This report embodies the results of a trip through. Csecho-^lovaJriLa, 

made at the request of Sr.- Julius Soldaan, together 'with 1-fr. £een 

lêchsler of Vienna, ?dtfc the purpose of making such changes 

in the organisation asd activities of already existing Ooiar.itteas 

of the JIS/C. ss might seem necessary and of organising new 

Cecsmtttees in regions v&ere conditions seemed to demand an extension 

of our activities. 

Shis report is supplementary to and must he reac in 

conjunction vltfa. the report of ISr* Leon Wechslsr on the first trip 

he jaade to Csechc-Slo'vakia. His report will be found to 

all necessary statistical material.

Theâi teat ion of the Jews in the whole of Slovakia, with 

the exception perhaps of a Basil number, is a fairly 

fortuaate__one.. Were it not for the presence of large 

numbers of refugees and the concentration of students in 

the University towns, due chiefly to the fact that Budapest 

has closed its doors to Jewish students and that the University 

of Iamb erg accepts only such students as have served in the 

/ Polish Army, there would be no need for the continuance of our 

/ I 

l worte in Slovakia on any appreciable scale, 

55*$ Jewish merchants are every where prospering and 

even those, who in the disturbances of October 1918 were 

robbed of their possessions, have, with some exceptions, 

re-established .themselves and are doing well. It was generally 

admitted that the claims put in at that time were grossly 

exaggerated, and, while the Government did nothing to force 

those mo had pillagsd the shops to make restitution, never 

theless most of the merchants retained enough capital to start 

in business again and to recoup'' their losses fc&thin a few months. 

It is true that the Jews here as *- everywhere suffer from 

the prevailing spirit of antieemitism, and that they look 

forward with apprehension to the time, fixed I believe for the 

.month of September 1920, when they will be deprived of their 

licences for selling liquor and for certain other articles for 

hi eh Government licences are necessary. They claim that at 

\ that tie© a great ipsny people, especially in the smaller towns 

mnS. villages, where the tavern keeper is invariably a Jew, will

e left without the means of a livelihood. The younger men, 

however, have already turned with considerable success to other)

occupations and it is ouite possible that the law may be so !

modified as not to deprive those of their licences who are too f 

old to find new occupations. I 

There are, of course, a considerable number of war 1 

orphans, and widows, but it was impossible to get any accurate 

data on this subject. 

In fact, it was surprising how ignorant the Jews in 

one section of the country were of conditions prevailing in 

other parts. On the 'basis GX information gathered in 

Br&tiEi&va it was our original intention to organise the 

country in five districts as follows :

ye soon, however, abandoned this intention. 

l^hen we reached Trencin, the people were amazed whai 

we told them that, if they considered it necessary, we would 

organise a Committee and give them a certain sum of money. 

Ihey declared that there -was no need of assistance, except 

for a very few cases which could be referred to Bratislava and 

thay really did not know what isork could be found for a 

"Silfskomite*. They thought, however, that in the next district 

•thsre was need, for help, yhen we reached the next district they 

declared that they themselves were prospering, but they 

believed in the neighbourhood of Trencin the people were

Suffering* In this way we were referred baek and forth from 

one district to another and finally decided that it would 

only be demoralising to Introduce American funds where there 

was obviously go little need of assistance. 

It must be said to the credit of the Jews of 

Slovakia, especially in the smaller towns, that they have a 

keen sense of personal responsibility for the welfare of 

their own people and that* while their relief work was 

neither organised nor particularly efficient, it was 

carried on in a sympathetic and generous spirit. 

BRATISLAVA. *-"< v r~ 

It was our first duty In Bratislava to organise a new 

Committee, independent of Prag, which would bear the name 

of the J.Ii.C, would be more representative of all groups 

In the ~ewish population, and which would concentrate Its 

efforts on. such problems as have to do directly with the 

victims of the war. ^hile the "Sooiale-Hilfscommission 

des Yolksverbasdes der Juden fusr die Slovakei", which 

up to date has disbursed our funds and existed as a sub 

committee of Prag, did not neglect the war sufferers', it did 

not sufficiently concentrate its efforts on these problems, 

and the very fact that_our money was in the hands of a 

group of people who represented the gfonist and Nationalist 

aspirations of the Jews had caused a certain amount of 

resentment amongst other groups, especially the Orthodox and

the richer class of merchants and business men. The 

Volksverband, while It did not exactly conceal the fact that 

the money It was expending came from America, was at no 

pains to proclaim It, and Its power among the people was 

undoubtedly strenghtened by the fact that It was enabled, 

by means of our money, to help the poor and endow institutions. 

