police offices but to all those considered
competent authorities by their respective
Europol National Units. This
includes bomb technicians from military

address threads in the forums and load
incidents into the databases.
Multilingual: The system operates in 22
languages and 3 different alphabets.
Powerful search engines: One is able
to perform different kind of searches in
the whole system or in selected parts of
it, including keywords translated into
all available languages and alphabets.
Official, trusted information from official,
trusted sources: The EBDS contains
mainly official contributions from
sources such as National Bomb Data
Centres and other governmental authorities.
Accredited for storing classified information:
Up to EU Restricted.
Fulfils EU Action Plan: The development
and implementation of the EBDS
project, which is one of the actions required
of Europol by the EU Action
Plan on Enhancing the Security of
Explosives, was managed by Europol’s
Counter Terrorism Unit (O4).
What’s currently in the
EBDS?
For the time being Europol is loading
contributions into the EBDS which
come from third parties with cooperation
agreements. Europol will be the
interface between those parties and the
system, although it is foreseen that third
parties will have direct access to the
EBDS in the near future.
What are the expectations
for the EBDS?
The EBDS has become a reality after
many unsuccessful attempts. It is a system
that can really make a difference
in the EOD and CBRN fields, potentially
becoming a day-to-day tool for
thousands of bomb, CBRN and counter
terrorism (CT) experts across the
European Union, as well as becoming a
worldwide reference in those fields.
