Sehr geehrte Damen und Herren, 

liebe Leserinnen und Leser, 

in den herausfordernden Zeiten für unsere Industrie brauchen wir 

mehr denn je die industrielle Selbstkontrolle, die alle Mitgliedsunternehmen 

bei der Herstellung einwandfreier Produkte unterstützt und 

den Markt von imageschädigenden und wettbewerbsbeeinträchtigenden 

Produkten frei hält. Mit einer Kontrolle der Managementprozesse 

in einem Unternehmen ist es eben nicht getan! Das haben 

andere Lebensmittelkontrollstandards erkannt und wollen nun auch 

die Produktqualität in den Fokus ihrer Kontrollen rücken. Keine andere 

Branche der Lebensmittelindustrie tut dies so erfolgreich wie 

es die Fruchtsaftindustrie mit SGF International und der industriellen 

Selbstkontrolle tut. Die Authentizität und Sicherheit unserer Produkte 

ist besser denn je. Das werden Sie diesem Geschäftsbericht 

entnehmen können. Wir sind davon überzeugt, dass hier die industrielle 

Selbstkontrolle einen erheblichen Anteil hat, indem sie nämlich 

die gesamte Wertschöpfungskette in die Kontrollen mit einbezieht. 

Für das kommende Jahr ist auch die Aufnahme der Tankreinigungsstationen 

als kritischer Faktor bei der Lebensmittelherstellung in das 

Freiwillige Kontrollsystem der SGF geplant.

Dear Readers, 

In these challenging times for our industry, now more than ever we 

need industrial self-control that supports all member companies in 

the manufacture of impeccable products and protects the market 

from products that could damage its image and impair competition. 

It’s not enough to just control management processes in a company! 

Other food control standards have recognised this and now also 

want to make product quality the focus of their controls. No other 

branch of the food industry does this as successfully as the fruit juice 

industry does with SGF International and industrial self-control. The 

authenticity and safety of our products are better than ever. You can 

see this by this annual report. We are convinced that industrial selfcontrol 

has made a sizeable contribution to this by incorporating the 

entire supply chain in its controls. For the coming year the inclusion 

of tank cleaning stations is also planned as a critical food manufacture 

factor in the SGF Voluntary Control System. 

In many European countries, consumers have meanwhile become 

aware of terms such as sustainability, corporate social responsibility, 


In vielen Ländern Europas sind mittlerweile Begriffe wie Nachhaltigkeit, 

Corporate Social Responsibility, soziale Verantwortung, Carbon 

Foodprint in das Bewusstsein der Verbraucher gerückt. Verbraucherorganisationen 

und NGOs befassen sich in unterschiedlichster Weise 

immer stärker mit der Frage, ob Lebensmittel nicht nur sicher und 

qualitativ hochwertig sondern auch in nachhaltiger Weise hergestellt 

worden sind. Wie auch immer man das Vorgehen der einzelnen Organisationen 

bewerten möchte: Fakt ist, dass das Thema Nachhaltigkeit 

in verstärkter Weise nunmehr auch die Fruchtsaftindustrie 

betrifft. SGF International hat im Rahmen der jährlichen Audits bei 

den Halbwarenlieferanten auch immer einen Fragenanteil für den 

Bereich „Nachhaltige Unternehmensführung und Produktion“ vorgesehen. 

Durch die Unterzeichnung der Erklärung zum SGF/Code of 

Conduct verpflichten sich die Mitgliedsunternehmen zu verantwortlichem 

Handeln im Bereich soziale, ökologische und ökonomische 

Nachhaltigkeit. Da ist die Fruchtsaftindustrie seit Jahren bereits Vorreiter 

in der Lebensmittelindustrie, ebenso wie sie es bei der Einrichtung 

der industriellen Selbstkontrolle war. Allerdings hat sich durch 

die immense Entwicklung im Bereich Nachhaltigkeit ein Anpassungsbedarf 

bei der Arbeit der SGF ergeben. SGF hat sich immer dadurch 

ausgezeichnet, die Erfordernisse der Mitglieder für erfolgreiches 

Arbeiten zu antizipieren, Entwicklungen vorwegzunehmen und den 

Service für die Mitglieder entsprechend zu adaptieren. Auch im Bereich 

Nachhaltigkeit ist dies nun der Fall. Die Arbeitsgruppe „Code 

of Conduct“ wird an einem neuen Konzept für Nachhaltigkeitsüberprüfungen 

in den Mitgliedsunternehmen arbeiten, so dass jedes 

Unternehmen verantwortungsvolle, nachhaltige und hochwertige 

Produktion -wie auch im Bereich Produktqualität und –sicherheitnachweisen 

kann. 

Im Jahr 2012 haben wir uns auch zur Neubesetzung der Geschäftsführerfunktion 

bei SGF International entschlossen. Das Arbeitsverhältnis 

mit dem vormaligen Geschäftsführer, Herrn Peter M. Funk, 

haben wir einvernehmlich zum 30.06.2012 beendet. Unseren großen 

Dank für 24 erfolgreiche Jahre in der Führung der SGF will ich an 

dieser Stelle Herrn Funk nochmals aussprechen. Mit Frau Alexandra 

Heinermann als neue Geschäftsführerin richten wir nun unseren 

Blick erwartungsvoll und zuversichtlich in die Zukunft auf eine stabile, 

service- und mitgliederorientierte SGF. Frau Heinermann wünschen 

wir gutes Gelingen für die verantwortungsvollen und herausfordernden 

Aufgaben, die ihr bevorstehen. 

Nicht zuletzt will ich mich bei meinen Präsidiumskollegen und den 

Kollegen aus dem IQCS und IRMA Board für ihr Engagement für die 

industrielle Selbstkontrolle bedanken. Mein besonderer Dank gilt 

den leistungsbereiten, kreativen und erfahrenen Mitarbeitern in der 

Geschäftsstelle, die den Erfolg der SGF zu einem sehr großen Teil 

ausmachen.

and NGOs are increasingly focusing in different ways on the question 

of whether foodstuffs are not only safe and high quality, but have 

also been sustainably manufactured. However you care to rate the 

procedure of the individual organisations, the fact remains that the 

topic of sustainability is now increasingly impacting the fruit juice industry. 

As part of annual audits of the semi-finished goods suppliers, 

SGF International always has a questionnaire section for “Sustainable 

corporate governance and production”. By signing the declaration 

for the SGF/Code of Conduct, the member companies undertake 

to act responsibly in terms of social, ecological and economic 

sustainability. For years, the fruit juice industry has been a pioneer 

in the food industry, as well as in setting up industrial self-control. 

However, the immense development in the field of sustainability has 

led to a need for adjustment in the work of the SGF. The SGF has always 

been excellent at anticipating the needs of its members for successful 

work, forecasting developments and adapting the service for 

its members accordingly. In terms of sustainability, this is now also 

the case. The “Code of Conduct” working group will work on a new 

concept for checking sustainability in the member companies so that 

every company can prove that their production, as well as their product 

quality and safety, are responsible, sustainable and high-quality. 

In 2012, we decided to appoint a new General Manager of SGF International. 

We severed the employment relationship by mutual agreement 

with the former General Manager Mr Peter M Funk as of 

30 June 2012. We would like to take this opportunity to express our 

gratitude to Mr Funk for 24 successful years of management of the 

SGF. With Ms Alexandra Heinermann as our new General Manager, 

we are now expectantly and optimistically looking forward to a stable, 

service-oriented and member-oriented SGF. We wish Ms Heinermann 

much success in mastering the responsible and challenging 

tasks ahead. 

Last but not least, I would like to thank my colleagues on the Executive 

Committee and my colleagues on the IQCS and IRMA Board for 

their commitment to industrial self-control. My special thanks goes 

to the dedicated, creative and experienced employees in the office 

who make a sizeable contribution to SGF’s success.

Sehr geehrte Damen und Herren, 

liebe Leserinnen und Leser, 

ich habe am 01. Juli 2012 meine neue Position als Geschäftsführerin 

von SGF International übernommen eine gute Gelegenheit also, 

mich mit diesem Geschäftsbericht des Jahres 2012 den Mitgliedern, 

den interessierten Leserinnen und Lesern vorzustellen. Nach 

meinem Studium der Rechtswissenschaften an der Universität Mainz 

habe ich zunächst einige Jahre als Rechtsanwältin gearbeitet. Berufsbegleitend 

habe ich ein Postgraduiertenstudium der Wirtschaftsmediation 

an der Universität Hagen und ein MBA Studium an der 

Steinbeishochschule Berlin abgeschlossen. Seit September 2009 war 

ich als stellvertretende Geschäftsführerin bei SGF beschäftigt. Neben 

SGF International leite ich ebenfalls die vereinsnahe Stiftung Quality 

Juice Foundation (QJF) sowie deren Tochtergesellschaft SGF Service 

Plus GmbH. 

Ich habe meine Aufgabe unter schwierigen Voraussetzungen für unsere 

Industrie und damit auch für alle Verbände übernommen. Nicht 

nur die weltweite Wirtschaftskrise, sondern vor allem sinkende Verbrauchszahlen 

in ganz Europa belasten unsere Industrie sehr. Das

On 1 July 2012, I assumed my new position as General Manager of 

SGF International. So this Annual Report 2012 is a good opportunity 

to introduce myself to the members and interested readers. After 

studying Law at the University of Mainz, I initially worked for a few 

years as a lawyer. Alongside my job, I completed a postgraduate degree 

in Business Mediation at the University of Hagen and an MBA 

degree at the Steinbeis University of Applied Sciences of Berlin. In 

2004, I was hired by the SGF as their Deputy General Manager. In 

addition to SGF International, I also run the Quality Juice Foundation 

(QJF), which is affiliated with the SGF, as well as their subsidiary SGF 

Service Plus GmbH. 

I assumed my task under the tough prerequisites of our industry 

and thus for all associations. Not only the global economic crisis, 

but above all a decline in consumer figures throughout the whole 

of Europe have greatly impacted our industry. Of course, this affects 

the SGF’s situation in terms of members and finances. In 2012, for 

the first time we are faced with a decline in members. The reasons 


wirkt sich selbstredend auf die Mitglieds- und Finanzsituation der 

SGF aus. Im Jahr 2012 müssen wir erstmals sinkende Mitgliederzahlen 

feststellen. Die Gründe hierfür sind ganz klar nachvollziehen: Unternehmensfusionen, 

Unternehmensinsolvenzen, Umsatzeinbrüche 

bei den Mitgliedsunternehmen und daher notwendige Schließung 

von Produktionsstandorten und viele Gründe mehr, die alle auf die 

Branchensituation zurückzuführen sind. Wir haben allerdings auch 

gegen Ende des Jahres einige Unternehmen aus dem Verein ausschließen 

müssen, weil sie über 2 Jahre nicht ihrer Verpflichtung zur 

Beitragszahlung nachgekommen waren. Sinkende Mitgliedszahlen 

wirken sich in logischer Konsequenz auf der Einnahmenseite aus. 