I myself saw a notice in the paper stating that the 

Volksverband had contributed suck and such suae for Belief, 

In tshlch no mention was made of the fact that the money came 

grom the J|U|C. 

The Orthodox particularly resented this, feeling 

that their hold upon the poor elements of the population was 

weakened by the face that the relief was distributed from the 

offices of the Yolksverband. 

The wealthier business, men, «ho are for the most 

part ardent Eungarlan-Syj^pathisers , Assimilators ana 

opponents of Jewish rationalist Tendencies, felt that America 

was doing the Jewish population has a whole a wrong by making 

this organisation the distributor of J|D|C. funds and so 

apparently supporting its activities. 

It is, however, only fair to say that we heard no 

ocEplainta cf any abuses on the part of the members of the 

Tolksverbarid and it was generally acknowledged that they hed 

worked conscientiously and in the interests of the poor. 

It was only after giving repeated assurances that 

the new committee would be entirely independent of the

business men to become members. 

The J»U.C. Committee for Slovakia in Bratislava 

/lit the first meeting of the new Committee we informed them 

that they v?ere to be entirely Independent of Prag, and to 

receive their money directly from America, that they would 

have to raise money locally and that no institutions or 

activities could he supported entirely from American funds; 

furthermore that a secretary would be sent from Vienna to 

take charge of the work, who could not ce removed by the 

local Committee, but who would be in the employ of the 

American J|D$§| and could only be removed by their order. 

It had at first- been out, intention to find a secretary for 

the Committee in Bratislava, but, aside from the fact that no 

able candidate for the position presented himself, it was the 

general feeling of the people themselves, that on account 

pf the Jealousies and dissensions among the various local 

parties, a man from outside would have a far better chance 

of controlling the factions, and of carrying on the work without 

too much opposition. 

The biggest problem before the Committee is 

undoubtedly that .of the Refugees, and the geographical position 

of Bratislava makes a concentration of refugees in that city 

inevitable. Considerable money has already been raised locally 

towards purchasing barracks in Tfsfeich to house them. IThat pro 

portions this problem will assume, is of course, dependent upon 

conditions- in the neighbouring countries, but, unless there is-

a decided change In Hungary, we may look for a continuance of 

the stream of Refugees, who hala been pouring In from that country 

At present some of the most distinguished Jews 

af Budapest can be found among the Refugees. The greatest 

actor of Hungary had been forced to flee for his life a few 

minutes before he was to appear on the stage, and one of the 

leading musical conductors had had to make a similar 

•flight and arrived, in Presbourg almost without means the day 

that we were there. 

The military situation in Poland, has, of course, 

• started a new stream of refugees from that country, and there 

is every probability that the number will Increase rather than 

diminish during the next months. 

Regarding the students, we laid down the principle - 

that only such should receive aid in fhar studies as were in 

their last semesters and that no students who were beginning 

their studies should do so with our funds, 

We also emphasised the fact that preference should 

be given to such students whose studies had been interrupted 

by the period cf military service and that, as far as possible,

We ursed the Committee to gather statistics about 

war cripples, widews and orphans and to put an end to the 

desultory form of assistance which they had been giving to them. 

-Til the absence of Hr» Eleindienst, who is the American, repre-

eentative of the A.S.A. in Bratislava, we called, upon Mr, 

Csemy, who is the Gsech official who will take over the 

work for the whole of Slovakia vfhen Sr. Ulelndlenst leaves, 

I believe all. American personnel is to be withdrawn at the end 

of July. 

ilr. Ozemy was extremely cordial and immediately pro 

mised to reserve two thousand portions for Jewish children and, 

if found necessary, to increase the number of portions even beyond 

that* 

One of the Jewish schools in Bratislava had been 

receiving food from the A.S.A., but this had ceased some months 

ago* ¥a arranged with !hr. Cserny that our Committees would 

manage the kitchens aad cover iiie running expenses, while the 

) supply the food. 

We also visited the Sovernment official in. 

Bratislava in charge of the Social Service Work of the Government 

and ha promised to supply our Committee as soon as possible with 

all necessary official data concerning Jewsish victims of the 

war and. to co-operate with the work of our Committee In every 

way,

As had been said before, it was.found unnecessary to organise sub 

committees In. these two districts, as we had originally planned, 

but we spoke with. a. group of men In Trencin who kill act for the 

Bratislava Committee whenever necessary and who will report all

cases needing more help than can.be raised locally to 

Bratislava, Ve did not go to Banska Bystrica but met the 

Rabbi ox that city who reported very favorably upon conditions 

there. 

