assessment body, organised as a multidiscipline 

organization, for testing, inspection, certification 

and calibration, is the ideal partner and

clients for questions resulting to safety, quality and 

environmental protection. Members and customers 

particularly seem to value the increasingly 

international direction of the TÜV Austria Group. 

Training at every level and consultancy services, 

provided in free-standing, distinct companies, are a 

superb supplement to the portfolio of TÜV Austria

IM WANDEL 

Increasing globalization and liberalization coupled 

with the growth of the TÜV Austria Group all 

make it necessary to set a new strategic course.The 

legal reform of the association is not sufficient in 

many cases to meet the demands faced today. And 

so TÜV Austria is introducing deep, thoroughgoing 

changes that were launched with the formation of 

TÜV AUSTRIA HOLDING AG in November of 

2006. 

Spinning off the operational activities into „GmbHs”, 

or private limited companies, will begin as of the 

first of the new year, 2007. The groundwork for 

that important launch was laid during the year 

under review. 

As part of this re-formation exercise new organisational 

groupings will be established. In parallel with 

the reorganisation TÜV Austria also expanded 

abroad to tap into new markets, to assist customers 

and members as they move beyond the borders. 

This way TÜV Austria can be sure of providing the 

services they expect and helping them to achieve 

the growth goals they have set wherever they may 

be. 

This organizational chart on page 7 sets out the 

new structure (from 01-07-2007) for the TÜV 

Austria Group. 

Die zunehmende Globalisierung, die fortschreitende Liberalisierung und das Wachstum der 

TÜV Österreich Gruppe machen eine neue strategische Ausrichtung notwendig. Die 

Rechtsform des Vereins genügt in vielen Fällen nicht mehr den heutigen Anforderungen. 

Daher wurde eine tief greifende Veränderung eingeleitet, die mit der Gründung der TÜV 

AUSTRIA HOLDING AG im November des Berichtsjahres gestartet wurde. 

Die Auslagerung der operativen Tätigkeiten in GmbHs erfolgte mit Beginn des Jahres 2007, 

die Vorarbeiten dafür wurden bereits im Berichtsjahr vorgenommen. 

Im Zuge dieser Umgründung erfolgen auch neue organisatorische Umgruppierungen. 

Parallel zu der Umgründung fand eine weitere Expansion ins Ausland statt, um so neue 

Märkte zu erschließen, die Kunden und Mitglieder des TÜV Österreich auf ihrem Weg ins 

Ausland zu begleiten, um die gewohnten Dienstleistungen anzubieten und dadurch die 

gesteckten Wachstumsziele zu erreichen. 

Das Organigramm auf Seite 7 stellt die neue Struktur (ab 01.07.2007) der TÜV AUSTRIA

GRUPPE 

Für die TÜV Österreich Gruppe, deren Kompetenz in Sicherheit, Qualität und Umweltschutz 

liegt, hat die Beziehung zu Mitgliedern und Kunden höchsten Stellenwert. Der gute 

Kontakt und die Nähe zu den Auftraggebern sind zum beiderseitigen Nutzen wichtig. 

Die im Vorjahr durchgeführte Kundenzufriedenheitsanalyse wurde trotz des sehr guten 

Ergebnisses zum Anlass genommen, weitere Verbesserungsmaßnahmen einzuleiten. Dieses 

Projekt konnte noch nicht abgeschlossen werden, sondern mündet in einem kontinuierlichen 

Verbesserungsprozess, soll aber mit regelmäßig durchgeführten Kundenzufriedenheitsanalysen 

überprüft werden. Natürlich werden auch im Zuge des Management Review 

die Kundenbeziehung und Beschwerdefälle behandelt und neue Strategien entwickelt. 

Ziel ist es, für Kunden und Mitglieder als kundenorientierter, neutraler, kompetenter und 

verlässlicher Partner zur Verfügung zu stehen. 

An dieser Stelle sei auch allen Kunden und Mitgliedern sehr herzlich für die Treue und 

gute Zusammenarbeit gedankt. 

Bedingt durch die breite Leistungspalette des TÜV Österreich ist die daraus resultierende 

Struktur der Mitglieder, aber auch das Profil der Kunden und wohl auch aufgrund der 

unterschiedlichen Kulturen, im internationalen Geschäft sehr heterogen. Somit sind auch 

die Anforderungen und die Erwartungshaltung äußerst differenziert, was von Seiten der 

Experten der TÜV Österreich Gruppe hohe Flexibilität erfordert. 

Die internationalen Kontakte und das aktive Mitgestalten von internationalen und europäischen 

Normen und Richtlinien und die aktive Mitarbeit in verschiedenen internationalen 

Gremien wie z.B. Forum der notifizierten Stellen oder in CEOC International oder in 

EUROLAB schaffen die Basis und jenen Wissensvorsprung, der den Kunden und Mitgliedern 

zugute kommt. 

Es ist eine wichtige Aufgabe für die TÜV Österreich Gruppe, den Kunden und Mitgliedern 

durch die Tätigkeiten Prüfen, Überwachen, Zertifizieren, Kalibrieren, Aus- und Weiterbildung 

für sichere Anlagen und Produkte zu sorgen und zusätzlich die für den Markt 

nötigen Zertifikate und Urkunden zu bieten.

