele<br />
die Fabrik vorwiegend auf nordamerikanische und europäische<br />
Exportmärkte ab. Ab 2009 beschäftigt das Unternehmen dann<br />
10.400 Mitarbeiter; gegenwärtig sind dies 8.500, darunter wenigstens<br />
1.600 Ingenieure.<br />
Die neue Fabrik, die also gegenwärtig für rund 250 Millionen<br />
US-Dollar und ohne Technologie- o<strong>de</strong>r Jointventurepartner gebaut<br />
wird, be<strong>de</strong>utet für das Unternehmen einen weiteren Meilenstein<br />
in Sachen Produktionskapazität, durch sie wird die Kapazität<br />
im Vergleich zu 2006 um immerhin 80 Prozent gesteigert. Wenn<br />
die Fabrik 2009 voll produziert, so rechnet Linglong vor, wer<strong>de</strong><br />
<strong>de</strong>r Hersteller einen Jahresumsatz in Höhe von gut 1,8 Milliar<strong>de</strong>n<br />
US-Dollar haben. Während <strong>de</strong>r kommen<strong>de</strong>n Jahre wer<strong>de</strong> sich <strong>de</strong>r<br />
Umsatz um jährlich 30 Prozent steigern lassen. Im vergangenen<br />
Jahr, so <strong>de</strong>r Hersteller gegenüber dieser Zeitschrift weiter, habe<br />
man 840 Millionen Dollar umgesetzt, während dies in <strong>de</strong>n Jahren<br />
zuvor noch 420 Millionen (2004) bzw. 660 Millionen Dollar<br />
(2005) waren. Bei einem Vergleich dieser Umsatzzahlen mit <strong>de</strong>n<br />
Absatzzahlen fällt auf, dass sich die Umsätze wesentlich stärker<br />
entwickeln als die Absätze. Während Linglong also, wie oben erwähnt,<br />
seinen Output innerhalb von fünf Jahren um 240 Prozent<br />
steigert, sollen die Umsätze im selben Zeitraum sogar um 328<br />
Prozent steigen. Dies ist einerseits ein Indiz auf einen sich än<strong>de</strong>rn<strong>de</strong>n<br />
Produktmix sowie auf zunehmen<strong>de</strong> Exporte <strong>de</strong>s Unternehmens.<br />
Das gegenwärtige Expansionsprojekt ist bei Shandong Linglong<br />
unter <strong>de</strong>r Bezeichnung „Projekt 1211“ bekannt. Bis En<strong>de</strong><br />
2008 möchte man einen Umsatz von zehn Milliar<strong>de</strong>n Yuan haben<br />
(1,315 Mrd. Dollar), die erste eins, wird man insgesamt 200 Millionen<br />
Reifen gefertigt haben, die zwei, man wer<strong>de</strong> dann 10.000<br />
Mitarbeiter haben und – die letzte eins – als Nummer-1-Hersteller<br />
weltweit bekannt sein.<br />
Shandong Linglong fertigte im vergangenen Jahr also 12,5<br />
Millionen Reifen in seiner Fabrik in Zhaoyuan in <strong>de</strong>r ostchinesischen<br />
Küstenprovinz Shandong. Die Produktion teilt sich folgen<strong>de</strong>rmaßen<br />
auf: 53 Prozent bzw. 6,625 Millionen Pkw-Reifen, 30<br />
Prozent bzw. 3,75 Millionen Lkw-Reifen und 17 Prozent bzw.<br />
3,825 Millionen EM-Reifen; 73 Prozent <strong>de</strong>r Reifen sind Radialreifen<br />
(9,125 Mio., davon etwa 8 Mio. radiale Pkw-Reifen, von <strong>de</strong>nen<br />
<strong>de</strong>r größte Teil exportiert wird); während 40 Prozent <strong>de</strong>s gesamten<br />
Outputs exportiert wer<strong>de</strong>n, also fünf Millionen Reifen, bleiben<br />
60 Prozent im Land.<br />
Neben <strong>de</strong>r neuen Pkw-Reifenfabrik, die gegenwärtig am<br />
Standort entsteht, plane Shandong Linglong in naher Zukunft<br />
auch die Errichtung einer neuen Lkw-Reifenfabrik. Der Hersteller<br />
nennt auf Anfrage keine weiteren Details zu diesen Plänen, außer<br />
dass es sich dabei – natürlich – um Reifen radialer Bauweise<br />
han<strong>de</strong>ln wer<strong>de</strong> und dass die Produktionskapazität <strong>de</strong>r Anlage bei<br />
rund zwei Millionen Reifen liegen soll. Darüber hinaus wer<strong>de</strong> in<br />
Zhaoyuan gegenwärtig die Errichtung eines Testgelän<strong>de</strong>s geplant.<br />

planned that Linglong is going to install its own outdoor tyre testing<br />
facility in Zhaoyuan.<br />
That Linglong bran<strong>de</strong>d tyres (the company produces two<br />
more brands: Shanling and Liao) are also well received on the<br />
European export markets can be seen from the presence of this<br />
manufacturer. So for example Linglong strongly cooperates with<br />
Kirkby Tyres in the UK and its products are also sold throught the<br />
Hämmerling group, Germany. Importers usually point out that<br />
Linglong offers a “very large variety of different sizes and dimensions<br />
in truck tyres,” this was special compared to other Chinese<br />
tyre manufacturers, says Ralf Hämmerling, managing director of<br />
the Hämmerling group.<br />
While Linglong’s summer tyre segment offers a great number<br />
of different sizes up to 20 inch, its winter tyre segment with 13<br />
sizes can be called relatively small. “This range is expan<strong>de</strong>d year<br />
by year,” says Mr Hämmerling, who’s company is obviously selling<br />
a lot of winter tyres in Germany and adjecent markets. And<br />
because the importer and the manufacturer are confi<strong>de</strong>nt about<br />
the quality of Linglong PC tyres they are even giving a four year<br />
guarantee against puncture <strong>de</strong>fects in the tread and in the si<strong>de</strong>wall<br />
of a Linglong tyre.<br />

gefertigt wie etwa Shanling o<strong>de</strong>r Liao) auch in Europa Anklang<br />
fin<strong>de</strong>n, zeigt die Präsenz <strong>de</strong>s Herstellers hierzulan<strong>de</strong>. So<br />
vermarktet die Hämmerling-Gruppe etwa die Produkte aus Zhaoyuan<br />
in Deutschland, wo <strong>de</strong>r Großhändler allerdings keine Exklusivrechte<br />
besitzt. Und in Großbritannien kooperiert Shandong<br />
Linglong mit Kirkby Tyres. Hämmerling vermarktet das komplette<br />
Produktsortiment, also Pkw-, Lkw- wie auch EM-Reifen. Dabei sei<br />
insbeson<strong>de</strong>re „eine sehr große Profil- und Größenvielfalt im Lkw-<br />
Bereich“ ein Punkt, an <strong>de</strong>m sich <strong>de</strong>r Hersteller laut Geschäftsführer<br />
Ralf Hämmerling von an<strong>de</strong>ren chinesischen Reifenherstellern<br />
abgrenzt. Während es Pkw-Reifen mit verschie<strong>de</strong>nen Sommerprofilen<br />
in zahllosen Größen bis 20 Zoll gibt, nimmt sich das Winterreifensortiment<br />
mit insgesamt 13 Größen doch eher klein aus.<br />
„Dieses Spektrum wird jedoch jährlich um mehrere Größen erweitert“,<br />
sagt Hämmerling weiter. Der Qualität <strong>de</strong>r Linglong-Pkw-<br />
Reifen ist sich die Hämmerling-Gruppe sogar <strong>de</strong>rart sicher, dass<br />
sie seit Anfang dieses Jahres eine vierjährige Reifengarantie für<br />
alle Ein- und Anfahrschä<strong>de</strong>n auf- und abseits <strong>de</strong>r Straße gibt.<br />
„Die Hersteller bekun<strong>de</strong>n mit Übernahme <strong>de</strong>r Garantie, wie überzeugt<br />
sie von <strong>de</strong>r Qualität ihrer Reifen sind.“ Hämmerling gibt<br />
dieselbe Garantie übrigens auch auf Reifen von Interstate Tires,<br />
ebenfalls aus <strong>China</strong>, und auf Avon-Reifen. Linglong-Reifen, „eine<br />
<strong>de</strong>r führen<strong>de</strong>n Marken im chinesischen Markt“, erarbeite sich zunehmend<br />
Marktanteile auch in Deutschland, ergänzt Ralf Hämmerling,<br />
<strong>de</strong>ssen Unternehmen im Sommer 2006 ein eigenes Büro<br />
in Qingdao (Provinz Shandong) eröffnet hat. Der <strong>de</strong>utsche<br />
Großhändler positioniert die Pkw-Reifen im mittleren Budget-<br />
Segment, sie böten „ein sehr gutes Preis-Leistungs-Verhältnis“<br />
und eine gewisse Flexibilität bei <strong>de</strong>r Marktpositionierung, da die<br />

