We are member organisation of “Arbeitskreis der Opferhilfen in Deutschland – ado” (ado is a member organisation of the “European Forum for Victims Services” – EFVS). We brought Berlin’s “Gay and Lesbian City-Festival” to life (1993-98), founded the “Prevention and Settlement fund Tempelhof-Schoeneberg”, PAF (2000) and in cooperation with the Berlin department for Justice initiated a witness room at the regional court Berlin (2003). MANEO is also involved in numerous other workshops and specialist departments; we try to show our presence in as many social institutions in order to represent our interests. We have become a model for other similar gay anti-violence projects across Germany. MANEO in Europe We have also been involved in international projects for quite a while. The cooperation with the French partner organisation SOS Homophobia has been intensified. The same is true for the Foundation of Equal Rights (Fundacja Rownosci) and the campaign against homophobia (KPH – Kampagnia Przeciw Homofobii) in Poland. Since January 2005 the MANEO tolerance group (Tolerancja Po Polsku) has been meeting regularly. We have agreed to work and pull together. The Tolerancja Declaration “We unite our power for the building of a civil society in Europe in which we can live in harmony, free of discrimination. We declare our solidarity which will help us to achieve this goal. In the spirit of the European Human Rights convention we oppose hatred, violence and discrimination against social minorities. We show our solidarity with people who stand up for civil rights, equal rights and the protection of minorities and the maintenance of the European Human Rights convention. We want to fight against discrimination and isolation of homosexuals in a unified Europe. We want that the basic and human rights of lesbians and gays are being respected.” “Tolerantia Award” For the fist time in 2006 our projects have rewarded the Tolerancja Award to personalities from France, Poland and Germany who have fought against acts of violence and hatred and for equal rights in their countries. The reward is a symbol for our mutual efforts. Travail en réseau Depuis 1992, nous sommes membres du comité allemand d’aide aux victimes. Nous avons aussi lancé et organisé «la fête gay et lesbienne de Berlin » entre 1993 et 1998, développé « le fond de compensation de l’arrondissement de Tempelhof-Schöneberg » en 2000 et participé à la création d’une initiative judiciaire au profit des témoins au tribunal de Berlin en 2003. Notre coopération avec l’organisation française SOS-Homophobie – et en Pologne la fondation pour l’égalité des droits et la campagne contre l’homophobie – s’intensifie année après année. En janvier 2005, le groupe polonais de MANEO « Tolerancja Po Polsku – Tolérance en polonais » a été créé à Berlin. Nous affirmons notre solidarité avec les personnes qui s'engagent pour défendre les droits civiques, l'égalité des droits, la protection des minorités et pour le respect de la convention européenne des droits de l'homme. Nous combattons, dans la perspective d'une Europe unie, contre la discriminination et l'exclusion des personnes homosexuelles. Nous nous engageons afin que les droits de l'homme fondamentaux des lesbiennes et des gays soient respectés. » « Le prix de la tolérance » En 2006, nous avons décerné avec nos partenaires français et polonais le prix de la tolérance à trois personnalités de France, Pologne et Allemagne engagées dans la lutte contre l’homophobie. Ce prix constitue une reconnaissance de leurs efforts. To my stworzyliśmy gejowskolesbijski festyn uliczny (1993-1998), rozwinęliśmy fundusz prewencyjny i mediacyjny dzielnicy Tempelhof-Schöneberg (2000), współpracowaliśmy z administracją sądową przy stworzeniu w sądzie okręgowym dla miasta Berlina specjalnego pomieszczenia dla świadków (2003). Poza tym MANEO działa w licznych grupach roboczych i specjalistycznych oraz stara się być obecne w życiu społecznym i reprezentować tam swoje przekonania. Wspólnie zobowiązaliśmy się walczyć o nasze sprawy: „Deklaracja Tolerancji” „Łączymy nasze siły, by budować w Europie społeczeństwo obywatelskie, w którym będziemy mogli życ wolni od dyskryminacji. Deklarujemy niniejszym wzajemne wsparcie w dążeniu do tego celu. W duchu Europejskiej Konwencji Praw Człowieka sprzeciwiamy się nienawiści i przemocy, a także dyskryminacji mniejszości społecznych. Solidaryzujemy się ze wszystkimi ludźmi, którzy popierają prawa obywatelskie, równoupawnienie, obronę mniejszości i którzy opowiadają się za stosowaniem norm Europejskiej Konwencji Praw Człowieka w Europie. Chcemy sprzeciwiać się dyskryminacji i alienacji osób homoseksualnych w zjednoczonej Europie. Pragniemy działac na rzecz respektowania praw człowieka w stosunku do lesbijek i gejów.