For the TÜV Austria Group, with its very clear 

expertise in safety, quality and environmental protection, 

the relationship to its members and customers 

is of the highest priority. This good contact 

and proximity to the customers is important and 

to the mutual benefit of both sides. 

The customer satisfaction analysis conducted in 

2005, despite a very good result, was taken as a 

springboard towards making improvements. This 

project is still ongoing and is actually changing into 

a continuous improvement process which will be 

checked at regular intervals using customer satisfaction 

analyses. The Management Review will of 

course also address customer relations and complaints 

and develop new strategies. The aim is to 

be a customer-oriented, neutral, competent and 

reliable partner for the customers and members. 

We take this opportunity therefore many thanks 

to customers and members very warmly the loyality 

and the good cooperation. 

Given the broad range of services offered, TÜV 

Austria sees a very heterogeneous make-up among 

the members, customers and, thanks to the different 

cultures, in the international business. And so 

the demands and expectations TÜV Austria encounter 

are extremely differentiated, requiring a 

high degree of flexibility on the part of the experts 

at the TÜV Austria Group. 

The international contacts and active participation 

in international and European norms and directives 

and in various international bodies, such as the 

Forum of Notified Bodies, CEOC International or 

EUROLAB, create the foundation and knowledge 

advantage that benefits TÜV’s customers and 

membership. 

One of TÜV Austria Group’s important jobs is to 

ensure safe plants and products for the customers 

and members through testing, inspections, certification, 

calibration and training, and also to provide

the market.

IN 2006 

UNIDO PROJEKT 

Im Zuge eines UNIDO Projektes wurden Fachleute aus Jordanien mit der Laborpraxis in 

Österreich, im Speziellen im Prüfzentrum des TÜV Österreich vertraut gemacht. 

ISO / CASCO 

Der Geschäftsführer des TÜV Österreich, Dr. Hugo Eberhardt, wurde von ISO/CASCO 

dazu eingeladen, in einem Symposium für arabische Länder in Jordanien einen Vortrag 

zum Thema „ISO/IEC 17020 Inspection – praktische Umsetzung und Erfahrungen“ zu halten. 

Weiters wurde der Geschäftsführer des TÜV Österreich in das CPC (ISO/CASCO Chairman’s 

Policy and Coordination Group) berufen. 

TÜV ÖSTERREICH, 

GESCHÄFTSBEREICH AUFZUGSTECHNIK 

Der Leiter des Geschäftsbereiches Aufzugstechnik, Ing. Anton Marschall, wurde in den 

Vorstand des Österreichischen Normungsinstitutes berufen. 

AUSZEICHNUNG 

Der Präsident des TÜV Österreich, KR-Dipl.-Ing. Johann Marihart, wurde von Wiens Finanz- 

und Wirtschaftsstadtrat mit dem Goldenen Ehrenzeichen für Verdienste um das 

Land Wien ausgezeichnet. 

Weiters erhielt Herr Dipl.-Ing. Leopold Schöggl das Große Goldene Ehrenzeichen für Verdienste 

um die Republik Österreich mit dem Stern verliehen. Das Ehrenzeichen ist der 

dritthöchste Orden, den die Republik Österreich vergibt. Damit wurde seine Arbeit als 

Abgeordneter zum Nationalrat und als Mitglied der Steiermärkischen Landesregierung 

gewürdigt. 

AUFZUGSTAG 

Am 4. April wurde der TÜV Aufzugstag unter dem Motto „100 Jahre Aufzugssicherheit“ 

mit einem hochkarätigen Referententeam im Festsaal des Wiener Rathauses gemeinsam 

mit der Stadt Wien abgehalten. 

TÜV ÖSTERREICH, 

GESCHÄFTSBEREICH KRAFTFAHRTECHNIK UND VERKEHR 

Der Geschäftsbereich Kraftfahrtechnik und Verkehr gewann die Ausschreibung des 

Bundesministeriums für Verkehr, Innovation und Technologie zur Prüfung von Fahrzeugen 

gemäß § 58 KFG 1967 / technische Unterwegskontrolle) gegen in- und ausländische 

Mitbewerber. 

TÜV FORUM 

Das TÜV Forum wurde im Jänner des Berichtsjahres in Betrieb genommen und dient als 

Veranstaltungs-,Tagungs- und Schulungszentrum. Ebenso wurde das TÜV Forum von Kunden 

und Lieferanten des TÜV Österreich aufgrund der zentralen Lage für eigene Veranstaltungen 

genutzt. 

UNIDO PROJECT 

Under the auspices of a UNIDO project, experts 

from Jordan were exposed to laboratory practices 

in Austria, specifically at TÜV Austria’s testing centre. 

ISO/CASCO 

The Managing Director of TÜV Austria, Dr. Hugo 

Eberhardt, was invited by ISO/CASCO to give a lecture 

at a symposium in Jordan for Arab Countries on 

the topic “ISO/IEC 17020 Inspection – practical implementation 

and experience“. Dr. Eberhardt was also 

appointed to the CPC (ISO/ CASCO Chairman’s 

Policy and Coordination Group). 