Continental Confirms Plans for New Tyre Factory in <strong>China</strong> Continental bestätigt Baupläne für Reifenwerk in <strong>China</strong><br />
Plans of Continental AG to build its first passenger car and<br />
truck tyre factory in <strong>China</strong> have now again been confirmed by<br />
Dr Hans-Joachim Nikolin, member of the board. “A possible Continental<br />
tyre factory in <strong>China</strong> will be similar to our factory in Brazil,”<br />
Dr Nikolin point out in an interview with Tyres & Accessories.<br />
“In the mid-term this represents an anticipated annual output of 4<br />
to 6 million passenger car tyres and 0.5 to 0.7 million truck tyres.<br />
For this we need to invest more than 200 million euros. The overall<br />
sum strongly <strong>de</strong>pends on the actual conditions of the location.”<br />
At the same time he wouldn’t elaborate on the possible time<br />
schedule. The question was “what means mid-term. In the longterm<br />
we are planning with a tyre factory in <strong>China</strong> because from a<br />
certain number of sold tyres per year it is the best solution economically.”<br />
The German corporation will “make a <strong>de</strong>cision during<br />
the second half of this year”, provi<strong>de</strong>d that <strong>de</strong>velopments in<br />
<strong>China</strong> are as projected, he continues. Still there are two possible<br />
locations for such a factory in <strong>China</strong>. “In general we want to produce<br />
in every market what is nee<strong>de</strong>d in that market. On the other<br />
hand, it is not possible to operate a factory with an unlimited diversity<br />
of products. In or<strong>de</strong>r to keep the complexity at a level that<br />
can be handled, it might be necessary to import tyres also in the<br />
longer term. When we establish a tyre factory in <strong>China</strong> it will<br />
mainly be to supply the Chinese market, unless something<br />
changes. Large scale tyre exports are not planned.” ab<br />
D ie Pläne <strong>de</strong>r Continental AG, in <strong>China</strong> eine eigene Fertigungsstätte<br />
für Pkw- und Lkw-Reifen zu errichten, wer<strong>de</strong>n<br />
nun noch einmal vom zuständigen Vorstandsmitglied Dr. Hans-<br />
Joachim Nikolin bestätigt. „Ein mögliches Conti-Reifenwerk in<br />
<strong>China</strong> wird vergleichbar mit unserem Werk in Brasilien sein“, so<br />
Nikolin auf Anfrage <strong>de</strong>r <strong>NEUE</strong> <strong>REIFENZEITUNG</strong>. „Das entspricht<br />
mittelfristig einem angestrebten Jahresvolumen von vier bis<br />
sechs Millionen Pkw-Reifen und 0,5 bis 0,7 Millionen Lkw-Reifen.<br />
Dafür müssen wir mehr als 200 Millionen Euro investieren. Der<br />
Gesamtbetrag hängt dann aber stark von <strong>de</strong>n konkreten Standortbedingungen<br />
ab.“<br />
Gleichzeitig machte er allerdings keine Aussagen über <strong>de</strong>n<br />
möglichen zeitlichen Rahmen. Die Frage sei, „was mittelfristig be<strong>de</strong>utet.<br />
Langfristig planen wir mit einem Reifenwerk in <strong>China</strong>,<br />
<strong>de</strong>nn ab einer bestimmten Verkaufsmenge pro Jahr ist das die<br />
wirtschaftlich beste Lösung.“ Der Konzern wer<strong>de</strong> – vorausgesetzt,<br />
<strong>de</strong>r Entwicklungsfortschritt in <strong>China</strong> entspreche <strong>de</strong>n Erwartungen<br />
– „in <strong>de</strong>r zweiten Jahreshälfte eine Entscheidung fällen“, so Nikolin<br />
weiter. Es stehen weiterhin zwei Standorte zur Wahl. „Generell<br />
wollen wir in je<strong>de</strong>m Markt nach Möglichkeit das produzieren, was<br />
auch in <strong>de</strong>m Markt benötigt wird. An<strong>de</strong>rerseits kann man eine<br />
Fabrik nicht mit einer beliebig hohen Produktvielfalt betreiben.<br />
Um die Komplexität han<strong>de</strong>lbar zu halten, kann es daher erfor<strong>de</strong>rlich<br />
sein, einen Teil <strong>de</strong>r Reifen auch längerfristig zu importieren.<br />
Wenn wir ein Reifenwerk in <strong>China</strong> aufbauen, wird es nach heutigem<br />
Kenntnisstand auch überwiegend für <strong>de</strong>n chinesischen<br />

Cooper: Great Respect and High Expectations<br />
US manufacturer follows a twin strategy in <strong>China</strong><br />

Cooper Tire & Rubber is without doubt a company that has<br />
managed to accomplish much in the Chinese tyre market<br />
during the past four years. The US manufacturer – a<br />
company with no previous substantial activities in <strong>China</strong> –<br />
has acquired a majority share in Shandong Chengshan Tyre<br />
Co. Ltd, which at the time belonged to the three largest<br />
Chinese owned tyre manufacturers and boasted a production<br />
capacity of 6 million units per year. Prior to taking over<br />
Chengshan, Cooper also entered into an offtake agreement<br />
with another Chinese owned market lea<strong>de</strong>r, Hangzhou<br />
Zhongce, and last but not least, earlier this year Cooper<br />
started producing tyres in a greenfield joint venture factory<br />
constructed together with JV partner, Kenda from Taiwan.<br />
The two companies plan to produce a combined 10 to 12<br />
million PCR and LTR tyres per year in this new facility once<br />
it is operating at full steam. Alongsi<strong>de</strong> all these production<br />
ventures Cooper has commenced in <strong>China</strong> the tyremaker<br />
also has foun<strong>de</strong>d its own distribution subsidiary there. Thus<br />
the American company now has both at its disposal: local<br />
production capacities plus the infrastructure necessary to<br />
establish the Cooper brand on the Chinese market.<br />
Cooper’s inroads into Asia start in <strong>China</strong>. Setting foot into the<br />
emerging Chinese tyre market doesn’t only mean the acquisition<br />
of a low-cost production basis for products that are sold in<br />
Western markets. Of equal significance, of course, is the Chinese<br />
tyre market as an increasingly important sales platform for local<br />
and Western brands. Although today Cooper is strongly working<br />
towards achieving the goal once set by former chairman, presi<strong>de</strong>nt<br />
and CEO Thomas A. Dattilo, who wanted to generate more<br />
than a billion US dollars of turnover in the Chinese market alone<br />
by the end of this <strong>de</strong>ca<strong>de</strong>, Cooper started its operations in <strong>China</strong><br />
in a similar way to many other Western companies: it sourced<br />
tyres from there un<strong>de</strong>r an offtake agreement and thus saved on<br />
production costs. Un<strong>de</strong>r this offtake agreement Cooper sourced<br />
some 250,000 to 300,000 truck tyres from Hangzhou Zhongce<br />
Rubber Co. between 2004 and last year. Interestingly enough,<br />
Cooper also began its cooperation with Taiwan’s Kenda un<strong>de</strong>r an<br />
offtake agreement (PC tyres, in 2001). These tyres are exclusively<br />
exported, with none sold on the Chinese market itself.<br />
At the end it seems inevitable that an international tyre manufacturer<br />
such as Cooper can only experience strong growth when<br />
it also sells its products on the strongly growing Chinese replace-<br />

Jahres wur<strong>de</strong> eine Jointventure-Fabrik, die gemeinsam<br />
mit <strong>de</strong>m taiwanesischen Hersteller Kenda gebaut wur<strong>de</strong>, in<br />
Betrieb genommen, in <strong>de</strong>r einmal zehn bis zwölf Millionen<br />
Pkw- und Llkw-Reifen gefertigt wer<strong>de</strong>n sollen. Mit <strong>de</strong>r Gründung<br />
einer eigenen Vertriebstochter in <strong>China</strong> verfügt Cooper<br />
nun nicht nur über umfangreiche lokale Produktionskapazitäten,<br />
son<strong>de</strong>rn auch über die notwendige Infrastruktur, um<br />
die eigene Marke erfolgreich in <strong>China</strong> zu positionieren.<br />
A lle Bemühungen Coopers, in Asien Fuß zu fassen, beginnen<br />
in <strong>China</strong>. Dabei stellt <strong>de</strong>r Markt nicht nur die verlängerte<br />
Werkbank vermeintlich hochentwickelter westlicher Industrienationen<br />
dar, son<strong>de</strong>rn rückt mehr und mehr auch als Absatzmarkt<br />
für Unternehmen aus Europa und Nordamerika in <strong>de</strong>n Fokus.<br />
Während Cooper heute mit Hochdruck an <strong>de</strong>m vom ehemaligen<br />
Chairman, Presi<strong>de</strong>nt und CEO Thomas A. Dattilo ausgegebenen<br />
Ziel arbeitet, bis zum En<strong>de</strong> dieses Jahrzehnts einen Umsatz von<br />
über einer Milliar<strong>de</strong> Dollar allein auf <strong>de</strong>m chinesischen Reifenmarkt<br />
zu erzielen, nutzte auch <strong>de</strong>r amerikanische Konzern <strong>de</strong>n<br />
chinesischen Markt zunächst nur wegen <strong>de</strong>r kostengünstigen<br />
Produktionsfaktoren. Im Rahmen eines Offtake-Agreements hatte<br />
Cooper ab Anfang 2004 bis zum vergangenen Jahr jährlich<br />
250.000 bis 300.000 Lkw-Reifen bei <strong>de</strong>r Hangzhou Zhongce<br />
Rubber Co. aus <strong>China</strong> geor<strong>de</strong>rt, wie im Übrigen auch bei Kenda<br />
Rubber aus Taiwan (Pkw-Reifen; seit 2001). Diese wer<strong>de</strong>n ausnahmslos<br />
ausgeführt.<br />
Dass ein international agieren<strong>de</strong>r Reifenhersteller vom Range<br />
Coopers aber nicht auf Dauer wachsen kann, ohne sich <strong>de</strong>m chinesischen<br />
Ersatzmarkt – Cooper ist <strong>de</strong>rzeit so gut wir nirgends in<br />
<strong>de</strong>r Erstausrüstung aktiv – zuzuwen<strong>de</strong>n, hat aber überzeugt. Folglich<br />

