Course description: This course is part of the two-semester sequence in
public finance. The course starts with an introduction to the welfaretheoretic
foundations of government activity in general, and then analyzes
optimal taxation and public good provision in a second-best world in
particular. Other issues discussed are the role of government intervention in
the presence of externalities, the shifting of taxes in partial and general
equilibrium (tax incidence), the incentive and insurance effects of modern
welfare states, among other things.