TÜV AUSTRIA, 

LIFT TECHNOLOGY DIVISION 

The head of the Lift Technology Division, Anton 

Marschall, was appointed to the Board of the Austrian 

Standards Institute. 

AWARD 

The President of TÜV Austria, Johann Marihart, was 

awarded the Gold Order of Merit for Services to the 

Province of Vienna by Vienna’s Finance and Economics 

City Councillor. Dipl.-Ing. Leopold Schöggl received 

the Major Gold Order of Merit with Star for Services 

to the Republic of Austria. The award is the third highest 

order the Republic of Austria bestows. It was in 

recognition for his work as Delegate to the National 

council and as Member of the Styrian provincial government. 

LIFT DAY 

On 4th April TÜV Lift Day was observed under the 

motto “100 years of Lift Safety“ with a high-calibre team 

of speakers in the banqueting hall of Vienna City Hall. 

TÜV AUSTRIA,AUTOMOTIVE TECH- 

NOLOGY AND TRANSPORT DIVISION 

The Automotive Technology and Transport Division 

won the tender from the Austrian Federal Ministry 

for Transport, Innovation and Technology to test 

vehicles in accordance with Section 58 of the Motor 

Vehicles Act (KFG 1967 – technical roadside inspections) 

against competition from home and abroad. 

THE TÜV FORUM 

The TÜV Forum began operation in January 2006 

and serves as an event, conference and training centre.Thanks 

to its very central location the TÜV Forum 

was also used by customers and suppliers of 

TÜV Austria for their own events.

Der Mensch steht seit der Gründung des TÜV Österreich vor 135 Jahren im Zentrum des 

Handelns. Sicherheit, Gesundheit, Ausbildung und Erhaltung der Werte durch sicheres Handeln 

waren von Anfang an wesentliche strategische Elemente. Heute steht der Mensch, insbesondere

As a result of research and development over the 

last few decades, the art of doctors has been supported 

to an increasing degree by an unbelievably 

large array of highly complicated technical equipment. 

The increased use of technical medical equipment 

however should not mean an increase in additional 

risks from improper functioning or operation. 

TÜV Austria checks on a large scale in many hospitals 

and other healthcare facilities a large number of 

medical devices and healthcare facilities. Approval of 

new equipment in many cases also occurs through 

TÜV Austria which is a Notified Body for all 

European Directives in this area. TÜV’s technical 

expertise in this area is valued very highly and drawn 

on in expert circles.The contribution of TÜV Austria 

in the healthcare sector may not always be noticeable 

at first sight, but it is certainly sustainable.

Infolge der Forschung und Entwicklung der letzten Dekaden ist die Kunst der Ärzte in unglaublicher 

Weise von hoch komplizierten technischen Geräten zunehmend unterstützt 

worden. Durch den verstärkten Einsatz von medizinisch-technischen Geräten dürfen aber 

keinesfalls zusätzliche Gefahren durch Fehlfunktionen oder Fehlbehandlung entstehen. 

Der TÜV Österreich überprüft in großem Umfang in vielen Spitälern und sonstigen Gesundheitseinrichtungen 

eine Vielzahl medizinischer Geräte und Versorgungseinrichtungen. 

Die Zulassung neuer Geräte erfolgt in vielen Fällen ebenso durch den TÜV Österreich, 

der dafür als Stelle für alle Europäischen Richtlinien in diesem Bereich notifiziert ist. Das 

technische Know-how des TÜV auf dem Gebiet wird in Fachkreisen sehr hoch geschätzt 

und in Anspruch genommen. Der Beitrag des TÜV Österreich zum Gesundheitswesen ist 

nicht vordergründig, dafür aber nachhaltig.

Umweltschutz ist durch die Debatte über die globale Erwärmung wieder stärker in den 

Blickpunkt gerückt und ist zentral auf den Menschen, jedoch auch auf Tiere und Pflanzen 

und schützenswerte Objekte orientiert. Die diesbezüglichen Strategien sind weltweit, aber 

auch regional unterschiedlich ebenso wie die Maßnahmen und Erfolge. 

Die TÜV Österreich Gruppe ist sowohl im Bereich der Messung und Überprüfung tätig als 

auch über Tochterunternehmen im Bereich der Beratung. Der Bereich der Messung und 

Überprüfung geht von klassischen Messungen von Schadstoffen in Abgasen, Wasser oder 

Boden bis hin zur Messung und Bewertung belästigender Faktoren wie Geruch oder Lärm. 

Bedeutsam ist die Prognose von Immissionen, um so Menschen bereits im Vorfeld vor Überbelastungen 

zu schützen. Ein weiterer Bereich ist die Verifizierung von CO2-Emissionen und 

Zertifizierung von Umwelt-Managementsystemen und Umweltverträglichkeitsprüfungen. 