“ „Nagroda Tolerantia” W 2006 roku po raz pierwszy rozdaliśmy nagrodę „Tolerantia“ przedstawicielom z Francji, Polski i Niemiec, którzy zaangażowali się w walkę przeciwko nienawiści i przemocy i na rzecz równouprawnienia. Nagroda stanowi symbol naszych wspólnych działań. Wir haben das Schwullesbische Stadtfest Berlin ins Leben gerufen (1993-1998), den „Präventions- und Ausgleichsfonds Tempelhof-Schöneberg“ entwickelt (2000), in einer Arbeitsgruppe der Berliner Justizverwaltung zur Einrichtung des Zeugenzimmers am Landgericht Berlin beigetragen (2003). MANEO wirkt darüber hinaus in zahlreichen Arbeitsgruppen und Fachgremien mit, wir versuchen an möglichst vielen gesellschaftlichen Schnittstellen präsent zu sein, um unser Anliegen zu vertreten. Nach unserem Modell orientieren sich ähnliche schwule Anti-Gewalt-Projekte in ganz Deutschland. MANEO in Europa Wir engagieren uns längst auch international: Die Zusammenarbeit mit der französischen Partnerorganisation SOS-Homophobie haben wir intensiviert, gleiches gilt für die Stiftung für Gleichberechtigung (Fundacja Rownosci) und die „Kampagne gegen Homophobie“ (KPH – Kampania Przeciw Homofobii) in Polen. Seit Januar 2005 trifft sich in Berlin regelmäßig die MANEO-Gruppe „Tolerancja Po Polsku“ (Toleranz auf Polnisch). Gemeinsam haben wir uns per Unterschrift verpflichtet, an einem Strang zu ziehen: Die ,Tolerancja-Erklärung‘ „Wir einen unsere Kräfte zum Aufbau einer Bürgergesellschaft in Europa, in der wir gemeinsam und frei von Diskriminierung leben können. Wir bekunden gegenseitigen Beistand, um dieses Ziel zu erreichen. Im Geiste der Europäischen Menschenrechtskonvention stellen wir uns gegen Hass und Gewalt sowie gegen Diskriminierung von gesellschaftlichen Minderheiten. Wir solidarisieren uns mit Menschen, die für Bürgerrechte, Gleichberechtigung, Schutz von Minderheiten und für die Einhaltung der Europäischen Menschenrechtskonvention in Europa eintreten. Wir wollen Diskriminierung und Ausgrenzung von homosexuellen Menschen in einem vereinten Europa entgegen treten. Wir wollen dafür eintreten, dass die Grund- und Menschenrechte von Lesben und Schwulen respektiert werden.“ Der ,Tolerantia-Preis‘ Im Jahr 2006 haben unsere Projekte zum ersten Mal den ,Tolerantia-Preis‘ an Persönlichkeiten aus Frankreich, Polen und Deutschland verliehen, die sich im Kampf gegen Hassgewalt und mehr Gleichberechtigung in den Ländern stark gemacht haben. Der Preis soll ein Symbol für unsere gemeinsamen Anstrengungen sein.

The German law makes it quite clear: It is illegal, to humiliate gays because of their identity. Whoever violates this commits a crime. What do you mean sick? On the 17 May 1990 the World Health Organization (WHO) decided to remove homosexuality from the list of psychological illnesses. Upon the initiative of the French man Louis-Georges Tin the “International Lesbian and Gay Association (ILGA),” which is the world’s leading gay and lesbian organization, it was decided to use this occasion and declare the 17 May the “International Day against Homophobia.” Long live Europe! In their declaration of the 18 January 2006 the European Parliament emphasized that discrimination because of sexual orientation will be heavily punished. All member states are required to ensure that homosexual men and women are protected from hate campaigns and violence, and that the fight against homophobia is strengthened through means of education and that cases of discrimination and violence are documented. This applies to Germany and France, as well as to Poland. Fundamental law of equal treatment After a long struggle the Grand Coalition Government in Germany agreed on a German version of the European