Hersteller Kenda Rubber die Errichtung einer gemein-
ment tyre market. For this reason, Cooper Tire & Rubber adapted<br />
its growth strategy to these changing corporate goals, and entered<br />
into a joint venture with Kenda which led into the construction<br />
of a greenfield factory for passenger car and light truck tyres in<br />
<strong>China</strong>, and Cooper also took over Shandong Chengshan.<br />
Cooper and Kenda – equal partners<br />
Both Cooper and Kenda began producing tyres in their new factory<br />
in Kunshan, close to Shanghai, at the end of February this<br />
year. The 50:50 joint venture itself was signed at the end of 2003.<br />
As Cooper CEO and presi<strong>de</strong>nt Roy V. Armes announced on the<br />
occasion of the late production start in February (originally production<br />
was scheduled to begin at the end of 2006), the American<br />
and Taiwanese partners will eventually produce up to 10 or 12<br />
million PCR and LTR tyres in the new factory. According to the<br />
agreement between Cooper and Kenda, tyres produced at Kunshan<br />
will exclusively be exported for the first five years. Whether<br />
or not this will also be the case when production is fully running<br />
remains to be seen. However, because the Chinese PC tyre<br />
market is currently suffering from significant overproduction<br />
Cooper’s and Kenda’s <strong>de</strong>cision to only export tyres from Kunshan<br />
seems to be a suitable measure. According to media sources<br />
both companies are going to invest up to<br />
US$200 million in their joint venture factory.<br />
Cooper followed a different approach with<br />
the takeover of Shandong Chengshan. Their<br />
production capacities – and their distribution<br />
network on the Chinese replacement market<br />
– are mainly utilised to serve the local market.<br />
Since the end of 2003 Cooper Tire &<br />
Rubber has invested as much as US$70 million<br />
to gain a majority share in Shandong<br />
Chengshan Tire Co. Ltd. and now operates<br />
the production facilities in the city of Rongchen<br />
(Shandong province) un<strong>de</strong>r two new legal<br />
entities: Cooper Chengshan (Shandong)<br />
Passenger Tire Co. Ltd. and Cooper Chengshan<br />
(Shandong) Truck Tire Co. Ltd. But<br />
Cooper not only gained 51 per cent of the<br />
Chinese firm’s tyre production; it also obtained<br />
25 per cent of a steel-cord factory that<br />
Chengshan operates in Rongchen. However,<br />
the steel cord operations may not be in<br />
Cooper’s hands for much longer. According<br />

to recent reports the steel giant Arcelor Mittal has shown interest<br />
in purchasing the facility. When the takeover was officially approved<br />
by the Chinese authorities in February 2006, Chengshan<br />
was the third largest Chinese tyre producer still in Chinese<br />
hands. In 2005 it produced up to 6.5 million tyres and has generated<br />
an annual turnover of US$450 million. The manufacturer<br />
mainly produces two brands: Chengshan and Austone.<br />
Currently Cooper is investing in Rongchen in or<strong>de</strong>r to<br />
upgra<strong>de</strong> the local production technology to Cooper’s high standards.<br />
The American company is already sourcing smaller Cooper<br />
sizes from this location, some of which are exported to Europe.<br />
Cooper has also announced its R&D staff are currently <strong>de</strong>veloping<br />
a special Cooper product line which best suits the <strong>de</strong>mands<br />

Cooper und Kenda – gleiche Partner<br />
Die Partner Cooper und Kenda haben die gemeinsame Reifenfabrik<br />
in Kunshan in <strong>de</strong>r Nähe von Shanghai En<strong>de</strong> Februar dieses<br />
Jahres in Betrieb genommen; das 50:50-Jointventure wur<strong>de</strong> En<strong>de</strong><br />

und Europa bestimmt, so die Ankündigung <strong>de</strong>r Partner. Ob<br />
dies aber bei voller Auslastung <strong>de</strong>r Produktionskapazität noch so<br />
ist, bleibt abzuwarten. Da aber <strong>de</strong>r chinesische Reifenmarkt, gera<strong>de</strong><br />
was Pkw- und Llkw-Reifen betrifft, unter Überkapazitäten lei<strong>de</strong>t,<br />
ist die aktuelle Vorgehensweise <strong>de</strong>s amerikanischen Konzerns<br />
durchaus nachzuvollziehen. Die Partner investieren Medienberichten<br />
zufolge rund 200 Millionen US-Dollar in die Fabrik.<br />

ab En<strong>de</strong> 2003 für rund 70 Millionen Dollar die Mehrheitsanteile<br />
am chinesischen Hersteller Shandong Chengshan Tire Co. Ltd.<br />
übernommen, um <strong>de</strong>ssen Pkw- und Lkw-Reifenfabrik als Cooper<br />
Chengshan (Shandong) Passenger Tire Co. Ltd. und als Cooper<br />
Chengshan (Shandong) Truck Tire Company, Ltd. weiterzuführen.<br />
Neben <strong>de</strong>n 51 Prozent Anteil an <strong>de</strong>m Reifenfabrik-Jointventure<br />
erhielt Cooper ebenfalls 25 Prozent Anteil an einer Stahlcordfabrik,<br />
die in <strong>de</strong>r Stadt Rongchen (Provinz Shandong) neben <strong>de</strong>r<br />
Reifenfabrik ansässig ist. Aktuellen Berichten zufolge bietet <strong>de</strong>r<br />
indische Stahlproduzent Arcelor Mittal <strong>de</strong>rzeit für die Übernahme<br />
<strong>de</strong>r Cooper-Stahlcordfabrik in Rongchen. Shandong Chengshan<br />

had its Chinese market <strong>de</strong>but this year.<br />
“This is another important step with our Asian strategy”, Dattilo<br />
commented when Cooper took over Chengshan. “Chengshan<br />
is an excellent and profitable manufacturer that has sold already<br />
a big number of tyres all over the world as well as in <strong>China</strong> where<br />
Cooper want to [hold] a leading market share.” By means of the<br />
Chengshan takeover Cooper finally set foot in the ever growing<br />
Chinese tyre market, and executives in Findlay, Ohio are these<br />
days convinced that without such a presence it would be increasingly<br />
difficult to gain advantages from <strong>China</strong> and its growing<br />
importance to the tyre world. It is now regar<strong>de</strong>d as paramount to<br />
establish a Chinese basis.<br />
Since this June Cooper’s new ventures in <strong>China</strong> have been<br />
chiefly directed through the company’s Asian headquarters,<br />
which is based in Shanghai and led by Ron Shield, as well as<br />
through the newly foun<strong>de</strong>d distribution subsidiary Asian Trading<br />
Co. “We have great respect and high expectations for <strong>China</strong> and<br />
this country will be very important to our future plans.”<br />
In conclusion, Cooper’s plans on the Chinese tyre market are<br />
following a twin strategy. Firstly, the American company uses<br />
<strong>China</strong> as a cheap production basis for tyres that can be sold profitably<br />
on Western markets. But Cooper – like many other global<br />
tyre manufacturers – also uses <strong>China</strong> and its increasing <strong>de</strong>mand<br />
for tyres as a huge sales market, although not many tyre manufacturers<br />
actually earn money there. “It’s kind of a consensus that<br />
you’re going to be in <strong>China</strong>. Not just the tyre industry, but all<br />
industries,” says James Barnett, <strong>de</strong>an of the University of Akron’s<br />
College of Business Administration with regards to the current<br />
run of Western tyre majors on <strong>China</strong>.<br />

Tire war bei Übernahme – sie wur<strong>de</strong> im Februar 2006 abgeschlossen<br />
– drittgrößter Reifenhersteller <strong>de</strong>s Lan<strong>de</strong>s, <strong>de</strong>r sich in<br />
chinesischer Hand befand; er produzierte 2005 gut 6,5 Millionen<br />
Reifen. In 2005 hatte das Unternehmen, das die eigenen Marken<br />
Chengshan und Austone produziert, einen Umsatz von rund 450<br />
Millionen Dollar erzielen können.<br />
Gegenwärtig investiert Cooper in seine neu erworbenen Produktionsstätten,<br />
um dort auch Reifen <strong>de</strong>r Marke Cooper nach <strong>de</strong>n<br />
hohen Hausstandards fertigen zu können. Es wird ebenfalls an<br />
einer sich speziell an <strong>de</strong>n Bedürfnissen <strong>de</strong>s chinesischen Ersatzmarktes<br />
ausgerichteten Produktlinie <strong>de</strong>r Premiummarke Cooper<br />
gearbeitet. Diese Reifen wer<strong>de</strong>n dann natürlich auch in <strong>China</strong> gefertigt;<br />
das „<strong>China</strong>-Debut“ <strong>de</strong>r Marke Cooper fand im Laufe dieses<br />
Jahres statt. „Dies ist ein weiterer wichtiger Schritt in unserer<br />
Asienstrategie“, kommentierte Coopers ehemaliger CEO Thomas<br />
A. Dattilo damals die Übernahme. „Chengshan ist ein exzellenter<br />
und profitabler Hersteller, <strong>de</strong>r bereits eine beträchtliche Anzahl<br />
an Reifen auf <strong>de</strong>r ganzen Welt sowie in <strong>China</strong>, wo Cooper einen<br />
führen<strong>de</strong>n Marktanteil anstrebt, verkauft.“ Durch diese Übernahme<br />
hat Cooper Tire & Rubber endlich Fuß auf <strong>de</strong>m wichtigen chinesischen<br />
Reifenmarkt gefasst. Ohne eine Präsenz vor Ort, so<br />
die Überzeugung <strong>de</strong>r Verantwortlichen in Findlay (Ohio/USA), sei<br />
es nur äußerst schwer, Vorteil aus <strong>de</strong>m Wachstumsmarkt <strong>China</strong><br />
zu ziehen und sich dort zu etablieren.<br />
Der Auf- und Ausbau <strong>de</strong>s Marktanteils in <strong>China</strong> wird wesentlich<br />
durch das seit Juni 2007 unter <strong>de</strong>r Leitung von Ron Shield<br />
stehen<strong>de</strong> Asien-Hauptquartier in Shanghai sowie die neugegrün<strong>de</strong>te<br />
Vertriebstochter Asian Trading Co. gesteuert. „Wir haben großen<br />
Respekt und große Erwartungen, was <strong>China</strong> betrifft, und dieses<br />
Land wird für unsere zukünftigen Pläne große Be<strong>de</strong>utung haben.“<br />
Zusammenfassend lassen sich Coopers Pläne in Bezug auf<br />
<strong>China</strong> folgen<strong>de</strong>rmaßen formulieren: Der amerikanische Konzern<br />
nutzt <strong>China</strong> einerseits als billige Produktionsstätte für Produkte,<br />
die auf westlichen Märkten mit Gewinn<br />
verkauft wer<strong>de</strong>n können. Cooper – wie<br />
fast alle an<strong>de</strong>ren westlichen Reifenhersteller<br />
– nutzt <strong>China</strong> aber auch als gigantischen<br />
und verlässlich wachsen<strong>de</strong>n Absatzmarkt,<br />
obwohl dort bekanntermaßen<br />
nicht viel verdient wird. „Es ist allgemeiner<br />
Konsens, dass man heute in <strong>China</strong> zu<br />
sein hat. Und das betrifft nicht nur die<br />
Reifenindustrie, son<strong>de</strong>rn alle Branchen“,<br />