Die Beurteilung des Standes der Technik im Hinblick auf die Einhaltung der Forderungen der 

IPPC-Richtlinie stellt ein neues aufstrebendes Geschäftsfeld dar. Immer häufiger sind Messungen 

und Prüfungen bei der Entwicklung und Verbesserung neuer Technologien gefragt. 

Durch eine Vielzahl diesbezüglicher Aktivitäten hat der TÜV Österreich auch im Berichtsjahr 

wieder einen erheblichen Beitrag zum Schutze der Umwelt geleistet.

The debate over global warming has pushed environmental 

protection further into focus and directed 

attention primarily towards people, but also animals, 

plants and properties worthy of protection. 

The strategies in this regard differ world wide, even 

from region to region, as do the measures themselves 

and the respective success they yield. 

The TÜV Austria Group is active in both measuring 

and inspection as well as, through subsidiaries, in providing 

consultancy services. The measuring and 

inspection aspect ranges from classic measuring of 

pollutants in exhaust fumes, water or soil to measurements 

and evaluation of annoying factors such as 

odours or noise. 

The prognosis regarding imissions is significant in 

being able to protect humans before pollution overload 

occurs. Another area is the verification of CO2 

emissions and certification of environmental 

management systems and environmental impact 

assessments. The evaluation of Best Available 

Techniques (BAT) with regard to compliance with 

the requirements of the IPPC Directive constitutes 

another new and expanding area of business. 

Demand is increasing for measurements and testing 

for the development and improvement of new technologies.Thanks 

to a large number of activities in this 

regard, once again in 2006,TÜV Austria has made a 

considerable contribution towards protecting the 

environment.

In this ever changing world, human beings are constantly 

confronted with new challenges. Patterns of 

behaviour that were learned or inherited are no longer

TÜV Austria recognised as early as two decades ago 

that specific training and further training is a crucial

Gebiet der Arbeitssicherheit und der ergonomischen Arbeitsgestaltung zu beraten und die

The job of the safety engineer is to advise employers 

and employees in the area of workplace safety 

and ergonomic work design, and to support 

employers in meeting their obligations in this area. 

Safety experts should be involved in the following

prevention, when planning worksites, when procuring 

work tools and work materials, when trying out 

and selecting personal protective equipment, when 

organizing company fire protection, when identifying

Higher production rates, lower production 

costs and, in many areas, higher demands for quality 

make it necessary to automate plants. What we 

see are companies lower operating costs, savings 

in personnel being part and parcel of that, but 

also cutting down stoppages for maintenance and 

repairs. Environment-related demands have, in 

many areas, led to a change in, or further development 

of, technology. Given the sheer pace of these 

developments, a competent partner for questions 

of technology, safety, quality and environmental 

protection is needed.The TÜV Austria Group has 

proven itself to be a reliable partner of this sort 

and guides industry and the trades along the path 

of progress in all relevant technical questions.

MAIN ASPECTS OF LIFT 

TECHNOLOGY 

2006 saw the Lift Technology Division working to 

help implement the Rules for the improvement of 

safety of existing lifts (Verordnung über die Sicherheitstechnische 

Prüfung und allfällige Nachrüstung 

von Aufzügen). Increasingly, commercial operations 

have been responding to the law and upgrading 

their lift equipment to today’s “state of the art”. 

As a result of the prescribed timetable, over the 

next six years, all lifts in commercial operations will 

have to undergo this technical safety test and, depending 

on the risk rating given, will be brought up 

to current norms within defined timescales. At the 

end of the year the Federal State of Vienna proclaimed 

a new Vienna Law on Lifts (Aufzugsgesetz 

LGBl. 68/2006) which also calls for these safety 

tests to be performed.

WESENTLICHE ASPEKTE IN DER AUFZUGSTECHNIK 

Das Jahr 2006 begleitete den Geschäftsbereich Aufzugstechnik mit der Umsetzung der 

„Verordnung über die Sicherheitstechnische Prüfung und allfällige Nachrüstung von Aufzügen“ 

(STPAV).Vermehrt haben nun Gewerbebetriebe diesem Gesetz Folge geleistet und 

die Abweichungen ihrer Aufzugsanlagen vom heutigen Stand der Technik erhoben. 

Durch die vorgegebene Zeittabelle werden in den nächsten sechs Jahren alle Aufzüge in 

gewerblichen Betriebsanlagen dieser sicherheitstechnischen Überprüfung unterzogen und 

je nach Risikostufen in definierten Zeitabständen an die heutigen Normen herangeführt. 

Mit Jahresabschluss wurde nun auch im Bundesland Wien ein neues Wiener Aufzugsgesetz 

LGBl. 68/2006 kundgemacht, welches ebenfalls diese sicherheitstechnische Überprüfung 

einfordert.

Weiters wurde bei Unfallmeldungen im Bereich Aufzüge und Fahrtreppen eines deutlich

Der Mensch benutzt im täglichen Leben, je nach Beruf, Stellung, Hobby etc. eine Vielzahl 

von Geräten und Produkten, seien dies Haushaltsgeräte, Werkzeuge, elektrische Geräte 

der Unterhaltung, Sportgeräte, Spielzeuge oder Maschinen. Natürlich ist man auch im gesamten 

Wohnbereich mit Bauprodukten mehr oder minder in Berührung. Diese Produkte 

und Geräte erleichtern uns das Leben, machen Freude oder sind einfach nützlich. 