Wir konnten zwar das wegen der angefallenen außerordentlichen 

Ausgaben erwartete Negativergebnis des Jahres 2012 mit Einsparmaßnahmen 

reduzieren. Für das Budget 2013 haben wir allerdings 

bereits mit sinkenden Einnahmen aus Mitgliedsbeiträgen kalkuliert. 

Um den guten Service der SGF für die Mitglieder aufrecht erhalten 

zu können, gar zu optimieren, haben wir bereits im Jahr 2012 mit 

Umstrukturierungsmaßnahmen begonnen, die sich bald effizienzsteigernd 

und kostenmildernd auswirken sollten. Beispielsweise haben 

wir mit der Programmierung einer Audit Applikation begonnen, 

die den Datentransfer von Auditor zu Geschäftsstelle, die Musterregistrierung 

und die Auswertung des Audits automatisieren wird und 

damit Ressourcen für andere Prozesse und Projekte freisetzen wird. 

Diese Applikation soll erstmals Ende 2013 in Testaudits zum Einsatz 

kommen. Bezüglich einzelner Kostenposition im Verwaltungsbereich 

versuchen wir kostenreduzierende Maßnahmen umzusetzen. Die 

mittel- und langfristige Personalplanung ist ein wichtiger Aspekt bei 

der täglichen Arbeit, um die Kontinuität der Qualität der Leistungen 

zu gewährleisten. Hierauf legen wir für das kommende Jahr 2013 einen 

starken Fokus. 

Darüber hinaus werden wir versuchen, weitere Einnahmequellen zu 

generieren. Eine Möglichkeit ist die Aufnahme von Unternehmen für 

Tankinnenreinigungen in unser Freiwilliges Kontrollsystem, die für 

das Jahr 2014 geplant ist. Co-Finanzierungen von Projekten durch 

die Quality Juice Foundation sind angedacht. Das neue Konzept des 

„Juice Summit“ in Kooperation mit AIJN und IFU, für das im Jahr 2012 

der Grundstein gelegt wurde, scheint eine viel versprechende Entwicklung 

zu nehmen. 

Trotz der genannten Herausforderungen freue ich mich sehr auf meine 

neue Aufgabe, auf die Zusammenarbeit mit allen Vorstandsmitgliedern 

und meinen so engagierten Kollegen in der Geschäftsstelle. 

Wir werden Ihnen als Ihr Verband der industriellen Selbstkontrolle 

mit unserem Know How, unseren umfangreichen Dienstleistungen 

und unserem kreativen und flexiblen R&D weiterhin in gewohnt zuverlässiger 

Weise zur Verfügung stehen. Nutzen Sie unsere Kompetenz!

towards the end of the year, we had to exclude a few companies 

from the SGF because they failed to uphold their obligation 

to pay the membership fee over a period of two years. A decline in 

members logically affects the receipts. In 2012, we successfully implemented 

cost-cutting measures to reduce the expected negative 

result, which was caused by extraordinary expenses. However, for 

the 2013 budget we have already factored in the declining receipts 

from member fees. 

To maintain and even optimise the good service of the SGF for its 

members, in 2012 we have already launched restructuring measures 

which are soon expected to increase efficiency and cut costs. For example, 

we have begun programming an audit application that will 

automate the data transfer from auditor to office, sample registration 

and the evaluation of the audits and thus free resources for 

other processes and projects. This application is expected to be in 

use in test audits for the first time by the end of 2013. With regard 

to individual administration costs, we are attempting to implement 

cost-cutting measures. The medium-term and long-term personnel 

planning is an important aspect in the SGF’s daily work to ensure the 

continuously high quality of services. This will be one of our main 

focuses for the coming year of 2013. 

Furthermore, we will try to generate further sources of earnings. 

One possibility which is planned for 2014 is the inclusion of companies 

for cleaning the inside of tanks in our Voluntary Control System. 

Co-financings of projects by the Quality Juice Foundation are also 

being considered. The new concept of the “Juice Summit” in cooperation 

with AIJN and IFU, for which the foundations were laid in 

2012, seems to be developing rather promisingly. 

In spite of the abovementioned challenges, I am very much looking 

forward to my new position and to working together with all Board 

members and my committed colleagues in the office. As your industrial 

self-control association, we will continue to reliably support you 

with our expertise, our extensive services and our creative and flexible 

R&D.

Personelle Veränderungen im Management der Geschäftsstelle haben 

zu unvorhersehbaren außerordentlichen Aufwendungen im Berichtszeitraum 

geführt. Der Gesamtaufwand liegt mit 3.800.250,87 

€ erstmals über der Etatvorgabe, so dass das Jahresergebnis minus 

603.871,55 € beträgt. 

Von den Einnahmen aus Mitgliedsbeiträgen in Höhe von insgesamt 

ca. 2.912 T€ entfallen auf die Einnahmen aus IRMA Plus ca. 292 T€. 

Die sonstigen Erlöse und Erträge beinhalten u. a. Kostenerstattungen 

in Beanstandungsfällen, Erträge aus Kursdifferenzen, Zinserträgen 

sowie die pauschale Kostenerstattung von der SGF Service Plus 

GmbH. 

Außerordentliche Aufwendungen im Jahr 2012 

Der Geschäftsführerwechsel in 2012 führte zu einer Entschädigung 

für die Beendigung des Arbeitsvertrags mit dem ehemaligen 

Geschäftsführer und Rechtsberatungskosten. Unüberbrückbare 

Meinungsverschiedenheiten und Diskussionen mit dem Präsidium 

bezüglich der zukünftigen Positionierung der SGF in der Verbandslandschaft 

sowie auch in Bezug auf die strategische Ausrichtung 

der SGF haben zu der Entscheidung geführt, den Arbeitsvertrag in 

beiderseitigem Einvernehmen zu beenden. Die Zahlungsverpflichtung 

der SGF wurde vom Präsidium unter Berücksichtigung vieler 

Faktoren sorgfältig in Zusammenarbeit mit einer der größten deutschen, 

auf Arbeitsrecht spezialisierten Anwaltskanzleien geprüft. 

Das laufende Rechnungsjahr schließt daher mit einem unvorhergesehenen 

Jahresergebnis In Höhe von minus 603.871,55 € ab. 

Die SGF wird weiterhin an einem Konzept zur Stabilisierung der Finanzen 

vor dem Hintergrund der anhaltenden angespannten Wirtschaftssituation 

in der Industrie arbeiten. Ziel muss es dabei sein, 

den hohen Dienstleistungsstandard für die Mitglieder zu erhalten. 

Changes in the management have resulted in unforeseen extraordinary 

expenditure during the period under review. For the first 

time, the total expenditure of 3,800,250.87 € exceeded the budget 

receipts, with results for the year amounting to minus 603,871.55 €. 

The receipts from member contributions amounting to altogether 

approx. 2,912,000 € include receipts from IRMA Plus of approx. 

292,000 €. The other receipts and earnings include among others 

cost reimbursements in objection cases, earnings from differences in 

rates for foreign exchange and interest earnings, together with the 

flat-rate cost reimbursement from SGF Service Plus GmbH. 

Extraordinary expenditure 

The change of management in 2012 caused the compensation for 

termination of the former General Manager‘s employment contract 

and legal consulting costs. Unbridgeable differences of opinion and 

discussions with the Executive Committee regarding the future positioning 

of the SGF in the association landscape as wells as regarding 

the strategic development of SGF have led to the decision to 

terminate the contract mutually. The payment obligation of SGF has 

been evaluated carefully by the Executive Committee together with 

a major law firm, specialised in labour law taking into account several 

factors. 

The current financial year closes therefore with an annual result of 

minus 603,871.55 €. 

SGF will continue to work on a concept to stabilise its finances, 

against the background of the persistently difficult economic situation 

in the industry. The aim in doing so must always be to uphold the 

high standard of services for the members.

18 SGF Geschäftsbericht 2012

SGF International e. V. ist für Mitglieder aus allen Bereichen der Produktion 

und des Handels von Frucht- und Gemüsesäften, -nektaren 

und anderen Produkten auf Frucht- und Gemüsebasis zugänglich. 

Gemäß § 4 der Satzung werden die Mitglieder in ordentliche, außerordentliche 

und fördernde Mitglieder eingeteilt. Ordentliche und 

außerordentliche Mitglieder nehmen am Freiwilligen Kontrollsystem 

(FKS) teil. 

Im Jahr 2012 haben 35 neue Unternehmen die Mitgliedschaft bei 

der SGF beantragt. Es handelt sich sowohl um 24 Halbwarenlieferanten 

als auch um 3 Händler/Makler, 3 Fertigwarenhersteller, 2 angemietete 

Produktionsstätten und 3 fördernde Mitglieder. 

Andererseits beendeten unter anderem aufgrund von Unternehmensfusionen, 

Geschäftsaufgaben, Produktionsstopps oder Verkaufs 

der Produktionsstätte zahlreiche Unternehmen ihre Mitgliedschaft 

bei der SGF. Die SGF hat satzungsgemäß auch die Möglichkeit, 

Unternehmen gegenüber die Mitgliedschaft zu kündigen, die entweder 

gegen die Regeln des Kontrollsystems verstoßen oder ihren satzungsmäßigen 

Pflichten nicht nachkommen (z. B. Beitragszahlung). 

Insgesamt haben im Berichtsjahr 72 Unternehmen ihre Mitgliedschaft 

aus unterschiedlichen Gründen beendet. 

Erstmalig hat SGF International e. V. einen geringfügigen Rückgang 

der Mitgliederzahl zu verzeichnen. 

Ein großes Ziel der SGF bleibt daher die Neumitgliederwerbung, um 

eine möglichst breite Abdeckung des Fruchtsaftmarktes durch Audits 

und SGF Zertifizierung gewährleisten zu können. 

SGF International e. V. accepts members from all areas involved in 

the production and trading of fruit and vegetable juices, nectars and 

other products based on fruit and vegetables. According to Section 4 

of the Statutes, the members are split into the categories of ordinary, 

extraordinary and supporting members. Ordinary and extraordinary 

members take part in the Voluntary Control System (VCS). 

In 2012, 35 new companies applied for membership of SGF. These 

include 24 suppliers of semi-finished goods, 3 traders/brokers and 

3 manufacturer of finished goods, 2 rented production sites and 3 

supporting member companies. 

On the other hand, a number of companies cancelled their membership 

with SGF due to mergers, cessation of business stop of production 

or sale of production site. According to the Statutes, SGF also 

has the possibility of terminating the membership of companies 

who either break the rules of the control system or fail to fulfil their 

statutory obligations (e. g. contribution payments). 

72 companies terminated their membership for various reasons in 

the year under review. In spite of the difficult economic situation, 

altogether fortunately there has been again an overall increase in 

membership. 

For the first time SGF International faces a slight decrease of membership 

figures. 

A primary objective for SGF therefore continues to consist of canvassing 

new members in order to cover the fruit juice market with 

audits and SGF certification to the largest possible extent.

der SGF 

Der SGF e. V. ist seit seiner Gründung mit der Überwachung der auf 

dem Markt befindlichen Erzeugnisse der Fruchtsaftbranche beauftragt. 