For several years Chinese tyre manufacturers have actively<br />
participated in the European tyre market. Although their<br />
commitment has increased over these years, to date there<br />
has not been a tyre manufacturer from <strong>China</strong> that has<br />
foun<strong>de</strong>d its own representation in Europe, a different scenario<br />
to what has taken place in the US. Giti Tire Europe B.V.<br />
is established in the Netherlands and not only represents<br />
<strong>China</strong>’s Giti Tire but also Gajah Tunggal from Indonesia,<br />
which belongs to the same corporate group. In doing this,<br />
Giti Tire Europe acts as a link between wholesalers such as<br />
Romney International, Reifen Gundlach or Doumerc Pneus<br />
and the tyre manufacturers Giti Tire <strong>China</strong> and Gajah Tunggal.<br />
Its second role is that of an ‘antenna’ in the European<br />
market that <strong>de</strong>tects and collects information and then forwards<br />
it to <strong>China</strong> and Indonesia. And thirdly, it is assigned<br />
to increase general coverage across the European markets.<br />
Un<strong>de</strong>r the direction of well-experienced managers from<br />
throughout the continent Giti Tire Europe is in particular<br />
looking eastwards where markets have an excellent chance<br />
to <strong>de</strong>velop and it also has an eye on European OE customers.<br />
It is the team of Giti Tire Europe B.V. – established on December<br />
31, 2005 – that’s of utmost importance to achieving all this.<br />
Today, a team of nine tyre specialists is working towards the company’s<br />
long-term success from its offices in Hilversum, Holland or<br />
from within the markets; this team is directed by Wim Reijmerink,<br />
general manager Europe. Wim Reijmerink has about 30 years of<br />
market experience working for wholesalers and companies from<br />
the within tyre industry such as Michelin or Goodyear-Dunlop.<br />
His efforts to extend the European markets are ai<strong>de</strong>d by sales<br />
director Michael Andre, sales director TBR, OE Helmut Haak and<br />
technical sales manager Lennart Lindström. It was a <strong>de</strong>liberate<br />
<strong>de</strong>cision to found a European team that operates without any<br />
supervisor based in the corporate headquarters. Although the<br />
European subsidiary cannot <strong>de</strong>ci<strong>de</strong> everything by itself, “there’s a<br />
lot we can <strong>de</strong>ci<strong>de</strong>,” Mr Reijmerink points out in an interview with<br />
Tyres & Accessories. As a matter of fact there is an explicit<br />
agenda Giti Tire Europe is mandated to fulfil.<br />
Sporadic tales of angst coming from various markets ever<br />
since Giti Tire Europe was first established that they would successively<br />
take over responsibility as a distribution organisation<br />
selling directly to the tyre tra<strong>de</strong> in Europe – and hence to Giti’s<br />
and Gajah Tunggal’s current customers’ customers – are nothing<br />

repräsentiert dabei nicht nur <strong>de</strong>n gleichnamigen chinesischen<br />
Reifenhersteller, son<strong>de</strong>rn eben auch <strong>de</strong>n indonesischen<br />
Hersteller Gajah Tunggal, <strong>de</strong>r zur selben Unternehmensgruppe<br />
gehört. Giti Tire Europe fungiere dabei einerseits<br />
als Bin<strong>de</strong>glied zwischen Großhändlern wie Reifen<br />
Gundlach, Romney International o<strong>de</strong>r Doumerc Pneus und<br />
<strong>de</strong>n Reifenherstellern, an<strong>de</strong>rerseits aber auch als Fühler im<br />
Markt, <strong>de</strong>r Informationen sammelt und weitergibt und natürlich<br />
die Marktab<strong>de</strong>ckung europaweit ausbauen soll. Unter<br />
<strong>de</strong>r Leitung erfahrener Manager aus <strong>de</strong>r Branche soll insbeson<strong>de</strong>re<br />
<strong>de</strong>r Osten Europas weiter entwickelt wer<strong>de</strong>n und<br />
<strong>de</strong>r Eintritt in die europäische Erstausrüstung gelingen.<br />
B ei all diesen Bestrebungen ist das Team von Giti Tire Europe<br />
B.V. – am 31. Dezember 2005 registriert – natürlich von zentraler<br />
Be<strong>de</strong>utung. Unter <strong>de</strong>r Leitung von Wim Reijmerink als General<br />
Manager Europe arbeitet heute ein Team von neun Personen<br />
im holländischen Hilversum für <strong>de</strong>n langfristigen Erfolg auf<br />
<strong>de</strong>m europäischen Markt. Reijmerink, <strong>de</strong>r selber über 30 Jahre<br />
Erfahrung in <strong>de</strong>r Branche bei Reifengroßhändlern und Herstellern<br />
wie Michelin o<strong>de</strong>r Goodyear-Dunlop verfügt, arbeitet dabei etwa<br />
mit Michael Andre (Sales Director), Helmut Haak (Sales Director,<br />
TBR, OE) o<strong>de</strong>r mit Lennart Lindström (Technical Sales Manager)<br />
zusammen. Das Team sei dabei ganz bewusst ein europäisches<br />
Team, das ohne Vorarbeiter aus <strong>de</strong>r Konzernzentrale auskommt.<br />
Die Nie<strong>de</strong>rlassung könne zwar nicht alles selber entschei<strong>de</strong>n,<br />
„aber eine ganze Menge“ schon, skizziert Wim Reijmerink im Gespräch<br />
mit <strong>de</strong>r <strong>NEUE</strong> <strong>REIFENZEITUNG</strong> <strong>de</strong>n unternehmerischen<br />
Freiraum, <strong>de</strong>n <strong>de</strong>r Konzern gewährt. Selbstverständlich gebe es<br />
eine feste Agenda, für die die Europanie<strong>de</strong>rlassung zuständig ist.<br />
Gelegentlich geäußerte Befürchtungen, Giti Tire Europe<br />
könnte so etwas wie eine eigene Vertriebsgesellschaft wer<strong>de</strong>n,<br />
also in <strong>de</strong>n Wettbewerb zu <strong>de</strong>n Großhan<strong>de</strong>lskun<strong>de</strong>n europaweit<br />
treten, zerstreuen Reijmerink und seine Mitarbeiter sofort. Man<br />
wolle „Aufbauarbeit leisten“, und entsprechend sei die „Positionierung“<br />
<strong>de</strong>s Unternehmens. „Wir wollen zusammen mit <strong>de</strong>n Distributeuren<br />
unseren Marktanteil in Europa ausbauen; es ist nicht<br />
unsere Absicht, Geschäfte von unseren Vertriebspartnern zu<br />
übernehmen“, erklärt Wim Reijmerink.

emphasise. It was all about “laying foundations”<br />
in European markets. “We want to increase our<br />
market share in Europe together with our distributors.<br />
It is not our intention to take business<br />
away from our distribution partners,” Wim Reijmerink<br />
points out.<br />
On the one hand this means closer relations<br />
with and among importers of GT Radial,<br />
Runway (only PC) and Primewell (only truck)<br />
tyres in Europe. In this respect Giti Tire Europe<br />
represents both Giti Tire <strong>China</strong> (output 2006:<br />
29.8 million units; turnover $1.467 billion) and<br />
Gajah Tunggal (output 2006: 23.5 million units;<br />
turnover $622 million). It was – together with<br />
the well-established Western markets – in<br />
particular the Eastern European markets that<br />
were chosen for <strong>de</strong>velopment and offered good<br />
prospects. For example at the moment there<br />
are no importers of tyres from the Chinese-<br />
Indonesian manufacturers in Poland (replacement<br />
market 2006: 8.3 million PC tyres) or in<br />
Russia (32 million units). “This is a gap we want<br />
to close and we are proceeding very carefully<br />
because we want to find the right partners,”<br />
adds Michael Andre, who is in charge of Giti<br />
Tire Europe’s relations with the tyre tra<strong>de</strong>. In<br />
short, Giti Tire Europe wants to expand and<br />
intensify its European tyre tra<strong>de</strong> basis. “We<br />
want to cover the whole European market.”<br />
In the USA GT Radial brand tyres have also<br />
been sold to OE customers with success for<br />
several years and the manufacturer of these<br />
tyres – also produced in <strong>China</strong> – has received<br />
two successive awards from General Motors as<br />
“Supplier of the Year.” Now Giti Tire Europe<br />
hopes to sign similar OE contracts in Europe as<br />
well. According to sales director Helmut Haak,<br />
who is in charge of OE, there are currently negotiations<br />
taking place “with two important OE<br />
customers.” In <strong>China</strong> the company is strongly<br />
represented in the domestic OE passenger car<br />
and truck tyre business. In or<strong>de</strong>r to get a foot in<br />
the door with European car and truck manufacturers,<br />
adds technical sales manager Lennart<br />
Lindström, the group is going to invest strongly<br />
into additional production capacity as well as<br />
into research and <strong>de</strong>velopment and also new<br />
products that will explicitly be manufactured for<br />
European markets. In the mid-term future a<br />
European R&D facility could even be a possibility<br />
in or<strong>de</strong>r to better serve customers from the<br />
European replacement and original equipment<br />
markets. No similar sort of operation has even<br />
been established in the US.<br />
However, a company doesn’t only sell large<br />
quantities of tyres because it has good relations<br />
with the tyre tra<strong>de</strong> and with OE customers,<br />
says Mr Reijmerink. Furthermore, brand aware-<br />