anti-discrimination law. In the civil rights’ part of the law not only is the discrimination of sex and ethnical background forbidden, as stated by the EU, but also the discrimination against people with handicaps, old people, faith, religion and sexual identity. The Conservatives eventually had to make concessions when it came to the question of sexual identity. The Berlin regional constitution on the contrary has had a law in place for this for quite some time already: “No one is allowed to be disadvantaged or privileged because of her or his sexual identity.” Recognition MANEO has brought to life numerous unique initiatives and projects across the country. MANEO’s efforts were rewarded with the “Mete-Eksi-Award” in 1999, the “Berlin Gay Pride Award for Courage” in 2001 and the violence prevention award “Chance-Award” in 2006. In 2003 the Regional Commission Berlin Against Violence praised MANEO’s work and importance for violence prevention. Every legal and social step forward, among them the introduction of the discrimination law, eventually is a sign that MANEO is on the right track. MANEO now awards other initiatives for their work and effort. However, there is still quite a lot of work to do, as you can see with regard to our neighbour country Poland. Le droit est de notre côté ! La loi est claire : l’homophobie est illégale. La discrimination en raison de l’orientation sexuelle est condamnable. Vous avez dit malade? Le 17 mai 1990, l’organisation mondiale de la santé (OMS) a supprimé l’homosexualité de la liste des maladies mentales. A l’initiative du Français Louis-Georges Tin, l’ILGA (l’organisation mondiale des gays et lesbiennes) a fait du 17 mai la « Journée internationale de lutte contre l’homophobie ». Vive l’Europe ! Le parlement européen, dans sa résolution du 18 janvier 2006, a souligné que la discrimination en raison de l’orientation sexuelle constitue une circonstance aggravante. Tous les Etats membres doivent s’assurer que les homosexuels sont protégés contre des actes violents et faire en sorte que le combat contre l’homophobie et la lutte contre la discrimination et la violence fassent partie de leurs compétences. En Allemagne tout comme en France et en Pologne. Loi contre les discriminations L’Allemagne a adopté récemment une loi transcrivant dans son droit interne la directive européenne sur l’égalité de traitement et la non-discrimination. En droit civil, en plus de la discrimination de genre ou pour raisons ethniques, toute discrimination en raison de l’âge, du handicap, de l’identité sexuelle ou de la religion est illégale. En matière d’identité sexuelle, l’Union chrétiennedémocrate a dû faire des concessions. Toutefois, la constitution de la ville de Berlin stipule depuis longtemps que « personne n’est en droit d’être privilégié ou désavantagé en raison de son orientation sexuelle » (art. 10, al. 2). Reconnaissance MANEO a reçu en 1999 « le prix Mete-Eksi », en 2001 « le prix de la gay pride de Berlin pour le courage civique » et en 2006, le prix « Chance Award » de lutte et de prévention de la violence. En 2003, la ville de Berlin a salué l’engagement de MANEO pour son travail de prévention contre la violence. Toutes les évolutions législatives récentes (plus particulièrement la loi contre les discriminations) confirment que MANEO est sur la bonne voie. Depuis peu, notre organisation distribue également des prix. Mais il reste encore beaucoup à faire, comme le montre la situation en Pologne. Prawo jest po naszej stronie! Już od dłuższego czasu szacunek wobec gejów nie jest kwestią dobrej woli czy człowieczeństwa. Niemieckie prawo jest w tym punkcie jasne: kto upokarza gejów ze względu na ich tożsamość łamie prawo. To nie jest choroba! 