Hersteller all dieser Produkte sind im Allgemeinen bemüht, diese Geräte und Produkte sicher 

zu gestalten, um so mehr als in der Europäischen Union gesetzliche Mindestanforderungen 

bezüglich Sicherheit in den so genannten Richtlinien festgelegt sind. In vielen Fällen 

ist es notwendig, dass der Hersteller oder jenes Unternehmen, das die Produkte in Verkehr 

bringt, eine kompetente, unabhängige Stelle, einen so genannten „Notified Body“ in 

die Bewertung der Sicherheit beizieht.

Depending on their job, position, hobbies, etc, any 

given person uses a multitude of equipment and 

products every day, whether that is household appliances, 

tools, electrical entertainment equipment, 

sports equipment, toys or machines. Of course, in 

our overall home environment we are also in contact 

with a range of construction products. These 

products and appliances make our lives easier, entertain 

us or are just simply useful. 

The manufacturers of all these projects generally 

work hard to make these appliances and products 

safer; the more so since the European Union has 

established statutory minimum standards with regards

Der TÜV Österreich ist ein solcher „Notified Body“, der für fast alle Richtlinien mit der 

Kenn-Nummer 0408 notifiziert ist. Das griechische Tochterunternehmen TÜV Austria 

Hellas Ltd. arbeitet als „Notified Body“ unter der Kenn-Nummer 0906 und die Tochtergesellschaft 

I.T.I. in der Tschechischen Republik mit der Kenn-Nummer 1735. 

In den bestens ausgestatteten Prüflaboratorien der TÜV Österreich Gruppe erfolgen 

selbstverständlich auch Prüfungen von Produkten nach verschiedensten Normen und 

sonstigen Vorschriften. Die dafür notwendige Kompetenz wurde durch vielfältige Akkreditierungen 

nachgewiesen. 

TÜV Austria is itself a Notified Body and, is notified, 

for almost all of the Directives under the 

identifying code 0408. The Greek subsidiary TÜV 

Austria Hellas Ltd. works as a Notified Body under 

the code 0906 and the subsidiary I.T.I. in the Czech

Die Nachfrage nach Zertifikaten der Norm EN ISO 9001:2000 hat zwar etwas nachgelassen,

Familie und Beruf ermöglicht es Unternehmen, ihre Familienfreundlichkeit zu prüfen und 

weiterzuentwickeln. Das Bundesministerium für soziale Sicherheit, Generationen und Konsumentenschutz 

(BMSG) fördert diese Zertifizierung. 

Die EN 13816 ist die europaweit gültige Norm für den Nachweis der Qualitätsfähigkeit 

von Verkehrsunternehmen im öffentlichen Personenverkehr (ÖPV). Sie dient Bestellern 

und Erstellern von ÖPV-Leistungen als Guideline, wie sie in Verträgen Servicequalität definieren 

und messen können. 

Die ISO/TS 16949:2002 ist eine technische Spezifikation (TS) mit speziellen Forderungen 

bei Anwendung der ISO 9001:2000 für Zulieferer der Automobilindustrie. Die ISO/TS 

16949:2002 kann ausschließlich von durch die IATF akkreditierten Zertifizierungsstellen 

abgenommen werden. In diesem Bereich kooperiert der TÜV mit zugelassenen Partnern.

The management systems can essentially be subdivided 

into the three groups, quality, environment 

and safety. 

1. Quality management systems 

Demand for certificates for norm EN ISO 

9001:2000 has dropped off somewhat but there 

is still a growth rate of around 5 % annually, making 

it still very attractive. The Family and Work Audit 

allows companies to audit and further develop 

their family-friendly qualities.The Austrian Federal 

Ministry for Social Security, Generations and 

Consumer Protection (BMSG) is promoting this 

certification. 

EN 13816 is the norm valid throughout Europe 

attesting to the quality of public transportation 

companies. It serves buyers and suppliers of public 

transportation services as a guideline for defining 

and measuring service quality in their contracts. 

ISO/TS 16949:2002 is a technical specification (TS) 

with special requirements for application of ISO 

9001:2000 for suppliers to the automobile industry. 

ISO/TS 16949:2002 can only be approved by 

certification bodies accredited by IATF. In this area 

TÜV cooperates with approved partners.

2. Environmental management systems 

An increase of over 10% for EN ISO 14001 and 

EMAS within the past year has been achieved.The 

increase primarily occurred in the area of ISO 

14001. 

TÜV verified over one quarter of the plants requiring 

testing in Austria in compliance with the 

Emissions Certificates Law (CO2 emissions trading). 

3. Safety and health management systems 

The OHSAS 18001 specification (Occupational 

Health and Safety Assessment Series) contains criteria 

for evaluating occupational health and safety 

management systems for all companies, regardless 

of industry or size, from industry, services, social services 

and public administration. The demand for 

OHSAS 18001 certificates is growing over and 

above estimates made last year (from 5 to 35 certificates 

within the last 15 months). 