In Erledigung des Satzungsauftrages überprüft der SGF durch 

gezielte Marktbeobachtungen die Einhaltung der lebensmittel- und 

kennzeichnungsrechtlichen Vorschriften. Sicherheit und Qualität der 

Lebensmittel liegen im besonderen Interesse von Hersteller, Handel 

und Verbraucher. Nachlässige und unlautere Wettbewerber können 

den Erfolg und das Ansehen einer ganzen Branche gefährden. 

Auf Wunsch zahlreicher Mitglieder wurden daher im Jahr 1986 zur 

Risikominimierung die Kontrollen, die sich zunächst auf Marktüberwachungen 

konzentrierten, durch das Freiwillige Kontroll System 

(FKS) ergänzt. Ziel war es dabei, Unregelmäßigkeiten, Auffälligkeiten 

und Verfälschungen von Produkten nicht erst im Markt, sondern bereits 

in den vorgeschalteten Produktionsphasen der Roh- und Fertigwarenverarbeitung 

festzustellen. In die Kontrollen wurden daher 

seit 1986 auch weltweit ansässige Roh- und Halbwarenhersteller mit 

einbezogen. 

Das Kontrollsystem, das die Rückverfolgbarkeit der Entstehungsgeschichte 

eines Saftes „vom Baum bis in die Flasche“ ermöglicht, stützt 

sich auf die freiwilligen Teilnehmer, die ihre Halb- und Fertigwarenbetriebe 

für die Auditoren der SGF öffnen und die Probenentnahme 

von Halb- bzw. Fertigwaren aus der laufenden Produktion und dem

market. In fulfilling its statutory task, the SGF carries out targeted 

market observations to monitor compliance with the food and labelling 

regulations. The safety and quality of food products are in 

the particular interest of manufacturers, retailers and consumers. 

Negligent and unfair competitors can jeopardize the success and reputation 

of a whole branch. 

On request from numerous members, in 1986 the controls which 

had focussed initially on market monitoring activities were therefore 

supplemented by adding the Voluntary Control System (VCS) in order 

to minimize the risk. The aim was to ascertain irregularities, anomalies 

and adulterations of products already during the initial production 

phases of processing raw and finished goods, and not waiting 

until these are already on the market. Since 1986, the controls have 

therefore also included the manufacturers of raw and semi-finished 

products from companies all around the world. 

The control system permits the traceability of a juice „from the tree 

to the bottle“ and is based on voluntary participants who open the 

doors of their semi- and finished goods facilities for the SGF auditors 

and allow samples to be taken of the semi- or finished goods from 

on-going production and from the warehouse for corresponding te-

Lager für entsprechende Untersuchungen sowie die Auditierung der 

Betriebsstätte unter hygienespezifischen Gesichtspunkten gestatten. 

Durch die „lückenlose Kontrollkette“ von der Fruchtverarbeitung bis 

zum Fertigprodukt kann innerhalb kürzester Zeit der Nachweis der 

einwandfreien Beschaffenheit auch dann geführt werden, wenn natürlich 

bedingte Veränderungen aufgrund von Herkunft, Wachstum 

oder Sorteneigenart eine Abweichung von der normalen Erwartung 

verursachen. Gleichzeitig kann eine unerlaubte Produktmanipulation 

leicht erkannt, lokalisiert und bewiesen werden. Bei Verstößen 

gegen Lebensmittelrecht oder gegen die Regeln des Systems (FKS 

Ausführungsbestimmungen) leitet der SGF Korrekturmaßnahmen 

ein und führt entsprechende Nachkontrollen durch. 

Die Teilnahme am Freiwilligen Kontrollsystem ist kein Freibrief. In jedem 

Fall verbleibt die Verantwortung für die Erfüllung der eigenen 

Sorgfaltspflichten beim Teilnehmer. Seine gesetzliche Verpflichtung, 

ausschließlich einwandfreie Ware, entsprechend den einschlägigen 

lebensmittelrechtlichen Vorschriften (z. B. EU Fruchtsaft Richtlinie 

2001/112, nationale Vorschriften) und dem europäischen Handelsbrauch 

(AIJN/CoP) in Europa in Verkehr zu bringen, insbesondere zu 

verarbeiten, bleibt durch die Teilnahme am FKS unberührt.

characteristics cause deviations from normal expectations. At the 

same time it is easy to detect, localize and prove illicit product manipulation. 

Any infringements against the food regulations or against 

the rules of the system (VCS Implementing Provisions) trigger corrective 

action by the SGF with corresponding follow-up inspections. 

Participation in the Voluntary Control System is no carte blanche. In 

any case, the participant still remains responsible for due diligence. 

His legal obligation to bring only unobjectionable goods into circulation 

in Europe in accordance with the pertinent food regulations 

(e. g. EU Fruit Juice Directive 2001/112, national regulations) and 

European Codes of Practice (AIJN/CoP) remains unaffected by participation 

in the VCS, particularly with regard to processing and marketing 

such goods.

Audits gemäß der SGF/IRMA Audit Checkliste STANDARD in Halbwarenbetrieben 

Seit 2011 ist die SGF/IRMA Audit Checkliste STANDARD in Anwendung 

und ist seitdem Grundlage für die Audits bei den Halbwarenherstellern. 

Sie beinhaltet neben den hygienischen Aspekten auch die Kontrolle 

von Nachhaltigskeitsfragen zum Code of Conduct (CoC) und Code of 

Labelling (COL). 

Das Auswertungssystem wurde neu strukturiert und das Niveau 

zum Bestehen eines Audits angehoben. Ferner wurden weitere Ausschlusskriterien 

definiert, um den internationalen Anforderungen 

der Industrie gerecht zu werden. 

Soziale und ökologische Mindeststandards – Überprüfung nach 

dem Code of Conduct (CoC) 

Der SGF/IRMA Code of Conduct (CoC) wurde Ende des Jahres 2006 

durch das Präsidium verabschiedet. Er beinhaltet international anerkannte 

ökonomische, soziale und ökologische Mindeststandards und 

dient seit Anfang des Jahres 2007 als Signal für die Selbstverpflichtung 

der Fruchtsaftindustrie und ist Grundlage für die Überprüfung 

von Mindeststandards in den teilnehmenden Ländern und Kulturen 

rund um den Globus. 

Alle SGF/IRMA Mitglieder werden durch den CoC für die Wünsche 

und Erwartungen ihrer Kunden und der Verbraucher sensibilisiert. 

Sie verpflichten sich mit der Unterzeichnung des „CoC Position Statements“ 

freiwillig, die erarbeiteten Nachhaltigkeitskriterien in ihren 

Betrieben zu implementieren bzw. kontinuierlich auszubauen. Dies 

wird während der Audits regelmäßig überprüft. 

Audits according to the SGF/IRMA Audit Checklist STANDARD 

(ACS) in raw material production plants 

Since 2011, the SGF/IRMA Audit Checklist STANDARD has been in 

use, and also acts as the basis for audits with manufacturers of semifinished 

goods. 

Together with hygiene aspects, it also covers issues relating to sustainability 

Code of Conduct (CoC) as well as to declaration of semifinished 

goods Code of Labelling (CoL). 

The evaluation system has been restructured, while the standard 

required to pass an audit has also been raised. In addition, further 

exclusion criteria have been defined in order to comply with the international 

demands made by the industry. 

Verification of minimum social and ecological standards according 

to the Code of Conduct (CoC) 

The SGF/IRMA Code of Conduct (CoC) was adopted by the Executive 

Committee at the end of 2006. It contains internationally recognised 

economic, social and ecological minimum standards; since the start 

of 2007, it has been the signal for the self-commitment of the fruit 

juice industry and is the basis for auditing minimum standards in the 

participating countries and cultures all around the world. 

The CoC makes all SGF/IRMA members aware of the desires and expectations 

of their customers and consumers. On signing the CoC 

Positi on Statement, they make a voluntary commitment to implement 

and constantly expand the elaborated sustainability criteria in 

their companies. Compliance is checked regularly during the audits. 



Audits 

Code of Labelling (CoL) – Korrekte Deklaration der Halbwaren 

Der SGF/IRMA Code of Labelling/Raw Materials (IRMA/CoL) wurde 

in einer Arbeitsgruppe der SGF entwickelt. Dieser Kennzeichnungskodex 

wurde obligatorischer Bestandteil der Regeln des Kontrollsystems 

und dessen Einhaltung wird regelmäßig in den Mitgliedsunternehmen 

überprüft. Er dient der Spezifizierung und Standardisierung 

aller wichtigen Aspekte der Kennzeichnung. Alle Etiketten, die von 

den verschiedenen Herstellern entwickelt wurden, verfolgen den 

gleichen Zweck: Sie wollen den Nutzer informieren. Jeder Hersteller 

hofft, dass die Informationen, die er gibt, für alle seine Kunden klar 

und einfach zu verstehen sind. Falls ein Problem auftritt, erwartet 

der Hersteller, dass der Nutzer ihm die korrekten Angaben gibt, damit 

jede einzelne Lieferung identifiziert werden kann. 

Tatsächlich ist die Sache nicht so einfach, wie aus der Sicht des Nutzers 

angenommen. Es ist möglich, dass ein Unternehmen mit einer 

Vielfalt von verschiedenen Etikettendesigns konfrontiert werden 

Correct labelling of semi-finished goods according to Code of Labelling 

(CoL) 

SGF has developed the so-called Code of Labelling/Raw Materials 

(IRMA/CoL). This labelling code has become an obligatory part of the 

rules of the control system, with corresponding compliance regularly 

monitored in the member companies. All labels developed by the various 

manufacturers follow the same purpose. They want to inform 

the user. Every manufacturer hopes that the information provided 

will be clearly and easily understood by all his customers. If problems 

arise, the manufacturer expects the user to give him correct details 

to identify every single delivery. 

But unfortunately, it is not as easy as the user may think. A large 

production system can be confronted with a wide variety of different 

label designs, each with its own arrangement of production, batch, 

lot and product numbers, coded data, plant codes and much more

die Datumsangabe zu sein. Handelt es sich um das Datum, an dem 

das Material hergestellt oder verschnitten wurde? Ist es das Datum, 

an dem das Material abgefüllt oder versandt wurde? Ist es das Mindesthaltbarkeitsdatum? 

Auf einigen Etiketten steht es, auf anderen 

nicht. Eignet sich das Etikett für den Zweck überhaupt? Fällt es im 

Gefrierraum möglicherweise ab? Wird es unleserlich, wenn es feucht 

wird? Sind Teile des Etiketts mit der Hand geschrieben?

der Information wichtig, die mit der konsequenten Anwendung des 

IRMA/CoL erreicht werden soll.

The date is another example of dubious information on labels. Is this 

the date on which the material was made or blended? Is it the date 

on which the material was bottled or shipped? Is it the “best before 

date”? It can be found on some labels but not on all. Is the label at 

all suitable for the intended purpose? Could it even come away in 

the deep freezer? Is it illegible when damp? Is it partly hand-written? 