If necessary, ne and a small group of other, .men 

will act In a similar capacity for the district of Banska 

Bystrica and report cases of need to Bratislava. 

In traversing the country h^ auto-.obile between 

Bratislava and "oslce, we were amazed by the general air of 

prosperity of the Jewish population. V7e saj/no such ragged 

figures s,3 one enoounera at every turn in Vienna or in Poland 

and, while there was some evidence of under-nourishment 

among the children, one noticed with a feeling of thankfulness 

the general absence of undersized and rachitic children. 

We hesitated soiae time before deciding to establish £ sub-coiamittee 

in Eo.SiCe* Vare it not, here too, for the Refugee problem,we 

would have decided against it, but it seemed wise to have at 

least one coiraittee outside of Bratislava to look after the 

Refugees and to try to break the force of the avalanche Thick, oust 

inevitably descBaO. upon that city. 

This problem is an exceedingly difficult one at 

best, and mast he handled with great judgment and care. "'Jhile

the larger percent are without doubt genuine refugees, there 

are always a certain number who axe. perfectly content to 

wander a bar. t and collect their share of American money in 

every town where our Committees exist. For -thsir this reason, 

too, we thought it wise to reduce the number of Committees in 

.Slovakia from, five, as originally planned, to two. Only close 

cooperation and exchange of statistical material between 

Committees can reduce abuses 4f our funds to a minimum. 

The Jews of Eoelce have been doing' their utmost, 

especially those of ihe Orthodox Community, vnich expended an $ 

average of 10,000 Vronen a week to meet the wants of their 

unfortunate "orethem from the neighbouring countries, but their 

work was quite unorganised and the money they gave the refugees 

was often, only sufficient to pass them on to the next town, where 

they re-appeared as penniless vagrants, 

TJa were very fortunate indeed in being able to 

secure as president of our Committee a lirs, laatzner, T$IO was most 

active all during the war in relief work for the population as

a tfeole and who, under the Hungarian Regime, had been president 

"of the Sovernment Cosmittee for the Belief of war widows and 

orphans. 

The Vice-President, hr» Beni Bayera, is a man widely 

known even beyond the confines of his own town, for his generous 

charity, 

The Committee accepted «s£th alacrity, and as a matter 

of course, the stipulation that they themselves contribute towards 

*U activities supported with eur money and I feel confident

that in this city there will beAabuses of our funds. 

It is incomprehensible to ne how the reports /

reached America that there was a serious situation in Eosice !

and in the neighbouring districts of Saros and Zenrplin. In ; 

order to personally assure ourselves of conditions in this; .• 

regies we went to Iresov and there we met with blank' astonishmenjt 

on the part of those whom me consulted, and we consulted people 

of every group, when we Informed them that we had been sent to 

Investigate conditions in their neighbourhood because reports of 

great dictress had reached America. 

There are, of course, here as everywhere a certain I 

number of people who have suffered In consequence of the war, end 4j 

antisemitic attacks,, cripples, widows and orphans and rained 

merchants, but their number is not large and the Committee in 

Eosice, wLth the small fund Thick we intend putting at their 

disposal, will certainly be able to meet all demands made upon it^ 

Presov too, has its small refugee problem, but it 

is meeting it with intelligence and generosity and it would 

be a pity to demoralize and weaken the existing feeling of 

responsibility in the Community by Introducing American funds. 

It Is true "Siat in Presov the shops of about one 

hundred and fourteen sgssll merchants were plundered In one 

night In October 1918, but It Is indicative of the recuperative \ 

powers &f 'Basse merchants, that probably all, with the exception 

of perhaps a dos«a# have sore than recovered their losses since 

then and are in no need of assistance. This is typice-X of 

..eonditiana In all of the towns that were plundered at this time.l 

The Committee in goalee is a sub-commi ttee of the

The secretary cf the Bratislava*Committee will 

be in charge of the work fil .over the country and Till have 

the duty of inspecting and controlling the work of the Committee 

in Eosice. 

