Seizing opportunities – pushing forward innovation
Chancen nutzen – Innovationen vorantreiben
“Seizing opportunities”, the motto chosen by the organizers
for this year’s BetonTage congress, is an often-heard,
almost classic appeal. Yet this appeal contains the very essence
of what progress can achieve and what we can bring
about by securing our future.
Fortunately, the citizens of our country but also the
construction industry are currently acting according to
this principle. Despite the fi nancial and economic crisis,
the vast majority of people expect their personal circumstances
to improve in 2010. Already last year, the concrete
industry has also begun to expand its research and development
activity, acting against the economic trend. This is
the right approach to get out of a crisis. The increase in
knowledge brought about by research activities creates the
basis for innovation, which, in turn, generates new opportunities
and thus new prosperity. As simple and logical as
this sequence may appear, it surely requires a continuous
raising of the awareness of these mechanisms.
In building practice, opportunities can be seized if the
rules and standards that govern construction permit to do
so. For this reason, we must continue to develop and improve
the set of rules and standards that concentrate on
the aspect of safety to the benefi t of all. In a fi rst step, this
is being done at a pre-standard level within the Fédération
Internationale du Béton (fi b). The Model Codes prepared
by the fi b form the basis for the European standards that
are introduced fi ve to ten years later and the associated
national application guidelines. Past experience has
shown that the binding European directives deviated only
marginally from the Model Codes. For us in Germany, as
a large, export-driven economy at the heart of Europe, it is
therefore all the more important to contribute our ideas.
In this respect, the active involvement of the BDB in the
work of the fi b is defi nitely a step in the right direction.
The new Model Code (MC2010) will be published as a
complete draft in June 2010. In terms of the work on
guidelines pertaining to concrete construction, the fi b is
the forum that ensures progress in standardization. Such
a forum is also established by the BetonTage congress
with its core idea of merging research and practice. This
venue creates a nucleus for progress. I am pleased about
the fact that many active fi b members will also be speakers
at the 2010 BetonTage.
I would like to congratulate the BetonTage organizers
on having once again prepared such an attractive program.
May this congress be an all-round success.

Es ist ein klassischer, vielfach artikulierter Appell, „Chancen
nutzen“, den die Veranstalter als Leitgedanken für die
BetonTage gewählt haben. Und doch beinhaltet dieser
Appell den Kern dessen, was Fortschritt bewirkt und Zukunftssicherung
bringt.
Die Bürger unseres Landes, aber auch die Baubranche
handeln aktuell erfreulicherweise gemäß diesem
Grundsatz. Trotz der Finanz- und Wirtschaftskrise rechnet
die große Mehrheit mit einer Verbesserung der persönlichen
Situation im Jahr 2010. Und die Betonindustrie
hat bereits im vergangenen Jahr Forschungs- und Entwicklungsarbeiten
forciert in Angriff genommen – antizyklisch
zur Wirtschaftslage. Das ist der richtige Weg, um
aus Krisen herauszukommen. Der durch Forschung erlangte
Erkenntnisgewinn bildet die Grundlage für Innovationen,
sie wiederum schaff en neue Chancen und hieraus
erwächst neuer Wohlstand. So einfach und logisch
diese Abfolge auch ist, es bedarf wohl einer andauernden
Bewusstmachung dieser Mechanismen.
In der Baupraxis lassen sich Chancen nutzen, wenn
die Regeln, die das Bauen bestimmen, dies zulassen. Daher
müssen wir kontinuierlich unser Regelwerk, welches
zu unser aller Vorteil die Sicherheit in den Vordergrund
stellt, weiterentwickeln. Dies geschieht auf einer zunächst
pränormativen Ebene innerhalb der Fédération Internationale
du Béton (fi b). Die von der fi b erarbeiteten Mustervorschriften
(Model Codes) bilden die Grundlage für die
mit einem Zeitversatz von 5 bis 10 Jahren später eingeführten
Europäischen Normen und die zugehörigen nationalen
Anwendungsrichtlinien. Dabei hat die Vergangenheit
gezeigt, dass die rechtsverbindlichen Europäischen
Richtlinien nur geringfügig von den Model Codes abweichen.
Umso wichtiger ist es, dass wir Deutsche, als große,
exportorientierte Volkswirtschaft mitten in Europa, uns
in diese Arbeit mit unseren Vorstellungen einbringen. Insofern
ist eine aktive Mitwirkung des BDB in der fi b der
erwünschte und richtige Schritt in diese Richtung.
Im Juni 2010 wird nun der neue Model Code, der
MC2010, als vollständiger Entwurf erscheinen. Hinsichtlich
der Richtlinienarbeit im Bereich des Betonbaus bildet
die fi b das Forum für Fortschritt in der Normung. Ein solches
Forum bilden auch die BetonTage mit der Kernidee
der Begegnung von Praxis und Forschung. Dies ist ein
Nukleus für Fortschritt. Für mich ist es erfreulich, dass
auch bei den BetonTagen 2010 wiederum zahlreiche aktive
fi b-Mitglieder als Referenten mitwirken.
Ich gratuliere den Organisatoren der BetonTage zu
einem wiederum gelungenen Programm und wünsche
der Veranstaltung einen erfolgreichen Verlauf.