For documentation purposes, it is important for the information to 

be unequivocal.

Der Auditor ist beauftragt, die Audits während der laufenden Produktion 

durchzuführen. Nur so sind das Ziehen von authentischen 

Mustern (Muster aus der laufenden Produktion) sowie eine vollständige 

Hygienebewertung möglich. Bei der Auswahl der durch den 

Auditor zu ziehenden Proben spielen die folgenden Fragestellungen 

eine Rolle: 

The auditor is required to perform the audits during ongoing production. 

This is the only way to facilitate authentic sampling (samples 

from ongoing production) and to obtain a complete hygiene assessment. 

The following aspects play a role in selecting the samples to be taken 

by the auditor:

angezeigt? 

Wann und wie oft wurden das betreffende Produkt und/oder 

dessen Hersteller in bisherigen Kontrollen berücksichtigt? 

Liegen bestimmte Verdachtsmomente oder Hinweise bzgl. 

eines bestimmten Produktes oder seines Herstellers oder für 

die gesamte Produktgruppe vor? 

Gibt es eine signifikante Preisentwicklung bei einem Produkt, 

die Hinweis auf unfairen Wettbewerb sein könnte? 

 

Is a further follow-up inspection necessary following a previous 

objection? 

When and how oft en has the affected product and/or its manufacturer 

been featured in previous controls? 

Are there certain grounds for suspicion or indications regarding 

a certain product or its manufacturer or for the whole product 

group? 

Are there significant price developments with a certain product 

that could indicate unfair competition? 

 

 

 

 

 

 

Nach Durchführung des Audits werden die Muster durch die Auditoren 

vor Ort versiegelt und an die Geschäftsstelle versandt. Hier wird 

nach dem Eintreffen der Muster die entsprechende Analytik veranlasst. 

Überprüfung der Dokumentation und der Rückverfolgbarkeit sowie 

der Systemregeln 

Dokumentation und Mustersicherung sind die Eckpfeiler der Rückverfolgbarkeit 

in der Kontrollkette. FKS Teilnehmer sind gemäß den 

FKS Ausführungsbestimmungen verpflichtet, auf Bitte Einsicht in 

die genannten Dokumente zu gewähren und Rückstellmuster z. B. 

für chemische Analysen zur Verfügung zu stellen. Die Einhaltung 

der Systemregeln ist unbedingte Voraussetzung für die Teilnahme 

am Kontrollsystem und die jährliche Erteilung des SGF Zertifikats. 

Die Teilnehmer am FKS haben sich grundsätzlich zur Einhaltung folgender 

Regeln und Qualitätssicherungsmaßnahmen verpflichtet:

Review of documentation and traceability as well as system rules 

Documentation and sample assurance (counter samples) are the 

cornerstones of traceability in the control chain. According to the 

VCS Implementi ng Provisions, VCS participants are obliged to grant 

insight into the above-mentioned documentation on request and to 

provide counter samples, for example, for chemical analysis. Compliance 

with the system rules is an indispensable prerequisite for taking 

part in the VCS and for being awarded the SGF certificate every year. 

Compliance with the system rules is also part of the routine procedure 

during the IRMA audits. VCS participants have given a fundamental 

undertaking to comply with the following rules and quality 

assurance measures:

auditiert. Die Auditierung auch dieser Teilnehmergruppe im 

FKS dient dem stetigen Bemühen, die Kontrollkette vom Baum bis in 

die Flasche zu schließen. Die Audits werden im Rhythmus von 3 Jahren 

wiederholt. Die Beseitigung festgestellter Mängel wird in Nachkontrollen 

überprüft.

Trader/broker audits 

For the first time in 2006, the SGF/IRMA raw material traders were 

audited for availability of the necessary traceability documents. Auditing 

also of this group of participants in the VCS serves the constant 

endeavour to close the control chain from tree to bottle. The audits 

are conducted every 3 years. Follow-up inspections check that any 

ascertained faults have been rectified.

Muster- & Analysen SGF/IRMA 

Von den im Berichtsjahr 2012 gezogenen 2786 Mustern wurden 

2693 Muster zur Analyse (sei es konventionelle Analytik oder SGF 

Profiling) in die Kooperationslaboratorien geschickt. An den in 2012 

gezogenen Mustern wurden 1622 konventionelle Analysen auf Lebensmittelsicherheit, 

Produktionstechnik und Authentizität durchgeführt. 

Hierin enthalten sind auch Absicherungsanalysen für zuvor 

durchgeführte SGF Profilinganalysen oder sonstige Absicherungen in 

Beanstandungsfällen. Weitere 2635 Analysen aus Mustern aus dem 

Kontrolljahr 2012 waren SGF Profilinganalysen. 

Neben den in 2012 gezogenen Mustern wurden auch Analysen an 

Mustern aus Vorjahren zum Ausbau und zur Weiterentwicklung 

der authentischen Musterdatenbank sowie der Profilingdatenbank 

durchgeführt. Bei der Weiterentwicklung der Datenbanken kommt 

der SGF der unvergleichliche Schatz an authentischen Mustern der 

letzten 10 Jahre zugute. Verlässliche Werte für die Weiterentwicklung 

erhält man nur auf Basis authentischer Muster. Hier wurden 

nochmals 239 SGF Profilinganalysen und 277 konventionelle Analysen 

in Auftrag gegeben. 

Im Berichtsjahr wurden durch IRMA insgesamt 4773 Analysen in 

Auftrag gegeben. 

Food Safety 

Kontrollen und Maßnahmen zur Verbesserung der Sicherheit von 

Fruchtsafthalbwaren gehörten auch im Jahr 2012 zum Kontrollspektrum 

von SGF/IRMA. Vor dem Hintergrund wachsender Sensibilität 

von Verbrauchern, Handel und Öffentlichkeit in Fragen der Lebensmittelsicherheit 

hat SGF bereits seit Jahren die Routinekontrollen 

auch auf Kontaminanten wie Pestizide, Schwermetalle und Mykotoxine 

erweitert. Mittlerweile wird ein großer Teil (ca. 25%) des 

IRMA Analysenbudgets für die Analytik unter Safetygesichtspunkten 

verwendet. 

Sample- & Analysis SGF/IRMA 

Of the 2786 samples taken in the year under review 2012, 2693 

samples were sent to the cooperation laboratories for analysis (be 

it for conventional analysis or SGF Profiling). Of the samples taken in 

2012, 1622 underwent conventional analysis for food safety, production 

technology and authenticity. This also includes reconfirmation 

analyses carried out for preceding SGF profiling analyses or other 

reconfirmation in the case of objections. A further 2635 analyses of 

samples from the control year 2012 consisted of SGF Profiling analyses. 

In addition to these samples taken in 2012, analyses were also carried 

out on samples from previous years in order to further expand 

and develop the authentic sample database and the profiling database. 

In on-going development of the databases, SGF benefits from 

the incomparable wealth of authentic samples gathered over the last 

10 years. Only authentic samples provide reliable values for further 

development. Here a further 239 SGF Profiling analyses were ordered 

together with 277 conventional analyses. 

In the year under review, IRMA ordered altogether 4773 analyses. 

Food Safety 

Once again in 2012, controls and measures for improving the safety 

of fruit juice semi-finished goods were part of the SGF/IRMA controls. 

Given the growing awareness among consumers, the retail trade 

and the general public of food safety issues, for years now the SGF 

has expanded its routine controls to also include contaminants such 

as pesticides, heavy metals and mycotoxins. Meanwhile a large share 

of the IRMA analysis budget (about 25%) goes on safety analysis 

activities.

Im Rahmen der Lebensmittelsicherheitsanalysen 2012 hat die SGF 

26 Muster Granatapfelsaft, Granatapfelsaftkonzentrat und Granatapfelsaft 

aus Granatapfelsaftkonzentrat verschiedener Herkünfte 

(hauptsächlich Türkei, aber auch Spanien, Indien uns Aserbaidschan) 

hinsichtlich Schwermetallen, Arsen und Pestiziden geprüft. 

Dabei ergaben sich mit einer Ausnahme keine Auffälligkeiten. Die 

Werte für Kupfer und Zink lagen unter 1 mg/l und damit weit unter 

dem im Code of Practice aufgeführten zulässigen Maximalwert von 

5 mg/l. Eisen wurde nur vereinzelt in Spuren festgestellt. Zinn, Blei, 

Cadmium, Arsen und Quecksilber waren nicht nachweisbar bzw. lagen 

unter der Nachweisgrenze. Bei einer Probe wurde allerdings ein 

Gehalt an Kupfer, Eisen, Zink und Blei gefunden, der weit über dem 

zulässigen Maximalwert lag. Entsprechende Korrekturmaßnahmen 

werden veranlasst. 

Ebenfalls nur mit einer Ausnahme gab es bezüglich der Rückstände 

von Pflanzenschutzmitteln keinen Anlass zu Beanstandungen. Bei 

über 450 Substanzen, auf die analysiert wurde, waren in 5 Proben 

positive Befunde zu verzeichnen, wobei die ermittelten Werte bei 

4 Proben unterhalb der zulässigen Höchstgrenze lagen. Nur bei einer 

Probe wurde eine abgesicherte Überschreitung festgestellt. Es 

handelte sich dabei um den Wirkstoff Chlorothalonil, ein nicht-systemisches 

Blattfungizid. Bei veranlassten Nachkontrollen war dieser 

Wirkstoff im Produkt nicht mehr nachweisbar. 

Zusammengefasst ist das erfreuliche Ergebnis, dass die Belastung 

allgemein nur gering ist und Überschreitungen der zulässigen Rückstandshöchstmenge 

nur in Ausnahmefällen auftreten.

In the framework of the 2012 food safety analyses, SGF tested 26 

samples of pomegranate juice, pomegranate juice concentrate and 

pomegranate juice from concentrate of various origins (mainly Turkey 

but also Spain, India and Azerbaijan). 

Apart from one exception, there were no irregularities. The values 

for copper and zinc were under 1 mg/l and thus well below the maximum 

value of 5 mg/l permitted in the Code of Practice. Iron was 

only detected occasionally in traces. Tin, lead, cadmium, arsenic and 

mercury could not be detected or were below the detection limit. 

However, one sample was found to contain copper, iron, zinc and 

lead in quantities way above the permitted maximum value. Corresponding 

corrective actions are organised. Similarly, there were no 

objections in terms of pesticide residues, with just one exception. 

More than 450 substances were analysed, with 5 samples producing 

positive findings, although the detected values in 4 samples were 

below the permitted maximum limit. There was only one confirmed 

case in which a sample exceeded the maximum limit. This referred 

to chlorothalonil as active substance; this is a non-systemic leaf fungicide. 

The follow-up inspections were no longer able to detect the active 

substance. 

To summarise, it can be said that contamination in general is on a 

low level with only occasional cases in which the permitted maximum 

residue levels were exceeded.

