Foreword<br />
“A time to make friends“ – This was the official motto<br />
of the 2006 Football World Cup in Germany. The<br />
entire country – including the <strong>Deutscher</strong> <strong>Frauenrat</strong><br />
(National Council of German Women‘s Organizations)<br />
– held its breath over the month-long event. We<br />
were pleased and excited about the good games<br />
and fair play, and along with our fellow hosts and<br />
hundreds of thousands of guests from around the<br />
world, were swept up in the relaxed and peaceful<br />
party atmosphere through-out the country.<br />
Yet we were also moved by concern about the<br />
people at the margins of the event who experienced<br />
no joy, friendship or fairness. On the basis of<br />
comparable large-scale events in the past, there<br />
was good reason to believe that the demand for<br />
and supply of sex services would rise in connection<br />
with the World Cup. Women‘s and human rights<br />
organisations feared a substantial increase in human<br />
trafficking for the purpose of sexual exploitation.<br />
These concerns led us to launch the campaign<br />
“Final Whistle – Stop Forced Prostitution“.<br />

„Die Welt zu Gast bei Freunden“. So hieß das offizielle<br />
Motto der Fußball-Weltmeisterschaft 2006 in<br />
Deutschland. Über Wochen hielt sie die ganze Nation<br />
in Atem – auch den Deutschen <strong>Frauenrat</strong>. Viele von<br />
uns freuten sich über die guten und fairen Spiele,<br />
ließen sich anstecken von der ausgelassenen und<br />
friedlichen Partystimmung, mit der Einheimische und<br />
hunderttausende Gäste aus aller Welt vier Wochen<br />
lang das Land überzogen.<br />
Doch bewegte uns auch die Sorge um Menschen, die<br />
am Rande der Spiele weder Freude, Freundschaft noch<br />
Fairness erleben würden. Denn es gab begründete<br />
Annahmen, die sich aus vergleichbaren früheren<br />
Großveranstaltungen ableiteten, dass Nachfrage und<br />
Angebot sexueller Dienstleistungen rund um die WM<br />
ansteigen würden. Frauen- und Menschenrechtsorganisationen<br />
befürchteten in diesem Zusammenhang<br />
auch einen deutlichen Anstieg des Menschenhandels<br />
zum Zweck der sexuellen Ausbeutung. Vor diesem<br />
Hintergrund entstand die Kampagne „<strong>Abpfiff</strong><br />
– Schluss mit Zwangsprostitution“.<br />