17 maja 1990 roku Zgromadzenie Ogólne Międzynarodowej Organizacji Zdrowia WHO zdecydowało o skreśleniu homoseksualizmu z listy chorób psychicznych. Z inicjatywy Francuza Louis-Georges’a Tina Międzynarodowe Stowarzyszenie Gejów i Lesbijek (ILGA), czyli światowy związek organizacji lesbijskich i gejowskich, ogłosiło 17 maja „Międzynarodowym Dniem Przeciwko Homofobii”. Niech żyje Europa! Parlament Europejski w uchwale z 18 stycznia 2006 roku podkreślił, że dyskryminacja ze względu na orientację seksualną powinna być zdecydowanie potępiana. Wszystkie kraje członkowskie zostały zobowiązane do ochrony homoseksualnych mężczyzn i kobiet przed nienawiścią i przemocom, do intensyfikacji walki z homofobią poprzez edukację oraz do rejestrowania przypadków dyskryminacji i przemocy. W Niemczech, Francji i również w Polsce! Ustawa o równouprawnieniu Także w Niemczech rząd wielkiej koalicji po ciężkich sporach porozumiał się co do niemieckiej wersji zaleconej przez Unię Europejską ustawy antydyskryminacyjnej. W cywilnoprawnej części tej ustawy zakazana jest nie tylko dyskryminacja ze względu na płeć i pochodzenie etniczne, ale również ze względu na niepełnosprawność, wiek, tożsamość seksualną oraz przekonania i religię. W kwestii tożsamości seksualnej konserwatywna Unia Crześcijańsko-Demokratyczna (CDU) ostatecznie zgodziła się na proponowane zapisy. Berlińska Konstytucja natomiast już od dawna zawiera art. 10 ust. 2: „Nikt nie może ze względu na swoją tożsamość seksualną być dyskryminowany bądź uprzywilejowywany.” Uznanie MANEO zainicjował liczne, ogólnoniemieckie projekty, za które w 1999 otrzymał nagrodę Mete-Eksi-Preis, w 2001 berlińską „CSD-Preis für Zivilcourage”, a w 2006 nagrodę za działalność prewecyjną przeciw przemocy „Chance Award”. W 2003 roku Komisja Landu Berlina wyróżniła szczególne zasługi MANEO w prewencji przemocy. Każdy znak postępu społecznego, jak choćby uchwalenie ustawy antydyskryminacyjnej, świadczy o tym, że jesteśmy na dobrej drodze. Obecnie MANEO samo przyznaje nagrody. Jednak wciąż mamy jeszcze wystarczająco do zrobienia, dość spojrzeć na naszego sąsiada – Polskę. Das Recht ist auf unserer Seite! Es ist längst nicht mehr nur eine Frage des guten Willens oder der Menschlichkeit, ob man Schwule respektiert. Das deutsche Gesetz spricht eine deutliche Sprache: Es ist illegal, Schwule aufgrund ihrer Identität herabzuwürdigen – wer dies doch tut, macht sich strafbar. Von wegen krank! Am 17. Mai 1990 beschloss die Generalversammlung der Weltgesundheitsorganisation WHO, Homosexualität aus der Liste psychischer Krankheiten zu streichen. Auf Initiative des Franzosen Louis-Georges Tin nahm die „International Lesbian and Gay Association“ (ILGA), der Weltdachverband lesbischer und schwuler Organisationen, diesen Beschluss zum Anlass, den 17. Mai zum „Internationalen Tag gegen Homophobie“ ausrufen. Es lebe Europa! Das Europäische Parlament hat in einer Entschließung vom 18.01.2006 betont, dass Diskriminierung wegen einer sexuellen Ausrichtung auf das Schärfste verurteilt wird. Alle Mitgliedstaaten sind aufgefordert sicher zu stellen, dass homosexuelle Männer und Frauen vor Hetze und Gewalt geschützt werden, dass der Kampf gegen Homophobie durch Bildungsmaßnahmen verstärkt und Fälle von Diskriminierung und Gewalt erfasst werden. In Deutschland und Frankreich genauso wie in Polen! Allgemeines Gleichbehandlungsgesetz Auch in Deutschland hat sich die Regierung der Großen Koalition nach schwerem Ringen auf eine deutsche Variante des europäisch vorgeschriebenen Antidiskriminierungsgesetzes geeignet. Im zivilrechtlichen Teil des Gesetzes wird nicht nur die Diskriminierung des Geschlechts und der ethnischen Herkunft verboten, wie von der EU vorgegeben, sondern auch wegen Behinderung, Alters, sexueller Identität sowie Weltanschauung und Religion. Bei der Frage der sexuellen Identität muss-te die Union am Ende doch Zugeständnisse machen. Die Berliner Landesverfassung hingegen sagt schon lange: „Niemand darf wegen seiner sexuellen Identität benachteiligt oder bevorzugt werden“ (Art. 10, Absatz 2). Anerkennung MANEO hat zahlreiche, bundesweit einzigartige Initiativen und Projekte initiiert, wofür das Projekt 1999 den „Mete-Eksi-Preis“, 2001 den „Berliner CSD-Preis für Zivilcourage“ und 2006 den Gewaltpräventionspreis „Chance-Award“ erhalten hat. Im Jahr 2003 würdigte die Landeskommission Berlin gegen Gewalt die besondere Bedeutung von MANEO für die Gewaltpräventionsarbeit. Jeder rechtliche und gesellschaftliche Fortschritt, auch die Einführung des Diskriminierungsgesetzes ist letztendlich ein Zeichen, dass MANEO auf dem richtigen Weg ist. MANEO verleiht mittlerweile selbst Preise. Doch noch immer ist genug zu tun, wie beispielsweise ein Blick zu unseren Nachbarn nach Polen zeigt.