Betriebs- und Marktkontrollen nach den EQCS Guidelines 

Das EQCS (European Quality Control System) ist der Dachverband 

der europäischen Markt- und Abfüllerkontrollen. SGF International 

e. V. ist Mitglied in diesem Verband. Dem EQCS obliegt eine Koordinations- 

und Harmonisierungszuständigkeit, die volle Kontrollverantwortung 

für die Fertigwarenmärkte und Abfüller liegt bei den nationalen 

bzw. regionalen Kontrollsystemen, den Mitgliedern des EQCS. 

Als ein solches Mitglied betreibt SGF mit dem IQCS ein regionales 

Kontrollsystem. Im Jahr 2012 sind diesem regionalen Kontrollsystem 

die Länder Deutschland, Estland, Litauen, Österreich, Portugal, 

Slowenien und Ungarn angeschlossen. Darüber hinaus hat das IQCS 

einzelne Mitgliedsfirmen in den Ländern Finnland und der Schweiz. 

Alle Mitgliedsunternehmen werden gemäß den EQCS Guidelines 

mindestens einmal jährlich entweder durch SGF Mitarbeiter oder 

durch die SGF Auditoren auditiert. 

In den Fertigwarenbetrieben des IQCS bestehen die jährlichen Audits

Plant inspections and market controls according to the EQCS 

Guidelines 

EQCS (European Quality Control System) is the umbrella organisation 

for European market and bottler inspections. Since it was founded, 

SGF has also been a member. Apart from the EQCS‘s responsibility 

for coordination and harmonisation, full control responsibility for 

the finished goods markets and bottlers lies with the individual control 

systems, as the members of the EQCS. These are responsible either 

for an individual country (National Control Systems NQCS) or for 

several countries (Regional Control Systems RQCS). 

The SGF/IQCS is such a regional control system, run by SGF. In 2012, 

Austria, Estonia, Germany, Hungary, Lithuania, Portugal and Slovenia 

belonged to this regional control system. In addition, the IQCS 

has individual member companies in Finland and Switzerland. 

The member companies are audited at least once a year either 

by SGF staff or by the SGF auditors in accordance with the EQCS 

Guidelines. 

The annual audits conducted in finished goods plants of the IQCS

Marktüberwachungen in den SGF/IQCS Ländern 

Ergänzend zu den Betriebskontrollen zielen die Marktkontrollen in 

erster Linie auf Importprodukte sowie auf Produkte von Abfüllern, 

die nicht am Kontrollsystem teilnehmen. Die Probenziehungen und 

Analysen erfolgen unter dem Gesichtspunkt einer marktspezifischen 

Risikoabschätzung. Das bedeutet, einzelne Produktkategorien werden 

nach ihrer Marktbedeutung und Verbraucherpräferenz ausgewählt. 

Auch Produkte mit einem auffallend niedrigen Preis werden 

bevorzugt untersucht. Ziel aller Kontrollen ist es im Beanstandungsfall 

die Wiederholungsgefahr zunächst in Zusammenarbeit mit den 

betroffenen Unternehmen industrieintern abzustellen. 

Market surveys in the SGF/IQCS countries 

SGF/IQCS monitors the authenticity and labelling of fruit and vegetable 

juices, nectars and fruit juice beverages based on random 

sampling purchases in supermarkets. As the products of VCS participants 

are already regularly monitored in mostly unannounced plant 

inspections, the market controls are additionally and primarily aim 

at imported products and products from bottlers not participating in 

the control system.

Fertigwarenmuster 

Im Jahr 2012 wurden während der Betriebskontrollen und der Marktüberwachungen 

insgesamt 891 Fertigwarenmuster gezogen. 620 

Muster wurden in unseren Kooperationslaboren analysiert. IQCS hat 

69 % der gezogenen Muster analysiert und damit weit mehr als die 

Mindestanforderungen des EQCS (50 %) erfüllt. 

Bei jedem der gezogenen Fertigwarenmuster wurde eine Überprüfung 

der Deklaration auf der Verpackung auf Übereinstimmung mit 

dem geltenden Recht durchgeführt. Zu jedem analysierten Muster 

wurde ein schriftliches Feedback erstellt, das zusammen mit den 

entsprechenden Analysenberichten an die Mitglieder versandt wurde. 


Neben den Fertigwarenmustern zog IQCS während der Betriebskontrollen 

zu jedem der gezogenen Fertigwarenmuster die dazugehörenden 

Halbwarenmuster, um die Traceability der Fertigwaren und 

auch den Status als Systemware nachvollziehen zu können. Im Rahmen 

der Betriebskontrollen 2012 wurden 913 Halbwarenmuster gezogen, 

von denen 607 analysiert wurden. Zu den gezogenen Halbwaren 

wurde auch die Dokumentation der entsprechenden Unterlagen 

(Lieferscheine etc.) überprüft. 

Die umfangreiche Probenziehung der Halbwaren ist aber auch erforderlich, 

um eine nachhaltige Traceabilityprüfung sicherstellen zu 

können. 

Was die Sensibilität der Mitglieder für die Sicherheit ihrer Produkte 

im Falle von systemfremden Zukäufen anbelangt, so ist diese sehr 

hoch. Der Großteil der Mitglieder hält sich an diese Sicherheitsbestimmung. 

Nur in seltenen Ausnahmefällen wurde eine Verletzung 

dieser Regeln festgestellt und eine Analyse nachträglich durch die 

SGF in Auftrag gegeben. 

Finished goods samples 

Altogether IQCS took 891 samples of finished goods during the plant 

inspections and market surveying activities in 2012. 

620 samples were analysed in our cooperation laboratories. The 

EQCS rules stipulate that at least 50 % of the minimum sample 

quantity taken from a participant actually have to be analysed. IQCS 

analysed 69 % of the samples taken, thus going way beyond 

the minimum requirements of the EQCS. Every single finished goods 

sample was checked to see whether the labelling on the packaging 

complies with valid regulations. Written feedback was produced for 

every analysed sample and sent to the members together with the 

corresponding analysis reports. 

Semi-finished goods samples 

In addition to the finished goods samples, during the plant inspections 

IQCS also took the corresponding semi-finished goods samples 

for each of the finished goods samples in order to verify traceability 

of the finished goods together with their status as system goods. 

During the plant inspections in 2012, 913 semi-finished goods samples 

were taken, 607 of which were analysed. The process also included 

checking the documentation of the corresponding papers (delivery 

notes etc.) for the sampled semi-finished goods. 

Extensive sampling of the semi-finished goods is necessary to safeguard 

sustainable traceability testing. 

When making non-system purchases, the members are very sensitive 

with regard to the safety of their products. Most members comply 

with this safety requirement. Violations against these rules were 

only ascertained in exceptional cases with retrospective analysis ordered 

by SGF.

Auch im Jahr 2012 konnten die ermittelten Abweichungen im Fertigwarenbereich 

zum Großteil auf eine nicht den lebensmittelrechtlichen 

Vorschriften genügende Etikettierung zurückgeführt werden. 

In 2012 once again, the non-conformities revealed in the finished 

goods sector resulted primarily from labelling that failed to satisfy 

the food law regulations. 

Auch wenn hier in den meisten Fällen keine böse Absicht oder gar 

eine Irreführungs- bzw. Täuschungsabsicht vorlag, entsprechen fehlerhaft 

deklarierte Produkte nicht den gesetzlichen Vorgaben für 

Lebensmittel im Allgemeinen und für Fruchtsaft im Besonderen. 

Demzufolge können sie von Behörden und auch Verbraucherorganisationen 

beanstandet werden. Die Hinweise der SGF auf solche 

Deklarationsmängel sind deshalb eine echte Unterstützung und 

Hilfestellung – gerade auch für kleinere Unternehmen – da die Interpretation 

der sich oft ändernden gesetzlichen Bestimmungen im 

Tagesgeschäft oft untergeht. 

Echte Authentizitätsabweichungen oder gar Verfälschungen von 

Fertigwaren waren 2012 die Ausnahme und konzentrierten sich vor 

allem auf: 

 

 

 

vereinzelt zu niedrige Fruchtgehalte in Nektaren 

nicht-genuine Aromastoffe in Fruchtnektaren 

Zuckerzusatz in Granatapfelsäften 

Wie auch in den letzten Jahren wurden bei Teilnehmern am Freiwilligen 

Kontrollsystem der SGF weitaus weniger auffällige Muster beobachtet 

als bei Mustern in den Ländern ohne Kontrollsystem. 

Aufgrund unterschiedlicher Verbraucherpräferenzen und Marktsituationen 

wurden unterschiedliche Produkt- und Analysenschwerpunkte 

in den einzelnen Ländern von IQCS gelegt. Daher müssen die 

im Jahr 2012 beobachteten Auffälligkeiten länderspezifisch betrachtet 

werden. 

Dänemark 

Hier wurden vorwiegend Abweichungen bei Deklarationsprüfungen 

festgestellt. Besonders auffällig war die fehlerhafte Deklaration der 

Verwendung von Fruchtsaftkonzentrat bei Fruchtsaft aus Fruchtsaftkonzentrat. 

Deutschland 

Bei Betriebs- und Marktkontrollen in Deutschland wurden bei vereinzelten 

Apfelsäften sowie – wie in den Vorjahren – bei Granatapfelsäften 

Abweichungen hinsichtlich klassischer Analysenparameter im 

Vergleich zur Literatur oder dem AIJN Code of Practice festgestellt. 

Weiterhin beobachtete Abweichungen waren vereinzelt analytisch 

nicht belegbare Fruchtgehalte bei Fruchtnektaren. 

Diese Authentizitätsabweichungen stellen jedoch auf dem deutschen 

Markt eher eine Ausnahme dar – deklaratorische Mängel 

wurden weitaus häufiger beobachtet. Im Jahr 2012 waren häufig 

Fehler bei der Nährwertdeklaration insbesondere bei der Vitaminkennzeichnung 

zu beobachten: Mit der Richtlinie 2008/100/EG 

Even though in most cases there was no malicious, misleading or 

fraudulent intent, incorrectly labelled products do not comply with 

the statutory requirements for food products in general and for fruit 

juice in particular. Accordingly, they can be subject to objections 

from the authorities and from consumer organisations. The SGF’s 

comments regarding faulty labelling therefore provide real support 

and assistance, particularly for smaller companies, as it is often difficult 

to keep pace with the frequently changing statutory provisions 

and interpret them correctly during the course of normal business. 

Genuine authenticity non-conformities or even adulterations of finished 

goods were the exception in 2012 and focused primarily on:

Added sugar in pomegranate juices 

As in recent years, far fewer conspicuous samples were observed 

among participants in the SGF Voluntary Control System than among 

samples in the countries without a control system. 

Differing consumer preferences and market situations resulted in 

different product and analyses focuses in the individual IQCS countries. 

As a result, the non-conformities observed in 2012 have to be 

viewed in the context of the respective country. 

Denmark 

Non-conformities were found primarily with respect to labelling, 

with particularly conspicuous cases of incorrect labelling regarding 

the use of concentrated fruit juice in fruit juice made from concentrated 

fruit juice. 