Certification in the area of SCC, SCP and SQAS 

are continuously on the rise (increase of 30%), but 

the number of customers, just 65 certificates, is still 

relatively small. 

In the context of the IFS (International Food Standard) 

TÜV is working in cooperation with a prominent 

partner. 

The certificates under the HACCP concept (Hazard 

Analysis Critical Control Point) are not subject to 

accreditation and are generally issued in combination 

with certification under EN ISO 9001. 

4. Management systems for the manufacture 

of products in compliance with EU 

Directives 

Many EU Directives define QM systems for the 

manufacture of a given product. Such QM systems 

can only be tested, certified or inspected by one of 

the bodies notified for the specific EU Directive in 

question. This is true, for example, of the following

2. Umweltmanagementsysteme 

Bei EN ISO 14001 und EMAS konnte innerhalb des letzten Jahres ein Zuwachs von deutlich 

über 10 % erreicht werden. Die Steigerung ergab sich vor allem im Bereich ISO 14001. 

Von den in Österreich nach dem Emissionszertifikategesetz (CO 2 -Emissionshandel) zu überprüfenden 

Anlagen konnten mehr als ein Viertel durch den TÜV geprüft werden. 

3. Sicherheits- und Gesundheitsmanagementsysteme 

Die Spezifikation OHSAS 18001 (Occupational Health and Safety Assessment Series) beinhaltet 

Kriterien zur Bewertung eines Arbeitssicherheits-Managementsystems für alle 

Unternehmen, unabhängig von Branche und Größe, aus den Sektoren Industrie, Dienstleistungen, 

soziale Einrichtungen und öffentliche Verwaltung. Der Bedarf an OHSAS 18001- 

Zertifikaten steigt entgegen der vorjährigen Einschätzung doch stärker als erwartet (von 5 

auf 35 Zertifikate innerhalb der letzten 15 Monate). 

Die Zertifizierungen im Bereich SCC, SCP sowie SQAS nehmen ständig zu (Steigerung um 

30%), allerdings ist die Anzahl der Kunden mit 65 Zertifikaten noch relativ gering. 

Im Bereich IFS (International Food Standard) arbeitet der TÜV in Kooperation mit einem 

namhaften Partner zusammen. 

Die Zertifikate nach dem HACCP-Konzept (Hazard Analysis Critical Control Point) unterliegen 

keiner Akkreditierung und werden meist in Kombination mit Zertifizierungen nach 

EN ISO 9001 zusammen ausgestellt. 

4. Managementsysteme für die Herstellung von 

Produkten nach EU-Richtlinien 

Zahlreiche EU-Richtlinien definieren in der zutreffenden Richtlinie QM-Systeme für die 

Herstellung der betreffenden Produkte. Derartige QM-Systeme können nur von einer für 

die jeweilige Richtlinie notifizierten Stelle geprüft, zertifiziert oder überwacht werden. Dies

Dieser Fachbereich führt Prüfungen nach § 82b der Gewerbeordnung (gesetzlich verpflichtend 

für genehmigungspflichtige Gewerbebetriebe), Prüfungen nach § 19 Eisenbahngesetz 

(EbG) und nach § 14 Rohrleitungsgesetz (RLG) sowie Prüfungen nach §134 Wasserrechtsgesetz 

(WrG) durch. 

Alle diese Prüfbescheinigungen sind Bestandteile einer gerichtsfesten Organisation bzw. für

TÜV Austria supports companies through presentations

to them and the compliance needs. On request,

Die Rückführbarkeit von Messdaten auf nationale und internationale Etalons ist für die 

Wirtschaft seit jeher von besonderer Bedeutung.Wie wichtig es ist, dass unser Längenmaß 

mit dem Urmeter in der Französischen Akademie der Wissenschaften kongruent ist und 

somit Messwerte bezüglich der Länge übereinstimmen, ist einleuchtend. Letztlich geht es 

in Handelsbeziehungen um viel Geld, und vergleichbare Maße spielen dabei eine besondere 

Rolle. Daher ist Kalibrierung extrem wichtig. Die Kalibrierstelle des TÜV Österreich, 

welche seit ihrer Akkreditierung im Jahr 1998 ein Mitglied des Österreichischen Kalibrierdienstes 

(ÖKD) ist, erhielt im Jahr 2005 die Erneuerung ihrer Akkreditierung nach EN ISO 

17 025 von der Österreichischen Akkreditierungsbehörde, dem Bundesministerium für 

Wirtschaft und Arbeit. 

Die Kalibrierstelle des TÜV Österreich bietet ihren Kunden mit den akkreditierten Messgrößen 

(Gleich- und Wechselstrom – Stromstärke und Spannung, Widerstand, Frequenz, 

Kraft, Drehmoment, Druck und Temperatur) die größte Auswahl an Leistungen aller österreichischer 

Laboratorien. Die Zertifikate werden in allen Signatarstaaten des „Multilateral 

Agreement“ der Europäischen Kalibrierungskooperation anerkannt. Diese Übereinkunft 

gilt über Europa hinaus in vielen Staaten weltweit, sogar in Australien. Im Jahr 2006 führte 

die Kalibrierstelle 781 Kalibrierungen durch und stellte die zugehörigen Zertifikate aus. 