Umsatz: 622 Mio. Dollar). An<strong>de</strong>rerseits soll insbeson<strong>de</strong>re<br />
<strong>de</strong>r als wichtig erachtete osteuropäische<br />
Markt weiterentwickelt wer<strong>de</strong>n – das ist<br />
eine <strong>de</strong>r zentralen Aufgaben <strong>de</strong>r Manager von<br />
Giti Tire Europe. So fehlen <strong>de</strong>rzeit etwa große<br />
Abnehmer in Polen (Ersatzmarktgröße 2006:<br />
8,3 Mio. Pkw-Reifen) und in Russland (32 Mio.).<br />
„Wir wollen diese Lücke füllen, gehen dabei<br />
aber vorsichtig vor, <strong>de</strong>nn wir wollen die richtigen<br />
Partner fin<strong>de</strong>n“, sagt Michael Andre, <strong>de</strong>r im Management<br />
von Giti Tire Europe als Sales Director<br />
für entsprechen<strong>de</strong> Han<strong>de</strong>lspartner zuständig<br />
ist. Es geht Giti Tire Europe also um die Vertiefung<br />
und die Erweiterung <strong>de</strong>r europäischen<br />
Han<strong>de</strong>lsbasis. „Wir wollen <strong>de</strong>n gesamten europäischen<br />
Markt ab<strong>de</strong>cken.“<br />
In <strong>de</strong>n USA sind Reifen <strong>de</strong>r Marke GT Radial<br />
bereits seit einiger Zeit in <strong>de</strong>r Erstausrüstung<br />
präsent und <strong>de</strong>r Hersteller – von in <strong>China</strong> gefertigten<br />
Reifen – wur<strong>de</strong> dort in diesem Jahr<br />
von General Motors bereits zum zweiten Mal infolge<br />
mit <strong>de</strong>m „Supplier of the Year“-Award ausgezeichnet.<br />
Entsprechen<strong>de</strong> Verträge wolle man<br />
nun auch in Europa unterzeichnen. Wie Sales<br />
Director Helmut Haak, bei Giti Tire Europe unter<br />
an<strong>de</strong>rem für die Erstausrüstung zuständig, sagt,<br />
verhandle man gegenwärtig mit „zwei be<strong>de</strong>uten<strong>de</strong>n<br />
Erstausrüstungskun<strong>de</strong>n“. In <strong>China</strong> sei<br />
man in <strong>de</strong>r Erstausrüstung mit Pkw- wie auch<br />
mit Lkw-Reifen äußerst stark vertreten. Um<br />
auch in <strong>de</strong>r anspruchsvollen europäischen Erstausrüstung<br />
Fuß zu fassen, so erläutert Technical<br />
Sales Manager Lennart Lindström, wolle <strong>de</strong>r<br />
Hersteller einerseits in entsprechen<strong>de</strong> Produktionskapazitäten<br />
und an<strong>de</strong>rerseits in Forschung<br />
und Entwicklung sowie noch stärker in die Herstellung<br />
von an Europa ausgerichteten Produkten<br />
investieren. Mittelfristig wer<strong>de</strong> sogar an die<br />
Errichtung einer eigenen F&E-Einrichtung in Europa<br />
gedacht, um noch enger mit <strong>de</strong>n Kun<strong>de</strong>n<br />
aus <strong>de</strong>r Erstausrüstung und <strong>de</strong>n Ersatzmärkten<br />
zusammenarbeiten zu können. Eine entsprechen<strong>de</strong><br />
Einrichtung gebe es nicht einmal in<br />
Nordamerika.<br />
Reifen verkaufen sich aber nicht nur über<br />
gute Han<strong>de</strong>lsbeziehungen und Lieferungen in<br />
die Erstausrüstung, wie Wim Reijmerink weiß.<br />

ness of the tyre brands represented by Giti Tire Europe should<br />
be increased – and this foremost means the GT Radial brand,<br />
although the company is following a multi-brand strategy. In or<strong>de</strong>r<br />
to achieve this the European subsidiary will also take appropriate<br />
marketing measures. This will boost those already un<strong>de</strong>rtaken by<br />
the European distributors. These measures are directed partly at<br />
the end consumer – through the support of national distributors.<br />
At the same time they are also directed at the distributors themselves<br />
as an incentive to increase their sales of GT Radial, Primewell<br />
and Runway tyres. Last year Giti Tire from <strong>China</strong> and Gajah<br />
Tunggal from Indonesia sold some 5 million passenger car tyres<br />
plus about 200,000 truck tyres in the European replacement<br />
markets, which represents about ten per cent of the group’s<br />
annual output. Technically, both manufacturers are linked through<br />
a holding company established in Singapore.<br />
As mentioned above, the increased activities in Europe will<br />
be supported by an increased expansion of production capacities<br />
in <strong>China</strong> and in Indonesia. Giti Tire <strong>China</strong>, for example, is currently<br />
constructing another PC tyre factory in <strong>China</strong>. Giti Tire <strong>China</strong><br />
will start operations by 2008 in this, its seventh tyre factory on<br />
Chinese soil. It is located in the city of Hefei in Anhui province,<br />
where the company was foun<strong>de</strong>d in 1993. When the factory<br />
reaches full capacity in 2009/2010 it will produce about 10 million<br />
tyres per year. In or<strong>de</strong>r to build this new factory Giti Tire <strong>China</strong> is<br />
spending “big money,” says Reijmerink, however he does not<br />
wish to disclose the sum the company is investing. In the long<br />
run it is even thinkable to install such a new factory in Europe as<br />
well.<br />
Furthermore, it is likely in the not too distant future that Giti<br />
Tire Europe will install a small warehouse capacity that will then<br />
store slower-moving tyre lines. These tyres will be supplied on<br />
<strong>de</strong>mand within days by the European distribution partners, who<br />
will thus no longer need to keep all these tyres in their own stock.<br />
When the new PC tyre factory in Hefei becomes fully operational<br />
in 2009, by which time additional organic growth will also have<br />
been implemented,<br />

Dazu soll die europäische Tochtergesellschaft in Sachen Marketing<br />
umfangreich aktiv wer<strong>de</strong>n und damit die produktseitigen Aktivitäten<br />
<strong>de</strong>r Vertriebspartner unterstützen. Natürlich richteten<br />
sich entsprechen<strong>de</strong> Maßnahmen – über die Vertriebspartner –<br />
an <strong>de</strong>n Endverbraucher wie auch an <strong>de</strong>n Vertriebspartner selbst,<br />
<strong>de</strong>r die abgenommenen Mengen erhöhen soll. Im vergangenen<br />
Jahr verkauften die bei<strong>de</strong>n Reifenhersteller Giti Tire aus <strong>China</strong><br />
und Gajah Tunggal aus Indonesien übrigens etwa fünf Millionen<br />
Pkw-Reifen und rund 200.000 Lkw-Reifen in Europa, was knapp<br />
zehn Prozent <strong>de</strong>r Jahresproduktion <strong>de</strong>s Reifenkonzerns entspricht,<br />
<strong>de</strong>ssen organisatorische Verbindung über eine in Singapur<br />
nie<strong>de</strong>rgelassene Holding-Gesellschaft hergestellt wird.<br />
Wie oben erwähnt, sollen die Aktivitäten in Europe durch <strong>de</strong>n<br />
weiteren Ausbau <strong>de</strong>r Produktionskapazitäten in <strong>China</strong> und in<br />
Indonesien flankiert wer<strong>de</strong>n. So baut Giti Tire <strong>China</strong> gegenwärtig<br />
eine neue Pkw-Reifenfabrik am Standort in Hefei in <strong>de</strong>r Provinz<br />
Anhui. Dort in <strong>de</strong>r Keimzelle <strong>de</strong>s chinesischen Unternehmens<br />
fertigt man bereits Pkw- und Lkw-Reifen; die Fabrik wur<strong>de</strong> 1993<br />
als Jointventurefabrik gegrün<strong>de</strong>t. Diese Fabrik – dann die siebte<br />
in <strong>China</strong> – wird 2008 ans Netz gehen und 2009/2010, wenn sie<br />
voll produziert, jährlich rund zehn Millionen Reifen fertigen. Für<br />
<strong>de</strong>n Bau dieser neuen Fabrik wer<strong>de</strong> man „großes Geld“ investieren,<br />
so Wim Reijmerink weiter. Es sei langfristig auch durchaus<br />
<strong>de</strong>nkbar, sogar eine Fabrik in Europa zu errichten.<br />
Auch könnte man in naher Zukunft ein eigenes, wenn auch<br />
kleines Lager in Europa vorhalten, in <strong>de</strong>m langsam drehen<strong>de</strong> Produkte<br />
vorgehalten wer<strong>de</strong>n, die dann bei Bedarf kurzfristig an die<br />
Vertriebspartner ausgeliefert wer<strong>de</strong>n können. Wenn die neue<br />
Fabrik in Hefei 2009 voll am Netz ist, so die Erwartung <strong>de</strong>s Herstellers,<br />
und weiteres organisches Wachstum umgesetzt wur<strong>de</strong>,<br />
verfügt <strong>de</strong>r Konzern – also Giti Tire und Gajah Tunggal – über eine<br />
Produktionskapazität von insgesamt knapp 90 Millionen Reifen<br />
jährlich.<br />

Kumho will die Nummer eins in <strong>China</strong> wer<strong>de</strong>n<br />

After Kumho Tires laid down the foundation stones for its<br />
new passenger car tyre factory in Changchun (Jilin province)<br />
in May last year and for its new truck tyre factory in<br />
Nanjing (Jiangsu province) at the beginning of this year, the<br />
company has during the course of this year shown the<br />
potential to become the biggest tyre manufacturer in <strong>China</strong>.<br />
According to Kumho’s plans the Korean tyre manufacturer<br />
already intends to overtake competitor Hankook on the Chinese<br />
PC tyre market in 2007. In the mid-term Kumho is<br />
attempting to achieve a 25 per cent market share with the<br />
distribution of its passenger car tyres in <strong>China</strong>, which will<br />
mainly occur to the <strong>de</strong>triment of the country’s “Big 3.” Hankook<br />
– according to the same plan – would <strong>de</strong>velop almost<br />
in parallel with Kumho with regards to Chinese market<br />
share. However, Hankook – clearly number one in both companies’<br />
home market of Korea – will remain slightly behind<br />
Kumho in <strong>China</strong>. By the end of this year Kumho will have<br />
available a production capacity of about 21 million units in<br />
its Chinese facilities, which is a growth of 40 per cent compared<br />
to last year. The installation of another new “global<br />
R&D centre” in <strong>China</strong> plus a wi<strong>de</strong>spread retail and distribution<br />
network are the most significant events during Kumho’s<br />
expansion in <strong>China</strong>.<br />
e have always had unswerving confi<strong>de</strong>nce in the Chinese<br />
“W market, and regard it as the top potential market in the<br />
world,” said Chang-Nyun Kim in an interview with <strong>China</strong> Business<br />
Weekly. Mr Kim has been proved right in the past and it appears<br />
the same is true today and will be true in the future. By next year<br />
Kumho plans to gain a Chinese replacement and OE market<br />
share of about 20 per cent, adds the general manager of Kumho<br />
(<strong>China</strong>) Sales Co., Ltd. In global terms the company aims to become<br />
number 5, one of Kumho’s mid-term ambitions.<br />
Whether or not this is wishful thinking remains to be seen.<br />
However, it is clear that Kumho’s activities in <strong>China</strong> all seem to<br />
support that goal. In 2005 Kumho generated a turnover of around<br />
US$273 million and sold some 12 million tyres ma<strong>de</strong> in <strong>China</strong>.<br />
Last year this figure reached 15 million tyres, sales of about $347<br />
million, says the Korean manufacturer. According to the company-<br />
’s general manager, 2006 has been “an important year” for Kumho.<br />
“This year we will finish construction of our factory in Tianjin<br />
and go into production. Our factory in Changchun (in northeast<br />
<strong>China</strong>’s Jilin Province) will kick things off as well, and by the latter<br />
half of this year, our global R&D centre in Tianjin will also start<br />