Germany 

Plant and market controls in Germany ascertained deviations above 

all in isolated apple juices, as well as – as in previous years – in pomegranate 

juices with regard to classic analysis parameters in comparison 

to literature or the AIJN Code of Practice. Other observed 

non-conformities consisted in fruit content in isolated fruit nectars 

that could not be defined by analysis. 

However, these authenticity non-conformities tend to be the exception 

on the German market; faulty labelling was observed far more 

frequently. In 2012, errors were more frequently observed in nutrition 

labelling, particularly with regard to labelling for vitamins: With 

Directive 2008/100/EC of 28.10.2008 regarding the change to Directive 

90/496/EEC on nutrition labelling for foodstuffs, the recommended 

daily allowances for Vitamin C were increased from 60 to 80 

mg/L. From 31 October 2012 any trading with products is prohibited 






vom 28.10.2008 zur Änderung der Richtlinie 90/496/EWG über die 

Nährwertkennzeichnung von Lebensmitteln hinsichtlich der empfohlenen 

Tagesdosen wurde die empfohlene Tagesdosis für Vitamin C 

von 60 auf 80 mg/L heraufgesetzt. Da mit Wirkung vom 31.10 2012 

der Handel mit Erzeugnissen untersagt ist, die der durch die Richtlinie 

2008/100/EG festgelegten Tagesdosis nicht mehr entsprechen, 

hat IQCS alle Fertigwarenhersteller deren Vitaminkennzeichung Unzulänglichkeiten 

aufwies, durch Feedbackschreiben informiert. 

Estland 

In Estland fielen im Jahr 2012 vor allem nicht-genuine Aromastoffe 

bei Betriebs- und Marktkontrollen auf. Wie im letzten Jahr waren 

auch in diesem Jahr wieder zwei Granatapfelsäfte auffällig, die massi-ve 

Abweichungen zum AIJN Code of Practice aufwiesen. Bei einem 

Pflaumennektar war der deklarier-te Fruchtgehalt analytisch nicht 

belegbar. 

Finnland 

In Finnland waren im Jahr 2012 keine Authentizitätsabweichungen 

zu beobachten. Lediglich drei Fertigwaren waren hinsichtlich ihrer 

Etikettierung auffällig: Gemäß sog. QUID-Regelung ist die Menge 

einer bei der Herstellung eines zusammengesetzten Lebensmittels 

verwendeten Zutat anzugeben, wenn die Zutat oder die Gattung von 

Zutaten auf dem Etikett durch Worte, Bilder oder eine graphi-sche 

Darstellung hervorgehoben ist. Bei zwei dieser Fertigwaren war diese 

Regel nicht erfüllt. Die dritte auffällige Fertigware wies einen Fehler 

in der Verkehrsbezeichnung auf. 

Litauen

Directive 2008/100/EC. Consequently, IQCS sent out feedback letters 

to inform all finished goods manufacturers of this whose vitamin labelling 

was insufficient. 

Estonia 

In Estonia, the main problem detected in plant inspections and market 

controls in 2012 was non-genuine flavourings. Just like last year, 

this year two pomegranate juices revealed drastic non-conformities 

with the AIJN Code of Practice. For one plum nectar the fruit content 

could not be defined by analysis. 

Finland 

In Finland, no authenticity non-conformities were detected in 2012. 

Only three finished goods were found to have non-conforming labelling: 

According to the QUID regulation, the amount of ingredient 

used in the manufacture of a foodstuff composed of more than one 

ingredient must be stated if the ingredient or the class of ingredients 

is emphasised on the label by words, pictures or a graphic. Two of 

these finished goods failed to comply with this regulation. The third 

finished good had an error in the trade name. 

Lithuania 

Plant inspections and market controls in Lithuania revealed nongenuine 

flavourings in a grape nectar during flavouring analysis. Two 

finished goods had incorrect labelling: an orange nectar with an incorrect 

list of ingredients and a peach nectar with an inappropriate 

trade name. 

Bei Betriebs- und Marktkontrollen in Litauen wurden bei einer Aromaanalyse 

nicht-genuine Aromen in einem Traubennektar festgestellt. 

Bezüglich der Deklaration waren zwei Fertigwaren auffällig: ein 

Orangennektar mit fehlerhafter Zutatenliste und ein Pfirsichnektar 

mit einer nicht zutreffenden Verkehrsbezeichnung.

Die im Jahr 2012 gezogenen Muster aus Betriebs- und Marktkontrollen 

waren bis auf einzelne Marktproben nicht zu beanstanden. 

Auffällig bei diesen Mustern waren Unzulänglichkeiten in der Produktion 

(erhöhter Gehalt an 5-Hydroxymethylfurfural als Indikator 

für eine vermeidbare Wärmebelastung), sowie ein Muster mit einem 

erhöhten Gehalt an Gluconsäure. 

Portugal 

Bei Markt- und Betriebskontrollen in Portugal wurden nicht genuine 

Aromastoffe bei Mehrfruchtsäften aus Fruchtsaftkonzentrat 

und Fruchtnektaren beobachtet. Weitere Auffälligkeiten waren 

ein analytisch nicht belegbarer Fruchtgehalt eines Orangennektars 

und zwei nicht deklarierte Zusätze von Citronensäure zu Apfelsaft 

aus Apfelsaftkonzentrat. Hinsichtlich Deklaration konnten auf dem 

portugiesischen Markt folgende Auffälligkeit beobachtet werden: 

„Fruchtgehalt 100%“ bei mit Pektin stabilisiertem Ananassaft und 

„Tomatensaftgehalt 100“ bei der Verwendung von Salz bzw. jodiertem 

Meersalz. 

The samples taken during plant inspections and market controls in 

2012 gave no cause for objections except for some individual market 

samples. These samples revealed faults in production (elevated content 

of 5-hydroxymethylfurfural as an indicator for an avoidable heat 

load), as well as a sample with an elevated content of gluconic acid. 

Portugal 

Market controls and plant inspections in Portugal revealed non-genuine 

flavourings in multi-fruit juice products made of concentrated 

fruit juice and fruit nectars. Other non-conformities included a fruit 

content in orange nectar that could not be confirmed by analysis and 

two cases of undeclared addition of citric acid to apple juice made 

from concentrated apple juice. With regard to labelling the following 

non-conformity was revealed on the Portuguese market: “100% fruit

were revealed where the labelled fruit content could not be confirmed 

by analysis. During the course of corrective measures, the deviations 

were clarified and eradicated.

vereinzelte Unzulänglichkeiten in der Produktion (erhöhter Gehalt

sowie zwei Nektare mit analytisch nicht belegbaren 

Fruchtgehalten beobachtet. 

In 2012, during plant inspections and market controls in Hungary, 

isolated inadequacies were observed in production (elevated content 

of 5-hydroxymethylfurfural as an indicator for an avoidable heat 

load), as well as two nectars with fruit contents that could not be 

confirmed by analysis.

Jedes Unternehmen, ob Mitglied oder Nichtmitglied, erhält zu jedem 

analysierten Muster ein Feedback mit einer Bewertung und Zusammenfassung 

der Ergebnisse der chemischen Analyse und/oder der 

Deklarationsüberprüfung. 

Auf unauffällige Analysenbefunde folgen so genannte OK Feedbacks. 

Alle untersuchten Parameter entsprechen in diesen Fällen 

den gesetzlichen Anforderungen bzw. den bestehenden Industriestandards, 

wie zum Beispiel dem AIJN/Code of Practice zur Beurteilung 

von Frucht- und Gemüsesäften. 

Bei Abweichungen in der Authentizität oder bei der Deklaration mit 

geringer Auswirkung auf die Wettbewerbssituation erhalten die betroffenen 

Firmen entsprechende Hinweisschreiben mit der Bitte um 

Beachtung und der Aufforderung zur Korrektur. Daraus soll das Mitgliedsunternehmen 

entsprechende Korrekturmaßnahmen ableiten. 

Bei Nachkontrollen wird die Umsetzung der Korrekturvorschläge 

entsprechend überprüft. 

SGF/IQCS versandte im Jahr 2012 insgesamt 808 Feedbacks. Davon 

waren 747 OK-Feedbacks und 61 mit entsprechenden Korrekturhinweisen 

versehene Feedbacks. 

SGF/IRMA versandte im Jahr 2012 2160 Feedbacks, wovon in 250 

Fällen Korrekturhinweise gegeben werden mussten. 1910 waren 

Feedbacks ohne Beanstandung. 

Bezüglich der Ergebnisse aus Audits nach der SGF/IRMA Audit Checkliste 

STANDARD werden ebenfalls Feedbacks erstellt. 332 Feedbacks 

konnten versandt werden. 301 Feedbacks waren Feedbacks ohne 

Beanstandung. 

Der SGF/IRMA Code of Labelling wurde im Jahr 2003 zur Kennzeichnung 

von Fässern und anderen Behältnissen veröffentlicht. Zu jedem 

Label, das in 2012 geprüft wurde, wurde ein Feedback versandt. 

Dies waren im Jahr 2012 523. Im Falle nichtkonformer Label (138) 

wurden die Mitgliedsunternehmen aufgefordert, ihre Etikettierung 

in Übereinstimmung mit dem SGF/IRMA Code of Labelling zu überarbeiten. 

Dabei galt (und gilt) das Angebot der Geschäftsstelle, Hilfestellung 

bei der Überarbeitung zu leisten, um unseren Mitgliedsunternehmen 

bei ihrer kontinuierlichen Qualitätsverbesserung zur 

Seite zu stehen! 

… in less severe cases of objections 

Every company, whether SGF member or not, receives feedback 

about every analysed sample together with an evaluation and summary 

of the results of the chemical analysis and/or labelling check. 

Inconspicuous analysis findings are followed by so-called OK feedbacks. 

In these cases, all examined parameters comply with the 

statutory requirements respectively existing industrial standards, 

such as the AIJN/Code of Practice for the assessment of fruit and 

vegetable juice. 

In the case of nonconformities with the authenticity or labelling 

with minor effects on the competition situation, the affected companies 

receive corresponding information letters with the request 

to comply with the rules and correct the nonconformities. Member 

companies are expected to derive corresponding corrective actions 

accordingly. Follow-up controls then check implementation of the 

correction suggestions as the case may be. 

SGF/IQCS sent all together 808 feedbacks in 2012 of which 747 were 

OK feedbacks. 61 feedbacks contained respective corrective hints. 

In 2012 SGF/IRMA sent 2160 feedbacks, with correction instructions 

having to be issued in 250 cases. 1910 feedbacks were sent without 

objections. 

Feedbacks were also issued on the results of the Audits on basis of 

the SGF/IRMA Audit checklist STANDARD. 

332 feedbacks were sent. 301 feedbacks were sent without objections. 

The SGF/IRMA Code of Labelling was published in 2003 on the labelling 

of barrels and other containers. During the annual SGF/IRMA 

audits, the labelling of barrel-packed goods is checked. 523 labels 

were verified in 2012 and the companies have been informed of 

the results. In the case of non-conforming labels (138), the member 

companies were asked to revise their labels in compliance with the 

SGF/IRMA Code of Labelling. The office offered (and still offers) to 

provide assistance in the corresponding revision procedure to help 

our member companies in their continuous quality improvement efforts! 