Eine Sonderleistung der Kalibrierstelle des TÜV Österreich ist die Möglichkeit, dass Kalibrierungen 

direkt beim Kunden durchgeführt werden können. Dies spart Zeit und Geld, 

insbesondere weil die oft aufwendigen Demontagearbeiten und Wiederinstallationen der 

Prüf- und Messgeräte nicht notwendig werden. 

Neu im Portfolio des TÜV Österreich ist die Eichung von Personenwaagen. Diese Leistung, 

die nur von akkreditierten Eichstellen erbracht werden kann, ist insbesondere für Einrichtungen 

des Gesundheitsdienstes von Bedeutung, deren „Waagen für Heilzwecke“ der Eichpflicht 

unterliegen. Gemeinsam mit der Prüfung von medizinisch-technischen Geräten kann nunmehr 

auch die Eichung der Waagen in wirtschaftlicher Weise abgewickelt werden.

The ability to tie measured data to national and international 

etalons has always been of particular importance 

for industry.The sheer importance of our lengths 

being congruent with the original meter in the French 

Academy of Sciences, and thus in agreement with all 

length measurements, makes complete sense.After all, 

when it comes to trade, a lot of money is at stake and 

comparable measurements play a very important role. 

That is why calibration is so extremely important. TÜV 

Austria’s calibration laboratory, which since its accreditation 

in 1998 has been a member of the Austrian 

Calibration Service (ÖKD), had its accreditation under 

EN ISO 17 025 renewed in 2005 by the Austrian 

Accreditation Body, the Austrian Federal Ministry of 

Economics and Labour. 

TÜV Austria’s calibration laboratory provides its customers 

with accredited parameters (alternate and 

direct current – voltage and intensity, resistance, frequency, 

force, torque, pressure and temperature) the 

largest selection of services of any Austrian laboratory. 

The certificates they issue are recognised by all 

Signatory States to the Multilateral Agreement in 

Europe.This agreement is valid in many countries beyond 

Europe also, in Australia for instance. In 2006 the 

calibration laboratory performed 781 calibrations and 

issued the relevant certificates in each case. One of 

the special services offered by TÜV Austria’s 

Calibration Centre is the possibility of performing the 

calibration on-site at the customer’s premises. This 

saves time and money, particularly since the often time 

consuming disassembly work and reinstallation of 

testing and measuring equipment is not necessary. 

A new feature in TÜV Austria’s portfolio is calibration 

of scales used for weighing people.This service, which 

can only be provided by accredited calibration laboratories, 

is particularly important for health care facilities 

whose scales are subject to mandatory calibration as 

a result of their curative purpose.Together with testing 

for medical equipment, calibration of scales can now 

also be handled in an effective and economical way.

Kontinuierliches Wachstum der Wirtschaft und das Erschließen neuer Märkte bringen eine

Warenprüfung zu einem immer wichtigeren Faktor. Die Einschaltung eines 

professionellen, unabhängigen Warenprüfers kann die auftretenden Risken stark reduzieren. 

Das von einem anerkannten Warenprüfer ausgestellte Zertifikat ist vielfach Voraussetzung 

für die Auszahlung bei Akkreditivgeschäften. 

Der TÜV Österreich hat seine Tätigkeit auf diesem Gebiet, vor allem in Zusammenarbeit 

mit seinen Tochterunternehmen, weiter ausgebaut. Für den Iran führt der TÜV Österreich 

in einer Kooperation „Pre Shipment Inspections“ durch.

Mobil zu sein ist nach wie vor eines der vordringlichen Bedürfnisse der Menschen. Insbesondere 

der Individualverkehr ist daher durch eine starke Zunahme Ausdruck dieses 

menschlichen Anliegens. Es ist aber auch ein starkes Bedürfnis der Bevölkerung, dass dieser 

Verkehr flüssig, angenehm, umweltschonend und vor allem sicher abläuft.Viel ist in den 

letzten Jahrzehnten an Entwicklungsarbeit vor allem von der Autoindustrie geleistet worden. 

Ein bewährtes Mittel zur Gewährleistung von Sicherheit war seit jeher die Prüfung von 

Bauteilen und die wiederkehrende Prüfung von Fahrzeugen. Diese Prüfungen haben an Bedeutung 

zugenommen, da die Produktion von Fahrzeugen und Fahrzeugteilen in Länder 

abgewandert ist, die nicht als klassische Autoherstellländer bekannt sind und dadurch 

manchmal auch andere Qualitätsstandards verfolgen.

Being mobile continues to be one of man’s primary 

needs. And so, personal transportation is on the 

rise as an expression of this human need. But 

people as a whole really need traffic to be flowing, 

pleasant, gentle to the environment and above all, 

safe. A great deal has been achieved over the last 

few decades in developments primarily in the automobile 

industry. 