We have proposed an appropriation of : *'1C,000

Carpathia, and situated on. the border land between riovakia and 

this region, forces, not only g-eo graphic ally, out also in. the 

condition of its people, the transition from 'the relative 

prosperity of ^lo'vakia to the want and misery of Sub-Carpathla, 

In. TJshorod the people are ragged and many of them 

are pale and under-npuris(hed, but they are prosperous compared 

to the gaunt figures that wander about the streets of; 1 ' 1 

ISsnlcacsevo; and Ifunksesevp, we were told, v-*s prosperous in 

ooaqpsrison with, the mountain villages to the no3 th, where there 

Is actual Starvation and transportation Is in so primitive a stage, 

that it is almost impossible to bring the necessary food, to the

Our first hand study of ^'ub-Carpathia was limited to 

the towns of TFshorod and 'liiisk.:aog,evo. After visiting the second

starvation there was, we decided that it would he better to 

return l;.-imedlately and organise the relief and send in 

whatever food we could., than to continue our trip into the 

mountain, districts, We did receive, however, absolutely reliable 

reports from the following sources : 

1, The Co v erases* of the country; 

£.. The members of the A.R.A., and 

3', The workers of the lady Paget Mission, \iio had, been all 

ti:rough the mountain districts and of their own accord, came to UB 

to ask us to assist the poor Jews, who live in the villages and 

are too orthodox to accept the food which is given to the rest 

of the population. 

They assured us that there was no doubt that the Jews, 

•were very badly off, that they lacked clothing of QYBT^ kind 

especially underwear end shoes, and that they were greatly in need 

-of more food, especially milk, flour and fats. 

The -Tews are not In sufficient number sin any one of 

the smaller villages to Tarrant the establishment of a special 

Jewish kitchen and for this reason the £..R.A, had not been able 

to come' to their assistance, as the" have in •Tunkaczevo and 

Uahorod, where special Jewish kitchens are in operation. *"e 

decided therefore to make use of the fivehun&red "'10 food packages 

/TO had ordered and distribute them throughout these outlying 

/ districts. Conditions to the South of" i.iimkacsevo, in the regions 

until recently occupied by the Roiiisaiiians are sameuk at ..better,

need of help are practically impossible to obtain. "Valle the 

Government sets the figures of. all Jews In Smb-Carpathia at 

between 75 to 80,000, the Jewish, people were inclined to rut 

the figure as high as 130,000. This is probably a gross 

exaggeration, although the official figures ubdcubtedly under- 

estlimte the number. Refugees are officially not allowed to 

remalfe In the country, but there are nevertheless thotis.--8.i6s of 

them living in hidln? and avoiding official registration. As 

one ©an in Hunkacsevo said to us, n There is a '-tinderreb with his

Very little can be done with money In this region, 

although a certain amount will be needed to relieve immediate

After some hesitation we decided to constitute eur 

central Committee In Hunkaozevo rather than In TJshuroc, although

geographically better situated for the distribution of food to- 

the needy villages both to the Forth and ?outh and Is also the 

aest of the A.R.A. and the Caeeho-Slovskian Red Cross, with ifcieb' 

we hope to co-operate. It was particularly difficult to find 

a reliable set of men and women in ?Iunkacsevo. Unfortunately, 

so many of the Jews are engaged in the illicit occupations 

of speculation In money and food that we thought it better not 

to try in the short time at our disposal to fix upon a definite 

Committee, "-e met with a body of men Tshose names T give in 

the- summary, who will act as a nucleus for a Committee, bvt 

the actual, constitution of the Committee we shall lea\ r e to the 

secretary, who is to be sent there within- a few days. 

Re have arranged to send with the ne 1 .' secretary for 

Sub-Carpathia, one of the men who has been working in the Vienna 

Branch of the J.r.C. and who, from his past experience inill be 

able to ors-anise the relief irork quickly and efficiently. It is 

most Important that the work should begin at once. 

ye have telegraphed to Rr. I-andeaeo in Roumania 

to purchase and ship two car loads .of flour into the country 

'as speedily as possible. This will be taken care of by the A.R.A. 

'.*hose r«prefSeBtative;I r r. Thomas Temple, showed a truly gratifying 

eagerness to help our work in. every way. Re gave us thejuse 

of his warehouses, promised to convoy any food we sent into, the 

country, immediately reserved 3,00.0 portions for .Jewish children 

and offered to open special kitchens wherever we decided that the 

number of needy Jewish children warranted such action. 

Unfortunately, the A.R.A. is to retire from the 

country in September, it will nevertheless be good to start

our work under their auspices, although we will ppfpbably after 

they leave have to furnish the food ourselves. 15 s . I.sndesco has 

already adwised us -feat It will probably be possible to send 

the flour from Boxaaanla, but should" it prove to" be impossible, 

a certain quantity can be sent inane 6 lately from, the Vienna 

stores. 