… in schwerwiegenden Beanstandungsfällen 

Im Falle schwerer Abweichungen von den gesetzlichen Vorgaben 

oder den Industriestandards bezogen auf Authentizität, Deklaration 

oder Sicherheitsparameter, muss die SGF satzungsgemäß Korrekturmaßnahmen 

einleiten. Je nach Schwere der festgestellten Abweichungen 

erhalten die kontrollierten Betriebe Beanstandungsschreiben 

mit Korrekturmaßnahmen, wie Verpflichtungserklärungen oder 

strafbewehrte Unterlassungserklärungen. 

Der Grad der Korrekturmaßnahme wird nicht willkürlich gewählt. Der 

Maßnahmenkatalog der SGF orientiert sich an der EQCS Guideline 

für Korrekturmaßnahmen. Hierin ist detailliert festgelegt, wie die 

SGF im Falle von Beanstandungen vorgeht. Das Sekretariat richtet 

sich im Falle von Beanstandungen nach diesem Katalog. Wird eine 

Beanstandung ausschließlich zwischen dem betroffenen Unternehmen 

und dem Sekretariat abgehandelt, handelt es sich um eine so 

genannte interne Maßnahme. Es sind keine weiteren Beteiligten in 

das Verfahren involviert. Interne Maßnahmen können die Verpflichtungserklärung 

sowie die Unterlassungserklärung sein. 

Werden jedoch weitere Beteiligte von der Korrekturmaßnahme betroffen, 

so handelt es sich um eine externe Maßnahme. Externe 

Maßnahmen können z. B. sein: Gerichtsverfahren, Einbeziehung des 

Handels, Information an die Behörden usw. Als ultima ratio kann 

durch das Präsidium auch ein Ausschluss aus dem Freiwilligen Kontrollsystem 

beschlossen werden. Solche externen Maßnahmen greifen 

nur in Wiederholungsfällen oder wenn die betroffenen Betriebe 

nicht bei der Beseitigung der Wiederholungsgefahr bei festgestellten 

Mängeln kooperieren. 

SGF/IRMA und SGF/IQCS mussten im Jahr 2012 wegen festgestellter 

Qualitätsmängel bei 41 Mustern interne Korrekturmaßnahmen 

ergreifen. Betroffene Unternehmen erhielten Verpflichtungserklärungen 

und Unterlassungserklärungen.

… in cases of major objections 

The statutes stipulate that the SGF has to initiate corrective actions 

in cases of serious nonconformities in the authenticity, labelling or 

safety parameters concerning the legal requirements or those stipulated 

by the industrial standards. Depending on the severity of the 

ascertained nonconformities, the inspected plants receive objection 

letters stating corrective actions, such as obligation acknowledgements 

or negative covenants. 

The level of corrective action is not an arbitrary choice. The SGF‘s 

catalogue of action is based on the EQCS Guideline for Corrective 

Action. This stipulates in detail how the SGF is to proceed in cases 

of objections. The office proceeds according to this catalogue when 

objections occur. If an objection is dealt with solely between the affected 

company and the office, this is a so-called internal corrective 

action. No one else is involved in the procedure. Internal corrective 

actions can consist of obligation acknowledgements and negative 

covenants. 

However, if additional parties are involved in the corrective action, 

this is then an external corrective action. External corrective actions 

can include for example: court procedures, involvement of the 

retail trade, information to the authorities, etc. As ultima ratio, the 

Executive Committee can also decide to exclude the corresponding 

company from the Voluntary Control System. Such external actions 

only come into effect in cases of repetition or if the affected companies 

fail to cooperate in eliminating the risk of repetition after faults 

have been ascertained. 

Because of quality faults ascertained in 41 samples, SGF/IRMA and 

SGF/IQCS had to take internal corrective actions in 2012. Affected 

companies received letters of obligation acknowledgements and negative 

covenants.

Laborvergleich 2012 „Orangensaftkonzentrat“ 

Wie in den vergangenen Jahren organisierte die SGF auch im Jahr 

2012 einen Laborvergleich für alle Mitgliedsunternehmen und Kooperationslabore. 

Die Probenmatrix, ein Orangensaftkonzentrat, wurde 

uns von einer unserer Mitgliedsfirmen zur Verfügung gestellt. Insgesamt 

46 Mitgliedsunternehmen und Kooperationslabore nahmen 

an den Untersuchungen teil, deren Umfang sich aus den Parametern 

der SGF-Kurzanalyse Orange, den Carotinoiden (Gesamt und Fraktionen) 

und den Flavonoiden (Eriocitrin, Narirutin, Hesperidin und 

Neohesperidin) zusammensetzte. 

Beim SGF-Laborvergleich geht es nicht darum, die Güte einer Methode 

oder eine bestimmte Analysenvorschrift zu prüfen. Aber worum 

geht es genau? 

Vor allem um den Service für unsere Mitglieder! Anhand unseres 

Laborvergleiches können die Betriebslabore ihre eigenen Analysenergebnisse 

mit den Ergebnissen akkreditierter Laboratorien 

vergleichen. So erfahren die einzelnen Mitgliedsunternehmen, wo 

eventuelle analytische Stärken und Schwächen liegen und wo noch 

Nachbesserungen nötig sind. Hier gibt die SGF Hinweise und bietet 

Hilfestellung zur Problemlösung an. 

Im Jahr 2012 wurde der Laborvergleich der SGF folgendermaßen 

ausgewertet: 

Aus den Ergebnissen von sechs Kooperationslaboratorien, die sehr 

große Erfahrung auf dem Gebiet der Fruchtsaftanalytik haben, wurde 

für jeden einzelnen Analysenparameter ein „wahrer Wert“ ermittelt. 

Anhand dieses Wertes und der jeweiligen Vergleichsgrenze R 

aus den IFU-Methoden wurde eine obere und eine untere Grenze 

für jeden Parameter bestimmt. Innerhalb dieser Grenzen gilt der von 

den Laboren der Mitgliedsunternehmen und der anderen Kooperationslabore 

in einer Doppelbestimmung ermittelte Wert als richtig. 

Liegt ein Messwert außerhalb der jeweiligen Vergleichsgrenze, empfiehlt 

die SGF die Überprüfung der Analyse. 

Ergebnisse 2012 

Generell waren die Ergebnisse unserer Mitgliedsunternehmen beim 

SGF-Laborvergleich 2012 „Orangensaftkonzentrat“ zufriedenstellend. 

Bis auf einige Ausnahmen und Unsicherheiten wurden vergleichbare 

Werte bei unseren Mitgliedsunternehmen und Kooperationslaboren 

ermittelt. Werte außerhalb der Vergleichsgrenzen 

wurden den teilnehmenden Laboratorien in einem Feedback der 

SGF mitgeteilt. Dort wurden auch erste Hilfestellungen für Ursachenforschung 

und Qualitätsverbesserung gegeben. Bei Interesse senden

Ausblick 

Auch in den nächsten Jahren wird die SGF mit ihrem Laborvergleich 

wieder einen wertvollen Service für ihre Mitglieder und Kooperationslabore

Interlaboratory comparison 2012: „Orange Juice Concentrate“ 

As in the previous years, once again in 2012 SGF organised an interlaboratory 

comparison for all member companies and cooperation laboratories. 

The sample matrix consisting of an orange juice concentrate 

was provided by one of our member companies. Altogether 46 

member companies and cooperation laboratories took part in the 

tests, which consisted of the parameters of the SGF short analysis for 

orange juice, the carotenoids (total and fractions) and the flavonoid 

glycosides (Eriocitrin, Narirutin, Hesperidin and Neohesperidin). 

The SGF interlaboratory comparison is not about checking the quality 

of a method or a certain analysis specification. But what is it about? 

Above all, it‘s about service for our members! On the basis of our interlaboratory 

comparison, the plant laboratories can compare their 

own analysis results with the results of accredited laboratories. In 

this way, the individual member companies find out about possible 

strengths and weaknesses in their analyses procedures, and where 

further improvements are necessary. Here SGF provides information 

and assistance in solving problems. 

In 2012, the SGF interlaboratory comparison was evaluated as follows: 

The results of six cooperation laboratories with great experience in 

the field of fruit juice analysis were taken to ascertain a “true value” 

for every single analysis parameter. This value and the corresponding 

comparison limit R from the IFU methods were then used to define 

an upper and a lower limit for every parameter. Values within these 

limits ascertained by the laboratories of the member companies and 

the other cooperation laboratories in duplicate determination are 

correct. SGF recommends checking the analysis for measured values 

that are outside the specific comparison limit. 

Results 2012 

Generally the results of our member companies during the SGF laboratory 

comparison 2012 “Orange Juice Concentrate“ were satisfactory. 

Apart from a few exceptions and uncertainties, comparable 

values were ascertained with our member companies and cooperation 

laboratories. SGF informed the participating laboratories of values 

outside the comparison limits in corresponding feedback letters 

which also provided initial assistance for finding the causes and improving 

the quality. On request we will provide you with the results 

and our evaluation of our interlaboratory comparison! 

Outlook 

SGF will continue to offer its members and cooperation laboratories 

a valuable service with its interlaboratory comparison in the years to

Im Rahmen der Food Safety Initiative FRAPP sammelt die SGF seit 

2005 Daten über Pflanzenschutzmittel, die während des Anbaus 

der in unserer Industrie verarbeiteten Früchte im Einsatz sind. Ziel 

ist es, proaktiv unsere Branchenprodukte zu schützen und imagebeeinträchtigende 

Lebensmittelskandale zu vermeiden. Außerdem soll 

dieser Datenpool ermöglichen, analytische Screeningmethoden zu 

optimieren. Halbwareneinkäufer werden so eine effizientere und kostengünstigere 

Qualitätskontrolle durchführen können. Sowohl das 

Vermeiden von Problemen durch die Anwendung kritischer Pestizide 

sowie die verbesserten Möglichkeiten der analytischen Kontrolle 

stehen auch für einen verbesserten Verbraucherschutz. 

Im Moment beinhaltet die FRAPP-Datenbank fast 60.000 Einzeldaten, 

die zwischen 2008 und heute gesammelt wurden (1 Data = 

1 Information über ein Pestizid/Jahr/Land/Lieferant). Diese Informationen 

beziehen sich auf 46 verschiedene Früchte- und Gemüsesorten 

und wurden von Halbwarenherstellern aus 41 Ländern 

weltweit geliefert. 

In vielen Fällen kann die Einführung einer systematischen und kompletten 

Dokumentation viel Energie des Verarbeitungsbetriebes 

beanspruchen, insbesondere wenn Früchte von einer Vielzahl von 

Kleinbauern geliefert werden. Wir empfehlen in diesen Fällen zunächst 

nur mit einem Teil der Fruchtlieferanten zu beginnen und erst 

in den folgenden Jahren die Datensammlung schrittweise auf alle 

Fruchtlieferanten zu erweitern. Persönliche Kontakte und viel Überzeugungsarbeit 

sind dabei notwendig, um dieses Ziel zu erreichen. 