A tried and tested method of guaranteeing safety 

has always been the testing of components and 

the periodic testing of vehicles.These tests have increased 

in importance since production of vehicles 

and vehicles parts has migrated to countries 

that are not known necessarily as classic car manufacturing 

counties and so, sometimes, work by 

different quality standards.

In order to be able to conduct this technical safety 

testing closer to the manufacturer,TÜV Austria has 

followed the manufacturers abroad and, for instance, 

for a while now has been conducting tests in 

China. 

Another new aspect is the safety of pedestrians. 

New legislative regulations seek to better protect 

pedestrians in the event of a collision with a motor 

vehicle. Implementation of these provisions is 

a large challenge for developing the entire front 

portion of the vehicle as well as the frontal protection 

systems from materials that absorb energy 

effectively. 

Um diese sicherheitstechnischen Prüfungen näher am Hersteller durchführen zu können, 

ist der TÜV Österreich den Herstellern ins Ausland gefolgt und führt beispielsweise seit 

geraumer Zeit Prüfungen in China durch. 

Ein anderer neuer Aspekt ist die Sicherheit von Fußgängern. Neue gesetzliche Vorschriften 

sollen Fußgänger bei einer Kollision mit Fahrzeugen in Zukunft besser schützen. Die Umsetzung 

dieser Vorschriften stellt eine große Herausforderung für die Entwicklung des gesamten 

Vorderwagens und von Frontschutzsystemen aus effektiven Energie absorbierenden 

Werkstoffen dar.

Die Richtlinie 2005/66/EG für Frontschutzsysteme an Kraftfahrzeugen definiert mehrere 

Prüfkörper, die mit den zu erwartenden Geschwindigkeiten auf das Frontschutzsystem geschossen 

werden. Dabei müssen festgelegte Grenzwerte an Kräften und Beschleunigungen 

eingehalten werden. 

Die Prüfungen für das erste nach dieser Richtlinie genehmigte Frontschutzsystem wurden 

von den Ingenieuren des TÜV Österreich durchgeführt.

test bodies that can be shot at the FPS at anticipated

Der Schwerpunkt der Tätigkeit im Berichtsjahr war neben den bisherigen Sachverständigentätigkeiten 

auf den Energieausweis, auf die Bestimmung der Luftdurchlässigkeit von Gebäuden, 

auf Wärmebrückenberechnungen und auf Qualitätskontrollen ausgerichtet. 

Zur Verhinderung der weiteren Erwärmung der Erdatmosphäre, hervorgerufen vor allem 

durch den CO 2 –Ausstoß, der zu 40 % durch die Beheizung unserer Gebäude verursacht 

wird, ist es notwendig, den Energiebedarf der Gebäude zu überdenken und zu verringern. 

Diesem Umstand wurde sowohl durch regulative Maßnahmen als auch durch Förderungsmaßnahmen 

Rechnung getragen. Daher wurden Niedrigenergiehäuser und sogar Passivhäuser 

immer mehr zum Baustandard. 

Ein Passivhaus weist einen Energiebedarf von weniger als 15 kWh/m 2/ a (Kilowattstunden bezogen 

auf 1m 2 und Jahr) auf, was eine Verringerung des Energiebedarfes um 80 % im Vergleich 

zu durchschnittlichen Gebäuden bedeutet. Dieser geringe Energiebedarf lässt sich allerdings 

nur mit einer optimierten Wärmedämmung - ohne Wärmebrücken, einer luftdichten 

Gebäudehülle - ohne Leckagen, einer kontrollierten Wohnraumlüftungsanlage mit Wärmerückgewinnung

Qualitätskontrollen und machen eine Überprüfung unumgänglich. 

Der TÜV Österreich, im Rahmen der TÜV Österreich Bautechnik, verstärkte seine Tätigkeiten 

daher im Bereich energieeffizientes Bauen.

The focus of work in 2006, besides the expert activities 

pursued up to that point, lay squarely on 

energy certification which addresses the air permeability 

of buildings, thermal bridge calculations 

and quality control. 

To prevent further warming of the earth’s atmosphere, 

triggered primarily by the emission of CO 2, 

40 % of which is caused by building heating, we 

must revise our thinking on energy needs for buildings 

and reduce these needs. This situation has 

been addressed through regulatory and promotional 

measures. And so, low-energy houses and 

even passive houses are becoming more and more 

the standard. 

A passive house has an energy demand of less 

than 15 kWh/m 2 /a(kilowatt hour per m 2 per year) 

which means a reduction of energy demand of 

80 % when compared with average buildings.This 

low demand can only be achieved through optimized 

insulation – no thermal bridges and air-tight 

building shell – without leaks, controlled living area 

air conditioning systems with heat recovery capabilities 

and consistently south-oriented building 

construction. 

New building materials, more involved processing 

methods, more complicated technologies, ever faster 

manufacturing times and not least the constant 

quality controls made necessary by the enormous 

downward pressure on prices all make inspections 

essential. 

TÜV Austria, especially the department for Construction 

Engineering, has stepped up its activities 

in energy-efficient construction.