<strong>de</strong>r Marktanteile <strong>de</strong>r „Großen drei“ gehen dürfte. Hankook,<br />
so wird weiter angenommen, wür<strong>de</strong> sich parallel zu Kumho<br />
entwickeln, in <strong>China</strong> allerdings rund zwei Prozentpunkte unter<br />
<strong>de</strong>r Nummer zwei in <strong>de</strong>r gemeinsamen Heimat Korea bleiben.<br />
Eine Produktionskapazität von über 21 Millionen Einheiten<br />
wird zum En<strong>de</strong> dieses Jahres zur Verfügung stehen, was<br />
einer Steigerung von 40 Prozent gegenüber <strong>de</strong>m Vorjahr entspricht,<br />
ein neues „globales F&E-Zentrum“ vor Ort sowie ein<br />
weit verbreitetes Retail- und Distributionsnetz kündigen von<br />
Kumhos großen Ambitionen im Reich <strong>de</strong>r Mitte.<br />
„W ir haben in <strong>de</strong>n chinesischen Markt stets ein unerschütterliches<br />
Vertrauen gebracht und sehen darin <strong>de</strong>n Markt<br />
mit <strong>de</strong>m weltweit größten Potenzial“, sagt Chang-Nyun Kim in einem<br />
Interview mit <strong>de</strong>r Zeitung <strong>China</strong> Business Weekly. Dies habe<br />
sich in <strong>de</strong>r Vergangenheit gezeigt und wer<strong>de</strong> sich in <strong>de</strong>r Gegenwart<br />
und <strong>de</strong>r Zukunft fortsetzen. Bis 2008 wer<strong>de</strong> <strong>de</strong>r koreanische<br />
Hersteller einen Anteil von über 20 Prozent am chinesischen Ersatzmarkt<br />
wie auch an <strong>de</strong>r Erstausrüstung haben, so <strong>de</strong>r General<br />
Manager von Kumho (<strong>China</strong>) Sales Co., Ltd. weiter. Weltweit wolle<br />
man unter die Top-5-Hersteller aufrücken.<br />
Dass dies kein Wunsch<strong>de</strong>nken ist, son<strong>de</strong>rn sich in <strong>de</strong>n Aktivitäten<br />
<strong>de</strong>s Herstellers in <strong>China</strong> ausdrückt, ist offenkundig. In<br />
2005 hatte Kumho in <strong>China</strong> einen Umsatz von 273 Millionen US-<br />
Dollar und hat dafür rund zwölf Millionen Reifen auf <strong>de</strong>m chinesischen<br />
und auf Exportmärkten <strong>de</strong>r Region verkauft; im vergangenen<br />
Jahr waren dies bereits 15 Millionen Reifen, die – so die<br />
Schätzung <strong>de</strong>s Herstellers – für rund 347 Millionen Dollar abgesetzt<br />
wur<strong>de</strong>n. 2006 sei „ein be<strong>de</strong>uten<strong>de</strong>s Jahr“ für Kumho gewesen,<br />
so General Manager Kim. „In diesem Jahr wer<strong>de</strong>n wir die<br />
Fabrik in Tianjin in Betrieb nehmen. Unsere neue Fabrik in<br />
Changchun wird auch auf <strong>de</strong>n Weg gebracht. Und zum En<strong>de</strong> <strong>de</strong>s<br />
Jahres wird auch unser globales Forschungs- und Entwicklungszentrum<br />
in Tianjin seine Arbeit aufnehmen“, skizzierte Kim die<br />

operations,” said Kim, explaining the most important <strong>de</strong>velopments<br />
for Kumho on the Chinese tyre market in that critical year<br />
– 2006, the year that ma<strong>de</strong> the difference. Furthermore, the expansion<br />
plan provi<strong>de</strong>s for a regional headquarters established in<br />
Shanghai that will help <strong>de</strong>velop “our sales, our production plans<br />
and our strategies for the Chinese tyre market.”<br />
Kumho’s investments in <strong>de</strong>tail<br />
(1) Nanjing: The tyre factory in Nanjing (Jiangsu province) was<br />
established ten years ago and had an initial production capacity<br />
of 3 million tyres. By the end of 2005 Kumho had expan<strong>de</strong>d its<br />
first tyre factory on Chinese soil up to 13 million PC and LT tyres<br />
annually. There is no information on how much Kumho has<br />
invested in Nanjing; the production unit was established un<strong>de</strong>r<br />
Nanjing Kumho Tire Co., Ltd.<br />
(2) Nanjing: At its Nanjing site Kumho laid down the foundation<br />
stone for its second tyre factory there at the beginning of this<br />
year. When “Nanjing 1” is exclusively producing PC and LT tyres,<br />
“Nanjing 2” will have an annual output of about 300,000 truck<br />
and bus radial tyres per year. These production capacities – the<br />
first for truck tyres in <strong>China</strong> – will be available from next year onwards<br />
and will mainly be used to supply tyres to the local Chinese<br />
tyre market. Kumho Tires is investing $99 million in this TBR<br />
factory.<br />
(3) Tianjin: After Kumho entered the Chinese tyre market with<br />
its own production facilities in 1996 (see above; Nanjing 1), plans<br />
for a second tyre factory were close at hand. Together with Nanjing<br />
in Southern <strong>China</strong> Kumho picked Tianjin in Northern <strong>China</strong><br />
as a second location for a new tyre factory, which started its operations<br />
in 1997; Tianjin is one of <strong>China</strong>’s provincial-level<br />
municipalities. As a result of the financial crisis <strong>China</strong> experienced<br />
in 1999 Kumho <strong>de</strong>ci<strong>de</strong>d to sell its assets in its Tianjin joint<br />
venture factory to Bridgestone the following year, which helped<br />
<strong>de</strong>crease its <strong>de</strong>bts. In December 2005 Kumho began construction<br />
on another new passenger car tyre factory in Tianjin. The Korean<br />
manufacturer invested about $180 million in this factory,<br />

Die Investments im Einzelnen<br />
(1) Nanjing: Das Reifenwerk in Nanjing (Provinz Jiangsu) wur<strong>de</strong><br />
bereits vor zehn Jahren erbaut und hatte zunächst eine Produktionskapazität<br />
von rund drei Millionen Einheiten. Bis zum En<strong>de</strong><br />
<strong>de</strong>s Jahres 2005 wur<strong>de</strong> diese erste Kumho-Fabrik in <strong>China</strong> aber<br />
auf 13 Millionen Pkw-/Llkw-Reifen aufgestockt. Über die Investitionshöhe<br />
ist nichts bekannt. Das Unternehmen firmiert unter <strong>de</strong>r<br />
Bezeichnung Nanjing Kumho Tire Co., Ltd.<br />
(2) Nanjing: Am Standort in Nanjing hat <strong>de</strong>r koreanische Hersteller<br />
im Mai dieses Jahres <strong>de</strong>n Grundstein zu einer weiteren,<br />
zweiten Reifenfabrik gelegt. Während in „Nanjing 1“, also <strong>de</strong>r ersten<br />
Reifenfabrik am Standort, ausschließlich Pkw- und Llkw-Reifen<br />
gefertigt wer<strong>de</strong>n, will das koreanische Unternehmen in <strong>de</strong>r<br />
neuen Fabrik „Nanjing 2“ jährlich rund 300.000 Lkw-Reifen fertigen.<br />
Die neuen Produktionskapazitäten – im Übrigen die ersten<br />
für Lkw-Reifen in <strong>China</strong> – wer<strong>de</strong>n ab 2008 zur Verfügung stehen<br />
und sollen weitestgehend <strong>de</strong>r Befriedigung <strong>de</strong>r lokalen Nachfrage<br />
auf <strong>de</strong>m chinesischen Reifenmarkt dienen. Kumho investiert<br />
99 Millionen US-Dollar in die Fabrik.<br />
(3) Tianjin: Kumho kam bereits 1995 nach <strong>China</strong> und positionierte<br />
damals zwei Reifenwerke im Land. Eins entstand 1996 in<br />
Nanjing im Sü<strong>de</strong>n <strong>China</strong>s (siehe oben), das zweite 1997 im Nor<strong>de</strong>n<br />
in Tianjin, einer von vier regierungsunmittelbaren Städte in<br />
<strong>China</strong>. Im Zuge <strong>de</strong>r asiatischen Finanzkrise 1999 musste Kumho<br />