Um die IRMA-Mitglieder in dieser Aufgabe zu unterstützen hat SGF 

in 2012 das Pilotprojekt „Local heroes“ in Spanien gestartet. Als 

FRAPP Ansprechpartner hat das Labor Ecosur alle SGF/IRMA-Mitglieder 

in Spanien besucht und hat in vielen Fällen die Aufmerksamkeit 

der Firmen auf FRAPP gelenkt. Dabei konnte die Menge an Daten 

sowie die Qualität der gelieferten Daten in Spanien verbessert werden. 

Da dieses System eine gerne akzeptierte Unterstützung unserer 

Mitglieder im Umgang mit FRAPP und bei der Bewertung von Detailinformationen 

darstellt, wird in der Zukunft versucht werden, auch in 

anderen Regionen sogenannte „local heroes“ einzuführen. 

Im Moment verfügt die FRAPP Datenbank über eine akzeptable statistische 

Sicherheit in vielen Bereichen. Da die Statistik jedoch noch 

zu schließende Lücken bei einigen Kombinationen Frucht / Land 

aufzeigt, wurde in dem im August 2012 verschickten „Commitment 

for proactive protection of consumer health and industry image“ 

auch noch einmal auf die verpflichtende Teilnahme der Frucht verarbeitenden 

IRMA Betriebe bei FRAPP hingewiesen. 

In the framework of the FRAPP Food Safety Initiative, since 2005 

the SGF has been collecting data about pesticides used in farming 

the fruits processed in our industry. The aim is to take a proactive 

approach in protecting our branch products and preventing food 

scandals that would be detrimental to the image of the branch. In 

addition, this data pool should help to optimise analytical screening 

methods. It permits purchasers of semi-finished goods to proceed 

with more efficient and more cost-effective quality controls. Furthermore, 

both the elimination of problems resulting from the use of 

critical pesticides and the improved possibilities of analytical control 

vouch for improved consumer protection. 

The FRAPP database currently has almost 60,000 individual entries, 

which were collected between 2008 and today (1 entry = 1 piece of 

information about a pesticide/year/country/supplier). This information 

refers to 46 different varieties of fruits and vegetables and 

was provided by the manufacturers of semi-finished goods from 41 

countries worldwide. 

In many cases, the processing company will have to put considerable 

effort into introducing systematic, complete documentation, particularly 

when fruit is supplied by a large number of smallholding farmers. 

Here we recommend starting with just a portion of the fruit 

suppliers and then progressing gradually over the following years to 

expand the data collection to all fruit suppliers. Personal contacts 

and convincing powers of persuasion will be necessary to achieve 

this objective. 

To support the IRMA members in this task, in 2012 the SGF launched 

the “Local heroes” pilot project in Spain. As a FRAPP contact, the 

Ecosur Laboratory has visited all SGF/IRMA members in Spain and, in 

many cases, has drawn the attention of the companies to FRAPP. As 

a result, improvements were made to the quantity of data, as well 

as the quality of the data supplied in Spain. As this system is a gladly 

accepted support of our members when dealing with FRAPP and in 

the assessment of detailed information, we will in future attempt to 

also introduce “local heroes” to other regions. 

Currently, the FRAPP database offers acceptable statistical certainty 

in many fields. However, as the statistics still reveal gaps that have 

to be closed for several combinations of fruit/country, the “Commitment 

for proactive protection of consumer health and industry 

image”, which was sent out in August 2012, once again pointed out 

the compulsory participation of the fruit processing IRMA companies 

in FRAPP.

Seit Dezember 2012 wird dieses Dokument im Mitgliederportal für

FRAPP Feedbacks 

Seit 2009 sendet SGF spezifische „FRAPP-Feedbacks“ an jede teilnehmende 

Firma. Jedes FRAPP-Feedback ist ein direkter und detail-

support of the analysis selection to a service for the participating

FRAPP confirmation 

On receipt of the pesticide documentation by the SGF, the participant 

is issued a “FRAPP confirmation”. This document proves the 

participation in a proactive strategy for performing due diligence 

with regard to pesticide residues and the avoidance of safety risks 

and consumer protection. 

Since December 2012, this document has been available in the 

member portal for every company that supplies a detailed FRAPP 

documentation. Consequently, the SGF/IRMA members can show 

their customers this document as proof of the participation in FRAPP 

without having to show them possibly sensitive pesticide data. 

FRAPP feedbacks 

Since 2009, each participating company has received a specific 

FRAPP feedback from the SGF. Each FRAPP feedback is a direct and 

detailed extract from the FRAPP database on a certain combination 

of fruit/country. This enables all FRAPP participants to compare their

Frucht/Land. Damit kann jeder FRAPP-Teilnehmer seine 

eigenen Pestiziddaten mit den nationalen sowie globalen Statistiken 

der entsprechenden Fruchtart vergleichen und bequem die eigenen 

Daten mit den aktuellen Angaben zu den Rückstandshöchstmengen 

in Europa, sowie über den gesetzlichen Status der angewendeten 

Pflanzenschutzmittel abprüfen. Diese Feedbacks werden ständig für 

die Bedürfnisse der Betriebe verbessert und erweitert, um die Motivation 

zur Teilnahme zu erhöhen. Sie können auch als fester Baustein 

im eigenen HACCP integriert werden und dienen der Bewertung der 

eigenen Lieferanten. Sie werden bei vielen Unternehmen schon heute 

als spezifische Dokumentation für Kundenaudits und als Beleg der 

Unterstützung eines proaktiven und nachhaltigen Food Safety Konzepts 

genutzt. 

Darüber hinaus wird sichtbar, falls in den Statistiken Substanzen benannt 

werden, die den europäischen Standards nicht entsprechen. 

In diesem Fall informiert die SGF die betroffenen Mitgliedsunternehmen 

vertraulich, damit das Problem möglichst früh in der Produktionskette 

abgestellt oder überwacht werden kann. 

In 2012 konnten 60 Mitglieder aus 28 verschiedenen Ländern diesen 

Service nutzen: Es wurden insgesamt 174 Extrakte der FRAPP- 

Datenbank verschickt. 37 verschiedene Frucht- und Gemüsesorten 

waren vertreten.

in Europe and with the legal status of the pesticides being used. This 

feedback is constantly improved for the needs of the companies in 

order to increase the motivation to participate. It can also be integrated 

as an established component in the company‘s own HACCP for 

appraisal of the corresponding suppliers. Today already, it is used in 

many companies as specific documentation for customer audits and 

as verification of a proactive, sustainable food safety concept. 

This process also makes it transparent whether substances appear 

in the statistics that do not comply with the European standards. In 

this case, the SGF informs the affected member companies in a confidential 

manner so that the problem can be eliminated as early as 

possible in the production chain or monitored accordingly. 

In 2012, 60 members from 28 different countries were able to use 

this service: A total of 174 extracts were sent to the FRAPP database.

Seit 2011 können aktive Teilnehmer einen neuen Service nutzen. 

Die Flut von Dokumenten über vorgeschlagene Änderungen von 

Rückstandshöchstmengen wird von SGF/FRAPP zeitnah und systematisch 

mit den Einträgen in der FRAPP-Datenbank abgeglichen. Es 

wird dann jede Firma individuell informiert, sofern diese Angaben 

zu einem durch eine eventuelle MRL-Senkung betroffenen Pestizid 

gemacht hat (“FRAPP-Early Information System“). 

Da dies in einer sehr frühen und vorbereitenden Phase der Gesetzgebung 

stattfindet, erhalten die Teilnehmer die Möglichkeit, die Situation 

in ihrem Unternehmen im Voraus zu prüfen und ggf. proaktive 

Maßnahmen zu ergreifen. 

In 2012 wurden 119 Dokumente mit MRL-Änderungen geprüft. Dabei 

waren 14 Substanzen, die in FRAPP genannt wurden, von möglichen 

MRL-Herabsetzungen betroffen. Für jede Substanz wurden die entsprechenden 

Teilnehmer umgehend informiert und konnten die passenden 

Maßnahmen treffen. 

SGF/FRAPP hofft damit insbesondere die Belange der verarbeitenden 

Industrie gegenüber dem Frischfruchtmarkt stärken zu können, 

z. B. durch eine veränderte Grenzwert-Festlegung aufgrund spezifischer 

landwirtschaftlicher Techniken oder durch geeignete Übergangsfristen 

für Säfte und Pürees, da diese eine längere Lebensdauer 

als Frischfrüchte haben. 

FRAPP Early Information System 

Since 2011, active participants have been able to use a new service. 

The SGF/FRAPP proceeds swiftly and systematically in comparing the 

flood of documents about suggested changes to maximum residue 

levels with the entries in the FRAPP database. Every company then 

receives individual information if it has submitted details about a 

pesticide affected by a possible MRL reduction (FRAPP Early Information 

System). 

As this takes place in a very early, preparatory phase of the legislation 

process, FRAPP participants have the chance of checking the 

situation in their company in advance so that they can take proactive 

measures if necessary. 

In 2012, 119 documents referring to MRL changes were checked. 14 

substances listed in FRAPP were affected by possible MRL reductions. 

For each substance the affected participants were provided extensive 

information and were able to take the necessary measures. 

In this way, the SGF/FRAPP hopes in particular to reinforce the concerns 

of the processing industry towards the fresh fruit market, e.g. 

with changed limit value stipulations as a result of specific agricultural 

techniques or with suitable transition periods for juice and puree, 

as these have a longer lifecycle than fresh fruit.

Während der Betriebskontrollen in den Betrieben der Teilnehmer am 

Freiwilligen Kontrollsystem der SGF werden regelmäßig bis zu zehn 

so genannte authentische Muster direkt aus der laufenden Produktion 

eines verarbeitenden Betriebes gezogen. Die Analysenwerte zu 

diesen Mustern werden in einer Datenbank gesammelt und stehen 

dort den SGF Mitgliedern und IRMA Kooperationspartnern zur Verfügung. 

Die SGF verfügt damit über die größte Datenbank authentischer 

Fruchtsaftmuster weltweit. Im geschützten Mitgliederbereich der 

SGF-Webseite www.sgf.org können die authentischen, regionalspezifischen 

Daten folgender Früchte abgerufen und mit den eigenen 

Werten verglichen werden: 

During plant inspections in the companies of those participating in 

the SGF‘s voluntary control system, up to ten so-called authentic 

samples are regularly taken directly from the on-going production 

of a processing company. The analysis values of these samples are 

collected in a database where they are available to the SGF members 

and IRMA cooperation partners. 

The SGF thus has the largest database of authentic fruit juice samples 

in the world. The authentic, region-specific data for the following 

fruit can be downloaded on the protected member section of the 

SGF website www.sgf.org for comparison with own values:

Anfang 2012 sind die Statistiken für Ananassaft/-konzentrat aus 

10 Herkunftsländern aktualisiert worden. Außerdem wurden im 

November 2012 die Statistiken für 7 verschiedene Fruchtarten aus 

Spanien auf den neusten Stand gebracht.