Vllk and fats It will probably be possible .to get 

espeditioisly from Holland and clothing can be purchased cheaply 

in Briton, where Mr. Tfechsler, after we parted company in 

Prag, went to make the necessary arrangements. It will also be 

possible to get a certain amount of clothing from the Czecho- 

Slovakian F:ed Cross, but not sufficient for all our needs. 

The chief -problem that the secretary of our Committee \

In Sub-Carpathia will have to contend with, is the difficulty 

of transportation and it is only by close co-operation with the 

Government and other Relief Organisations that it. will be possible ' 

for him to reach the village Jews. There Is no doubt that this, 

co-operation will be forthcoming. In Ushurod_we ha3 two talks 

tilth the Governor Salkovic, an American citizen, and a "" J ft 

Suthenlan of this region by birth, who seemed most eager to r 

further our work for reasons which however remote from -the 

purpose of our organisation will nevertheless stimulate him 

to act on our behalf. He believes that chr work among the 

Jewa will tox*^ a more contented spirit among that element of 

the population and that therefore his political rork will he made 

easier. He" 'further stated, that he wuld Immediately give all 

our activities the greatest possible newspaper publicity and ;;';:;•

Unfortunate!" the more wealthy members of the Ce.urrtttee, among 

them the president, T'r. Ruchs Robellin, were awa- from the city.

I statement of the nature of their activities. The only defense 

I the "Prag Committee could make was that they had frequently 

tried to .get in touch with America and find out whether their 

activi,ties were approved of "hY the J.I.C., but that they had 

\ us-ver received any answer .to their many letters.

Another example of tb© indiffeijfcnce of Prag, There 

is an old Prag institution a "Vacation Home for Children"" îleh, 

at one time, evidently had the money to erect a splendid plant, 

A member of the Red Cross Hission, who visited this "Vacation 

Home"" said .she had never seen a more beautiful building and 

could not understand why it was closed. As a matter of fact, 

this institution has kept its doors closed during the whole of 

the war, and not a single Jewish Child of Prag teas ever received 

within Its walls. It is to be opened this summer for tvo months, 

solely with 30,00C Kronen voted for that purpose out of the 

American Funds, I saw many children In the poor quarter of Prasr- 

They are pale ana undernourished looking and I em told -feat 

tuberculosis and other diseases are rife aiaonw them. The 

rich Jewa of Prag should have kept this Vacation Rome open all. 

the year round, or at least during the summer months, and it 

is to their undying shame that they have done less for their 

own children than even the starving population of Vienna., 

Under the circumstances, in view of the distress 

of the students, the children and the Refugees, we felt that it 

wrald be impossible to Ibave their fate entirely in the hands of 

the rich people of Prag. American help will have to be con 

tinued for some time longer, but we decided to fora an entirely 

new Committee and to promise funds for onlv three moths. We 

tried to make it clear that by the end of that time, unless 

conditions changed very much for 1he worse, a sufficient amount of 

money would have to be raised in the city and surrounding country 

to take eare of the few existing problems.

The congestion of students in Prag, as in other University 

cities of Czecho-f'lovaka, is of course, due to conditions in 

Run gar y and in Poland. Sere too, it is difficult to get 

statistical data. There are probably 2CO students from Poland, 

Of whom the larger number, about ISO, are in need of help, 'On 

account of the depreciation of the Polish Hark eomryred to the 

Czeeho-SlovsJcian Eroner, even thoee students who receive mat 

would formerly have been a fair allowance from home, cannot get 

along without further assistance. There are probably about 

150 Hungarians. Many Hungarians have succeeded in getting 

Slovaklan papers and pass, themselves off as Elovakian students.

In regard to the help to be given to these students,

we laid down the same principles as in Bratislava, only those

aid and in general the help was to be limited as far as 

possible to food and shelter. Ihile the existing Committee has 

favored flovakian Students, we directed that the new Committee 

should give first consideration to the refugee students from 

Hungary and Poland, The students from Slovak!a. *© receive 

their allowances in the currency of the cjountry and *o are 

not cut off from communication with their homes ought til receive 

help from our funds only in the most exceptional cases.

get in touch with the J.P.C. Committee in Runf-rxry, Kanv of 

the Hungarian students who are HOT penzilless in Prag IISTTB well 

to do relatives at bo-e who are not able to transmit the money.