which had an initial production capacity of 5.25 million units.<br />
Production started in July 2006. During the course of this year<br />
Kumho is expanding its production capacities in the Tianjin Economic<br />
and Technological Development Area up to 7 million PC<br />
and LT tyres per year. These are mainly UHP tyres, which are not<br />
only sold on the Chinese replacement market but also to OE<br />
customers outsi<strong>de</strong> of <strong>China</strong>. On the occasion of commencement<br />
of production last year Kumho’s general manager in <strong>China</strong><br />
announced that the company plans to invest an additional $130<br />
million in the Tianjin facility.<br />
(4) Changshun: In May 2006 – two months before the new<br />
factory in Tianjin started operation – Kumho laid down the foundation<br />
stone for its third tyre factory in <strong>China</strong>. In Changshun (Jilin<br />
province) in the northeast part of <strong>China</strong> Kumho has since that<br />
time invested more than $150 million into this PC tyre factory.<br />
The initial production capacity of 3.15 million units will mainly serve<br />
local OE customer <strong>China</strong> First Automotive Group (FAW), a minority<br />
sharehol<strong>de</strong>r in the Changshun facility. FAW is also producing<br />
Audi brand cars un<strong>de</strong>r a joint venture with Volkswagen. The<br />
factory will start producing tyres in the course of this year.<br />
(5) R&D Centre, Tianjin: This new global Kumho R&D centre<br />
– one of three such centres – will be inaugurated this September.<br />
Kumho Tires has invested about $30 million in this facility.<br />
Thus, when Kumho’s three production facilities are operating<br />
at the end of this year, the Korean manufacturer will have an annual<br />
capacity of at least 21 million units in these factories. Following<br />
a report cited above, this still is less than what Hankook produces<br />
in <strong>China</strong> (about 24 million units) and also less than what<br />
Giti Tire produces there (about 23 million units). However, in<br />
2009 Kumho plans to catch up with Hankook in <strong>China</strong>. Then both<br />
big Korean tyre manufacturers will produce about 30 million tyres<br />
in <strong>China</strong> per year; at the same time Giti Tire will produce 25 million<br />
units. In addition, during the next <strong>de</strong>ca<strong>de</strong> Kumho plans further<br />
investments in <strong>China</strong> in or<strong>de</strong>r to close its own production gap<br />
on the Chinese tyre market, in particular because Kumho also<br />
serves export markets such as Europe from these facilities.<br />
Furthermore, Kumho also operates five logistics centres in<br />
<strong>China</strong> (mostly in major cities along the coastline) plus ten offices.<br />
The Korean manufacturer also operates about 100 “Automaster<br />
Kumho Service Centers”, an equity retail chain, and supplies<br />
tyres to more than 1,000 retailers that cooperate with Kumho. In<br />
total about 5,000 Chinese tyre <strong>de</strong>alers sell Kumho products.<br />

sieben Millionen Pkw- und Llkw-Reifen gefertigt. Darunter seien<br />
vorwiegend UHP-Reifen, die auch an Erstausrüster außerhalb<br />
<strong>China</strong>s geliefert wer<strong>de</strong>n. Bereits im vergangenen Jahr hatte <strong>de</strong>r<br />
General Manager zur Eröffnung <strong>de</strong>r neuen Fabrik angekündigt,<br />
Kumho wer<strong>de</strong> in naher Zukunft weitere 130 Millionen in die Fabrik<br />
investieren.<br />
(4) Changchun: Erst im Mai <strong>de</strong>s vergangenen Jahres hatte<br />
Kumho <strong>de</strong>n Grundstein zu seiner dritten Fabrik in <strong>China</strong> gelegt.<br />
In Changchun (Provinz Jilin) im Nordosten <strong>de</strong>s Lan<strong>de</strong>s investiert<br />
<strong>de</strong>r koreanische Hersteller seither über 150 Millionen Dollar in eine<br />
Pkw-Reifenfabrik. Die Kapazität von schließlich rund 3,15 Millionen<br />
Reifen sei überwiegend für die Erstausrüstung beim chinesischen<br />
Automobilhersteller <strong>China</strong> First Automotive Group (FAW)<br />
bestimmt, <strong>de</strong>r an <strong>de</strong>m Werk auch eine Min<strong>de</strong>rheitsbeteiligung<br />
hält und im Rahmen eines Jointventures mit VW auch Audi-Mo<strong>de</strong>lle<br />
fertigt. Das Werk wird noch in diesem Jahr die Produktion<br />
aufnehmen.<br />
(5) F&E-Zentrum, Tianjin: Das neue globale Entwicklungszentrum<br />
<strong>de</strong>s koreanischen Reifenherstellers in <strong>China</strong> – eines von<br />
drei solcher Zentren weltweit – wur<strong>de</strong> im vergangenen September<br />
eingeweiht; Kumho hat dazu am Standort rund 30 Millionen<br />
Dollar investiert.<br />
Wenn Kumhos drei Reifenfabriken in diesem Jahr also produzieren,<br />
wird das koreanische Unternehmen in <strong>China</strong> über Produktionskapazitäten<br />
von wenigstens 21 Millionen Einheiten verfügen.<br />
Dies ist <strong>de</strong>m oben zitierten Bericht zufolge im aktuellen Jahr<br />
zwar immer noch weniger als Hankook (rund 24 Mio. Reifen) und<br />
auch noch weniger als Giti Tire (rund 23 Mio. Reifen), spätestens<br />
im übernächsten Jahr will Kumho dann aber mit Hankook gleichziehen.<br />
Dann wer<strong>de</strong>n bei<strong>de</strong> großen koreanischen Hersteller über<br />
rund 30 Millionen Reifen in <strong>China</strong> produzieren können, während<br />
Giti Tire dann über eine Produktionskapazität von in etwa 25 Millionen<br />
Einheiten verfügen wird. Auch für die Jahre danach sieht<br />
Kumho weitere Investitionen in <strong>China</strong> vor, um die Produktionslücke<br />
lokal zu schließen, zumal Kumho aus seinen chinesischen<br />
Fabriken auch Exportmärkte bedient und bedienen wird.<br />
Darüber hinaus betreibt Kumho in <strong>China</strong> fünf Logistikzentren<br />
(hauptsächlich in Städten in <strong>de</strong>n wirtschaftlich starken Küstenregionen)<br />
sowie zehn Büros. Dazu gehören noch rund 100 „Automaster<br />
Kumho Service Centers“ im Retailgeschäft sowie über<br />
1.000 mit Kumho kooperieren<strong>de</strong> Händler. Insgesamt wer<strong>de</strong>n<br />
5.000 Händler in <strong>China</strong> mit Reifen beliefert.<br />

The End of Cheap Chinese Tyres?<br />
Increased shipping costs and new VAT laws pressurise prices<br />