There are only about ISO families of refugees in Prag itself 

at the present moment, but the situation will probably change 

from dav to day. The day I left Prag It was announced that

work, is a wo rasa, of unusual intelligence and has the confidence, 

as far as we could ascertain, of all elements in the population, 

Eer position is, of course, a difficult one, as she will probably 

have to cope with the resentment of the member., -f the committee 

which we were forced to dissolve, but I believe that she 

personally is held in such respect that she will be Ale to 

surmount these difficulties. 

A few of the members of the old Committee have 

accepted re-appointment, but for the most part it is made up 

of new elements, A representative of the refugees is now a 

member of the Committee and we have left it to the discretion 

of the Committee whether one or two representatives of the 

Students should also be made members. In any case, such 

representatives will always "be consulted in any matters con 

cerning the student body. 

We have recreated an appropriation of '^15,000

burger Bliiohtlingpc nicht langer hinausgesohoben werde. Er beriohtet, 

die Waisenkinder in galiziachen Waiaenhiiueem untergebracht zu haben, 

dagegen veise er keine Moglichkeit die Sieehen und ScUwijchen unterzu-

Ing.ffl^raader gibt einen Ueberbliek iiber die bieherige Tatigkeit dea 

Komiteea und beruft sich auf die von Mr.Alsberg festgelegten Richtlinien, 

die vir fur unsere Arbeit immer ala bindend betrachtet haben.Mr.Alsberg 

selbst hat z.B. eine Kommiasion fiir human it are Anatalten oingesetzttweil 

er derartige Institution en, die wegen der moraentanen Verhaltnisse ihr W- 

mogen nicht fruktifizieren konnen, und deren Weiterbestand aua dieaem 

Grunde in Frage gestel^t ist.fiir Kriegaopfer erklart.Ing.Saglander ent- 

wirft in grossen Ziigen einen Plan der kiinftigen Arbeit,die eieh vor allem 

auf die Studenten, Fliiohtling^'und Klnderfiiraorqe konzentrierer$ muss und 

auf Jahre hinaua ein Betatigungsfeld hat. Ing, England er konstatiert mit 

Bedauern,dasB wir niemals ±xufcfc Direktiven fiir unsere Arbeit aus Amerika 

erhielten und dass soger unsere eingesandten Mbnateberiohte ohne jede Er* 

widening geblieben aind.Auch er tritt fiir eina Trennung der Joint-Komiteea 

in der Slovakei ein. 

Auch ffiberrabbiner Dr.Brody fordert- dass Amerika mit dea Komitee in *ra- 

tislava in direkte Fuhlung trete und dass demnachst ein vertrauenewurdiges 

lomitee in Karpatho-JRussia gegrundet werde,das seine Agenda selbststandig 

fuhrt.Ir aelbst erklart sich bereit,zu Beginn der F©rien nacte Karpatho- 

Rusaia zu fahren, urn dort die ^riindung zu verealaasen.Oberrabbiner Dr. 

Brody eprioht femer iiber die Frage der Fiiraorge-Aktion fiir die alovaki- 

echen Studenten.In der letzten Woohe sind widerum gegen tauaecd Studenten 

hach Prag gskQ8naen,von denen die meisten unterstiitzungsbedurftig sind.fenn 

diese Aktlon fiir die Studenten aufrechi erhalten werden soil , und hun- 

derte Existenzen hangen von dieser Tataache ab - dann erfordert sie ein

Weise sorgt^die Invalidenrenten,die hier fur KriegskrUppel ausgesetztj 

vsind,weiteres die Pensionen,die an Kriegswitwen und Waisen gezahlt 

warden,sind so gering,dass die Jahresbetrlge kaum ausreichensum

gliohen.Auch die weitere FUrsorge fUr die durch den Krieg und die 

Lebensmittelnot gesehwaehten Kinder ist unumganglich notwendig, 

ausserdem muss den zahlreichen,insbesondere aus der Slovakei 

gravitierenden Studenten Hiltfe gebracht werden,welche frilher in 

Wien und Budapest ihre Studien gepflogen haben,dortselbst all©

hin bleiben aber auch nach Abtransportierung der polnischen Fluoht- 

linge noch fUr einige Wochen die Paliistinenser,deren Abreise durch 

Verzogerung der Susendung der Passe von England aus verursacht wurde," 

tind die Sohwaohsinnigen.Siechen und Kramken,fUr die nooh Vorsorge 

troffen warden muss. 