On 1 July, the Chinese government reduced tax relief on<br />
tyre exports, causing those involved in importing or selling<br />
Chinese produced tyres in Europe to brace themselves for<br />
price increases. At the same time, as one industry insi<strong>de</strong>r<br />
told Tyres & Accessories, market conditions are changing<br />
and “you are no longer doing Chinese companies a favour<br />
by selling their tyres.” So does this move mean the days of<br />
cheap Chinese tyres are numbered?<br />
The Chinese government’s <strong>de</strong>cision to cut its previously high<br />
tyre export subsidies from 13 per cent to 5 per cent; and to<br />
cut VAT refunds on wheels produced for export from 17 per cent<br />
to 9 per cent; is <strong>de</strong>signed to address the Republic’s overwhelming<br />
export growth and is attempt to manage its tra<strong>de</strong> surplus.<br />
Traditionally, export VAT refunds have kept export prices low for<br />
tyremakers and tyre and wheel component suppliers exporting<br />
out of <strong>China</strong>. Now, however, according to an Ernst & Young report,<br />
“any change to a VAT refund rate will impact the prices charged<br />
on export goods as well as the profitability of exporters.”<br />
At the same time as the export tax relief was cut by eight percentage<br />
points, shipping costs for most tyre importers went up<br />
around five per cent. In June this meant increased shipping costs<br />
of around $300 a container. Now, however, other tyre importers<br />
have told Tyres & Accessories that the real cost increase is nearer<br />
$1000 dollars a container. For them, the bad news is this upward<br />
trend is unlikely to get any better as the peak Christmas<br />
season draws closer and shipping <strong>de</strong>mand grows stronger. All<br />
this is set against a background of increased cost factors that are<br />
common to everyone producing tyres at the moment. Labour and<br />
power costs may be lower in <strong>China</strong>, but high raw material prices<br />
are just as relevant to Chinese manufacturers as anyone else.<br />
So, with a number of factors putting the beginnings of price<br />
pressure on the traditionally “low-cost” Chinese tyre manufacturers<br />
and international companies producing tyres in <strong>China</strong>, when<br />
are the price increases coming?<br />
Some have already been and gone. The first company to explicitly<br />
mention the Chinese VAT situation as a pressure was<br />
Hankook Tire USA, which said this was why it hiked prices by up<br />
to 7 per cent on from 16 July. Hankook was followed by Giti Tire<br />
(USA) Ltd. who will reportedly pass on an increase of 5 - 8 per<br />
cent. Many operations are still waiting to hear information from<br />
their suppliers about whether and to what <strong>de</strong>gree their prices will<br />
go up. And furthermore, some companies are expecting a second<br />
phase of price increases in the future when tyre manufacturers<br />
that source raw materials in <strong>China</strong> feel the impact of the price<br />
increases they began to feel in July and August.<br />
Wie Bloomberg unter Berufung auf eine entsprechen<strong>de</strong> Ankündigung<br />
<strong>de</strong>s chinesischen Finanzministeriums berichtet,<br />
hat das Land offenbar seine auf Exporte gewährten Rabatte<br />
reduziert, um das Wachstum <strong>de</strong>s nach jüngsten Schätzungen<br />
mit 257 Milliar<strong>de</strong>n US-Dollar (knapp 192 Milliar<strong>de</strong>n Euro) bezifferten<br />
Außenhan<strong>de</strong>lsüberschusses zumin<strong>de</strong>st ein wenig<br />
einzubremsen. Betroffen von dieser Maßnahme sollen über<br />
2.800 Produkte sein – darunter auch solche, die wie Reifen<br />
mithilfe von Kautschuk hergestellt wer<strong>de</strong>n. In diesem Segment<br />
wur<strong>de</strong> <strong>de</strong>r Exportrabatt <strong>de</strong>mzufolge zum 1. Juli von 13<br />
auf fünf Prozent zurückgefahren. „Dieser politische Schwenk<br />
könnte für die chinesischen Reifenhersteller gravieren<strong>de</strong><br />
Folgen haben“, so ein Analyst. Be<strong>de</strong>utet dies, dass die Tage<br />
preisgünstiger Reifen aus <strong>China</strong> gezählt sind?<br />
L aut Lee Bo wur<strong>de</strong>n allein im ersten Quartal <strong>de</strong>s laufen<strong>de</strong>n<br />
Jahres etwa 111 Millionen Reifen im Reich <strong>de</strong>r Mitte gefertigt,<br />
von <strong>de</strong>nen rund 70 Prozent in <strong>de</strong>n Export gingen. Wenn die Ausfuhr<br />
für die chinesischen Hersteller nun aber teurer wird, müssen<br />
im Gegenzug die Importeure in Europa und an<strong>de</strong>rswo in <strong>de</strong>r Welt<br />
wahrscheinlich wohl mit höheren Kosten rechnen, was letztlich<br />
eigentlich nur zu höheren Endverbraucherpreisen führen kann.<br />
Gleichermaßen betroffen von <strong>de</strong>n Bemühungen <strong>de</strong>r chinesischen<br />
Regierung zur Reduzierung <strong>de</strong>s Außenhan<strong>de</strong>lsüberschusses<br />
<strong>de</strong>s Lan<strong>de</strong>s sind übrigens auch die Rä<strong>de</strong>rhersteller in <strong>China</strong>.<br />
Denn für Rä<strong>de</strong>r ist <strong>de</strong>r Exportrabatt zum selben Stichtag um acht<br />
Prozentpunkte von 17 auf neun Prozent reduziert wor<strong>de</strong>n. Wie die<br />
Unternehmensberatung Ernst & Young in einem am 20. Juni veröffentlichten<br />
Report schreibt wird „je<strong>de</strong> Än<strong>de</strong>rung an diesen Rabatten<br />
<strong>de</strong>n Preis <strong>de</strong>r exportierten Güter ebenso wie die Profitabilität<br />
<strong>de</strong>r Exporteure beeinflussen“.<br />
Gleichzeitig mit <strong>de</strong>r Reduzierung <strong>de</strong>r Exportrabatte sehen<br />
sich die Importeure von chinesischen Reifen zusätzlich noch mit<br />
steigen<strong>de</strong>n Transportkosten konfrontiert. Sie stiegen jüngst um<br />
etwa fünf Prozent o<strong>de</strong>r rund 300 US-Dollar pro geliefertem Container<br />
aus <strong>de</strong>m Reich <strong>de</strong>r Mitte. Dabei sprechen einige Importeure<br />
gegenüber TYRES & ACCESSORIES eher sogar noch von um<br />
die 1.000 US-Dollar je Container. Und eine weitere schlechte<br />
Nachricht ist, dass die Transportkosten in <strong>de</strong>n kommen<strong>de</strong>n Monaten<br />
eher noch weiter steigen wer<strong>de</strong>n. Denn je näher die Weihnachtszeit<br />
rückt, <strong>de</strong>sto höher ist im Allgemeinen das weltweite<br />
Transportaufkommen, was bei nur wenig verän<strong>de</strong>rten Kapazitäten<br />
<strong>de</strong>m Gesetz von Angebot und Nachfrage folgend zwangsläufig<br />
steigen<strong>de</strong> Preise nach sich ziehen dürfte. Und das alles vor <strong>de</strong>m<br />
Hintergrund, dass steigen<strong>de</strong> Rohstoff- und Energiepreise ohnehin<br />
alle Reifenhersteller stöhnen lassen – nicht nur die in <strong>China</strong>
On this si<strong>de</strong> of the Atlantic suppliers importing tyres into the<br />
UK and Europe have been less clear about the exact price<br />
increases that can be expected, but are just as clear that they are<br />
on their way. Commenting on recent increases in container shipping<br />
rates from the Far East NTDA Director Richard Edy said:<br />
“Container rates have increased by up to $300 in recent weeks<br />
and the Chinese Government’s <strong>de</strong>cision to reduce export subsidies<br />
by 8 per cent in July will put ad<strong>de</strong>d pressure on transportation<br />
costs, which could have a marked effect on the price of<br />
brands from <strong>China</strong>. Transport costs have been creeping up over<br />
the past few years, however the recently announced surge in<br />
container rates will filter through very quickly and wholesale prices<br />
to the tra<strong>de</strong> will have to reflect these increases.”<br />
Not everyone is sure that prices increases will come quickly.<br />
Some importers are suggesting that their price increases will<br />
take effect more gradually than others. Many members of the<br />
NTDA’s powerful Tyre Wholesalers Group, which represents all<br />
the major tyre wholesalers operating in the UK market, are involved<br />
in importing products from Far Eastern markets and they report<br />
that prices for brands across the range from <strong>China</strong> will be<br />
un<strong>de</strong>r pressure in the coming few months.<br />
Rob Hen<strong>de</strong>rson, UK and Europe general manager of Eskay<br />
Tyres (who import the Chinese produced Westlake and Infinity<br />
brands), told T&A that his company “does not expect to see an<br />
immediate knee-jerk reaction from its suppliers” as far as price<br />
increases are concerned. Other large-scale Far Eastern tyre import<br />
specialists, such as Liverpool-based Kirkby Tyres & Wheels,<br />
have yet to hear <strong>de</strong>tails of any <strong>de</strong>finite plans to increase prices<br />
from their Chinese suppliers. Speaking to T&A, managing director<br />
Dave Dorrity played down the impact shipping cost increases<br />
would have on Kirkby’s pricing, saying: “our suppliers have excellent<br />
relationships with the shipping companies.”<br />
Despite all this talk of price increases, there is still hope for<br />
anyone holding out for a short-term price freeze or just a minor<br />
price increase. Oddly it comes in the form of a product recall.<br />
Whether Hangzhou Zhongce products were as good as the US<br />
importer (Foreign Tire Sales) wanted them to be; or whether FTS<br />
is engaging in “commercial manipulation,” as Hangzhou Zhongce<br />
contests; is not for this article to <strong>de</strong>ci<strong>de</strong>. However, one effect of<br />
this high-profile dispute could be that Chinese manufacturers like<br />
Hangzhou Zhongce <strong>de</strong>ci<strong>de</strong> to absorb some or all of their<br />
additional costs and <strong>de</strong>ci<strong>de</strong>d instead to focus their customers’<br />
attention on what has historically been one of their most<br />

Alle diese Faktoren zusammengenommen lassen nur <strong>de</strong>n einen<br />
Schluss zu, dass die in <strong>China</strong> vergleichsweise günstig zu fertigen<strong>de</strong>n<br />
Reifen in absehbarer Zukunft wohl teurer wer<strong>de</strong>n müssen.<br />
Die Frage ist nur, wann es tatsächlich so weit sein wird. Erste<br />
Reaktionen in dieser Richtung sind zwischenzeitlich beispielsweise<br />
aus Nordamerika zu vernehmen.<br />
Diesseits <strong>de</strong>s Atlantiks hat sich noch kein Marktteilnehmer<br />
<strong>de</strong>tailliert zu etwaigen Preisanpassungen für in <strong>China</strong> gefertigte<br />
Reifen geäußert. Dennoch ist allen mehr o<strong>de</strong>r weniger klar, dass<br />
sie über kurz o<strong>de</strong>r lang erfor<strong>de</strong>rlich sein könnten. „Transporte<br />
sind in <strong>de</strong>r letzten Zeit um rund 300 US-Dollar je Container teurer<br />
gewor<strong>de</strong>n. Die Reduzierung <strong>de</strong>r Exportrabatte durch die chinesische<br />
Regierung wird für weiteren Druck auf <strong>de</strong>r Kostenseite<br />
sorgen, sodass dies einen Einfluss auf die Abverkaufspreise von<br />
in <strong>China</strong> gefertigten Reifenmarken haben könnte. Zwar sind die<br />
Transportkosten auch während <strong>de</strong>r zurückliegen<strong>de</strong>n Jahre schon<br />
beständig angestiegen, doch die jüngste Entwicklung wird sicherlich<br />
ziemlich schnell im Markt spürbar sein und sich in Form höherer<br />
Großhan<strong>de</strong>lspreise für die entsprechen<strong>de</strong>n Reifen nie<strong>de</strong>rschlagen“,<br />
glaubt Richard Edy, Direktor <strong>de</strong>s britischen Reifenhan<strong>de</strong>lsverban<strong>de</strong>s<br />
NTDA (National Tyre Dealer Association).<br />
Allerdings ist nicht je<strong>de</strong>rmann davon überzeugt, dass <strong>de</strong>r Effekt<br />
so schnell auf <strong>de</strong>n Markt durchschlagen wird. Einige Importeure<br />
chinesischer Reifen erwarten vielmehr eher eine schrittweise<br />
Erhöhung <strong>de</strong>r Preise. Nichts<strong>de</strong>stotrotz wer<strong>de</strong>n aus Sicht<br />
<strong>de</strong>r in <strong>de</strong>r NTDA organisierten Großhändler die Abverkaufspreise<br />
von Reifen aus <strong>de</strong>m Reich <strong>de</strong>r Mitte in <strong>de</strong>n kommen<strong>de</strong>n Monaten<br />
unter Druck geraten. Rob Hen<strong>de</strong>rson, General Manager UK & Europe<br />
bei Eskay Tyres (Importeur <strong>de</strong>r <strong>China</strong>-Marken Westlake und<br />
Infinity), erwartet nicht, dass es seitens <strong>de</strong>r Partner in <strong>China</strong> zu<br />
„ruckartigen Reaktionen“ die Reifenpreise betreffend kommen<br />
wird. Auch an<strong>de</strong>re Importeure wie etwa Kirkby Tyres & Wheels sehen<br />
eher gelassen in die unmittelbare Zukunft.<br />
Anscheinend besteht also entgegen aller erwarteten Kostensteigerungen<br />
Anlass dafür, nicht an steigen<strong>de</strong> Preise für Reifen<br />
aus <strong>China</strong> zu glauben. Mit zur Stabilität <strong>de</strong>s Preisniveaus bzw. zu<br />
einer nur mo<strong>de</strong>raten Anhebung <strong>de</strong>r Verkaufspreise könnte ausgerechnet<br />
auch <strong>de</strong>r jüngste Reifenrückruf in <strong>de</strong>n USA beitragen.<br />
Aber als Folge könnten die Reifenproduzenten aus <strong>China</strong> auf die<br />
I<strong>de</strong>e kommen, sich trotz o<strong>de</strong>r gera<strong>de</strong> wegen ihrer vermeintlich<br />
höheren Kosten verstärkt auf ihre Stärke zurückzubesinnen, die<br />
in ihren Augen die Verbraucher am ehesten zu überzeugen<br />