Die Kosten dieses lagers bis zum vollstandigan 

bbau und der erwahnten Versorgung der Kranken und Siiskex Schwach- 

sinnigenfsowie Bekleidung und Beschuhung der abreisenden FlUchtlinge 

durften noch einen Betrag von ungefahr 

K 300.000.—erfordern.

ainige Yolksschulklassen absolviert haban,'iat es dringend notwendig 

Vorkohrungon zu traff©n,dass diese Kinder unter zielbewussten 

paaagogische«~êitung gestallt rail und dadurch fUr irgendeinen - 

Beruf besser befahigt wewden.Um dies zu ermogliohen,'hat das 

Komitee beschlossen', 6 Kinderh©imstatten / Kinderhorte/ zu erriohten 

und zwar sind 5 soloh«r Horte geplant und wurde bereits ein soloher 

in Zirkow mit ungefaht 50 Kindern ins Leben g©ruf©n.Diese Aktion

einen kursen Berichi unserer Tatigkeit mhrend des eben angefUhrten Zeit- 

raumes au erstatten,' 

7or allam sei es uns gestattet,dass wir auf die traurige wirtschaftliche 

Lage der Jud©nschaft in der Slovakei hinsuweisen. Wenn auch die Verhalt- j 

nissa hier nicht so schrecklich sind.wie in Polen und Eusslaad,so 1st dock 

die Lag© der hiesigen Juden im Allgemeinen eine sehr traurige .Die Juden in 

der Slovaks! wurden im November 1918 ausgeranbtjwobei der von uns allein fest- 

gestellte Sohaden in der damaligsn Relation 150.000.000 cs.Kronen betragen 

hat (naoh detn jetaigen Valutastande ko flint das einer halben Milliards cs.Kronen 

gleick)- Kir die Planderungen,an welchen sich steilenweise ganse Ortsonaften; 

beteiligt haban.wurde die Amneoti© erteilt,in sivilreohtlicher Hinsicht das 

Moratorium ausgasprechen. Ausserdam wird ein offisieller Boykott prakti/Aert 

; welcher erstens a&rin besteht, dass den Dorf juden die Schank-und Trai'ik- 

Liz®a.zm entsogen warden, awe it ens durch Verweigerung -ler tfctoilunG der Dorf- 

kaufleute nit den etasfclieh êwirtscbafteten Bedarfsartikal (wie Zueker,

ten aber in nicht wenigen Fallen warden auoh bis dahin aehr gat situierte 

Familien zu Bettlern gemacht. 

iJs sei noch erwalmt, dass die Judenschaft in der Ostslovakei durch 

die dort stattgefundenen Kampfe im Jahre 1914 /15 total au Grunde gerich- 

tet wurde, indem sie nicht nur urn ihr Hab und Gut, sondem auch urn ihr 

Heim gekommen sind,welches ihnen vollstahdig zerstofct wurde, 1 

Ferner wurden auch im S ommer des Jahre 1919 durch den Ueberfall der 

Ingarischen Hoten Banden ganze Striche zerstort. 

Schliesslich haben die wohlhabenden und auch weniger wohlhabenden 

judischen Gesellschaftsschichten dea grossten Teil ihres beweglichen Yer- 

Imogens in ungarischen Werten in Budapester Baukinstituten aagelegb,wel- 

che bisher unauînglichjaind, weiters wurde ein betrachtlicher Tail ihres 

Yermogans in Kriegsanleihe angelegt,welche deraeit nicht nutabringend sind 

und daher dieser Schaden Millierden betragt, 

Durch die schlechte Lage der Juden in der S lovakei rhaben sich die 

Initiatoren des Yolksverba&des im Marz des Jahre 1919 veranlasst gesehen, 

in Prager jadischen Kreisen Yorstellungen zu erbeben, worauf sich \fc* 

Aleberg in Yertretung des Joint in Geoellachaft mit einigen Prager Her- 

'ren nach Bratislava zu der inzwischen gewahlten beitung des Yolksverban« 

des begab.t Gemeinsam mit Mr.tAlsberg wurde das Hilfskomitee des Yolks- 

verbandes im Apigj.1 des Jahrea 1919 gegrUndet,' Da dor Yolksverhard as 

war,von dem die Initiative ausging und darsalbe auch die ganze Arbeit ftir 

das Hilfskomitee ttbernoronen hat, wurde der Leltung cecsalben ira Hilfs

Das Hilfskomitee fand bereits das von dem Yolksverbande eingehol- 

te Datenmaterial tiber die im IJdvember 1919 stattgefunden#en PlUnderungen 

vor. Esîst klar,dass das Hilfskomitee wigfliiMfrfci angesichts der ungeheuer 

grossen Aufgaben und der in gar keinem Yerhaltnisae zu denselben stehenden 

verfUgbaren Hilfsmittel gross® MOhe hatte?£,um nur die grundelegenden Prla- 

zip ion, far die Hilfsarboit feststellen zu konnQiv Es wurden foigende 

Richtlinien aufgestellt; 

Zu berttckaichtigen sind ; 1») Durch Plunderung §eschadigte,2.) 

Durch Krieg Oeschadigte; 3«) Durch die Folgen des Krieges Geschadigte; 

4.) Institutionen, wie kulturelle, soziale und Kultus- Instltutionen; 

5.) Fluchtlinge; 6.) Heimkehrer und schliesslioh 7.-) Durehreisend®, 

Bs wurde fex-ner prinzipiell festgestellt wombglich nur dort 

Unterstiltauisgen zu gewahren, wo die 3© zur Errichtung resp. Brhaltung 

von Existenzen ferwendung finden so Hen und zwar so Hen die UnterBtutzun* 

gen aus moralisohen Grunden hauptsachlich in Form von unverzinslichen, 

in Raten ruckzubezahlenden Darlehen erfolgen. 

Bs wurde femer das Prinzip ausgesprochen, nur solche Gesuohe 

zu btrncksichtigen, die von einer Behorde und zwar in ©rater Reihe von 

der Iar» Rultusgemeinde des Wohnortos des OesuchstellBre hegutachtet 

wurden. 

Bia End® Februar dieses Jahres sind beim Hili'akomitee aber 

600 Gesuche eiagelaufen. Der Qroasteil derselben von durch PlUnderungen 

êeoiadigten€i In ca.Oft Fallen wurden Darlehen geâhrt in der Boh® von

ucf'den Bedachten die Ubglichkeit zu bieten, sich ein wenig zu erholea^ 

, Wenn wir eineraeits die Hbhe des angerichteten Schadens, anderarseits 

die auobezahlte Summe in Betracht ziehen,ergibt sich ein Bolch.es Miss- 

verhaltnis,daas die Unzulanglichkeit der uns zur Veriugung otehendan 

Mittel klar ersichiliek macht. Die Lage unserer Petenten wurde vohl 

in vielen Fallen durch unsere Hilfe gebessert, jedoch da. das Komitee 

nur in den seltensten Fallen die; von den Geauchatellern angeforderte 

iSummen gewahren konnten,sondern die gebotene Hilfe in der Kegel auf 

einen Bruchteil dereelben reduziert werden musste, konnte demzufolge das 

Prinzip der Existenzerrichtung resp. Erhaltung auch nur in unvollkosin©- 

ner Weise verwirklicht warden.; 

Wir wurden auch in mehreren Fallen urn die (fewahrung der verschie- 

dendsten Werkzeuge fur Gewerbotreibende, wie Tischler,Schneider,Friseure 

Elekrfcrotechaiker etcgebeten.^ In der Regel waren wir nicht in der Lage 

diese zu bechaffen, sondern mussten una darauf beschrankan, die hiefUr er- 

forderlichen Betrage ganz oder teilweise zu gewahren. 

Nicht einmal wurde an una die Forderung gestellt Fuliri&ite und Land-, 

wirte mit dem notwendigen lebenden und tot en Inventor zu versefcen und da 

jkonnten wir auch nur die Betrage votieren. 

An Unterstutzungen ala Fonds perdu verausgabten wir ca.cs.K 100 •000.—

Die grbsata Schwierigkeit ergab sich dem Hilfskomitee, welches 

in der Regal zwaimal monatlich tagte,darin,class es die an daaselbe gestelltea 

fcinzelansprUche der (feeamtheit der Erfordamisse einarseita und tier Hohe 

der verfUgbaren Mittel anderarseits in Einklang brings. Selbstvei'standliehr 

ônnten unter eolchen Umstanden,wie bare its erwahat, die AnsprUche der 

'Gesuchsteller fast in keinem einzigen Falle toll befriedigt wardens 

Wir csissen auch kiastatieren, dass die Inanspruchnahma des Hilf»«*. 

komitees sich iaprogressiver false, bis zur Hbhe von ca.100 

Geauohen im Monate Jannar 192 0 steigarte. Es liegen derzeit Uber 3J0 un- 

arledigte Gesuche vor, so daas wenn das Komitee diese 1BG unerledigfce Ge-

uateratutzt warden, auch von den aahtoaadea Landern die Bezeiguag ihrea guten 

Willens ihre bedruckten judiachen Landeabriider zu uaterstutzen erwartet.^
